ਚੰਡੀਗੜ੍ਹ : ਦੱਖਣੀ ਪੰਜਾਬ ਦੇ ਨਰਮਾ ਪੱਟੀ ਦੇ ਕਿਸਾਨਾਂ ਦੀ ਮਦਦ ਦਾ ਭਰੋਸਾ ਦਿੰਦਿਆਂ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਚਰਨਜੀਤ ਸਿੰਘ ਚੰਨੀ ਨੇ ਨਰਮਾ ਦੇ ਨੁਕਸਾਨ ਤੋਂ ਪ੍ਰਭਾਵਿਤ ਜ਼ਿਲ੍ਹਿਆਂ ਦੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ ਨੂੰ 29 ਅਕਤੂਬਰ ਤੱਕ ਹਰ ਹਾਲ ਵਿਚ ਮੁਕੰਮਲ ਰਿਪੋਰਟਾਂ ਭੇਜਣ ਲਈ ਕਿਹਾ ਤਾਂ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਛੇਤੀ ਤੋਂ ਛੇਤੀ ਮੁਆਵਜ਼ਾ ਵੰਡਿਆ ਜਾ ਸਕੇ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਨਰਮਾ ਉਤਪਾਦਕਾਂ ਨੂੰ ਭਰੋਸਾ ਦਿੱਤਾ ਕਿ ਸੂਬਾ ਸਰਕਾਰ ਇਸ ਨਾਜ਼ੁਕ ਸਮੇਂ ਵਿਚ ਉਨ੍ਹਾਂ ਦੀ ਸਾਰ ਲੈਣ ਲਈ ਪੂਰਨ ਤੌਰ ਉਤੇ ਵਚਨਬੱਧ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਨਰਮਾ ਉਤਪਾਦਕਾਂ ਨੂੰ ਸੱਦਾ ਦਿੱਤਾ ਕਿ ਜਿਨ੍ਹਾਂ ਕਿਸਾਨਾਂ ਦੀ ਫਸਲ ਗੁਲਾਬੀ ਸੁੰਡੀ ਨਾਲ ਨੁਕਸਾਨੀ ਗਈ ਹੈ, ਨੂੰ ਵਿਰੋਧੀਆਂ ਪਾਰਟੀਆਂ ਦੇ ਕੂੜ ਪ੍ਰਚਾਰ ਨਾਲ ਗੁੰਮਰਾਹ ਨਾ ਹੋਣ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸੂਬਾ ਸਰਕਾਰ ਤਨੋ-ਮਨੋ ਕਿਸਾਨਾਂ ਦੇ ਨਾਲ ਖੜ੍ਹੀ ਹੈ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਹਿੱਤਾਂ ਦੀ ਰਾਖੀ ਲਈ ਵਚਨਬੱਧ ਹੈ। ਚੰਨੀ ਨੇ ਕਿਹਾ, “ਮੈਂ ਸੂਬੇ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਵਜੋਂ ਜ਼ਿੰਮੇਵਾਰੀ ਸੰਭਾਲਣ ਤੋਂ ਤੁਰੰਤ ਬਾਅਦ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਸੁਖਜਿੰਦਰ ਸਿੰਘ ਰੰਧਾਵਾ ਨਾਲ ਪ੍ਰਭਾਵਿਤ ਪਿੰਡਾਂ ਨਸੀਬਪੁਰਾ ਅਤੇ ਕਟਾਰ ਸਿੰਘ ਵਾਲਾ ਵਿਖੇ ਗਿਆ ਸੀ ਤਾਂ ਕਿ ਇਨ੍ਹਾਂ ਔਖੇ ਸਮਿਆਂ ਵਿਚ ਸੰਕਟ ਵਿਚ ਡੁੱਬੇ ਕਿਸਾਨਾਂ ਨਾਲ ਇਕਜੁਟਤਾ ਪ੍ਰਗਟਾਈ ਜਾ ਸਕੇ।”
