ਚੰਡੀਗੜ੍ਹ : ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਚਰਨਜੀਤ ਸਿੰਘ ਚੰਨੀ ਦੀ ਅਗਵਾਈ ਵਿਚ ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਸੂਬੇ ਦੇ ਸਰਕਾਰੀ ਕਾਲਜਾਂ ਵਿਚ ਉਚੇਰੀ ਸਿੱਖਿਆ ਲਈ ‘ਮੁੱਖ ਮੰਤਰੀ ਵਜ਼ੀਫਾ ਸਕੀਮ’ ਲਾਗੂ ਕਰਨ ਦੀ ਪ੍ਰਵਾਨਗੀ ਦੇ ਦਿੱਤੀ ਹੈ।
ਇਸ ਸਕੀਮ ਨਾਲ ਜਿੱਥੇ ਗਰੀਬ ਵਿਦਿਆਰਥੀਆਂ ਖਾਸ ਕਰਕੇ ਜਨਰਲ ਵਰਗ ਦੇ ਹੋਣਹਾਰ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਮਦਦ ਮਿਲੇਗੀ, ਉਥੇ ਹੀ ਉਚੇਰੀ ਸਿੱਖਿਆ ਦੇ ਖੇਤਰ ਵਿਚ ਕੁਲ ਦਾਖਲਾ ਅਨੁਪਾਤ (ਜੀ.ਈ.ਆਰ.) ਨੂੰ ਬਿਹਤਰ ਬਣਾਉਣ ਵਿਚ ਵੀ ਸਹਾਇਤਾ ਮਿਲੇਗੀ।
ਇਸ ਸਕੀਮ ਨਾਲ ਸਾਲਾਨਾ 36.05 ਕਰੋੜ ਰੁਪਏ ਦਾ ਵਿੱਤੀ ਖਰਚਾ ਆਵੇਗਾ। ਇਸ ਸਕੀਮ ਦੀਆਂ ਵਿਸ਼ੇਸ਼ਤਾਵਾਂ ਦਾ ਜ਼ਿਕਰ ਕਰਦੇ ਹੋਏ ਮੁੱਖ ਮੰਤਰੀ ਦਫ਼ਤਰ ਦੇ ਇਕ ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਇਹ ਸਕੀਮ ਸਿਰਫ ਸਰਕਾਰੀ ਸਕੂਲਾਂ ਵਿਚ ਪੜ੍ਹਦੇ ਵਿਦਿਆਰਥੀਆਂ ਉਤੇ ਲਾਗੂ ਹੋਵੇਗੀ।
ਵਜ਼ੀਫੇ ਦੀ ਰਾਸ਼ੀ ਇਕਸਾਰ ਹੋਵੇਗੀ ਅਤੇ ਯੂਨੀਵਰਸਿਟੀ ਵੱਲੋਂ ਵਸੂਲੀ ਕੀਤੀ ਜਾਂਦੀ ਫੀਸ ਦੇ ਅਨੁਪਾਤ ਮੁਤਾਬਕ ਹੋਵੇਗੀ। ਜੇਕਰ ਵਿਦਿਆਰਥੀ 60 ਫੀਸਦੀ ਤੋਂ ਵੱਧ ਅਤੇ 70 ਫੀਸਦੀ ਤੋਂ ਘੱਟ ਅੰਕ ਪ੍ਰਾਪਤ ਕਰਦਾ ਹੈ ਤਾਂ ਉਸ ਨੂੰ ਯੂਨੀਵਰਸਿਟੀ ਦੀ ਫੀਸ ਵਿਚ 70 ਫੀਸਦੀ ਰਿਆਇਤ ਦਿੱਤੀ ਜਾਵੇਗੀ।
