ਚੁਨਿੰਦਾ ਨਹੀਂ ਚੁਣੇ ਹੋਏ ਲੋਕ ਲੈਣਗੇ ਪੰਜਾਬ ਦੇ ਫੈਸਲੇ, ਸੀ.ਐੱਮ ਦਾ ਰਾਜਪਾਲ ਨੂੰ ਜਵਾਬ
ਚੰਡੀਗੜ੍ਹ- ਸਰਕਾਰੀ ਟੀਚਰਾਂ ਨੂੰ ਟ੍ਰੇਨਿੰਗ ਲਈ ਸਿੰਗਾਪੁਰ ਭੇਜਣ ਦੇ ਮੁੱਦੇ ‘ਤੇ ਰਾਜਪਾਲ ਪੁਰੋਹਿਤ ਤੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਵਿਚ ਸ਼ੁਰੂ ਹੋਈ ਬਹਿਸ ਖਤਮ ਹੋਣ ਦਾ ਨਾਂ ਨਹੀਂ ਲੈ ਰਹੀ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਚੰਡੀਗੜ੍ਹ ਵਿਚ ਰਾਜਪਾਲ ਦਾ ਨਾਂ ਲਏ ਬਿਨਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਦੇ ਫੈਸਲੇ ਜਨਤਾ ਵੱਲੋਂ ਚੁਣੇ ਹੋਏ (ਇਲੈਕਟਿਡ) ਲੋਕ ਲੈਣਗੇ, ਸਿਲੈਕਟਡ ਨਹੀਂ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਿਲੈਕਟਡ ਲੋਕ ਇਲੈਕਟਡ ਲੋਕਾਂ ਵੱਲੋਂ ਲਏ ਗਏ ਫੈਸਲਿਆਂ ਵਿਚ ਬੇਵਜ੍ਹਾ ਆਪਣੀ ਲੱਤ ਨਾ ਫਸਾਉਣ। ਸਿਲੈਕਟਡ ਲੋਕ ਕਿਸੇ ਦੇ ਬਹਿਕਾਵੇ ਵਿਚ ਹਨ ਤੇ ਗਲਤਫਹਿਮੀ ਦਾ ਸ਼ਿਕਾਰ ਹਨ। ਉਹ ਕਾਨੂੰਨ ਦੀਆਂ ਧਮਕੀਆਂ ਨਾ ਦੇਣ। ਕਾਨੂੰ ਸਾਰਿਆਂ ਲਈ ਇਕੋ ਜਿਹਾ ਹੈ ਤੇ ਅਸੀਂ ਵੀ ਕਾਨੂੰਨ ਜਾਣਦੇ ਹਾਂ। ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਭਾਜਪਾ ਤੇ ਕੇਂਦਰ ਦੇ ਰਵੱਈਆ ‘ਤੇ ਵੀ ਸਵਾਲ ਚੁੱਕੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਲੋਕਤੰਤਰ ਵਿਚ ਲੋਕ ਸੁਪਰੀਮ ਹਨ। ਲੋਕ ਸਭ ਕੁਝ ਜੱਜ ਕਰਦੇ ਹਨ। ਹੰਕਾਰ ਠੀਕ ਨਹੀਂ ਹੁੰਦਾ। ਪੰਜਾਬ ਵਿਚ ਜੋ ਲੋਕ ਕਹਿੰਦੇ ਸਨ ਕਿ ਉਹ ਹੀ ਵਿਧਾਨ ਸਭਾ ਦੀਆਂ ਬੈਂਚਾਂ ‘ਤੇ ਬੈਠਣਗੇ ਤੇ ਜਿਨ੍ਹਾਂ ਨੇ ਆਮ ਜਨਤਾ ਲਈ ਆਪਣੇ ਦਰਵਾਜ਼ੇ ਬੰਦ ਕਰ ਲਏ ਸਨ, ਉਨ੍ਹਾਂ ਨੂੰ ਜਨਤਾ ਨੇ ਚੋਣ ਵਿਚ ਹਕੀਕਤ ਦਿਖਾ ਦਿੱਤੀ।
ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਚਿੰਤਾ ਦੀ ਕੋਈ ਗੱਲ ਨਹੀਂ ਹੈ। ਭਟਕੇ ਹੋਏ ਲੋਕ ਵੀ ਜਲਦ ਹੀ ਰਸਤੇ ‘ਤੇ ਆ ਜਾਣਗੇ। ਉਨ੍ਹਾਂ ਨੂੰ ਰਸਤੇ ‘ਤੇ ਲੈ ਆਵਾਂਗੇ।
ਇਸ ਵਿਚ ਮੁੱਖ ਮੰਤਰੀ ਵੱਲੋਂ ਰਾਜਪਾਲ ਨੂੰ ਉਨ੍ਹਾਂ ਵੱਲੋਂ ਇਸੇ ਮੁੱਦੇ ‘ਤੇ ਲਿਖੇ ਪੱਤਰ ਦਾ ਜਵਾਬ ਵੀ ਭੇਜ ਦਿੱਤਾ ਗਿਆ। ਇਸ ਪੱਤਰ ਵਿਚ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਲਿਖਿਆ ਸੀ ਕਿ ਮੈਂ ਸਪੱਸ਼ਟ ਕਰਨਾ ਚਾਹੁੰਦਾ ਹਾਂ ਕਿ ਮੈਂ ਤੇ ਮੇਰੀ ਸਰਕਾਰ 3 ਕਰੋੜ ਪੰਜਾਬੀਆਂ ਦੀ ਜਵਾਬਦੇਹ ਹੈ। ਤੁਸੀਂ ਮੈਨੂੰ ਪੁੱਛਿਆ ਕਿ ਸਿੰਗਾਪੁਰ ਵਿਚ ਟ੍ਰੇਨਿੰਗ ਲਈ ਟੀਚਰਾਂ ਦੀ ਚੋਣ ਕਿਸ ਆਧਾਰ ‘ਤੇ ਕੀਤੀ ਗਈ। ਪੰਜਾਬ ਦੇ ਲੋਕ ਪੁੱਛਣਾ ਚਾਹੁੰਦੇ ਹਨ ਕਿ ਭਾਰਤੀ ਸੰਵਿਧਾਨ ਵਿਚ ਕਿਸੇ ਸਪੱਸ਼ਟ ਯੋਗਕਾ ਦੇ ਬਗੈਰ ਕੇਂਦਰ ਵੱਲੋਂ ਵੱਖ-ਵੱ ਸੂਬਿਆਂ ਵਿਚ ਰਾਜਪਾਲ ਕਿਸ ਆਧਾਰ ‘ਤੇ ਚੁਣੇ ਜਾਂਦੇ ਹਨ। ਇਹ ਦੱਸ ਕੇ ਪੰਜਾਬੀਆਂ ਦੀ ਜਾਣਕਾਰੀ ਵਧਾਈ ਜਾਵੇ।
ਦੱਸ ਦੇਈਏ ਕਿ ਰਾਜਪਾਲ ਪੁਰੋਹਿਤ ਨੇ ਮਾਨ ਸਰਕਾਰ ਨੂੰ ਚਿੱਠੀ ਲਿਖੀ ਸੀ। ਇਸ ਵਿਚ ਟ੍ਰੇਨਿੰਗ ‘ਤੇ ਵਿਦੇਸ਼ ਗਏ ਟੀਚਰਾਂ ਨੂੰ ਸਿਲੈਕਟ ਕਰਨ ਸਬੰਧੀ ਕ੍ਰਾਈਟੇਰੀਆ ਦੇ ਨਾਲ-ਨਾਲ ਉਨ੍ਹਾਂ ਦੇ ਆਉਣ-ਜਾਣ, ਵਿਦੇਸ਼ ਵਿਚ ਰਹਿਣ ਤੇ ਖਾਣ-ਪੀਣ ‘ਤੇ ਆਏ ਖਰਚ ਦੀ ਡਿਟੇਲ ਮੰਗੀ ਸੀ। 15 ਦਿਨ ਵਿਚ ਇਹ ਡਿਟੇਲ ਨਾ ਮਿਲਣ ਦੀ ਸੂਰਤ ਵਿਚ ਕਾਨੂੰਨੀ ਰਾਏ ਲੈ ਕੇ ਜ਼ਰੂਰੀ ਕਾਰਵਾਈ ਕਰਨ ਦੀ ਗੱਲ ਵੀ ਗਵਰਨਰ ਨੇ ਚਿੱਠੀ ਵਿਚ ਲਿਖੀ ਸੀ।
ਰਾਜਪਾਲ ਦੀ ਇਸ ਚਿੱਠੀ ਦਾ ਜਵਾਬ ਦੇਣ ਦੇ ਬਾਅਦ ਮੁੱਖ ਮੰਤਰੀ ਮਾਨ ਨੇ ਕਿਹਾ ਸੀ ਕਿ ਮੈਂ 3 ਕਰੋੜ ਪੰਜਾਬੀਆਂ ਦਾ ਜਵਾਬਦੇਹ ਹਾਂ, ਨਾ ਕਿ ਗਵਰਨਰ ਦਾ। ਇਸ ਨੂੰ ਹੀ ਮੇਰਾ ਜਵਾਬ ਸਮਝੋ।
