ਜੀ-20 ਸੰਮੇਲਨ ‘ਚ ਸ਼ਾਮਲ ਹੋਣ ਲਈ ਇਸ ਹਫਤੇ ਦਰਜਨਾਂ ਵਿਸ਼ਵ ਨੇਤਾ ਅਤੇ ਹੋਰ ਪਤਵੰਤੇ ਬਾਲੀ ਪਹੁੰਚ ਰਹੇ ਹਨ। ਇਹ ਮੰਨਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਇਸ ਨਾਲ ਇਸ ਟਾਪੂ ਖੇਤਰ ਵਿੱਚ ਸੈਰ-ਸਪਾਟੇ ਨੂੰ ਮੁੜ ਸੁਰਜੀਤ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ। ਸੈਰ-ਸਪਾਟਾ ਇਸ ਖਿੱਤੇ ਦੀ ਆਮਦਨ ਦਾ ਮੁੱਖ ਸਰੋਤ ਹੈ ਜਿਸ ਨੂੰ ‘ਆਈਲੈਂਡ ਆਫ਼ ਗੌਡਜ਼’ ਕਿਹਾ ਜਾਂਦਾ ਹੈ।
ਇੱਥੇ ਲਗਭਗ 40 ਲੱਖ ਲੋਕ ਰਹਿੰਦੇ ਹਨ। ਇਨ੍ਹਾਂ ਵਿਚ ਜ਼ਿਆਦਾਤਰ ਹਿੰਦੂ ਹਨ। ਬਾਲੀ ਇੰਡੋਨੇਸ਼ੀਆ ਦੇ ਹੋਰ ਸਥਾਨਾਂ ਦੇ ਮੁਕਾਬਲੇ ਮਹਾਂਮਾਰੀ ਤੋਂ ਜ਼ਿਆਦਾ ਪ੍ਰਭਾਵਿਤ ਸੀ। ਮਹਾਂਮਾਰੀ ਤੋਂ ਪਹਿਲਾਂ, ਹਰ ਸਾਲ 62 ਲੱਖ ਵਿਦੇਸ਼ੀ ਬਾਲੀ ਆਉਂਦੇ ਸਨ। ਮਾਰਚ 2020 ਵਿੱਚ ਇੰਡੋਨੇਸ਼ੀਆ ਵਿੱਚ ਕੋਵਿਡ-19 ਦਾ ਪਹਿਲਾ ਮਾਮਲਾ ਸਾਹਮਣੇ ਆਉਣ ਤੋਂ ਬਾਅਦ ਇਸ ਦਾ ਸੈਰ-ਸਪਾਟਾ ਖੇਤਰ ਬੁਰੀ ਤਰ੍ਹਾਂ ਪ੍ਰਭਾਵਿਤ ਹੋਇਆ ਸੀ। ਰੈਸਟੋਰੈਂਟ ਅਤੇ ਰਿਜ਼ੋਰਟ ਬੰਦ ਕਰ ਦਿੱਤੇ ਗਏ ਅਤੇ ਵੱਡੀ ਗਿਣਤੀ ਵਿਚ ਮਜ਼ਦੂਰ ਪਿੰਡਾਂ ਨੂੰ ਪਰਤ ਗਏ। ਸਰਕਾਰੀ ਅੰਕੜਿਆਂ ਅਨੁਸਾਰ, 2020 ਵਿੱਚ, ਬਾਲੀ ਵਿੱਚ ਵਿਦੇਸ਼ੀ ਸੈਲਾਨੀਆਂ ਦੀ ਆਮਦ ਘਟ ਕੇ ਸਿਰਫ 10 ਲੱਖ ਰਹਿ ਗਈ। ਫਿਰ 2021 ਵਿੱਚ ਸਿਰਫ਼ ਕੁਝ ਦਰਜਨ ਸੈਲਾਨੀ ਹੀ ਇੱਥੇ ਪੁੱਜੇ।
