Ottawa- ਕੈਨੇਡਾ ਦੀ ਖੁਫੀਆ ਏਜੰਸੀ CSIS (Canadian Security Intelligence Service) ਨੇ ਚਿਤਾਵਨੀ ਦਿੱਤੀ ਹੈ ਕਿ ਜੇਕਰ ਸਰਕਾਰ ਦਾ ਨਵਾਂ ‘ਲਾਅਫੁਲ ਐਕਸੈੱਸ’ ਬਿੱਲ C-22 ਪਾਸ ਨਹੀਂ ਹੁੰਦਾ, ਤਾਂ ਦੇਸ਼ ਦੀ ਸੁਰੱਖਿਆ ਅਤੇ ਕੌਮਾਂਤਰੀ ਖੁਫੀਆ ਸਾਂਝੇਦਾਰੀ ‘ਤੇ ਗੰਭੀਰ ਅਸਰ ਪੈ ਸਕਦਾ ਹੈ। CSIS ਦੇ ਸੀਨੀਅਰ ਅਧਿਕਾਰੀਆਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਕੈਨੇਡਾ ਹੀ ਇਕੱਲਾ Five Eyes ਗਠਜੋੜ ਵਾਲਾ ਦੇਸ਼ ਹੈ, ਜਿਸ ਕੋਲ ਅਜੇ ਤੱਕ ਇਸ ਤਰ੍ਹਾਂ ਦਾ ਕਾਨੂੰਨ ਨਹੀਂ ਹੈ।

ਬਿੱਲ C-22 ਦੇ ਤਹਿਤ ਟੈਲੀਕਾਮ, ਇੰਟਰਨੈੱਟ ਅਤੇ ਸੋਸ਼ਲ ਮੀਡੀਆ ਕੰਪਨੀਆਂ ਨੂੰ ਆਪਣੇ ਸਿਸਟਮ ਇਸ ਤਰ੍ਹਾਂ ਤਿਆਰ ਕਰਨੇ ਪੈਣਗੇ ਤਾਂ ਜੋ ਪੁਲਿਸ ਅਤੇ ਖੁਫੀਆ ਏਜੰਸੀਆਂ ਵਾਰੰਟ ਦੇ ਆਧਾਰ ‘ਤੇ ਜਾਣਕਾਰੀ ਤੇਜ਼ੀ ਨਾਲ ਹਾਸਲ ਕਰ ਸਕਣ। ਹਾਲਾਂਕਿ, ਇਸ ਬਿੱਲ ਦਾ ਵਿਰੋਧ ਵੀ ਤੇਜ਼ ਹੋ ਰਿਹਾ ਹੈ।

ਓਟਾਵਾ ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਇੰਟਰਨੈੱਟ ਕਾਨੂੰਨ ਮਾਹਰ ਮਾਈਕਲ ਗੀਸਟ ਨੇ ਕਿਹਾ ਕਿ ਜੇਕਰ ਸੁਰੱਖਿਆ ਦੇ ਨਾਮ ‘ਤੇ ਇਨਕ੍ਰਿਪਸ਼ਨ ਕਮਜ਼ੋਰ ਕੀਤੀ ਜਾਂਦੀ ਹੈ ਤਾਂ ਹੈਕਰ ਅਤੇ ਵਿਦੇਸ਼ੀ ਦੁਸ਼ਮਣ ਵੀ ਇਸ ਦਾ ਫਾਇਦਾ ਚੁੱਕ ਸਕਦੇ ਹਨ। ਇਸਦੇ ਜਵਾਬ ‘ਚ CSIS ਨੇ ਸਪਸ਼ਟ ਕੀਤਾ ਹੈ ਕਿ ਬਿੱਲ C-22 ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ “ਬੈਕਡੋਰ” ਜਾਂ ਜਨਤਕ ਡਿਕ੍ਰਿਪਸ਼ਨ ਲਾਜ਼ਮੀ ਨਹੀਂ ਕਰਦਾ। ਏਜੰਸੀ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਇਹ ਸਿਰਫ਼ ਨਿਸ਼ਾਨਾ ਬਣਾਈਆਂ ਗਈਆਂ ਅਤੇ ਕਾਨੂੰਨੀ ਜਾਂਚਾਂ ਲਈ ਸੀਮਿਤ ਪਹੁੰਚ ਦੇਣ ਬਾਰੇ ਹੈ।
CSIS ਨੇ ਦੋ ਅਜਿਹੇ ਮਾਮਲੇ ਵੀ ਸਾਂਝੇ ਕੀਤੇ ਜਿੱਥੇ ਕਾਨੂੰਨੀ ਪਾਬੰਦੀਆਂ ਕਾਰਨ ਜਾਂਚ ਪ੍ਰਭਾਵਿਤ ਹੋਈ। ਇੱਕ ਮਾਮਲੇ ਵਿੱਚ ਅੱਤਵਾਦੀ ਗਰੁੱਪ ਨਾਲ ਜੁੜੇ ਇਕ ਵਿਅਕਤੀ ਦੀ ਮੋਬਾਈਲ ਲੋਕੇਸ਼ਨ ਟ੍ਰੈਕ ਨਹੀਂ ਕੀਤੀ ਜਾ ਸਕੀ ਕਿਉਂਕਿ ਸਰਵਿਸ ਪ੍ਰੋਵਾਇਡਰ ਕੋਲ ਇਹ ਤਕਨੀਕੀ ਸਮਰੱਥਾ ਨਹੀਂ ਸੀ। ਇਸ ਕਾਰਨ ਏਜੰਸੀ ਨੂੰ ਮਹਿੰਗੀ ਅਤੇ ਖਤਰਨਾਕ ਫਿਜ਼ੀਕਲ ਨਿਗਰਾਨੀ ਕਰਨੀ ਪਈ।
