ਕੋਵਿਡ ਪਾਬੰਦੀਆਂ 30 ਸਤੰਬਰ ਤੱਕ ਵਧਾਉਣ ਦੇ ਹੁਕਮ
ਚੰਡੀਗੜ੍ਹ : ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਸ਼ੁੱਕਰਵਾਰ ਨੂੰ ਆਉਂਦੇ ਤਿਉਹਾਰਾਂ ਦੇ ਮੌਸਮ ਨੂੰ ਵੇਖਦੇ ਹੋਏ ਮੌਜੂਦਾ ਕੋਵਿਡ ਪਾਬੰਦੀਆਂ ਵਿਚ 30 ਸਤੰਬਰ ਤੱਕ ਵਾਧਾ ਕੀਤੇ ਜਾਣ ਦੇ ਹੁਕਮ ਦੇ ਦਿੱਤੇ ਹਨ ਅਤੇ ਸਾਰੇ ਇਕੱਠਾਂ, ਸਿਆਸੀ ਇਕੱਠਾਂ ਸਮੇਤ, ਵਿਚ ਸ਼ਮੂਲੀਅਤ ਕਰਨ ਵਾਲਿਆਂ ਦੀ ਗਿਣਤੀ 300 ਤੈਅ ਕਰ ਦਿੱਤੀ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਮਾਸਕ ਪਾਉਣ ਅਤੇ ਸਮਾਜਿਕ ਦੂਰੀ ਬਣਾ ਕੇ ਰੱਖਣ ਨੂੰ ਵੀ ਸਖ਼ਤੀ ਨਾਲ ਲਾਗੂ ਕਰਨ ਦੇ ਹੁਕਮ ਦਿੱਤੇ ਗਏ ਹਨ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਸਮੂਹ ਪ੍ਰਬੰਧਕਾਂ, ਸਿਆਸੀ ਧਿਰਾਂ ਸਮੇਤ, ਲਈ ਇਹ ਲਾਜ਼ਮੀ ਕਰਾਰ ਦਿੱਤਾ ਹੈ ਕਿ ਉਨ੍ਹਾਂ ਵੱਲੋਂ ਇਹ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾਵੇ ਕਿ ਤਿਉਹਾਰਾਂ ਨਾਲ ਸਬੰਧਤ ਸਮਾਗਮਾਂ ਮੌਕੇ ਲਾਏ ਜਾਣ ਵਾਲੇ ਖਾਨੇ ਦੇ ਸਟਾਲਾਂ ਆਦਿ ਵਿਖੇ ਤਾਇਨਾਤ ਸਟਾਫ, ਮੈਨੇਜਮੈਂਟ ਅਤੇ ਸ਼ਿਰਕਤ ਕਰਨ ਵਾਲਿਆਂ ਨੇ ਪੂਰਨ ਤੌਰ ‘ਤੇ ਟੀਕਾਕਰਨ ਕਰਵਾਇਆ ਹੋਵੇ ਜਾਂ ਘੱਟੋ-ਘੱਟ ਇਕ ਟੀਕਾ ਲਗਵਾਇਆ ਹੋਵੇ। ਤਿਉਹਾਰਾਂ ਨੂੰ ਵੇਖਦੇ ਹੋਏ ਲਗਾਤਾਰ ਚੌਕਸੀ ਰੱਖਣ ਦਾ ਸੱਦਾ ਦਿੰਦੇ ਹੋਏ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਸਮੂਹ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਨੂੰ ਇਸ ਸਬੰਧ ਵਿਚ ਮਿਸਾਲ ਪੇਸ਼ ਕਰਨ ਲਈ ਕਿਹਾ ਅਤੇ ਇਸ ਦੇ ਨਾਲ ਹੀ ਡੀ.ਜੀ.ਪੀ. ਨੂੰ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਕਿ ਪਾਬੰਦੀਆਂ ਦੀ ਪਾਲਣਾ ਸਭਨਾਂ ਦੁਆਰਾ ਯਕੀਨੀ ਬਣਾਈ ਜਾਵੇ।
ਡੀ.ਜੀ.ਪੀ. ਦਿਨਕਰ ਗੁਪਤਾ ਨੇ ਇਸ ਮੌਕੇ ਕਿਹਾ ਕਿ ਕੋਵਿਡ ਦੇ ਮਾਮਲਿਆਂ ਦੀ ਘੱਟਦੀ ਗਿਣਤੀ ਦੇ ਮੱਦੇਨਜ਼ਰ ਲੋਕ ਮਾਸਕ ਪਾਉਣ ਦੇ ਮਾਮਲੇ ਵਿਚ ਅਵੇਸਲੇ ਹੋ ਰਹੇ ਹਨ ਅਤੇ ਇਸ ਸਬੰਧੀ ਸਿਹਤ ਵਿਭਾਗ ਨੂੰ ਪੁਲਿਸ ਦੀ ਮਦਦ ਨਾਲ ਕੋਵਿਡ ਪਾਬੰਦੀਆਂ ਸਖ਼ਤੀ ਨਾਲ ਲਾਗੂ ਕਰਵਾਉਣੀਆਂ ਚਾਹੀਦੀਆਂ ਹਨ। ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਮੁੱਖ ਸਕੱਤਰ ਵਿਨੀ ਮਹਾਜਨ ਨੂੰ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਕਿ ਹਰੇਕ ਜ਼ਿਲ੍ਹੇ ਵਿਚ ਪੁਲਿਸ ਅਤੇ ਪ੍ਰਸ਼ਾਸਨ ਦੇ ਸੰਯੁਕਤ ਫਲਾਇੰਗ ਸਕੁਐਡ ਕਾਇਮ ਕਰਕੇ ਰੈਸਟੋਰੈਂਟਾਂ ਅਤੇ ਮੈਰਿਜ ਪੈਲੇਸਾਂ ਵਿਚ ਸਖ਼ਤੀ ਨਾਲ ਪਾਬੰਦੀਆਂ ਲਾਗੂ ਕਰਵਾਉਣੀਆਂ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾਵੇ। ਇਕ ਉੱਚ ਪੱਧਰੀ ਕੋਵਿਡ ਸਮੀਖਿਆ ਦੀ ਵਰਚੁਅਲ ਤੌਰ ‘ਤੇ ਪ੍ਰਧਾਨਗੀ ਕਰਦੇ ਹੋਏ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਵਿਭਾਗ ਨੂੰ ਇਸੇ ਮਹੀਨੇ ਆਂਗਨਵਾੜੀ ਕੇਂਦਰ ਖੋਲ੍ਹਣ ਦੀ ਤਿਆਰੀ ਕਰਨ ਲਈ ਕਿਹਾ ਜਿਸ ਨਾਲ ਪੰਜਾਬ ਅਜਿਹਾ ਕਰਨ ਵਾਲਾ ਪਹਿਲਾ ਸੂਬਾ ਬਣ ਗਿਆ ਹੈ।
ਇਨ੍ਹਾਂ ਕੇਂਦਰਾਂ ਦਾ ਖੁੱਲ੍ਹਣਾ ਸਟਾਫ ਦੇ ਟੀਕਾਕਰਨ ਅਤੇ ਹੋਰ ਦਿਸ਼ਾ ਨਿਰਦੇਸ਼ਾਂ ਉੱਤੇ ਨਿਰਭਰ ਕਰੇਗਾ ਜੋ ਕਿ ਸਿਹਤ ਵਿਭਾਗ ਨਾਲ ਸਾਂਝੇ ਤੌਰ ‘ਤੇ ਤੈਅ ਕੀਤੇ ਜਾਣਗੇ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਇਹ ਵੀ ਹੁਕਮ ਦਿੱਤੇ ਕਿ ਟੈਸਟਿੰਗ ਸਮਰੱਥਾ ਵਿਚ ਵਾਧਾ ਕਰਦੇ ਹੋਏ ਇਸ ਨੂੰ ਮੌਜੂਦਾ 45 ਹਜ਼ਾਰ ਪ੍ਰਤੀ ਦਿਨ ਤੋਂ ਵਧਾ ਕੇ ਘੱਟੋ-ਘੱਟ 50 ਹਜ਼ਾਰ ਪ੍ਰਤੀ ਦਿਨ ਕੀਤਾ ਜਾਵੇ ਤਾਂ ਜੋ ਕੋਵਿਡ ਦੀ ਤੀਜੀ ਸੰਭਾਵੀ ਲਹਿਰ ਸਬੰਧੀ ਪਹਿਲਾਂ ਤੋਂ ਹੀ ਤਿਆਰੀਆਂ ਕੀਤੀਆਂ ਜਾ ਸਕਣ। ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਕਿ ਸੈਂਟੀਨਲ ਟੈਸਟਿੰਗ ਦੇ ਨਾਲ ਹੀ ਆਊਟਰੀਚ ਕੈਂਪ ਅਤੇ ਟੈਸਟਿੰਗ ਵੀ ਕੀਤੀ ਜਾਵੇ ਖਾਸ ਕਰਕੇ ਉਨ੍ਹਾਂ ਥਾਵਾਂ ਉੱਤੇ ਜਿੱਥੇ ਕਿ ਤਿਉਹਾਰਾਂ ਦੇ ਮੱਦੇਨਜ਼ਰ ਲੋਕਾਂ ਦਾ ਇਕੱਠ ਹੋਣ ਦੀ ਉਮੀਦ ਹੈ।
ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਦੇ ਸੁਧਾਰ ਨਾਲ ਸਬੰਧਤ ਸਾਰੇ ਕੰਮਾਂ ਵਿਚ ਤੇਜ਼ੀ ਲਿਆ ਕੇ ਇਨ੍ਹਾਂ ਨੂੰ ਪੂਰਾ ਕੀਤਾ ਜਾਵੇ। ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਸਾਰੇ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿਚ ਹੁਣ ਸਥਾਨਕ ਪਾਬੰਦੀਆਂ ਸਬੰਧੀ ਇਕ ਸਵੈਚਾਲਿਤ ਪ੍ਰਣਾਲੀ, ਜੀ.ਆਈ.ਐਸ ਅਧਾਰਿਤ ਨਜ਼ਰਸਾਨੀ ਅਤੇ ਰੋਕਥਾਮ ਪ੍ਰਬੰਧਨ ਲਾਗੂ ਹੋ ਚੁੱਕਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਸਿਹਤ ਵਿਭਾਗ ਨੂੰ ਇਹ ਦਿਸ਼ਾ ਨਿਰਦੇਸ਼ ਵੀ ਦਿੱਤੇ ਕਿ ਇਸ ਪ੍ਰਣਾਲੀ ਦੀ ਸਹਾਇਤਾ ਨਾਲ ਮਾਈਕਰੋ ਕੰਟੇਨਮੈਂਟ ਸਬੰਧੀ ਕਦਮ ਉਨ੍ਹਾਂ ਇਲਾਕਿਆਂ/ਮੁਹੱਲਿਆਂ ਵਿਚ ਚੁੱਕੇ ਜਾਣ ਜਿੱਥੇ ਕਿ ਕੇਸਾਂ ਜਾਂ ਮਾਮਲਿਆਂ ਦੀ ਗਿਣਤੀ ਪੰਜ ਤੋਂ ਵੱਧ ਹੈ। ਸੂਬੇ ਦੀ ਕੋਵਿਡ ਮਾਹਿਰ ਕਮੇਟੀ ਦੇ ਮੁਖੀ ਡਾ. ਕੇ.ਕੇ. ਤਲਵਾੜ ਦੇ ਇਸ ਮੌਕੇ ਕਿਹਾ ਕਿ ਮੌਜੂਦਾ ਸਮੇਂ ਹਾਲਾਂਕਿ ਹਾਲਾਤ ਕਾਬੂ ਵਿਚ ਹਨ ਪਰ ਤੀਸਰੀ ਲਹਿਰ ਅਤੇ ਆਗਾਮੀ ਤਿਉਹਾਰਾਂ ਦੇ ਸੀਜ਼ਨ ਸਬੰਧੀ ਸੁਚੇਤ ਰਹਿਣ ਦੀ ਲੋੜ ਹੈ।
