ਮੁੱਖ ਮੰਤਰੀ ਵੱਲੋਂ ਵਧੀ ਹੋਈ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਪੈਨਸ਼ਨ ਵੰਡਣ ਦੀ ਸ਼ੁਰੂਆਤ
ਚੰਡੀਗੜ੍ਹ : ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਮੰਗਲਵਾਰ ਨੂੰ ਵਧੀ ਹੋਈ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਪੈਨਸ਼ਨ ਜੋ ਕਿ 1500 ਰੁਪਏ ਪ੍ਰਤੀ ਮਹੀਨਾ ਕੀਤੀ ਗਈ ਹੈ, ਦੀ ਵੰਡ ਦੀ ਸ਼ੁਰੂਆਤ ਕੀਤੀ। ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਸ਼ੁਰੂਆਤ ਦੌਰਾਨ ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ਬੇਅੰਤ ਸਿੰਘ ਨੂੰ ਉਨਾਂ ਦੀ 26ਵੀਂ ਬਰਸੀ ਮੌਕੇ ਦੋ ਮਿੰਟ ਦਾ ਮੌਨ ਧਾਰ ਕੇ ਸ਼ਰਧਾਂਜਲੀ ਦਿੱਤੀ।
ਇਸ ਮੌਕੇ ਆਪਣੇ ਸੰਬੋਧਨ ਵਿੱਚ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਸ. ਬੇਅੰਤ ਸਿੰਘ ਨੇ ਸ਼ਾਂਤੀ ਲਈ ਆਪਣੇ ਜੀਵਨ ਦੀ ਕੁਰਬਾਨੀ ਦਿੱਤੀ ਜਿਸ ਨਾਲ ਸੂਬੇ ਵਿੱਚ ਅਮਨ ਸਥਾਪਤ ਹੋਇਆ ਅਤੇ ਸੂਬੇ ਦੇ ਆਰਥਿਕ ਵਿਕਾਸ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਦਾ ਰਾਹ ਪੱਧਰਾ ਹੋਇਆ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ਵਿੱਚ ਕੀਤੇ 547 ਚੋਣ ਵਾਅਦਿਆਂ ਵਿਚੋਂ 422 ਪਹਿਲਾਂ ਹੀ ਲਾਗੂ ਕੀਤੇ ਜਾ ਚੁੱਕੇ ਹਨ ਜਦੋਂ ਕਿ 52 ਅੰਸ਼ਿਕ ਰੂਪ ਵਿੱਚ ਅਤੇ 59 ਅਜੇ ਲਾਗੂ ਹੋਣੇ ਬਾਕੀ ਹਨ।
ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕਿਹਾ, ‘‘ ਇਸ ਤਰਾਂ ਅਸੀਂ ਲਾਗੂ ਹੋਣ ਯੋਗ ਵਾਅਦਿਆਂ ਵਿਚੋਂ 90 ਫੀਸਦੀ ਪੂਰੇ ਕਰ ਦਿੱਤੇ ਹਨ ਜੋਕਿ ਆਂਧਰਾ ਪ੍ਰਦੇਸ਼ ਦੀ ਚੰਦਰਬਾਬੂ ਨਾਇਡੂ ਸਰਕਾਰ ਤੋਂ ਬਾਅਦ ਕਿਸੇ ਵੀ ਸੂਬੇ ਵਿੱਚ ਸਭ ਤੋਂ ਵੱਡੀ ਗਿਣਤੀ ਹੈ।’’ ਉਨਾਂ ਦੱਸਿਆ ਕਿ 14 ਵਾਅਦੇ ਲਾਗੂ ਕੀਤੇ ਜਾਣੇ ਮੁਸ਼ਕਲ ਹਨ ਕਿਉਂਕਿ ਇਨਾਂ ਦਾ ਸਬੰਧ ਵੈਟ ਨਾਲ ਹੈ ਜਿਸ ਦੀ ਥਾਂ ਹੁਣ ਜੀ.ਐਸ.ਟੀ. ਪ੍ਰਣਾਲੀ ਨੇ ਲੈ ਲਈ ਹੈ।
