CANADA: ਕੈਨੇਡਾ ਸਰਕਾਰ ਨੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਅਤੇ ਸਿਟੀਜ਼ਨਸ਼ਿਪ ਕੰਸਲਟੈਂਟਸ ਦੀ ਨਿਗਰਾਨੀ ਅਤੇ ਪਰਮਾਨੈਂਟ ਰੈਜ਼ੀਡੈਂਸ ਨੂੰ ਲੈ ਕੇ ਵੱਡੀਆਂ ਤਬਦੀਲੀਆਂ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ। ਨਵੇਂ ਨਿਯਮਾਂ ਅਨੁਸਾਰ, ਜੇਕਰ ਕੈਨੇਡਾ ਵਿੱਚ ਕੋਈ ਕੰਸਲਟੈਂਟ ਕਿਸੇ ਨਾਲ ਠੱਗੀ ਮਾਰਦਾ ਹੈ, ਤਾਂ ਪੀੜਤ ਵਿਅਕਤੀ ਨੂੰ ਹੁਣ ਮੁਆਵਜ਼ਾ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਇਸ ਫੈਸਲੇ ਦਾ ਸਭ ਤੋਂ ਵੱਡਾ ਫਾਇਦਾ ਕੈਨੇਡਾ ਵਿੱਚ ਰਹਿ ਰਹੇ ਪੰਜਾਬੀ ਭਾਈਚਾਰੇ ਨੂੰ ਹੋਵੇਗਾ, ਕਿਉਂਕਿ ਪੰਜਾਬ ਦੇ ਲੋਕ ਹੀ ਕੈਨੇਡਾ ਵਿੱਚ ਕੰਸਲਟੈਂਟਾਂ ਦੀ ਠੱਗੀ ਦਾ ਸਭ ਤੋਂ ਵੱਧ ਸ਼ਿਕਾਰ ਹੁੰਦੇ ਹਨ। ਇਹ ਨਵਾਂ ਨਿਯਮ 15 ਜੁਲਾਈ 2026 ਤੋਂ ਪੂਰੀ ਤਰ੍ਹਾਂ ਲਾਗੂ ਹੋ ਜਾਵੇਗਾ। ਇਸ ਦੇ ਤਹਿਤ ਧੋਖਾਧੜੀ ਕਰਨ ਵਾਲੇ ਕੰਸਲਟੈਂਟਾਂ ਨੂੰ 9 ਕਰੋੜ ਰੁਪਏ ਤੱਕ ਦਾ ਜੁਰਮਾਨਾ ਹੋ ਸਕਦਾ ਹੈ। ਦੋਸ਼ੀਆਂ ਨੂੰ 12 ਮਹੀਨਿਆਂ ਤੋਂ 2 ਸਾਲ ਤੱਕ ਦੀ ਜੇਲ੍ਹ ਹੋ ਸਕਦੀ ਹੈ। ਗਲਤ ਕੰਮ ਕਰਨ ਵਾਲੇ ਏਜੰਟਾਂ ਦਾ ਲਾਇਸੈਂਸ ਹਮੇਸ਼ਾ ਲਈ ਰੱਦ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ। ਕੈਨੇਡਾ ਦੇ ਕਾਨੂੰਨ ਮੁਤਾਬਕ, ਇਮੀਗ੍ਰੇਸ਼ਨ ਦੀ ਸਲਾਹ ਦੇਣ ਜਾਂ ਫਾਈਲ ਤਿਆਰ ਕਰਨ ਬਦਲੇ ਪੈਸੇ ਲੈਣ ਵਾਲੇ ਵਿਅਕਤੀ ਕੋਲ ਸਟੇਟ ਲਾਅ ਸੁਸਾਇਟੀ ਦਾ ਲਾਇਸੈਂਸ ਹੋਣਾ ਲਾਜ਼ਮੀ ਹੈ। ਹੁਣ ਸਰਕਾਰ ਨੂੰ ਕੰਸਲਟੈਂਟਸ ਦੀ ਮਨਮਾਨੀ ਰੋਕਣ ਲਈ ਕਾਲਜਾਂ ਦੇ ਬੋਰਡ ਕੰਮਕਾਜ ਵਿੱਚ ਦਖਲ ਦੇਣ ਦੇ ਵਧੇਰੇ ਅਧਿਕਾਰ ਮਿਲ ਗਏ ਹਨ। ਰਿਪੋਰਟਾਂ ਅਨੁਸਾਰ ਸਥਿਤੀ ਕਾਫੀ ਚਿੰਤਾਜਨਕ ਹੈ। ਸਾਲ 2024-25 ਵਿੱਚ ਲਗਭਗ 10 ਹਜ਼ਾਰ ਫਰਜ਼ੀ ਐਡਮਿਸ਼ਨ ਲੈਟਰ ਫੜੇ ਗਏ ਸਨ, ਜਿਨ੍ਹਾਂ ਵਿੱਚੋਂ 80 ਫੀਸਦੀ ਮਾਮਲੇ ਪੰਜਾਬ ਅਤੇ ਗੁਜਰਾਤ ਨਾਲ ਸਬੰਧਤ ਸਨ। ਅਪ੍ਰੈਲ 2026 ਦੀ ਰਿਪੋਰਟ ਮੁਤਾਬਕ, ਕੈਨੇਡਾ ਵਿੱਚ ਕਰੀਬ 30 ਹਜ਼ਾਰ ਪ੍ਰਵਾਸੀਆਂ ਨੂੰ ਡਿਪੋਰਟੇਸ਼ਨ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪੈ ਰਿਹਾ ਹੈ, ਜਿਨ੍ਹਾਂ ਵਿੱਚੋਂ 9 ਹਜ਼ਾਰ ਤੋਂ ਵੱਧ ਇਕੱਲੇ ਪੰਜਾਬ ਦੇ ਵਿਦਿਆਰਥੀ ਅਤੇ ਸ਼ਰਨਾਰਥੀ ਹਨ। ਜਲੰਧਰ, ਲੁਧਿਆਣਾ ਅਤੇ ਅੰਮ੍ਰਿਤਸਰ ਵਰਗੇ ਸ਼ਹਿਰਾਂ ਵਿੱਚ ਸਰਗਰਮ ਏਜੰਟਾਂ ਕਾਰਨ ਸਭ ਤੋਂ ਵੱਧ ਠੱਗੀਆਂ ਹੁੰਦੀਆਂ ਹਨ।
