Ottawa- ਅਮਰੀਕਾ ਦੇ ਸਰਕਾਰੀ ਅੰਕੜਿਆਂ ਤੋਂ ਪਤਾ ਲੱਗਾ ਹੈ ਕਿ ਅਮਰੀਕਾ ਵਿਚ ਜਹਾਜ਼ ਉਡਾਉਣ ਦੀ ਇੱਛਾ ਰੱਖਣ ਵਾਲੇ ਕੈਨੇਡੀਅਨ ਪਾਇਲਟਾਂ ਦੀ ਗਿਣਤੀ ਸਾਲ 2022 ’ਚ ਤਿੰਨਾ ਗੁਣਾ ਵਾਧਾ ਹੋਇਆ ਹੈ। ਇਸ ਰੁਝਾਨ ਨਾਲ ਕੈਨੇਡਾ ਵਿਚ ਪਾਇਲਟਾਂ ਦੀ ਘਾਟ ਦੀ ਸਮੱਸਿਆ ਹੋਰ ਡੂੰਘੀ ਹੋਣ ਦਾ ਖ਼ਦਸ਼ਾ ਵਧ ਗਿਆ ਹੈ।
ਫੈਡਰਲ ਏਵੀਏਸ਼ਨ ਐਡਮਿਨਸਟਰੇਸ਼ਨ (611) ਦੇ ਅੰਕੜਿਆਂ ਅਨੁਸਾਰ, 2022 ਵਿੱਚ ਲਗਭਗ 147 ਕੈਨੇਡੀਅਨ ਪਾਇਲਟਾਂ ਨੇ ਸੰਯੁਕਤ ਰਾਜ ਅਮਰੀਕਾ ’ਚ ਵਪਾਰਕ ਜਹਾਜ਼ ਉਡਾਉਣ ਲਈ ਲਾਇਸੈਂਸ ਲਈ ਅਰਜ਼ੀ ਦਿੱਤੀ ਸੀ, ਜਦਕਿ 2021 ’ਚ ਇਹ ਅੰਕੜਾ 39 ਸੀ। ਕੁੱਲ ਵਿਦੇਸ਼ੀ ਅਰਜ਼ੀਆਂ ਦੀ ਗਿਣਤੀ ਲਗਭਗ ਦੁੱਗਣੀ ਹੋ ਕੇ 1,442 ਹੋ ਗਈ ਹੈ।
ਵਕੀਲਾਂ, ਯੂਨੀਅਨਾਂ ਅਤੇ ਪਾਇਲਟਾਂ ਦੇ ਅਨੁਸਾਰ, ਸੰਯੁਕਤ ਰਾਜ ਅਮਰੀਕਾ ’ਚ ਉੱਚ ਯਾਤਰਾ ਦੀ ਮੰਗ ਨੇ ਅਮਰੀਕਾ ਵਿਚ ਟ੍ਰੈਵਲ ਦੀ ਵਧੇਰੇ ਮੰਗ ਨੇ ਪਾਇਲਟਾਂ ਨੂੰ ਵੀ ਤਨਖ਼ਾਹ ਵਾਧੇ ਪ੍ਰਾਪਤ ਕਰਨ ਦੇ ਯੋਗ ਬਣਾਇਆ ਹੈ, ਜਿਸ ਕਰਕੇ ਦੇਰੀ ਅਤੇ ਨਵੇਂ ਮੁਲਕ ਵਿਚ ਵੱਸਣ ਸਬੰਧੀ ਖ਼ਰਚਿਆਂ ਦੇ ਬਾਵਜੂਦ, ਵਿਦੇਸ਼ੀ ਪਾਇਲਟ ਅਮਰੀਕਾ ਵੱਲ ਆਕਰਸ਼ਤ ਹੋ ਰਹੇ ਹਨ।
ਭਾਵੇਂ ਇਹ ਗਿਣਤੀ ਛੋਟੀ ਹੈ ਪਰ ਪਾਇਲਟਾਂ ਦੀ ਘਾਟ ਨਾਲ ਜੂਝਦੀ ਕੈਨੇਡੀਅਨ ਏਅਰਲਾਈਨ ਇੰਡਸਟਰੀ ਲਈ ਇਹ ਚਿੰਤਾਜਨਕ ਹੋ ਸਕਦੀ ਹੈ। ਇਹ ਰੁਝਾਨ ਏਅਰ ਕੈਨੇਡਾ ਅਤੇ ਉਸਦੇ ਪਾਇਲਟਾਂ ਦਰਮਿਆਨ ਹੋਣ ਵਾਲੀ ਗੱਲਬਾਤ ‘ਤੇ ਵੀ ਦਬਾਅ ਪਾ ਸਕਦਾ ਹੈ, ਜਿਨ੍ਹਾਂ ਦਾ ਕਾਂਟਰੈਕਟ 29 ਸਤੰਬਰ ਨੂੰ ਸਮਾਪਤ ਹੋ ਰਿਹਾ ਹੈ। ਪਾਇਲਟਾਂ ਦੀ ਘਾਟ ਦੇ ਚਲਦਿਆਂ ਏਅਰ ਕੈਨੇਡਾ ਨੇ ਹਾਲ ਹੀ ਵਿਚ ਕੈਲਗਰੀ ਤੋਂ 6 ਅਹਿਮ ਹਵਾਈ ਰੂਟਸ ਬੰਦ ਕਰਨ ਦਾ ਫ਼ੈਸਲਾ ਲਿਆ ਹੈ।
