ਡੈਸਕ- ਪਰਵਾਸ ਦੀ ਰਿਕਾਰਡ ਗਿਣਤੀ ਦੇ ਵਿਚਕਾਰ, ਯੂਨਾਈਟਿਡ ਕਿੰਗਡਮ (United Kingdom) ਦੇ ਗ੍ਰਹਿ ਦਫਤਰ ਨੇ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ ਲਈ ਨਵੇਂ ਇਮੀਗ੍ਰੇਸ਼ਨ ਨਿਯਮਾਂ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ ਜੋ ਉਨ੍ਹਾਂ ਨੂੰ ਆਪਣੇ ਪਰਿਵਾਰ ਦੇ ਮੈਂਬਰਾਂ ਨੂੰ ਆਪਣੇ ਨਾਲ ਦੇਸ਼ ਵਿੱਚ ਲਿਆਉਣ ‘ਤੇ ਰੋਕ ਲਗਾਉਂਦੇ ਹਨ। ਗ੍ਰਹਿ ਦਫ਼ਤਰ ਤੋਂ ਜਾਰੀ ਬਿਆਨ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਗੈਰ-ਖੋਜ ਪੋਸਟ-ਗ੍ਰੈਜੂਏਸ਼ਨ ਕੋਰਸਾਂ ਵਿੱਚ ਦਾਖਲ ਹੋਏ ਸਾਰੇ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਆਪਣੇ ਪਰਿਵਾਰਕ ਮੈਂਬਰਾਂ ਜਾਂ ਹੋਰ ਨਿਰਭਰ ਵਿਅਕਤੀਆਂ ਨੂੰ ਯੂਕੇ ਵਿੱਚ ਲਿਆਉਣ ਦੀ ਇਜਾਜ਼ਤ ਨਹੀਂ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਦੱਸ ਦਈਏ ਕਿ ਇਹ ਨਿਯਮ ਉਨ੍ਹਾਂ ਵਿਦਿਆਰਥੀਆਂ ‘ਤੇ ਲਾਗੂ ਹੋਵੇਗਾ ਜੋ ਅਗਲੇ ਸਾਲ ਜਨਵਰੀ ‘ਚ ਯੂਕੇ ‘ਚ ਦਾਖਲਾ ਲੈਣਗੇ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਬ੍ਰਿਟੇਨ ‘ਚ ਪੜ੍ਹਨ ਜਾਣ ਵਾਲੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਸਪਾਊਸ ਵੀਜ਼ਾ ਵੀ ਦਿੱਤਾ ਜਾਂਦਾ ਸੀ। ਪੜ੍ਹਾਈ ਤੋਂ ਬਾਅਦ ਵਿਦਿਆਰਥੀ ਤੇ ਉਸ ਦੇ ਜੀਵਨ ਸਾਥੀ ਨੂੰ ਦੋ ਸਾਲਾਂ ਦਾ ਵਰਕ ਵੀਜ਼ਾ ਵੀ ਮਿਲਦਾ ਸੀ।
ਪਿਛਲੇ ਸਾਲ ਅਕਤੂਬਰ ਦੇ ਪਹਿਲੇ ਹਫ਼ਤੇ, ਯੂਕੇ ਦੇ ਗ੍ਰਹਿ ਸਕੱਤਰ ਸੁਵੇਲਾ ਬ੍ਰੇਵਰਮੈਨ ਨੇ ਭਾਰਤੀ, ਖਾਸ ਕਰਕੇ ਪੰਜਾਬੀ ਮੂਲ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਇਹ ਕਹਿ ਕੇ ਝਟਕਾ ਦਿੱਤਾ ਸੀ ਕਿ ਪਤੀ-ਪਤਨੀ ਦੇ ਵੀਜ਼ੇ ‘ਤੇ ਪਾਬੰਦੀ ਹੋ ਸਕਦੀ ਹੈ ਕਿਉਂਕਿ ਬਹੁਤ ਸਾਰੇ ਲੋਕ ਯੂਕੇ ਆ ਰਹੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਕੋਲ ਨਹੀਂ ਪ੍ਰਤਿਭਾ ਹੈ। ਇੰਨਾ ਹੀ ਨਹੀਂ ਉਨ੍ਹਾਂ ਕੋਲ ਕੋਈ ਤਕਨੀਕੀ ਸਿੱਖਿਆ ਵੀ ਨਹੀਂ ਹੈ, ਜਿਸ ਨਾਲ ਯੂਕੇ ਨੂੰ ਕੋਈ ਫਾਈਦਾ ਹੋ ਸਕੇ।
ਇਸ ਕਦਮ ਨੂੰ ਯੂਕੇ ਦੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਰਿਸ਼ੀ ਸੁਨਕ ਅਤੇ ਗ੍ਰਹਿ ਸਕੱਤਰ ਸੁਏਲਾ ਬ੍ਰੇਵਰਮੈਨ ਦੁਆਰਾ ਦੇਸ਼ ਵਿੱਚ ਪਰਵਾਸ ਦੀ ਦਰ ਨੂੰ ਕੰਟਰੋਲ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਵਜੋਂ ਦੇਖਿਆ ਜਾ ਰਿਹਾ ਹੈ। ਨਵੇਂ ਨਿਯਮ ਯੂਕੇ ਦੇ ਗ੍ਰਹਿ ਦਫ਼ਤਰ ਵੱਲੋਂ ਮਾਈਗ੍ਰੇਸ਼ਨ ਬਾਰੇ ਅੰਕੜੇ ਜਾਰੀ ਕਰਨ ਤੋਂ ਕੁਝ ਦਿਨ ਪਹਿਲਾਂ ਲਾਗੂ ਹੋਏ ਹਨ ਅਤੇ 2022-23 ਵਿੱਚ ਪ੍ਰਵਾਸੀਆਂ ਦੀ ਗਿਣਤੀ 7,00,000 ਹੋਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ।
2020 ਵਿੱਚ, 48,639 ਭਾਰਤੀ ਵਿਦਿਆਰਥੀ ਯੂਕੇ ਪਹੁੰਚੇ। 2021 ਵਿੱਚ 55903 ਅਤੇ ਮਾਰਚ 2022 ਤੱਕ 200978 ਲੋਕ ਯੂਕੇ ਪੁੱਜੇ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ 80 ਫੀਸਦੀ ਪੰਜਾਬ ਮੂਲ ਦੇ ਸੀ। ਇਸ ਸਾਲ ਮਾਰਚ 2023 ਤੱਕ ਇਹ ਅੰਕੜਾ ਦੋ ਲੱਖ ਨੂੰ ਪਾਰ ਕਰ ਗਿਆ ਹੈ, ਜਿਸ ਵਿੱਚ 85 ਫੀਸਦੀ ਵਿਦਿਆਰਥੀ ਵਿਆਹੇ ਹੋਏ ਸੀ, ਜਿਨ੍ਹਾਂ ਦਾ ਟੀਚਾ ਕਿਸੇ ਤਰ੍ਹਾਂ ਬ੍ਰਿਟੇਨ ਪਹੁੰਚਣਾ ਸੀ। ਉੱਥੇ ਜਾ ਕੇ ਵਿਦਿਆਰਥੀ ਦਾ ਜੀਵਨ ਸਾਥੀ ਘੱਟ ਤਨਖ਼ਾਹ ‘ਤੇ ਕੰਮ ‘ਚ ਲੱਗ ਗਏ।
