ਕੇਸ਼ਵ ਨੇ ਵਾਪਿਸ ਲਈ ਸ਼ਿਕਾਇਤ, ਬੰਦ ਹੋਇਆ ਮੰਤਰੀ ਕਟਾਰੂਚੱਕ ਖਿਲਾਫ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਦਾ ਕੇਸ
ਡੈਸਕ- ਕੌਮੀ ਅਨੁਸੂਚਿਤ ਜਾਤੀ ਕਮਿਸ਼ਨ ਨੇ ਪੰਜਾਬ ਦੇ ਖ਼ੁਰਾਕ ਤੇ ਸਪਲਾਈ ਮੰਤਰੀ ਲਾਲ ਚੰਦ ਕਟਾਰੂਚੱਕ ਖ਼ਿਲਾਫ਼ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਵਾਲੇ ਕੇਸ ਨੂੰ ਬੰਦ ਕਰ ਦਿੱਤਾ ਹੈ। ਕੌਮੀ ਕਮਿਸ਼ਨ ਦੀ ਇਸ ਕਾਰਵਾਈ ਨਾਲ ਕੈਬਨਿਟ ਮੰਤਰੀ ਕਟਾਰੂਚੱਕ ਨੂੰ ਰਾਹਤ ਮਿਲੀ ਹੈ। ਸ਼ਿਕਾਇਤ ਕਰਨ ਵਾਲੇ ਪੀੜਤ ਕੇਸ਼ਵ ਕੁਮਾਰ ਨੇ 11 ਜੁਲਾਈ ਨੂੰ ਕੌਮੀ ਕਮਿਸ਼ਨ ਨੂੰ ਪੱਤਰ ਭੇਜ ਕੇ ਕਟਾਰੂਚੱਕ ਖ਼ਿਲਾਫ਼ ਦਰਜ ਕਰਾਈ ਸ਼ਿਕਾਇਤ ਨੂੰ ਵਾਪਸ ਲੈ ਲਿਆ ਸੀ ਜਿਸ ਮਗਰੋਂ ਕਮਿਸ਼ਨ ਨੇ ਇਸ ਕੇਸ ਨੂੰ ਬੰਦ ਕਰਨ ਦਾ ਫ਼ੈਸਲਾ ਕੀਤਾ ਹੈ।
ਕੌਮੀ ਅਨੁਸੂਚਿਤ ਜਾਤੀ ਕਮਿਸ਼ਨ ਨੇ 10 ਅਗਸਤ ਨੂੰ ਮੁੱਖ ਸਕੱਤਰ ਅਨੁਰਾਗ ਵਰਮਾ ਨੂੰ ਪੱਤਰ ਭੇਜ ਕੇ ਜਾਣੂ ਕਰਾਇਆ ਹੈ ਕਿ ਕੇਸ਼ਵ ਕੁਮਾਰ ਦੇ ਕੇਸ ਨੂੰ ਹੁਣ ਬੰਦ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਦੱਸ ਦਈਏ ਕਿ ਕੌਮੀ ਕਮਿਸ਼ਨ ਕੋਲ ਕੇਸ਼ਵ ਕੁਮਾਰ ਨੇ 5 ਮਈ 2023 ਨੂੰ ਸ਼ਿਕਾਇਤ ਦਿੱਤੀ ਸੀ ਕਿ ਕੈਬਨਿਟ ਮੰਤਰੀ ਲਾਲ ਚੰਦ ਕਟਾਰੂਚੱਕ ਵੱਲੋਂ ਉਸ ਦਾ 2013 ਤੋਂ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਕੀਤਾ ਜਾਂਦਾ ਰਿਹਾ ਹੈ ਤੇ ਉਹ ਹੁਣ ਤੱਕ ਖ਼ੌਫ਼ ਵਿੱਚ ਰਹਿਣ ਕਰਕੇ ਸ਼ਿਕਾਇਤ ਦਰਜ ਨਹੀਂ ਕਰਾ ਸਕਿਆ ਸੀ ਕਿਉਂਕਿ ਉਸ ਨੂੰ ਝੂਠੇ ਕੇਸ ਵਿੱਚ ਫਸਾਉਣ ਦੀਆਂ ਧਮਕੀਆਂ ਦਿੱਤੀਆਂ ਜਾ ਰਹੀਆਂ ਸਨ।
ਕੌਮੀ ਕਮਿਸ਼ਨ ਨੇ ਇਸ ਸ਼ਿਕਾਇਤ ਦਾ ਨੋਟਿਸ ਲੈਂਦਿਆਂ ਪੰਜਾਬ ਪੁਲੀਸ ਨੂੰ ਜਾਂਚ ਵਾਸਤੇ ਲਿਖਿਆ ਸੀ। ਪੰਜਾਬ ਪੁਲੀਸ ਨੇ ਬਾਰਡਰ ਰੇਂਜ ਦੇ ਡੀਆਈਜੀ ਨਰਿੰਦਰ ਭਾਰਗਵ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਤਿੰਨ ਮੈਂਬਰੀ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਦਾ ਗਠਨ ਕੀਤਾ ਗਿਆ ਸੀ ਜਿਸ ਵੱਲੋਂ ਇਹ ਮਾਮਲਾ ਪੜਤਾਲਿਆ ਜਾਣਾ ਸੀ। ਜਾਂਚ ਦੌਰਾਨ ਹੀ ਕੇਸ਼ਵ ਕੁਮਾਰ ਨੇ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਕੋਲ ਦਰਖਾਸਤ ਦੇ ਦਿੱਤੀ ਸੀ ਕਿ ਉਹ ਆਪਣੀ ਸ਼ਿਕਾਇਤ ’ਤੇ ਕੋਈ ਕਾਰਵਾਈ ਨਹੀਂ ਕਰਾਉਣਾ ਚਾਹੁੰਦਾ ਹੈ। ਕੇਸ਼ਵ ਕੁਮਾਰ ਦੀ ਇਸ ਦਰਖਾਸਤ ਨਾਲ ਕੈਬਨਿਟ ਮੰਤਰੀ ਕਟਾਰੂਚੱਕ ਨੂੰ ਰਾਹਤ ਮਿਲੀ ਸੀ।
ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਦੀ ਅਗਵਾਈ ਕਰਨ ਵਾਲੇ ਡੀ.ਆਈ.ਜੀ ਨਰਿੰਦਰ ਭਾਰਗਵ ਨੇ ਕੇਸ਼ਵ ਕੁਮਾਰ ਵੱਲੋਂ ਲਾਏ ਇਲਜ਼ਾਮਾਂ ਦੀ ਜਾਂਚ ਸ਼ੁਰੂ ਕੀਤੀ ਗਈ ਤੇ ਮੁਢਲੇ ਪੜਾਅ ’ਤੇ ਕੇਸ਼ਵ ਕੁਮਾਰ ਦੇ ਸਕੂਲ ਚੋਂ ਜਨਮ ਤਰੀਕ ਵਾਲਾ ਸਰਟੀਫਿਕੇਟ ਹਾਸਲ ਕੀਤਾ ਗਿਆ ਸੀ ਜਿਸ ਵਿਚ ਕੇਸ਼ਵ ਕੁਮਾਰ ਦੇ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਵਾਲੇ ਸਮੇਂ ਦੌਰਾਨ ਨਾਬਾਲਗ ਹੋਣ ਦੀ ਪੁਸ਼ਟੀ ਹੋ ਗਈ ਸੀ।
ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਵੱਲੋਂ ਕੇਸ਼ਵ ਦੇ ਨਾਬਾਲਗ ਹੋਣ ਦੀ ਪੁਸ਼ਟੀ ਕੀਤੇ ਜਾਣ ਮਗਰੋਂ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਸੰਕਟ ਦੀ ਘੜੀ ਵਿਚ ਹੁਣ ਰਾਹਤ ਦੇਣ ਵਾਲਾ ਪਲ ਆਇਆ ਸੀ। ਭੁਲੱਥ ਤੋਂ ਵਿਧਾਇਕ ਸੁਖਪਾਲ ਸਿੰਘ ਖਹਿਰਾ ਨੇ ਇਸ ਮਾਮਲੇ ਨੂੰ ਸਭ ਤੋਂ ਪਹਿਲਾਂ ਉਜਾਗਰ ਕੀਤਾ ਸੀ।
ਖਹਿਰਾ ਨੇ ਪੰਜਾਬ ਦੇ ਰਾਜਪਾਲ ਬਨਵਾਰੀ ਲਾਲ ਪੁਰੋਹਿਤ ਨੂੰ ਇਸ ਦੀ ਸ਼ਿਕਾਇਤ ਕੀਤੀ ਸੀ ਜਿਸ ਦੇ ਅਧਾਰ ’ਤੇ ਰਾਜਪਾਲ ਨੇ ਮਾਮਲੇ ਦੀ ਚੰਡੀਗੜ੍ਹ ਦੀ ਫੋਰੈਂਸਿਕ ਲੈਬ ਤੋਂ ਪੜਤਾਲ ਕਰਾਈ ਸੀ। ਕੌਮੀ ਕਮਿਸ਼ਨ ਨੇ ਵੀ ਇਸ ਮਾਮਲੇ ਦਾ ਫ਼ੌਰੀ ਨੋਟਿਸ ਲਿਆ ਸੀ ਅਤੇ ਹੁਣ ਜਦੋਂ ਕੇਸ਼ਵ ਕੁਮਾਰ ਨੇ ਆਪਣੀ ਸ਼ਿਕਾਇਤ ਹੀ ਵਾਪਸ ਲੈ ਲਈ ਹੈ ਤਾਂ ਕੌਮੀ ਕਮਿਸ਼ਨ ਕੋਲ ਕੇਸ ਨੂੰ ਬੰਦ ਕਰਨ ਤੋਂ ਸਿਵਾਏ ਕੋਈ ਚਾਰਾ ਨਹੀਂ ਬਚਿਆ ਹੈ।