ਮਾਂਟਰੀਅਲ ਦੀ ਮੈਕਗਿਲ ਯੂਨੀਵਰਸਿਟੀ ’ਚ ਹਵਾਬਾਜ਼ੀ ਪ੍ਰਬੰਧਨ ’ਚ ਫੈਕਲਟੀ ਲੈਕਚਰਾਰ ਜੌਨ ਗ੍ਰੇਡਕ ਨੇ ਇਸ ਸੰਬੰਧੀ ਕਿਹਾ ਕਿ ੲਹ ਨਿਸ਼ਚਤ ਤੌਰ ’ਤੇ ਚਿੰਤਾ ਦਾ ਵਿਸ਼ਾ ਹੈ। ਪਾਇਲਟਾਂ ਦੀ ਨੁਮਾਇੰਦਗੀ ਕਰਦੀ ਯੂਨੀਫ਼ੌਰ ਲੋਕਲ ਯੂਨੀਅਨ ਦੇ ਪ੍ਰੈਜ਼ੀਡੈਂਟ, ਮਾਰਕ ਟੇਲਰ ਨੇ ਦੱਸਿਆ ਕਿ ਸਨਵਿੰਗ ਦੇ ਕਰੀਬ 490 ਪਾਇਲਟ (ਕਰੀਬ 10 ਫ਼ੀਸਦੀ ਪਾਇਲਟ) ਅਮਰੀਕਾ ਲਈ ਅਪਲਾਈ ਕਰ ਰਹੇ ਹਨ। ਟੇਲਰ ਨੇ ਦੱਸਿਆ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਸਨਵਿੰਗ ਅਤੇ ਇਸਦੀ ਮਾਲਕ ਕੰਪਨੀ ਵੈਸਟਜੈਟ ਕੋਲ ਇਸ ਮੁੱਦੇ ਨੂੰ ਚੁੱਕਿਆ, ਪਰ ਟਿੱਪਣੀ ਦੀ ਬੇਨਤੀ ਦਾ ਜਵਾਬ ਨਹੀਂ ਮਿਲਿਆ।
ਨਾਮ ਗੁਪਤ ਰੱਖਣ ਦੀ ਸ਼ਰਤ ‘ਤੇ ਸਨਵਿੰਗ ਦੇ ਦੋ ਪਾਇਲਟਾਂ ਨੇ ਦੱਸਿਆ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਅਮਰੀਕਾ ਵਿਚ ਲਾਇਸੈਂਸ ਪ੍ਰਾਪਤ ਕਰ ਲਿਆ ਹੈ ਅਤੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਦੇ ਕਾਗ਼ਜ਼ ਪੂਰੇ ਹੋਣ ਦੀ ਉਡੀਕ ਕਰ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕੈਨੇਡਾ ਦੇ ਵੱਡੇ ਸ਼ਹਿਰਾਂ ਵਿਚ ਰਹਿਣ-ਸਹਿਣ ਦੀ ਮਹਿੰਗੀ ਲਾਗਤ ਅਤੇ ਅਮਰੀਕਾ ਵਿਚ ਮਿਲਦੀ ਵਧੇਰੇ ਤਨਖ਼ਾਹ ਕਾਰਨ ਉਨ੍ਹਾਂ ਨੇ ਇੱਥੋਂ ਜਾਣ ਦਾ ਮਨ ਬਣਾਇਆ ਹੈ। ਵਕੀਲ ਸ਼ੌਨ-ਫਰੇਸ਼ੁਆ ਹਾਰਵੀ ਨੇ ਦੱਸਿਆ ਕਿ ਉਹ ਪਿਛਲੇ 12 ਮਹੀਨਿਆਂ ਦੌਰਾਨ 560 ਵਿਦੇਸ਼ੀ ਪਾਇਲਟਾਂ ਦੀ ਮਦਦ ਕਰ ਚੁੱਕੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਵਿਚੋਂ ਕਰੀਬ 29 ਫ਼ੀਸਦੀ ਪਾਇਲਟ ਕੈਨੇਡੀਅਨ ਹਨ, ਅਤੇ ਉਹ ਏਅਰ ਕੈਨੇਡਾ, ਵੈਸਟਜੈਟ ਤੇ ਸਨਵਿੰਗ ਦੇ ਜਹਾਜ਼ ਉਡਾਉਂਦੇ ਹਨ।