ਲੋਕਾਂ ਨਾਲ ਆਪਣੀ ਸਰਕਾਰ ਵੱਲੋਂ ਕੀਤੇ ਵਾਅਦਿਆਂ ਅਨੁਸਾਰ ਚੁੱਕੇ ਗਏ ਲੋਕ ਭਲਾਈ ਦੇ ਕਦਮਾਂ ਸਬੰਧੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਸ਼ਗਨ ਸਕੀਮ (ਆਸ਼ੀਰਵਾਦ) ਤਹਿਤ ਰਕਮ ਪਹਿਲਾਂ ਹੀ ਵਧਾ ਕੇ 51000 ਕੀਤੀ ਜਾ ਚੁੱਕੀ ਹੈ। ਇਸੇ ਤਰਾਂ ਹੀ ‘ਕਿਸਾਨੀ ਕਰਜ਼ਾ ਰਾਹਤ’ ਤਹਿਤ ਛੋਟੇ ਅਤੇ ਸੀਮਾਂਤ ਕਿਸਾਨਾਂ ਨੂੰ 4700 ਕਰੋੜ ਰੁਪਏ ਦੀ ਰਾਹਤ ਦਿੱਤੀ ਗਈ ਹੈ ਅਤੇ ਇਸ ਤੋਂ ਇਲਾਵਾ ਖੇਤ ਮਜ਼ਦੂਰਾਂ ਤੇ ਬੇਜ਼ਮੀਨੇ ਕਿਸਾਨਾਂ ਨੂੰ 520 ਕਰੋੜ ਰੁਪਏ ਦੀ ਕਰਜ਼ਾ ਰਾਹਤ ਦਿੱਤੀ ਗਈ ਹੈ।
ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਆਪਣੇ ਵਾਅਦੇ ਅਨੁਸਾਰ 12ਵੀਂ ਜਮਾਤ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਪਹਿਲਾਂ ਹੀ ਸਮਾਰਟ ਫੋਨਾਂ ਦੀ ਵੰਡ ਕਰ ਦਿੱਤੀ ਹੈ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ ਉਨਾਂ ਦੀ ਸਰਕਾਰ ਨੇ ਐਸ.ਸੀ. ਸਕਾਲਰਸ਼ਿਪ ਸਕੀਮ ਪਹਿਲਾਂ ਹੀ ਮੁੜ ਚਾਲੂ ਕਰ ਦਿੱਤੀ ਹੈ ਤਾਂ ਜੋ ਗਰੀਬ ਅਤੇ ਲੋੜਵੰਦ ਵਿਦਿਆਰਥੀ ਉਚੇਰੀ ਸਿੱਖਿਆ ਹਾਸਲ ਕਰ ਸਕਣ। ਇਸੇ ਤਰਾਂ ਹੀ ਸਮਾਜ ਦੇ ਵਾਂਝੇ ਵਰਗਾਂ ਨੂੰ ਕਰਜ਼ਾ ਰਾਹਤ ਦੇਣ ਲਈ ਐਸ.ਸੀ/ਬੀ.ਸੀ ਕਾਰਪੋਰੇਸ਼ਨ ਦੇ 50000 ਰੁਪਏ ਤੱਕ ਦੇ ਕਰਜ਼ੇ ਵੀ ਮੁਆਫ ਕੀਤੇ ਗਏ ਹਨ।
ਮਹਿਲਾ ਸਸ਼ਕਤੀਕਰਣ ਨੂੰ ਬੜਾਵਾ ਦੇਣ ਲਈ ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਉਨਾਂ ਲਈ ਪੰਚਾਇਤਾਂ/ਸ਼ਹਿਰੀ ਸਥਾਨਕ ਸਰਕਾਰਾਂ ਵਿੱਚ 50 ਫੀਸਦੀ ਅਤੇ ਨੌਕਰੀਆਂ ਵਿੱਚ 33 ਫੀਸਦੀ ਰਾਖਵਾਂਕਰਨ ਲਾਗੂ ਕਰਨ ਤੋਂ ਇਲਾਵਾ ਮੁਫ਼ਤ ਬੱਸ ਸਫਰ ਦੀ ਸਹੂਲਤ ਵੀ ਪ੍ਰਦਾਨ ਕੀਤੀ ਹੈ। ‘ਘਰ-ਘਰ ਨੌਕਰੀ’ ਪਹਿਲਕਦਮੀ ਦੇ ਹਿੱਸੇ ਵਜੋਂ 17 ਲੱਖ ਨੌਕਰੀਆਂ ਦਿੱਤੀਆਂ ਗਈਆਂ ਹਨ ਅਤੇ 38 ਲੱਖ ਵਿਅਕਤੀਆਂ ਨੂੰ ਮੁਫਤ ਮੈਡੀਕਲ ਬੀਮੇ ਦੀ ਸਹੂਲਤ ਦਿੱਤੀ ਗਈ ਹੈ।
