ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਸ਼ਹਿਰਾਂ ਦੀ ਘਟੀ ਆਬਾਦੀ ! ਲਟਕ ਗਈਆਂ ਨਿਗਮ ਚੋਣਾਂ
ਜਲੰਧਰ- ਹੁਣ ਇਸ ਨੂੰ ਲੋਕਾਂ ਦਾ ਵਿਦੇਸ਼ ਪਰਤੀ ਮੋਹ ਕੈ ਲਈਏ ਜਾਂ ਫਿਰ ਕੁਦਰਤੀ ਮੌਤਾਂ ਦਾ ਕਹਿਰ। ਹਾਲਾਤ ਇਹ ਹਨ ਕਿ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਸ਼ਹਿਰਾਂ ਚ ਆਬਾਦੀ ਘੱਟਣ ਦੀ ਖਬਰ ਸਾਹਮਨੇ ਆਈ ਹੈ । ਜਿਸਦੇ ਕਾਰਣ ਨਿਗਮ ਚੋਣਾਂ ਨੂੰ ਅਪ੍ਰੈਲ ਮਹੀਨੇ ਤਕ ਟਾਲ ਦਿੱਤਾ ਗਿਆ ਹੈ ।
ਪੰਜਾਬ ਦੇ ਪੰਜ ਸ਼ਹਿਰਾਂ ਵਿੱਚ ਨਗਰ ਨਿਗਮ ਚੋਣਾਂ ਅਗਲੇ ਸਾਲ ਅਪ੍ਰੈਲ ਤੱਕ ਹੋਣ ਦੀ ਸੰਭਾਵਨਾ ਨਹੀਂ ਹੈ। ਵਾਰਡ ਸਰਵੇਖਣ ਵਿੱਚ 2011 ਦੇ ਮੁਕਾਬਲੇ ਆਬਾਦੀ ਘਟ ਹੋ ਗਈ ਹੈ। ਇੰਨਾ ਹੀ ਨਹੀਂ, ਵਾਰਡ ਬੰਦ ਕਰਨ ਤੋਂ ਲੈ ਕੇ ਵਾਰਡਾਂ ਦੀ ਕਟੌਤੀ ਤੱਕ, ਔਰਤਾਂ ਅਤੇ ਅਨੁਸੂਚਿਤ ਜਾਤੀਆਂ ਲਈ ਵਾਰਡਾਂ ਦਾ ਰਾਖਵਾਂਕਰਨ ਵੀ ਕੀਤਾ ਜਾਵੇਗਾ। ਇਨ੍ਹਾਂ ਸਾਰਿਆਂ ਵਿੱਚ ਸਮਾਂ ਲੱਗ ਸਕਦਾ ਹੈ। ਇਸੇ ਕਰਕੇ ਅਪ੍ਰੈਲ ਤੱਕ ਨਿਗਮ ਚੋਣਾਂ ਹੋਣ ਦੀ ਕੋਈ ਸੰਭਾਵਨਾ ਨਹੀਂ ਹੈ।
ਨਗਰ ਨਿਗਮ ਦੀਆਂ ਚੋਣਾਂ ਲੋਕਲ ਬਾਡੀਜ਼ ਵਿਭਾਗ ਦੀ ਚੋਣ ਸ਼ਾਖਾ ਵੱਲੋਂ ਕਰਵਾਈਆਂ ਜਾਂਦੀਆਂ ਹਨ, ਪਰ ਚੋਣ ਜ਼ਾਬਤੇ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਚੋਣ ਕਮਿਸ਼ਨ ਦੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ਾਂ ਦੀ ਪੂਰੀ ਪਾਲਣਾ ਕੀਤੀ ਜਾਂਦੀ ਹੈ। ਲੋਕਲ ਬਾਡੀਜ਼ ਵਿਭਾਗ ਦੇ ਚੋਣ ਵਿੰਗ ਨੇ ਨਗਰ ਨਿਗਮਾਂ ਦੀਆਂ ਚੋਣਾਂ ਲਈ ਤਿਆਰੀਆਂ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀਆਂ ਹਨ। ਜਲੰਧਰ, ਅੰਮ੍ਰਿਤਸਰ, ਪਟਿਆਲਾ, ਲੁਧਿਆਣਾ ਅਤੇ ਫਗਵਾੜਾ ਵਿੱਚ ਜਨਵਰੀ ਮਹੀਨੇ ਵਿੱਚ ਚੋਣਾਂ ਹੋਣ ਦੀ ਉਮੀਦ ਸੀ।
ਹਰ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਰਕਬਾ ਵਧਣ ਕਾਰਨ ਜਦੋਂ ਦੁਬਾਰਾ ਸਰਵੇਖਣ ਕਰਵਾਇਆ ਗਿਆ ਤਾਂ ਵੋਟਰਾਂ ਦੀ ਗਿਣਤੀ ਵਧਣ ਦੀ ਬਜਾਏ ਘਟਦੀ ਗਈ। ਸਾਲ 2011 ਵਿੱਚ ਜਲੰਧਰ ਦੀ ਆਬਾਦੀ 9 ਲੱਖ 16 ਹਜ਼ਾਰ 735 ਸੀ ਅਤੇ ਨੇੜਲੇ ਕਈ ਪਿੰਡਾਂ ਨੂੰ ਨਿਗਮ ਖੇਤਰ ਵਿੱਚ ਸ਼ਾਮਲ ਕਰਨ ਕਾਰਨ ਆਬਾਦੀ 10 ਲੱਖ 50 ਹਜ਼ਾਰ ਦੇ ਕਰੀਬ ਹੋਣ ਦੀ ਉਮੀਦ ਸੀ ਪਰ ਸਰਵੇਖਣ ਵਿੱਚ ਇਹ ਆਬਾਦੀ ਘਟ ਕੇ 8 ਲੱਖ 74 ਹਜ਼ਾਰ ਰਹਿ ਗਈ। ਇਸ ਕਾਰਨ ਆਗੂਆਂ ਤੇ ਅਧਿਕਾਰੀਆਂ ਵੱਲੋਂ ਇਸ ਗੱਲ ’ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ ਗਿਆ ਕਿ ਵਾਰਡਾਂ ਦਾ ਸਰਵੇ ਸਹੀ ਨਹੀਂ ਹੈ, ਇਸ ਲਈ ਦੁਬਾਰਾ ਕਰਵਾਉਣ ਦੀ ਲੋੜ ਹੈ। ਇੰਨਾ ਹੀ ਨਹੀਂ ਸਾਰੇ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿੱਚ ਪੰਜ ਵਾਰਡ ਵਧਾਉਣ ਦੀ ਵੀ ਤਜਵੀਜ਼ ਹੈ। ਇਸ ਸਾਰੀ ਪ੍ਰਕਿਰਿਆ ਵਿੱਚੋਂ ਲੰਘਣ ਵਿੱਚ ਸਮਾਂ ਲੱਗਣਾ ਲਾਜ਼ਮੀ ਹੈ।
ਨਗਰ ਨਿਗਮ ਵਿੱਚ ਮੇਅਰ ਦਾ ਕਾਰਜਕਾਲ ਜਨਵਰੀ ਵਿੱਚ ਜਦੋਂਕਿ ਲੁਧਿਆਣਾ ਵਿੱਚ ਮਾਰਚ ਵਿੱਚ ਖ਼ਤਮ ਹੋ ਜਾਵੇਗਾ। ਜਲੰਧਰ ‘ਚ 24 ਜਨਵਰੀ ਨੂੰ ਹਾਊਸ ਅਤੇ ਮੇਅਰ, ਸੀਨੀਅਰ ਡਿਪਟੀ ਮੇਅਰ ਅਤੇ ਡਿਪਟੀ ਮੇਅਰ ਦੇ ਅਹੁਦੇ ਖਾਲੀ ਹੋ ਜਾਣਗੇ। ਜਲੰਧਰ, ਅੰਮ੍ਰਿਤਸਰ ਅਤੇ ਪਟਿਆਲਾ ਵਿੱਚ ਨਗਰ ਨਿਗਮ ਦਾ ਕਾਰਜਕਾਲ ਜਨਵਰੀ ਵਿੱਚ ਖਾਲੀ ਹੋ ਜਾਵੇਗਾ ਅਤੇ ਕਮਾਂਡ ਨਿਗਮ ਕਮਿਸ਼ਨਰ ਦੇ ਹੱਥਾਂ ਵਿੱਚ ਆ ਜਾਵੇਗੀ।
ਪਹਿਲਾਂ ਵਾਰਡ ਦਾ ਸਰਵੇਅ ਹੋਵੇਗਾ ਕਿ ਅਬਾਦੀ ਕਿੰਨੀ ਹੈ। ਇਸ ਤੋਂ ਬਾਅਦ ਵਾਰਡਬੰਦੀ ਸਬੰਧੀ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਮੀਟਿੰਗ ਹੋਵੇਗੀ। ਛਾਂਟੀ ਕਰਕੇ ਵਾਰਡ ਤਿਆਰ ਕੀਤੇ ਜਾਣਗੇ। SC-ST ਅਤੇ ਔਰਤਾਂ ਲਈ ਵਾਰਡ ਰਾਖਵੇਂ ਹੋਣਗੇ। ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਵਾਰਡਬੰਦੀ ਦਾ ਨਵਾਂ ਨਕਸ਼ਾ ਤਿਆਰ ਹੋਵੇਗਾ। ਇਸ ਤੋਂ ਬਾਅਦ ਵਾਰਡਬੰਦੀ ਦਾ ਨਕਸ਼ਾ ਜ਼ਿਲ੍ਹਿਆਂ ਨੂੰ ਭੇਜਿਆ ਜਾਵੇਗਾ, ਫਿਰ ਵਾਰਡਬੰਦੀ ’ਤੇ ਇਤਰਾਜ਼ ਮੰਗੇ ਜਾਣਗੇ। ਇਸ ਦੇ ਲਈ ਇਕ ਮਹੀਨੇ ਦਾ ਸਮਾਂ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਨਿਗਮ ਕਮਿਸ਼ਨਰ ਇਤਰਾਜ਼ਾਂ ਨੂੰ ਸੁਣਨਗੇ ਅਤੇ ਫਿਰ ਆਪਣੀ ਰਿਪੋਰਟ ਚੰਡੀਗੜ੍ਹ ਭੇਜਣਗੇ। ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਵਾਰਡਬੰਦੀ ਨੂੰ ਅੰਤਿਮ ਰੂਪ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਇਸ ਤੋਂ ਬਾਅਦ ਬਾਡੀ ਵਿਭਾਗ ਚੋਣਾਂ ਸਬੰਧੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਕਰੇਗਾ। ਬਾਡੀ ਵਿਭਾਗ ਦਾ ਚੋਣ ਵਿੰਗ ਚੋਣ ਕਰਵਾਏਗਾ।
