ਅੰਮ੍ਰਿਤਸਰ : ਦੇਸ਼ ਦੇ 75ਵੇਂ ਇਤਿਹਾਸਕ ਆਜ਼ਾਦੀ ਦਿਹਾੜੇ ਮੌਕੇ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਅੱਜ ਇੱਥੇ ਅਨੁਸੂਚਿਤ ਜਾਤੀਆਂ ਦੀ ਭਲਾਈ ਲਈ ਵੱਖ-ਵੱਖ ਪ੍ਰੋਗਰਾਮਾਂ ਸਮੇਤ ਲਿੰਕ ਸੜਕਾਂ, ਫਿਰਨੀਆਂ ਅਤੇ ਹੋਰ ਸੜਕਾਂ ਦੇ ਵਿਕਾਸ ਲਈ 1200 ਕਰੋੜ ਰੁਪਏ ਦੇ ਪ੍ਰੋਜੈਕਟਾਂ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਅੱਗੇ ਐਲਾਨ ਕੀਤਾ ਕਿ ਛੇਤੀ ਹੀ ਇਕ ਐਕਟ ਨੋਟੀਫਾਈ ਕੀਤਾ ਜਾਵੇਗਾ ਜਿਸ ਤਹਿਤ ਸੂਬੇ ਦੀ ਅਨੁਸੂਚਿਤ ਜਾਤੀ ਆਬਾਦੀ ਦੀ ਪ੍ਰਤੀਸ਼ਤਤਾ ਦੇ ਬਰਾਬਰ ਦਲਿਤ ਭਲਾਈ ਵਾਸਤੇ ਬਜਟ ਵਿਚੋਂ ਖਰਚ ਕਰਨਾ ਲਾਜ਼ਮੀ ਹੋਵੇਗਾ ਅਤੇ 85ਵੀਂ ਸੰਵਿਧਾਨਕ ਸੋਧ ਨੂੰ ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਫੈਸਲਿਆਂ ਦੇ ਅਨੁਸਾਰ ਲਾਗੂ ਕੀਤਾ ਜਾਵੇਗਾ।
ਕਾਰੋਬਾਰ ਕਰਨ ਨੂੰ ਸੁਖਾਲਾ ਬਣਾਉਣ ਲਈ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਸੂਖਮ, ਲਘੂ ਅਤੇ ਦਰਮਿਆਨੇ (ਐਮਐਸਐਮਈਜ਼) ਉਦਯੋਗਾਂ ਲਈ 1150 ਵਿਆਪਕ ਸੁਧਾਰਾਂ ਦਾ ਐਲਾਨ ਵੀ ਕੀਤਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਸ ਸਬੰਧੀ ਵੇਰਵੇ ਨਿਵੇਸ਼ ਪ੍ਰੋਤਸਾਹਨ ਵਿਭਾਗ ਦੁਆਰਾ ਵੱਖਰੇ ਤੌਰ `ਤੇ ਸਾਂਝੇ ਕੀਤੇ ਜਾਣਗੇ। ਉਨ੍ਹਾਂ ਨੇ ਇਹ ਵੀ ਐਲਾਨ ਕੀਤਾ ਕਿ ਕੁਝ ਮਹਿੰਗੇ ਡਾਕਟਰੀ ਇਲਾਜ ਅਤੇ ਡਾਇਲਸਿਸ, ਐਕਸਰੇ ਆਦਿ ਵਰਗੇ ਟੈਸਟ ਸਰਕਾਰੀ ਹਸਪਤਾਲਾਂ ਵਿਚ ਮੁਫਤ ਕੀਤੇ ਜਾਣਗੇ। ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਛੇਤੀ ਹੀ ਇਕ ਵਿਆਪਕ ਸਿਹਤ ਬੀਮਾ ਸ਼ੁਰੂ ਕੀਤਾ ਜਾਵੇਗਾ।
