ਮਾਨ ਸਰਕਾਰ ਦਾ ਅਹਿਮ ਫੈਸਲਾ-‘ਮੂੰਗੀ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਨ ਲਈ ਦਿੱਤੀ ਜਾਵੇਗੀ MSP’
ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਵੱਲੋਂ ਕਿਸਾਨਾਂ ਲਈ ਕਈ ਵੱਡੇ ਐਲਾਨ ਕੀਤੇ ਗਏ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ‘ਆਪ’ ਸਰਕਾਰ ਮੂੰਗੀ ਦੀ ਫਸਲ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਨ ਲਈ MSP ਦੇਵੇਗੀ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਮਾਹਿਰਾਂ ਨਾਲ ਗੱਲ ਕਰਨ ‘ਤੇ ਪਤਾ ਲੱਗਾ ਕਿ ਮੂੰਗੀ ਦੀ ਫਸਲ ਉਥੇ ਚਿੱਟੀ ਮੱਖੀ ਪੈਦਾ ਹੋ ਜਾਂਦੀ ਹੈ। ਉਹੀ ਚਿੱਟੀ ਮੱਖੀ ਫਿਰ ਨਰਮੇ ਦੀ ਫਸਲ ਵੱਲ ਚਲੀ ਜਾਂਦੀ ਹੈ। ਇਸ ਲਈ ਚਾਰ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿਚ ਮਾਨਸਾ,ਬਠਿੰਡਾ, ਮਕਤਸਰ ਤੇ ਫਾਜ਼ਿਲਕਾ ਵਿਚ ਮੂੰਗੀ ਦੀ ਫਸਲ ਨਾ ਬੀਜਣ ਦੀ ਸਲਾਹ ਦੇਵਾਂਗੇ। ਕਿਉਂਕਿ ਅਸੀਂ ਨਹੀਂ ਚਾਹੁੰਦੇ ਚਿੱਟੀ ਮੱਖੀ ਪਹਿਲਾਂ ਹੀ ਨਰਮੇ ਦੀ ਫਸਲ ‘ਤੇ ਹਮਲਾ ਕਰ ਦੇਵੇ।
CM ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਸਾਡੀ ਸਰਕਾਰ ਵੱਲੋਂ ਇਸ ਪ੍ਰਾਜੈਕਟ ਨੂੰ ਲਾਗੂ ਕਰਨ ਲਈ 2500 ਕਿਸਾਨ ਨਿਯੁਕਤ ਕੀਤੇ ਜਾਣਗੇ ਤੇ 100 ਤੋਂ ਵੱਧ ਪੰਜਾਬ ਖੇਤੀਬਾੜੀ ਯੂਨੀਵਰਸਿਟੀ ਮਾਹਿਰ ਵੀ ਨਿਯੁਕਤ ਕੀਤੇ ਜਾਣਗੇ ਜੋ ਕਿਸਾਨਾਂ ਨੂੰ ਬੇਹਤਰ ਤੇ ਵਿਥਾਰ ਸੇਵਾਵਾਂ ਪ੍ਰਦਾਨ ਕਰਵਾਉਣਗੇ। ਖੇਤੀ ਨੂੰ ਅਸੀਂ ਉਤਮ ਖੇਤੀ ਦਾ ਦਰਜਾ ਦੇ ਸਕੀਏ। ਖੇਤੀ ਮਜਬੂਰੀ ਦਾ ਧੰਦਾ ਨਾ ਬਣੇ ਸਗੋਂ ਲਾਹੇਬੰਦ ਧੰਦਾ ਬਣੇ। ਕਿਸਾਨ ਆਪਣੇ ਪੈਰਾਂ ‘ਤੇ ਖੜ੍ਹਾ ਹੋਵੇ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਵਿਚ ਪਹਿਲਾਂ ਵੱਖ-ਵੱਖ ਕਿਸਮ ਦੀਆਂ ਫਸਲਾਂ ਬੀਜੀਆਂ ਜਾਂਦੀਆਂ ਸੀ ਕਿਉਂਕਿ ਸਾਡੀ ਧਰਤੀ ਬਹੁਤ ਉਪਜਾਊ ਹੈ। ਜੋ ਵੀ ਬੀਜਾਂਗੇ ਉਹ ਉਗ ਜਾਵੇਗਾ ਪਰ ਪਿਛਲੇ ਕਾਫੀ ਸਮੇਂ ਤੋਂ ਅਸੀਂ ਵੱਖ-ਵੱਖ ਫਸਲਾਂ ਨੂੰ ਛੱਡ ਕੇ ਸਾਰਾ ਧਿਆਨ ਝੋਨੇ ਵਲ ਲੈ ਆਉਂਦਾ। ਝੋਨੇ ਦੀ ਫਸਲ ਨੂੰ ਤਰਜੀਹ ਦਿੰਦੇ ਹਾਂ। ਜਿਸ ਨਾਲ ਬਹੁਤ ਸਾਰੀਆਂ ਸਮੱਸਿਆਵਾਂ ਪੈਦਾ ਹੋ ਗਈਆਂ। ਜਿਵੇਂ ਬਿਜਲੀ ਦਾ ਪ੍ਰਬੰਧਨ, ਧਰਤੀ ਹੇਠਲਾ ਪਾਣੀ ਹੋਰ ਥੱਲੇ ਜਾਣਾ। ਸਾਡੀ 80 ਫੀਸਦੀ ਧਰਤੀ ਡਾਰਕ ਜ਼ੋਨ ਵਿਚ ਚਲਾ ਗਈ ਹੈ ਤੇ ਉਸ ਨੂੰ ਬਚਾਉਣਾ ਸਾਡੀ ਪਹਿਲ ਹੈ।
ਇਸ ਤੋਂ ਇਲਾਵਾ ਪਰਾਲੀ ਨਾਲ ਸਬੰਧਤ ਸਮੱਸਿਆਵਾਂ ਤੇ ਪਰਾਲੀ ਨੂੰ ਅੱਗ ਲਾਉਣ ਤੋਂ ਬਾਅਦ ਸਿਹਤ ਨਾਲ ਸੰਬਧਤ ਸਮੱਸਿਆਵਾਂ ਪੈਦਾ ਹੋ ਗਈਆਂ। ਇਸੇ ਸਿਲਸਿਲੇ ਵਿਚ ਚੀਫ ਸੈਕ੍ਰੇਟਰੀ ਦੀ ਅਗਵਾਈ ਹੇਠ ਕਮੇਟੀ ਦਾ ਗਠਿਤ ਕੀਤਾ ਗਿਆ ਹੈ। ਉਹ ਵੱਖ-ਵੱਖ ਪਿੰਡਾਂ ਵਿਚ ਜਾ ਕੇ ਮੁੱਖ ਮੰਤਰੀ ਨੂੰ ਰਿਪੋਰਟ ਸੌਂਪੇਗੀ ਕਿ ਝੋਨੇ ਤੋਂ ਇਲਾਵਾ ਕਿਹੜੀਆਂ ਫਸਲਾਂ ਬੀਜੀਆਂ ਜਾਣ ਜਿਸ ਵਿਚ ਪਾਣੀ ਦੀ ਘੱਟ ਵਰਤੋਂ ਹੋਵੇ ਤੇ ਜਿਸ ਵਿਚ ਖਰਚਾ ਵੀ ਘੱਟ ਹੋਵੇ ਤੇ ਫਾਇਦਾ ਜ਼ਿਆਦਾ ਹੋਵੇ। ਜਿਵੇਂ ਬਾਸਮਤੀ ਕਪਾਹ, ਨਰਮਾ, ਮੂੰਗੀ ਦਾਲਾਂ ਆਦਿ। ਇਨ੍ਹਾਂ ਫਸਲਾਂ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਨ ਲਈ ਮਾਨ ਸਰਕਾਰ ਵੱਲੋਂ ਕਦਮ ਚੁੱਕ ਜਾ ਰਹੇ ਹਨ।
ਅਸੀਂ ਨਰਮੇ ਤੇ ਕਪਾਹ ਥੱਲੇ ਰਕਬਾ ਵਧਾਉਣਾ ਚਾਹੁੰਦ ਹਾਂ। ਇਸ ਲਈ ਸਰਕਾਰ-ਕਿਸਾਨ ਮਿਲਣੀ ਕਰਵਾਈ ਗਈ। ਜਿਸ ਤਹਿਤ ਖੇਤੀਬਾੜੀ ਯੂਨੀਵਰਸਿਟੀ ਲੁਧਿਆਣਾ ਵਿਚ 15000 ਕਿਸਾਨਾਂ ਨੇ ਹਿੱਸਾ ਲਿਆ ਜਿਥੇ ਨਰਮਾ ਤੇ ਕਪਾਹ ਵਾਲੇ ਕਿਸਾਨਾਂ ਨੇ ਸਰਕਾਰ ਨੂੰ ਸਲਾਹ ਦਿੱਤੀ ਕਿ 1 ਅਪ੍ਰੈਲ ਨੂੰ ਨਹਿਰੀ ਪਾਣੀ ਦਿੱਤਾ ਜਾਵੇ ਜਿਸ ਨਾਲ ਸਾਡਾ ਨਰਮੇ ਤੇ ਕਪਾਹ ਦਾ ਬੂਟਾ ਬਹੁਤ ਮਜ਼ਬੂਤ ਹੋਵੇਗਾ ਤੇ ਕੀਟਨਾਸ਼ਕ ਘੱਟ ਲੱਗਣਗੇ। CM ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਗੱਲ ਦੀ ਗਾਰੰਟੀ ਦਿੰਦੇ ਹਾਂ ਕਿ ਪਹਿਲੀ ਵਾਰ 1 ਅਪ੍ਰੈਲ ਨੂੰ ਨਹਿਰੀ ਪਾਣੀ ਪਹੁੰਚੇਗਾ ਤਾਂ ਜੋ ਧਰਤੀ ਹੇਠਲਾ ਰਕਬਾ ਵਧਾ ਸਕੀਏ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਸਰਕਾਰ ਵੱਲੋਂ ਨਰਮੇ ਤੇ ਕਪਾਹ ਦੇ ਬੀਜਾਂ ਉਤੇ 33 ਫੀਸਦੀ ਸਬਸਿਡੀ ਦਿੱਤੀ ਜਾ ਰਹੀ ਹੈ।