ਇਸ ਦੌਰਾਨ ਵਿੱਤ ਕਮਿਸ਼ਨਰ ਮਾਲ ਵੀ.ਕੇ. ਜੰਜੂਆ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਨੂੰ ਜਾਣਕਾਰੀ ਦਿੱਤੀ ਕਿ ਨਰਮੇ ਦੀ ਫਸਲ ਦੇ ਨੁਕਸਾਨ ਦਾ ਅਨੁਮਾਨ ਲਾਇਆ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਪ੍ਰਭਾਵਿਤ ਕਿਸਾਨਾਂ ਨੂੰ ਛੇਤੀ ਹੀ ਮੁਆਵਜ਼ਾ ਵੰਡਿਆ ਜਾਵੇਗਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੰਜ ਜ਼ਿਲ੍ਹਿਆਂ, ਜਿੱਥੇ ਸਬੰਧਤ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ ਵੱਲੋਂ ਨਰਮੇ ਨੂੰ ਨੁਕਸਾਨ ਦੀਆਂ ਰਿਪੋਰਟਾਂ ਪ੍ਰਾਪਤ ਹੋਈਆਂ ਹਨ, ਤੋਂ ਮੁਢਲੀਆਂ ਰਿਪੋਰਟਾਂ ਅਤੇ ਅਨੁਮਾਨਾਂ ਨੂੰ ਪ੍ਰਾਪਤ ਕਰਨ ਪਿੱਛੋਂ ਨਰਮੇ ਨੂੰ ਪੁੱਜੇ ਅਸਲ ਨੁਕਸਾਨ ਦਾ ਪਤਾ ਲਾਉਣ ਲਈ ਵਿਸ਼ੇਸ਼ ਗਿਰਦਾਵਰੀ ਦੇ ਹੁਕਮ ਪਹਿਲਾਂ ਹੀ ਦੇ ਦਿੱਤੇ ਗਏ ਹਨ।
ਵਿੱਤ ਕਮਿਸ਼ਨਰ ਮਾਲ ਮੁਤਾਬਕ ਗਿਰਦਾਵਰੀ ਰਿਪੋਰਟਾਂ ਨੂੰ ਤਸਦੀਕ ਕਰਨ ਲਈ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ ਨੂੰ ਵਿਸ਼ੇਸ਼ ਅਤੇ ਸਖ਼ਤ ਹਦਾਇਤਾਂ ਜਾਰੀ ਕਰ ਦਿੱਤੀਆਂ ਗਈਆਂ ਹਨ ਅਤੇ ਖੇਤਰ ਦੇ ਮਾਲ ਅਧਿਕਾਰੀਆਂ ਵੱਲੋਂ ਤਸਦੀਕੀਕਰਨ ਪਿੱਛੋਂ ਸਬੰਧਤ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ ਦੇ ਸਰਟੀਫ਼ਿਕੇਟ ਤਹਿਤ ਨਿਰਧਾਰਤ ਪ੍ਰੋਫ਼ਾਰਮੇ ਵਿਚ ਰਿਪੋਰਟਾਂ ਸਰਕਾਰ ਨੂੰ ਭੇਜੀਆਂ ਜਾਣੀਆਂ ਹਨ।
ਮੁੱਖ ਮੰਤਰੀ ਦੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ਾਂ ਤਹਿਤ ਵਿੱਤ ਕਮਿਸ਼ਨਰ ਮਾਲ ਨੇ ਅੱਜ ਪੰਜ ਜ਼ਿਲ੍ਹਿਆਂ ਦੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ ਨਾਲ ਵੀਡੀਉ ਕਾਨਫ਼ਰੰਸ ਕਰਕੇ ਤਸਦੀਕੀਕਰਨ ਪ੍ਰਕਿਰਿਆ ਦੀ ਪ੍ਰਗਤੀ ਦੀ ਸਮੀਖਿਆ ਕੀਤੀ ਅਤੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਕਿ 29 ਅਕਤੂਬਰ, 2021 ਤੱਕ ਮੁਕੰਮਲ ਰਿਪੋਰਟਾਂ ਭੇਜਣੀਆਂ ਯਕੀਨੀ ਬਣਾਈਆਂ ਜਾਣ।
ਦੱਸ ਦੇਈਏ ਕਿ ਮਾਨਸਾ, ਬਠਿੰਡਾ, ਸ੍ਰੀ ਮੁਕਤਸਰ ਸਾਹਿਬ, ਬਰਨਾਲ ਅਤੇ ਸੰਗਰੂਰ ਜ਼ਿਲ੍ਹਿਆਂ ਤੋਂ ਮੁਢਲੀਆਂ ਰਿਪੋਰਟਾਂ ਪ੍ਰਾਪਤ ਹੋਈਆਂ ਹਨ। ਸਾਰੀਆਂ ਰਿਪੋਰਟਾਂ ਪ੍ਰਾਪਤ ਕਰਨ ਪਿੱਛੋਂ ਇਨ੍ਹਾਂ ਨੂੰ ਮੁੱਖ ਸਕੱਤਰ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਰਾਜ ਕਾਰਜਕਾਰੀ ਕਮੇਟੀ ਅੱਗੇ ਮੁਆਵਜ਼ੇ ਲਈ ਰੱਖਿਆ ਜਾਵੇਗਾ ਅਤੇ ਨਿਰਧਾਰਤ ਨਿਯਮਾਂ ਮੁਤਾਬਕ ਪੀੜਤ ਕਿਸਾਨਾਂ ਨੂੰ ਮੁਆਵਜ਼ਾ ਜਾਰੀ ਕਰ ਦਿੱਤਾ ਜਾਵੇਗਾ।