ਸਾਲ 2023 ਦੇ ਮਸ਼ਹੂਰ 700 ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਠੱਗੀ ਦੇ ਮਾਮਲੇ ਦਾ ਮੁੱਖ ਮੁਲਜ਼ਮ ਵੀ ਜਲੰਧਰ ਦਾ ਹੀ ਇਕ ਏਜੰਟ ਸੀ। ਧੋਖਾਧੜੀ ਦਾ ਸ਼ਿਕਾਰ ਹੋਏ ਲੋਕਾਂ ਦੀ ਮਦਦ ਲਈ ਇੱਕ ਮੁਆਵਜ਼ਾ ਫੰਡ ਬਣਾਇਆ ਜਾਵੇਗਾ। ਜੇਕਰ ਕੋਈ ਲਾਇਸੈਂਸਸ਼ੁਦਾ ਕੰਸਲਟੈਂਟ ਪੈਸੇ ਹੜੱਪਦਾ ਹੈ ਜਾਂ ਗਲਤ ਜਾਣਕਾਰੀ ਦੇ ਕੇ ਨੁਕਸਾਨ ਪਹੁੰਚਾਉਂਦਾ ਹੈ, ਤਾਂ ਪੀੜਤ ਇਸ ਫੰਡ ਰਾਹੀਂ ਮੁਆਵਜ਼ਾ ਲੈ ਸਕਣਗੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਅਪ੍ਰੈਲ 2027 ਤੋਂ ਕੰਸਲਟੈਂਟਾਂ ਦੀ ਇੱਕ ਆਨਲਾਈਨ ਪਬਲਿਕ ਲਿਸਟ ਜਾਰੀ ਕੀਤੀ ਜਾਵੇਗੀ, ਜਿਸ ਵਿੱਚ ਉਨ੍ਹਾਂ ਦੇ ਲਾਇਸੈਂਸ ਅਤੇ ਪੁਰਾਣੇ ਰਿਕਾਰਡ ਦੀ ਜਾਣਕਾਰੀ ਹੋਵੇਗੀ ਤਾਂ ਜੋ ਲੋਕ ਸਹੀ ਸਲਾਹਕਾਰ ਦੀ ਚੋਣ ਕਰ ਸਕਣ। ਮਾਹਿਰਾਂ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਪੰਜਾਬੀ ਪਰਿਵਾਰ ਅਕਸਰ ਆਪਣੀ ਜ਼ਮੀਨ ਵੇਚ ਕੇ ਜਾਂ ਭਾਰੀ ਕਰਜ਼ਾ ਲੈ ਕੇ 15 ਤੋਂ 25 ਲੱਖ ਰੁਪਏ ਏਜੰਟਾਂ ਨੂੰ ਦਿੰਦੇ ਹਨ। ਅਜਿਹੇ ਵਿੱਚ 15 ਜੁਲਾਈ 2026 ਤੋਂ ਲਾਗੂ ਹੋਣ ਵਾਲੇ ਇਹ ਨਿਯਮ ਪੰਜਾਬ ਦੇ ਪਰਿਵਾਰਾਂ ਲਈ ‘ਸੰਜੀਵਨੀ’ ਸਾਬਤ ਹੋਣਗੇ। ਭਾਰਤ ਵਿੱਚ ਵੀ ਇਮੀਗ੍ਰੇਸ਼ਨ ਨਿਯਮ ਸਖ਼ਤ ਹਨ। ਕਿਸੇ ਵੀ ਜ਼ਿਲ੍ਹੇ ਦੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਕੋਲ ਕੰਸਲਟੈਂਸੀ ਏਜੰਸੀ ਦਾ ਲਾਇਸੈਂਸ ਜਾਰੀ ਕਰਨ ਅਤੇ ਰੱਦ ਕਰਨ ਦੀ ਸ਼ਕਤੀ ਹੁੰਦੀ ਹੈ। ਫਰਜ਼ੀ ਵੀਜ਼ਾ ਜਾਂ ਲੈਟਰ ਦੇਣ ‘ਤੇ ਲਾਇਸੈਂਸ ਰੱਦ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ। ਹਾਲਾਂਕਿ, ਕੈਨੇਡਾ ਦੇ ਉਲਟ, ਭਾਰਤ ਵਿੱਚ ਠੱਗੀ ਹੋਣ ‘ਤੇ ਸਰਕਾਰ ਵੱਲੋਂ ਕੋਈ ਮੁਆਵਜ਼ਾ ਦੇਣ ਦਾ ਪ੍ਰਬੰਧ ਨਹੀਂ ਹੈ।
