ਐੱਨਪੀਏ ਸਬੰਧੀ ਛੇਵੇਂ ਤਨਖਾਹ ਕਮਿਸ਼ਨ ਦੇ ਵਿਰੋਧ ਅਤੇ ਆਪਣੀਆਂ ਲੰਬੇ ਸਮੇਂ ਤੋਂ ਨਾ ਮੰਨੀਆਂ ਜਾ ਰਹੀਆਂ ਮੰਗਾਂ ਦੇ ਰੋਸ ਵਜੋਂ ਸਰਕਾਰੀ ਮੈਡੀਕਲ ਅਤੇ ਡੈਂਟਲ ਕਾਲਜ ਪਟਿਆਲਾ ਦੇ ਡਾਕਟਰਾਂ ਵਲੋਂ ਰਾਸ਼ਟਰੀ ਡਾਕਟਰ ਦਿਵਸ ਨੂੰ ਬਲੈਕ ਦਿਵਸ ਵਜੋਂ ਮਨਾਇਆ ਗਿਆ। ਪੰਜਾਬ ਸਟੇਟ ਮੈਡੀਕਲ ਐਂਡ ਡੈਂਟਲ ਟੀਚਰਜ਼ ਐਸੋਸੀਏਸ਼ਨ ਦੇ ਰਾਜਸੀ ਜਨਰਲ ਸਕੱਤਰ ਡਾ. ਡੀਐੱਸ ਭੁੱਲਰ ਅਨੁਸਾਰ ਡਾਕਟਰ ਦਿਵਸ ਮੌਕੇ ਪਟਿਆਲਾ ਅਤੇ ਅੰਮ੍ਰਿਤਸਰ ਦੇ ਸਰਕਾਰੀ ਮੈਡੀਕਲ ਅਤੇ ਡੈਂਟਲ ਕਾਲਜਾਂ ਅਤੇ ਹਸਪਤਾਲਾਂ ਵਿੱਚ ਤਿੰਨ ਘੰਟੇ ਲਈ ਰੋਸ ਵਜੋਂ ਓਪੀਡੀ ਅਤੇ ਅਪਰੇਸ਼ਨ ਥੀਏਟਰ ਸੇਵਾਵਾਂ ਅਤੇ ਵਿਦਿਆਰਥੀਆਂ ਦੀਆਂ ਕਲਾਸਾਂ ਬੰਦ ਰੱਖੀਆਂ ਗਈਆਂ। ਇਸ ਕਾਰਨ ਮਰੀਜ਼ਾਂ ਨੂੰ ਭਾਰੀ ਪ੍ਰੇਸ਼ਾਨੀ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪਿਆ। ਡਾਕਟਰਾਂ ਨੇ ਐਮਰਜੰਸੀ, ਇਨਡੋਰ, ਕੋਵਿਡ ਮਹਾਮਾਰੀ, ਮੈਡੀਕੋ-ਲੀਗਲ ਅਤੇ ਪੋਸਟ-ਮਾਰਟਮ ਨਾਲ ਸਬੰਧਤ ਸੇਵਾਵਾਂ ਜਾਰੀ ਰੱਖੀਆਂ । ਸਰਕਾਰੀ ਮੈਡੀਕਲ ਅਤੇ ਡੈਂਟਲ ਕਾਲਜ ਪਟਿਆਲਾ ਵਿੱਚ ਤਾਇਨਾਤ ਫੈਕਲਟੀ ਅਤੇ ਰੈਜੀਡੈਂਟ ਡਾਕਟਰਾਂ ਵਲੋਂ ਜਨਰਲ ਬੌਡੀ ਮੀਟਿੰਗ ਦੌਰਾਨ ਫੈਸਲਾ ਲਿਆ ਗਿਆ ਕਿ ਜਦ ਤੱਕ ਸਰਕਾਰੀ ਡਾਕਟਰਾਂ ਦਾ ਐੱਨਪੀਏ ਪਹਿਲਾਂ ਦੀ ਤਰ੍ਹਾਂ 25 ਪ੍ਰਤੀਸ਼ਤ ਕਰਕੇ ਮੁੱਢਲੀ ਤਨਖਾਹ ਦਾ ਹਿੱਸਾ ਨਹੀਂ ਮੰਨਣ ਸਮੇਤ ਬਾਕੀ ਭੱਤੇ ਬਹਾਲ ਨਹੀਂ ਕੀਤੇ ਜਾਂਦੇ, ਉਦੋਂ ਤੱਕ ਰੋਸ ਜਾਰੀ ਰਹੇਗਾ।
ਡਾਕਟਰਾਂ ਨੇ ਅੱਜ ਵੀ ਮੈਡੀਕਲ ਕਾਲਜ ਦੇ ਪ੍ਰਿੰਸੀਪਲ ਦਫਤਰ ਦੇ ਬਾਹਰ ਰੈਲੀ ਕਰਕੇ ਤਨਖਾਹ ਕਮਿਸ਼ਨ ਰਿਪੋਰਟ ਦੀਆਂ ਕਾਪੀਆਂ ਸਾੜੀਆਂ ਗਈਆਂ। ਡਾ. ਭੁੱਲਰ ਅਨੁਸਾਰ ਤਨਖਾਹ ਕਮਿਸ਼ਨ ਨੇ ਆਪਣੀ ਰਿਪੋਰਟ ਵਿੱਚ ਖੁਦ ਜ਼ਾਹਿਰ ਕੀਤਾ ਹੈ ਕਿ ਐੱਨਪੀਏ ਦੀ ਸ਼ੁਰੂਆਤ ਕੇਂਦਰ ਅਤੇ ਰਾਜ ਸਰਕਾਰਾਂ ਵਲੋਂ ਇਸ ਮੰਤਵ ਨਾਲ ਕੀਤੀ ਗਈ ਸੀ ਕਿ ਡਾਕਟਰਾਂ ਨੂੰ ਬਾਹਰ ਜਾਣ ਤੋਂ ਰੋਕ ਕੇ ਸਰਕਾਰੀ ਸੇਵਾਵਾਂ ਵਿੱਚ ਰੱਖਿਆ ਜਾ ਸਕੇ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਇਹ ਭੱਤਾ ਡਾਕਟਰੀ ਦੀ ਲੰਬੀ ਪੜ੍ਹਾਈ ਅਤੇ ਸਰਕਾਰੀ ਨੌਕਰੀ ਵਿੱਚ ਦੇਰ ਨਾਲ ਆਉਣ ਕਾਰਨ ਡਾਕਟਰਾਂ ਨੂੰ ਬਤੌਰ ਮੁਆਵਜ਼ਾ ਦਿੱਤਾ ਜਾਂਦਾ ਹੈ। ਡਾਕਟਰਾਂ ਦੀ ਮੰਗ ਹੈ ਕਿ ਅਜਿਹੀ ਸੂਰਤ ਵਿੱਚ ਇਸ ਦਾ ਨਾਂ ਬਦਲ ਕੇ ਸਪੈਸ਼ਲ ਤਨਖਾਹ ਕੀਤਾ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਮੰਗਾਂ ਸਬੰਧੀ ਐਸੋਸੀਏਸ਼ਨ ਵਲੋਂ ਮੁੱਖ ਮੰਤਰੀ, ਸਥਾਨਕ ਸਰਕਾਰਾਂ ਮੰਤਰੀ, ਮੈਡੀਕਲ ਸਿੱਖਿਆ ਤੇ ਖੋਜ ਮੰਤਰੀ ਨੂੰ ਮੈਮੋਰੈਂਡਮ ਸੌਂਪਿਆ ਜਾ ਚੁੱਕਾ ਹੈ।