ਮੁੱਖ ਮੰਤਰੀ ਵੱਲੋਂ ਕੀਤੇ ਗਏ ਕਈ ਹੋਰ ਮਹੱਤਵਪੂਰਨ ਐਲਾਨਾਂ ਵਿੱਚ ਪਿਛਲੇ 10 ਸਾਲਾਂ ਤੋਂ ਕੰਮ ਕਰ ਰਹੇ ਸਾਰੀਆਂ ਸਫਾਈ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਰੈਗੂਲਰ ਕਰਨਾ ਅਤੇ ਆਂਗਣਵਾੜੀ ਵਰਕਰਾਂ, ਮਿੰਨੀ ਆਂਗਣਵਾੜੀ ਵਰਕਰਾਂ ਅਤੇ ਹੈਲਪਰਾਂ ਦੇ ਮਹੀਨਾਵਾਰ ਮਾਣ ਭੱਤੇ ਵਿਚ ਕ੍ਰਮਵਾਰ 600, 500 ਅਤੇ 300 ਰੁਪਏ ਦਾ ਵਾਧਾ ਕਾਰਨਾ ਸ਼ਾਮਲ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਪੇਂਡੂ/ਸ਼ਹਿਰੀ ਖੇਤਰਾਂ ਵਿਚ ਰਹਿਣ ਵਾਲੇ ਲੋਕਾਂ ਦੀਆਂ ਜ਼ਰੂਰਤਾਂ ਦੇ ਅਨੁਸਾਰ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਦੇ ਵਿਕਾਸ ਲਈ ਪੰਜਾਬ ਨਿਰਮਾਣ ਪ੍ਰੋਗਰਾਮ ਤਹਿਤ 1170 ਕਰੋੜ ਰੁਪਏ ਖਰਚ ਕੀਤੇ ਜਾਣਗੇ।
ਬੇਜ਼ਮੀਨੇ ਕਿਸਾਨਾਂ ਦੀ ਭਲਾਈ ਦਾ ਜ਼ਿਕਰ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਸੂਬਾ ਸਰਕਾਰ ਆਉਂਦੀ 20 ਅਗਸਤ ਨੂੰ ਮਰਹੂਮ ਸਾਬਕਾ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਰਾਜੀਵ ਗਾਂਧੀ ਦੀ ਜਨਮ ਵਰ੍ਹੇਗੰਢ ਮੌਕੇ ਕਰਜ਼ਾ ਰਾਹਤ ਸਕੀਮ ਅਧੀਨ 2.85 ਲੱਖ ਬੇਜ਼ਮੀਨੇ ਕਿਸਾਨਾਂ ਨੂੰ 520 ਕਰੋੜ ਰੁਪਏ ਦੀ ਅਦਾਇਗੀ ਕਰੇਗੀ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਐਸ.ਸੀ.ਅਤੇ ਬੀ.ਸੀ. ਕਾਰਪੋਰੇਸ਼ਨ ਦੇ ਲਗਭਗ 16,000 ਲਾਭਪਾਤਰੀਆਂ ਨੂੰ ਜਲਦ ਹੀ 62 ਕਰੋੜ ਰੁਪਏ ਦੀ ਲਾਗਤ ਨਾਲ 50,000 ਰੁਪਏ ਤੱਕ ਦੀ ਕਰਜ਼ਾ ਰਾਹਤ ਦਿੱਤੀ ਜਾਵੇਗੀ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਪਵਿੱਤਰ ਨਗਰੀ ਅੰਮ੍ਰਿਤਸਰ ਦੇ ਨਜ਼ਦੀਕ ਛੇਵੇਂ ਗੁਰੂ ਸ੍ਰੀ ਗੁਰੂ ਹਰਿਗੋਬਿੰਦ ਸਾਹਿਬ ਜੀ ਦੇ ਜਨਮ ਅਸਥਾਨ ਗੁਰੂ ਕੀ ਵਡਾਲੀ ਅਤੇ ਇਸ ਦੇ ਆਲੇ ਦੁਆਲੇ ਦੇ ਖੇਤਰ ਦੇ ਵਿਕਾਸ ਲਈ 5 ਕਰੋੜ ਰੁਪਏ ਦੀ ਵਿਵਸਥਾ ਕੀਤੀ ਜਾਵੇਗੀ। ਮਹਾਨ ਸ਼ਹੀਦ ਮਦਨ ਲਾਲ ਢੀਂਗਰਾ ਨੂੰ ਸ਼ਰਧਾਂਜਲੀ ਭੇਟ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਐਲਾਨ ਕੀਤਾ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਸ਼ਰਧਾਂਜਲੀ ਦੇਣ ਲਈ ਅੰਮ੍ਰਿਤਸਰ ਸ਼ਹਿਰ ਵਿਚ ਇਕ ਯਾਦਗਾਰ ਬਣਾਈ ਜਾਵੇਗੀ।
