ਚੰਡੀਗੜ੍ਹ : ਕੌਮੀ ਰਾਜਧਾਨੀ ਵਿਚ ਕਿਸਾਨਾਂ ਨੂੰ ਮੁਫਤ ਬਿਜਲੀ ਦੇਣ ਵਿਚ ਨਾਕਾਮ ਰਹਿਣ ਉਤੇ ਦਿੱਲੀ ਵਿਚ ਆਪਣੇ ਹਮਰੁਤਬਾ ਨੂੰ ਆੜੇ ਹੱਥੀਂ ਲੈਂਦਿਆਂ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਸਾਲ 2022 ਦੀਆਂ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਉਤੇ ਨਜ਼ਰ ਰੱਖ ਕੇ ਪੰਜਾਬ ਵਿਚ ਮੁਫਤ ਬਿਜਲੀ ਦੇਣ ਦੇ ਝੂਠੇ ਵਾਅਦੇ ਕਰਨ ਲਈ ਅਰਵਿੰਦ ਕੇਜਰੀਵਾਲ ਦੀ ਸਖਤ ਆਲੋਚਨਾ ਕੀਤੀ ਹੈ।
ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਕੇਜਰੀਵਾਲ ਸਰਕਾਰ ਸਾਰੇ ਮੁਹਾਜ਼ ਉਤੇ ਦਿੱਲੀ ਦੇ ਲੋਕਾਂ ਪ੍ਰਤੀ ਪੂਰੀ ਤਰ੍ਹਾਂ ਫੇਲ੍ਹ ਸਾਬਤ ਹੋਈ ਹੈ ਅਤੇ ਕੌਮੀ ਰਾਜਧਾਨੀ ਵਿਚ ਸਥਿਤ ਪਿੰਡਾਂ ਦੇ ਕਿਸਾਨਾਂ ਨੂੰ ਨਾ ਮੁਫਤ ਬਿਜਲੀ ਮਿਲਦੀ ਹੈ ਸਗੋਂ ਉਦਯੋਗ ਲਈ ਬਿਜਲੀ ਦਰਾਂ ਵੀ ਬਹੁਤ ਜਿਆਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਐਲਾਨ ਕੀਤਾ ਕਿ ਪੰਜਾਬ ਦੇ ਲੋਕ ਹਰੇਕ ਖੇਤਰ ਵਿਚ ਸ਼ਾਸਨ ਦੇ ਦਿੱਲੀ ਮਾਡਲ ਨੂੰ ਪਹਿਲਾਂ ਹੀ ਰੱਦ ਕਰ ਚੁੱਕੇ ਹਨ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਦਿੱਲੀ ਦੀਆਂ ਬਿਜਲੀ ਦਰਾਂ ਨੂੰ ਕੇਜਰੀਵਾਲ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਸਰਕਾਰ ਦੀ ਗਿਣੀ-ਮਿੱਥੀ ਲੁੱਟ ਕਰਾਰ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਦਿੱਲੀ ਦੀ ਸਰਕਾਰ ਨੇ ਬਿਜਲੀ ਦੀ ਵੰਡ ਕਰਨ ਵਾਲੀਆਂ ਰਿਲਾਇੰਸ ਵਰਗੀਆਂ ਪ੍ਰਾਈਵੇਟ ਕੰਪਨੀਆਂ ਨੂੰ ਆਮ ਆਦਮੀ ਦੀ ਕੀਮਤ ਉਤੇ ਵੱਧ ਦਰਾਂ ਵਸੂਲ ਕੇ ਆਪਣੀਆਂ ਜੇਬਾਂ ਭਰਨ ਲਈ ਖੁੱਲ੍ਹੇਆਮ ਇਜਾਜ਼ਤ ਦਿੱਤੀ ਹੋਈ ਹੈ।
ਕੇਜਰੀਵਾਲ ਦੀ ਆਲੋਚਨਾ ਕਰਦੇ ਹੋਏ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਦਿੱਲੀ ਸਰਕਾਰ ਉਦਯੋਗਿਕ ਬਿਜਲੀ ਲਈ 9.80 ਰੁਪਏ ਯੂਨਿਟ ਵਸੂਲ ਕਰ ਰਹੀ ਹੈ ਜਦੋਂ ਕਿ ਪੰਜਾਬ ਵਿਚ ਕਾਂਗਰਸ ਸਰਕਾਰ ਪੰਜਾਬ ਵਿਚ ਸਨਅਤ ਨੂੰ ਆਕਰਸ਼ਿਤ ਕਰਨ ਲਈ ਪੰਜ ਰੁਪਏ ਯੂਨਿਟ ਦੀ ਸਬਸਿਡੀ ਦਰ ਦੇ ਮੁਤਾਬਕ ਵਸੂਲ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ ਅਤੇ ਇਸੇ ਸਬਸਿਡੀ ਸਦਕਾ ਬੀਤੇ ਸਾਲ ਚਾਰ ਸਾਲਾਂ ਵਿਚ ਜ਼ਮੀਨੀ ਪੱਧਰ ਉਤੇ 85,000 ਕਰੋੜ ਦੀ ਲਾਗਤ ਦਾ ਨਿਵੇਸ਼ ਲਈ ਰਾਹ ਪੱਧਰਾ ਹੋਇਆ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ 2226 ਕਰੋੜ ਰੁਪਏ ਦੀ ਸਾਲਾਨਾ ਸਬਸਿਡੀ ਉਤੇ ਪੰਜਾਬ ਵਿਚ 1,43,812 ਉਦਯੋਗਿਕ ਯੂਨਿਟਾਂ ਨੂੰ ਇਸ ਵੇਲੇ ਸਬਸਿਡੀ ਮੁਤਾਬਕ ਬਿਜਲੀ ਦਿੱਤੀ ਜਾ ਰਹੀ ਹੈ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਵਿਚ ਉਨ੍ਹਾਂ ਦੀ ਸਰਕਾਰ 13,79,217 ਕਿਸਾਨਾਂ ਨੂੰ 6735 ਕਰੋੜ ਰੁਪਏ ਦੀ ਮੁਫਤ ਬਿਜਲੀ ਮੁਹੱਈਆ ਕਰਵਾ ਰਹੀ ਹੈ ਜਦੋਂ ਕਿ ਦੂਜੇ ਪਾਸੇ ਦਿੱਲੀ ਵਿਚ ਆਪ ਦੀ ਸਰਕਾਰ ਨੇ ਕਿਸਾਨ ਭਾਈਚਾਰੇ ਨੂੰ ਅਜਿਹੀ ਮਦਦ ਦੇਣ ਲਈ ਕੋਈ ਵੀ ਯਤਨ ਨਹੀਂ ਕੀਤਾ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਸਭ ਤੋਂ ਪਹਿਲਾਂ ਕੇਜਰੀਵਾਲ ਸਰਕਾਰ ਨੇ ਤਿੰਨ ਖੇਤੀ ਵਿਰੋਧੀ ਕਾਨੂੰਨਾਂ ਵਿਚੋਂ ਇਕ ਕਾਨੂੰਨ ਨੋਟੀਫਾਈ ਕੀਤਾ ਅਤੇ ਹੁਣ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਪੰਜਾਬ ਦੇ ਕਿਸਾਨਾਂ ਦੇ ਹਮਦਰਦ ਹੋਣ ਦਾ ਖੇਖਣ ਕਰ ਰਹੀ ਹੈ। ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਦਿੱਲੀ ਸਰਕਾਰ ਘਰੇਲੂ ਬਿਜਲੀ 200 ਯੂਨਿਟ ਮੁਫਤ ਦੇ ਕੇ ਇਕ ਪਾਸੇ ਜੇਬ ਵਿਚ ਥੋੜ੍ਹੀ ਰਕਮ ਪਾ ਰਹੀ ਹੈ ਅਤੇ ਦੁਕਾਨਦਾਰਾਂ, ਉਦਯੋਗਾਂ ਤੇ ਕਿਸਾਨਾਂ ਕੋਲੋਂ ਕਮਰਸ਼ੀਅਲ ਤੇ ਖੇਤੀਬਾੜੀ ਬਿਜਲੀ ਦੀਆਂ ਵੱਧ ਕੀਮਤਾਂ ਲਗਾ ਕੇ ਦੂਜੇ ਪਾਸੇ ਜੇਬ ਵਿਚੋਂ ਵੱਡੀ ਰਕਮ ਵਸੂਲ ਰਹੀ ਹੈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਦਿੱਲੀ ਸਰਕਾਰ ਛੋਟੇ ਦੁਕਾਨਦਾਰਾਂ ਤੇ ਹੋਰ ਕਮਰਸ਼ੀਅਲ ਸੰਸਥਾਵਾਂ ਨੂੰ ਬਿਜਲੀ 11.34 ਰੁਪਏ ਪ੍ਰਤੀ ਯੂਨਿਟ ਦੇ ਹਿਸਾਬ ਨਾਲ ਵੇਚ ਰਹੀ ਹੈ ਜੋ ਕਿ ਪੰਜਾਬ ਦੀਆਂ ਕੀਮਤਾਂ ਤੋਂ 50 ਫੀਸਦੀ ਤੋਂ ਵੱਧ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅਸਲ ਵਿਚ ਦਿੱਲੀ ਦਾ ਹਰੇਕ ਵਾਸੀ ਪੰਜਾਬ ਦੇ ਵਸਨੀਕਾਂ ਦੇ ਮੁਕਾਬਲੇ ਅਸਿੱਧੇ ਰੂਪ ਵਿਚ ਬਿਜਲੀ ਲਈ ਵੱਧ ਰਕਮ ਅਦਾ ਕਰ ਰਿਹਾ ਹੈ।