ਇਸੇ ਤਰ੍ਹਾਂ 70 ਫੀਸਦੀ ਤੋਂ ਵੱਧ ਅਤੇ 80 ਫੀਸਦੀ ਤੋਂ ਘੱਟ ਅੰਕ ਪ੍ਰਾਪਤ ਕਰਨ ਵਾਲੇ ਵਿਦਿਆਰਥੀ ਨੂੰ ਫੀਸ ਵਿਚ 80 ਫੀਸਦੀ ਰਿਆਇਤ ਮਿਲੇਗੀ। 80 ਫੀਸਦੀ ਤੋਂ ਵੱਧ ਅਤੇ 90 ਫੀਸਦੀ ਤੋਂ ਘੱਟ ਅੰਕ ਹਾਸਲ ਕਰਨ ਵਾਲੇ ਵਿਦਿਆਰਥੀ ਨੂੰ 90 ਫੀਸਦੀ ਰਿਆਇਤ ਜਦਕਿ 90 ਫੀਸਦੀ ਤੋਂ ਵੱਧ ਅਤੇ 100 ਫੀਸਦੀ ਤੋਂ ਘੱਟ ਅੰਕ ਪ੍ਰਾਪਤ ਕਰਨ ਵਾਲੇ ਵਿਦਿਆਰਥੀ ਨੂੰ 100 ਫੀਸਦੀ ਰਿਆਇਤ ਮਿਲੇਗੀ।
ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਵਜ਼ੀਫਾ ਤਾਂ ਹੀ ਦਿੱਤਾ ਜਾਵੇਗਾ, ਜੇਕਰ ਉਨ੍ਹਾਂ ਨੂੰ ਕੋਈ ਹੋਰ ਵਜ਼ੀਫਾ ਨਾ ਮਿਲਦਾ ਹੋਵੇ। ਜੇਕਰ ਵਿਦਿਆਰਥੀ ਸੂਬਾ ਸਰਕਾਰ ਜਾਂ ਕੇਂਦਰ ਸਰਕਾਰ ਦੀ ਕਿਸੇ ਸਕੀਮ ਅਧੀਨ ਕੋਈ ਵਜ਼ੀਫਾ ਪ੍ਰਾਪਤ ਕਰ ਰਿਹਾ ਹੋਵੇ ਅਤੇ ਇਸ ਨਵੀਂ ਸਕੀਮ ਅਧੀਨ ਮਿਲਣ ਵਾਲਾ ਲਾਭ ਉਸ ਨਾਲੋਂ ਵੱਧ ਬਣਦਾ ਹੋਵੇ ਤਾਂ ਉਸ ਨੂੰ ਇਸ ਨਵੀਂ ਸਕੀਮ ਅਧੀਨ ਮਿਲਣ ਵਾਲੇ ਵਜ਼ੀਫੇ ਅਤੇ ਪਹਿਲਾਂ ਮਿਲਦੇ ਵਜ਼ੀਫੇ ਦੇ ਅੰਤਰ ਵਾਲੀ ਰਾਸ਼ੀ ਹੀ ਅਦਾਇਗੀਯੋਗ ਹੋਵੇਗੀ।
ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਇਹ ਵਿਵਸਥਾ ਤਾਂ ਹੀ ਲਾਗੂ ਹੋਵੇਗੀ, ਜੇਕਰ ਵਿਦਿਆਰਥੀ ਸਾਰੇ ਵਿਸ਼ਿਆਂ ਵਿਚ ਇਮਤਿਹਾਨ ਪਾਸ ਕਰਦਾ ਹੈ। ਜੇਕਰ ਕੋਈ ਵਿਦਿਆਰਥੀ ਇਸ ਤੱਥ ਦੇ ਬਾਵਜੂਦ ਕਿਸੇ ਵੀ ਵਿਸ਼ੇ ਦਾ ਇਮਤਿਹਾਨ ਪਾਸ ਨਹੀਂ ਕਰ ਪਾਉਂਦਾ, ਪਰ ਬਾਕੀ ਵਿਸ਼ਿਆਂ ਵਿਚ ਪ੍ਰਾਪਤ ਕੀਤੇ ਅੰਕਾਂ ਦੇ ਆਧਾਰ ਉਤੇ ਉਹ ਵਜ਼ੀਫੇ ਦਾ ਪਾਤਰ ਬਣਦਾ ਹੈ ਤਾਂ ਵੀ ਉਸ ਨੂੰ ਵਜ਼ੀਫਾ ਸਕੀਮ ਲਈ ਵਿਚਾਰਿਆ ਨਹੀਂ ਜਾਵੇਗਾ।
ਬੁਲਾਰੇ ਨੇ ਇਹ ਵੀ ਦੱਸਿਆ ਕਿ ਇਹ ਸਕੀਮ ਅੰਡਰ ਗ੍ਰੈਜੂਏਟ ਅਤੇ ਪੋਸਟ ਗ੍ਰੈਜੂਏਟ ਕੋਰਸਾਂ ਵਿਚ ਪੜ੍ਹ ਰਹੇ ਵਿਦਿਆਰਥੀਆਂ ਉਤੇ ਲਾਗੂ ਹੋਵੇਗੀ।
