ਚੰਡੀਗੜ੍ਹ : ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕੋਵਿਡ ਸਬੰਧੀ ਰੋਕਾਂ ਵਿਚ ਕੁਝ ਹੋਰ ਢਿੱਲ ਦੇਣ ਦਾ ਐਲਾਨ ਕਰ ਦਿੱਤਾ ਹੈ। ਇਸ ਐਲਾਨ ਨਾਲ ਹੁਣ 26 ਜੁਲਾਈ ਤੋਂ ਦਸਵੀਂ, ਗਿਆਰਵੀਂ ਅਤੇ ਬਾਰ੍ਹਵੀਂ ਦੀਆਂ ਕਲਾਸਾਂ ਨਾਲ ਸਕੂਲ ਖੋਲ੍ਹੇ ਜਾ ਸਕਣਗੇ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਅੰਦਰੂਨੀ ਇਕੱਠਾਂ ਲਈ ਲੋਕਾਂ ਦੀ ਵੱਧ ਤੋਂ ਵੱਧ ਗਿਣਤੀ ਵਧਾ ਕੇ 150 ਵਿਅਕਤੀ ਕਰਨ ਜਦਕਿ ਬਾਹਰੀ ਇਕੱਠਾਂ ਲਈ 300 ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ ਪਰ ਸਮਰੱਥਾ ਦੀ ਉਪਰਲੀ ਹੱਦ 50 ਫੀਸਦੀ ਤੱਕ ਰੱਖਣ ਦੀ ਸ਼ਰਤ ਹੋਵੇਗੀ।
ਪੰਜਾਬ ਲਈ ਕੋਵਿਡ ਪਾਜੇਟਿਵਿਟੀ ਦਰ ਘਟ ਕੇ 0.3 ਫੀਸਦੀ ਤੱਕ ਹੋ ਜਾਣ ਅਤੇ ਮੁੜ ਪੈਦਾ ਹੋਣ ਦੀ ਗਿਣਤੀ 0.75 ਫੀਸਦੀ ਰਹਿਣ (ਕੌਮੀ ਔਸਤ ਨਾਲੋਂ ਘੱਟ) ਉਤੇ ਗੌਰ ਕਰਦੇ ਹੋਏ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਸਕੂਲਾਂ ਨੂੰ ਦਸਵੀਂ ਤੋਂ ਬਾਰ੍ਹਵੀਂ ਤੱਕ ਕਲਾਸਾਂ ਲਾਉਣ ਦੀ ਇਜਾਜ਼ਤ ਹੋਵੇਗੀ ਪਰ ਸਿਰਫ ਉਹੀ ਅਧਿਆਪਕ ਅਤੇ ਸਟਾਫ ਨੂੰ ਫਿਜੀਕਲੀ ਹਾਜ਼ਰ ਹੋਣ ਦੀ ਆਗਿਆ ਹੋਵੇਗੀ ਜਿਨ੍ਹਾਂ ਦਾ ਪੂਰੀ ਤਰ੍ਹਾਂ ਟੀਕਾਕਰਨ ਹੋਇਆ ਹੋਵੇ।
ਉਨ੍ਹਾਂ ਨੇ ਆਦੇਸ਼ ਦਿੱਤਾ ਕਿ ਇਸ ਸਬੰਧ ਵਿਚ ਸਬੰਧਤ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ ਨੂੰ ਲਿਖਤੀ ਤੌਰ ਉਤੇ ਸੂਚਿਤ ਕਰਨਾ ਹੋਵੇਗਾ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਐਲਾਨ ਕੀਤਾ ਕਿ ਜੇਕਰ ਸਥਿਤੀ ਕਾਬੂ ਹੇਠ ਰਹੀ ਤਾਂ ਬਾਕੀ ਕਲਾਸਾਂ ਵੀ ਇਸੇ ਤਰ੍ਹਾਂ 2 ਅਗਸਤ, 2021 ਤੋਂ ਖੋਲ੍ਹਣ ਦੀ ਆਗਿਆ ਹੋਵੇਗੀ। ਉਨ੍ਹਾਂ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ ਕੈਂਬਰਿਜ ਯੂਨੀਵਰਸਿਟੀ ਨੇ ਪੇਸ਼ੀਨਗੋਈ ਕੀਤੀ ਹੈ ਕਿ ਆਉਂਦੇ ਹਫ਼ਤਿਆਂ ਵਿਚ ਕੇਸਾਂ ਵਿਚ ਹੋਰ ਕਮੀ ਆਵੇਗੀ।