ਉਨ੍ਹਾਂ ਮੁੱਖ ਮੰਤਰੀ ਨੂੰ ਇਹ ਅਪੀਲ ਕੀਤੀ ਕਿ ਸਾਰੇ ਧਾਰਮਿਕ ਸੰਗਠਨਾਂ ਨੂੰ ਕਿਹਾ ਜਾਵੇ ਕਿ ਉਹ ਮੰਦਰਾਂ ਅਤੇ ਗੁਰਦੁਆਰਿਆਂ ਤੋਂ ਨਿਯਮਿਤ ਤੌਰ ‘ਤੇ ਮਾਸਕ ਪਾਉਣ ਸਬੰਧੀ ਐਲਾਨ ਕਰਨ। ਉਨ੍ਹਾਂ ਸੁਝਾਅ ਦਿੱਤਾ ਕਿ ਮਾਰਕੀਟ ਕਮੇਟੀਆਂ ਨੂੰ ਵੀ ਬਾਜ਼ਾਰਾਂ ਵਿਚ ਭੀੜ ਦੇ ਮੱਦੇਨਜ਼ਰ ਅਜਿਹਾ ਹੀ ਕਰਨ ਲਈ ਕਿਹਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ ਅਤੇ ਦੁਕਾਨਦਾਰਾਂ ਤੇ ਉਨ੍ਹਾਂ ਦੇ ਕਾਮਿਆਂ ਦੀ ਜਾਂਚ ਵੀ ਤਿਉਹਾਰਾਂ ਦੇ ਮੌਸਮ ਨੂੰ ਮੁੱਖ ਰੱਖਦੇ ਹੋਏ ਪ੍ਰਮੁੱਖਤਾ ਨਾਲ ਕੀਤੀ ਜਾਣੀ ਚਾਹੀਦੀ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਇਸ ਗੱਲ ਉਤੇ ਗੌਰ ਕਰਦੇ ਹੋਏ ਕਿ ਮਿਊਕੋਰਮਾਇਕੋਸਿਸ ਦੇ ਕੇਸਾਂ ਵਿਚ ਭਾਰੀ ਕਮੀ ਆਈ ਹੈ ਅਤੇ ਬੀਤੇ ਹਫ਼ਤੇ ਸਿਰਫ ਇਕ ਮਾਮਲਾ ਸਾਹਮਣੇ ਆਇਆ ਹੈ, ਇਹ ਤਸੱਲੀ ਜ਼ਾਹਰ ਕੀਤੀ ਕਿ ਪੰਜਾਬ ਕਈ ਹੋਰ ਸੂਬਿਆਂ ਜਿਵੇਂ ਕਿ ਹਰਿਆਣਾ ਦੇ ਮੁਕਾਬਲੇ ਠੀਕ ਹੋਏ ਲੋਕਾਂ ਦੀ ਗਿਣਤੀ ਪੱਖੋਂ ਕਾਫੀ ਅੱਗੇ ਹੈ।
ਸੂਬੇ ਦੇ ਸਿਹਤ ਸਕੱਤਰ ਆਲੋਕ ਸ਼ੇਖਰ ਨੇ ਮੀਟਿੰਗ ਵਿਚ ਜਾਣਕਾਰੀ ਦਿੱਤੀ ਕਿ ਸੂਬੇ ਵਿਚ ਓਵਰਆਲ ਪਾਜ਼ੇਟੀਵਿਟੀ ਦਰ ਸਤੰਬਰ 1 ਤੋਂ 9 ਤੱਕ ਮਹਿਜ਼ 0.1 ਫੀਸਦੀ ਰਹੀ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਕੋਵਿਡ ਦੇ ਵੱਖੋ-ਵੱਖ ਪ੍ਰਕਾਰਾਂ ਸਬੰਧੀ ਐਨ.ਸੀ.ਡੀ.ਸੀ. ਨੂੰ ਭੇਜੀ ਗਈ ਮਹੀਨਾਵਾਰ ਜੀਨੋਮ ਅਨੁਕ੍ਰਮਣ ਵਿਚ ਇਹ ਸਾਹਮਣੇ ਆਇਆ ਹੈ ਕਿ ਇਸ ਦਾ ਡੈਲਟਾ ਪ੍ਰਕਾਰ ਉਭਰ ਕੇ ਸਾਹਮਣੇ ਆ ਰਿਹਾ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਸਰਕਾਰੀ ਮੈਡੀਕਲ ਕਾਲਜ ਅਤੇ ਹਸਪਤਾਲ, ਪਟਿਆਲਾ ਵਿਖੇ ਪੀ.ਏ.ਟੀ.ਐਚ. ਨਾਲ ਮਿਲ ਕੇ ਸਥਾਪਤ ਕੀਤੀ ਜੀਨੋਮ ਸੀਕੁਐਂਸਿੰਗ ਲੈਬ ਨੇ ਆਪਣਾ ਕੰਮ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਹੈ ਜਿਸ ਵਿਚ 67 ਨਮੂਨੇ ਪਹਿਲਾਂ ਹੀ ਜਾਂਚ ਕੀਤੇ ਜਾ ਚੁੱਕੇ ਹਨ ਅਤੇ ਕੋਈ ਵੀ ਨਵਾਂ ਪ੍ਰਕਾਰ ਸਾਹਮਣੇ ਨਹੀਂ ਆਇਆ। ਟੀਵੀ ਪੰਜਾਬ ਬਿਊਰੋ
