ਕੈਨੇਡਾ ਵਿਚ ਫਰਜ਼ੀ ਦਾਖਲਾ ਪੱਤਰ ਦੇ ਚੱਲਦਿਆਂ 1500 ਭਾਰਤੀ ਵਿਦਿਆਰਥੀ ‘ਤੇ ਲਟਕੀ ਡਿਪੋਰਟੇਸ਼ਨ ਦੀ ਤਲਵਾਰ
ਡੈਸਕ- ਟਰੂਡੋ ਸਰਕਾਰ ਨੇ ਫਰਜ਼ੀ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਕੈਨੇਡਾ ਵਿਚ ਦਾਖਲ ਹੋਣ ਤੋਂ ਰੋਕਣ ਲਈ ਨਿਯਮਾਂ ਨੂੰ ਸਖਤ ਕਰਨਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਹੈ। ਫਰਜ਼ੀ ਦਾਖਲਾ ਪੱਤਰਾਂ ਦੀ ਪਛਾਣ ਲਈ ਸਰਕਾਰ ਨੇ ਵਿਸ਼ੇਸ਼ ਟਾਸਕ ਫੋਰਸ ਬਣਾਈ ਹੈ। IRCC ਟਾਸਕ ਫੋਰਸ ਨੇ ਪਹਿਲਾਂ ਹੀ ਜਾਅਲੀ ਦਾਖਲਾ ਪੱਤਰ ਨਾਲ 1500 ਤੋਂ ਵੱਧ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਵੀਜ਼ਾ ਐਪਲੀਕੇਸ਼ਨਾਂ ਦੀ ਸ਼ਨਾਖ਼ਤ ਕਰ ਲਈ ਹੈ।
ਇਸ ਵਿਚੋਂ 450 ਵਿਦਿਆਰਥੀ ਫਰਜ਼ੀ ਦਾਖਲਾ ਪੱਤਰਾਂ ਦੀ ਮਦਦ ਨਾਲ ਕਿਸੇ ਤਰ੍ਹਾਂ ਕੈਨੇਡਾ ਪਹੁੰਚ ਗਏ। ਇਨ੍ਹਾਂ ਵਿੱਚੋਂ 263 ਕੇਸਾਂ ਦੀ ਜਾਂਚ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ, ਜਿਨ੍ਹਾਂ ਵਿੱਚੋਂ 63 ਕੇਸ ਸਹੀ ਅਤੇ 103 ਫਰਜ਼ੀ ਪਾਏ ਗਏ ਹਨ। ਇਨ੍ਹਾਂ ਵਿੱਚੋਂ 25 ਦੇ ਕਰੀਬ ਕੇਸ ਪੰਜਾਬ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਨਾਲ ਵੀ ਸਬੰਧਤ ਹਨ। ਹੁਣ ਫਰਜ਼ੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਡਿਪੋਰਟ ਕੀਤਾ ਜਾਵੇਗਾ।
ਕੈਨੇਡਾ ਵਿਚ ਫਰਜ਼ੀ ਦਾਖਲਾ ਪੱਤਰ ਦੇ ਚੱਲਦਿਆਂ 1500 ਭਾਰਤੀ ਵਿਦਿਆਰਥੀ ‘ਤੇ ਲਟਕੀ ਡਿਪੋਰਟੇਸ਼ਨ ਦੀ ਤਲਵਾਰ ਲਟਕ ਗਈ ਹੈ ਪਰ ਇਸ ਦੇ ਨਾਲ ਹੀ ਕੈਨੇਡਾ ਸਰਕਾਰ ਨੇ ਭਰੋਸਾ ਦਿਵਾਇਆ ਹੈ ਕਿ ਕਈ ਵਾਰ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਵੀ ਇਸ ਧੋਖਾਧੜੀ ਬਾਰੇ ਪਤਾ ਨਹੀਂ ਹੁੰਦਾ। ਅਜਿਹੇ ਮਾਮਲਿਆਂ ਵਿੱਚ ਅਸੀਂ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਮਦਦ ਵੀ ਕਰਾਂਗੇ ਤੇ ਜੇਕਰ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਕੋਈ ਗਲਤੀ ਨਹੀਂ ਪਾਈ ਜਾਂਦੀ, ਉਨ੍ਹਾਂ ਨੂੰ ਅਸਥਾਈ ਸਟੱਡੀ ਵੀਜ਼ਾ ਦਿੱਤਾ ਜਾਵੇਗਾ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਆਪਣੀ ਪੜ੍ਹਾਈ ਜਾਰੀ ਰੱਖਣ ਦਾ ਮੌਕਾ ਦਿੱਤਾ ਜਾਵੇਗਾ।
ਬੀਤੇ ਦਿਨੀਂ ਕੈਨੇਡਾ ਸਰਕਾਰ ਵੱਲੋਂ ਨਵੇਂ ਵੀਜ਼ਾ ਨਿਯਮਾਂ ਦਾ ਐਲਾਨ ਕੀਤਾ ਗਿਆ। ਨਵੇਂ ਨਿਯਮਾਂ ਦਾ ਐਲਾਨ ਕਰਦੇ ਹੋਏ ਇਮੀਗ੍ਰੇਸ਼ਨ ਮੰਤਰੀ ਮਾਰਕ ਮਿਲਰ ਨੇ ਕਿਹਾ ਕਿ ਜੋ ਕਾਲਜ ਤੇ ਯੂਨੀਵਰਸਿਟੀ ਕੌਮਾਂਤਰੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਮਨਜ਼ੂਰੀ ਪੱਤਰ ਜਾਰੀ ਕਰਨਗੇ, ਉਨ੍ਹਾਂ ਨੂੰ ਫੈਡਰਲ ਇਮੀਗ੍ਰੇਸ਼ਨ ਵਿਭਾਗ ਦੁਆਰਾ ਪੁਸ਼ਟੀ ਕੀਤੇ ਗਏ ਸਾਰੇ ਮਨਜ਼ੂਰੀ ਪੱਤਰ ਪ੍ਰਾਪਤ ਕਰਨੇ ਪੈਣਗੇ।
ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਵਿਭਾਗ ਨੇ ਜੂਨ 2017 ਵਿੱਚ ਇੱਕ ਟਾਸਕ ਫੋਰਸ ਬਣਾਈ ਸੀ, ਜਿਸ ਦੀ ਜਾਂਚ ਵਿੱਚ ਸਾਹਮਣੇ ਆਇਆ ਸੀ ਕਿ ਟਰੈਵਲ ਏਜੰਟਾਂ ਨੇ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਕੈਨੇਡਾ ਲਿਆਉਣ ਲਈ ਫਰਜ਼ੀ ਪ੍ਰਵਾਨਗੀ ਪੱਤਰ ਜਾਰੀ ਕੀਤੇ ਸਨ। ਹੁਣ ਤੱਕ ਜਿਹੜੇ 103 ਕੇਸਾਂ ਦੀ ਸਮੀਖਿਆ ਕੀਤੀ ਗਈ ਹੈ, ਉਨ੍ਹਾਂ ਵਿੱਚੋਂ ਸਿਰਫ਼ 40 ਫ਼ੀਸਦੀ ਵਿਦਿਆਰਥੀ ਹੀ ਸਰਕਾਰੀ ਸਕੀਮ ਤਹਿਤ ਕੈਨੇਡਾ ਆਏ ਹਨ ਜਦਕਿ ਬਾਕੀ ਧੋਖੇ ਦਾ ਸ਼ਿਕਾਰ ਹੋਏ ਹਨ।ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਇੱਥੇ ਸਾਡਾ ਉਦੇਸ਼ ਧੋਖਾਧੜੀ ਕਰਨ ਵਾਲੇ ਤੱਤਾਂ ਨੂੰ ਸਜ਼ਾ ਦੇਣਾ ਹੈ ਤਾਂ ਜੋ ਉਨ੍ਹਾਂ ਨੂੰ ਜਵਾਬਦੇਹ ਬਣਾਇਆ ਜਾ ਸਕੇ।