ਸਮਾਜਿਕ ਇਕੱਠਾਂ ਦੇ ਸਬੰਧ ਵਿਚ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਸਾਰੇ ਖੇਤਰਾਂ ਵਿਚ ਕਲਾਕਾਰਾਂ/ ਗਾਇਕਾਂ ਨੂੰ ਅਜਿਹੇ ਸਮਾਗਮਾਂ/ਮੌਕਿਆਂ ਲਈ ਇਜਾਜ਼ਤ ਹੋਵੇਗੀ ਪਰ ਇਸ ਲਈ ਕੋਵਿਡ ਪ੍ਰੋਟੋਕਾਲ ਦੀ ਪਾਲਣਾ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣਾ ਹੋਵੇਗਾ। ਮੁੱਖ ਮੰਤਰੀ ਵੱਲੋਂ ਬਾਰ, ਸਿਨੇਮਾ ਹਾਲਜ਼, ਰੈਸਟੋਰੈਂਟ, ਸਪਾਜ਼, ਸਵੀਮਿੰਗ ਪੂਲਜ਼, ਕੋਚਿੰਗ ਸੈਂਟਰ, ਸਪੋਰਟਸ ਕੰਪਲੈਕਸ, ਜਿੰਮ, ਮਾਲਜ਼, ਮਿਊਜ਼ਮ, ਚਿੜੀਆਘਰ ਆਦਿ ਨੂੰ ਕੋਵਿਡ ਟੀਕਾਕਰਨ ਦੀ ਪਾਲਣਾ ਨੂੰ ਯਕੀਨੀ ਬਣਾ ਕੇ 50 ਫੀਸਦੀ ਸਮਰੱਥਾ ਨਾਲ ਖੋਲ੍ਹਣ ਦੇ ਦਿੱਤੇ ਗਏ ਹੁਕਮਾਂ ਤੋਂ ਕੁਝ ਦਿਨਾਂ ਬਾਅਦ ਅੱਜ ਇਹ ਰਾਹਤ ਦਿੱਤੀ ਗਈ ਹੈ।
ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਾਲਜਾਂ, ਕੋਚਿੰਗ ਸੈਂਟਰਾਂ ਅਤੇ ਉਚੇਰੀ ਸਿੱਖਿਆ ਦੇ ਹੋਰ ਸਾਰੀਆਂ ਸੰਸਥਾਵਾਂ ਨੂੰ ਵੀ ਅਜਿਹੀ ਹੀ ਪਾਲਣਾ ਨਾਲ ਖੋਲ੍ਹਣ ਦੀ ਇਜਾਜ਼ਤ ਦਿੱਤੀ ਸੀ। ਕੋਵਿਡ ਦੀ ਸਥਿਤੀ ਬਾਰੇ ਵਰਚੂਅਲ ਮੀਟਿੰਗ ਦੌਰਾਨ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਕੋਵਿਡ ਦੇ ਸਰੂਪ ਵਿਚ ਆਏ ਬਦਲਾਅ ਬਾਰੇ ਮਹੀਨਾਵਾਰ ਅੰਕੜਿਆਂ ਨੇ ਦਰਸਾਇਆ ਹੈ ਕਿ 90 ਫੀਸਦੀ ਤੋਂ ਵੱਧ ਵਾਇਰਸ ਦੀ ਕਿਸਮ ਚਿੰਤਾਜਨਕ ਹੈ ਕਿਉਂ ਜੋ ਮੂਲ ਵਾਇਰਸ ਵਿਵਹਾਰਕ ਤੌਰ ਉਤੇ ਹੋਰ ਕਿਸਮਾਂ ਵਿਚ ਬਦਲ ਚੁੱਕਾ ਹੈ ਅਤੇ ਜੂਨ ਮਹੀਨੇ ਵਿਚ ਵੀ ਡੈਲਟਾ ਨੇ ਜ਼ੋਰ ਫੜਿਆ ਹੋਇਆ ਸੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਹਾਲਾਂਕਿ ਡੈਲਟਾ ਪਲੱਸ ਦਾ ਕੋਈ ਨਵਾਂ ਕੇਸ ਨਹੀਂ ਹੈ।