ਇੱਥੇ ਸੈਰ ਸਪਾਟਾ ਖੇਤਰ ਵਿੱਚ ਕੰਮ ਕਰਨ ਵਾਲੇ 92,000 ਲੋਕਾਂ ਦਾ ਰੁਜ਼ਗਾਰ ਖੁੱਸ ਗਿਆ। ਹੋਟਲਾਂ ‘ਚ ਕਮਰਿਆਂ ਦੀ ਬੁਕਿੰਗ 20 ਫੀਸਦੀ ਤੋਂ ਹੇਠਾਂ ਆ ਗਈ ਹੈ। 2020 ‘ਚ ਟਾਪੂ ਦੇਸ਼ ਦੀ ਅਰਥਵਿਵਸਥਾ ‘ਚ 9.3 ਫੀਸਦੀ ਦੀ ਗਿਰਾਵਟ ਆਈ। ਸਾਲ 2021 ‘ਚ ਦੇਸ਼ ਦੀ ਅਰਥਵਿਵਸਥਾ ‘ਚ ਸਾਲ ਦਰ ਸਾਲ 2.5 ਫੀਸਦੀ ਦੀ ਗਿਰਾਵਟ ਆਈ। ਬਾਲੀ ਸੂਬੇ ਦੇ ਖੇਤਰੀ ਸਕੱਤਰ ਦੇਵਾ ਮੇਦ ਇੰਦਰਾ ਨੇ ਕਿਹਾ, ‘ਕੋਰੋਨਾ ਵਾਇਰਸ ਦੇ ਪ੍ਰਕੋਪ ਨੇ ਸਥਾਨਕ ਅਰਥਵਿਵਸਥਾ ਨੂੰ ਬੁਰੀ ਤਰ੍ਹਾਂ ਪ੍ਰਭਾਵਿਤ ਕੀਤਾ ਹੈ। ਬਾਲੀ 2020 ਦੇ ਮੱਧ ਵਿੱਚ ਦੇਸ਼ ਦੇ ਦੂਜੇ ਹਿੱਸਿਆਂ ਤੋਂ ਇੰਡੋਨੇਸ਼ੀਆਈ ਲੋਕਾਂ ਲਈ ਦੁਬਾਰਾ ਖੋਲ੍ਹਿਆ ਗਿਆ। ਇਸ ਨਾਲ ਮਦਦ ਮਿਲੀ, ਪਰ ਜੁਲਾਈ 2021 ਵਿੱਚ, ਵਾਇਰਸ ਦੇ ਮਾਮਲਿਆਂ ਵਿੱਚ ਵਾਧੇ ਕਾਰਨ, ਇਲਾਕਾ ਫਿਰ ਸੈਲਾਨੀਆਂ ਤੋਂ ਖਾਲੀ ਹੋ ਗਿਆ। ਇਹ ਟਾਪੂ ਅਗਸਤ ਵਿੱਚ ਘਰੇਲੂ ਸੈਲਾਨੀਆਂ ਲਈ ਦੁਬਾਰਾ ਖੋਲ੍ਹਿਆ ਗਿਆ ਸੀ। ਪਰ 2021 ਵਿੱਚ ਇੱਥੇ ਸਿਰਫ਼ 51 ਵਿਦੇਸ਼ੀ ਸੈਲਾਨੀ ਆਏ ਸਨ। ਗੇਡ ਵਿਰਾਤਾ, ਜਿਸ ਨੇ ਮਹਾਂਮਾਰੀ ਦੌਰਾਨ ਆਪਣੇ ਹੋਟਲਾਂ, ਰੈਸਟੋਰੈਂਟਾਂ, ਕਲੱਬਾਂ ਅਤੇ ਕਰੂਜ਼ ਸਮੁੰਦਰੀ ਜਹਾਜ਼ਾਂ ਵਿੱਚ ਕੰਮ ਕਰਨ ਵਾਲੇ 4,000 ਲੋਕਾਂ ਨੂੰ ਛੁੱਟੀ ਦਿੱਤੀ, ਨੇ ਕਿਹਾ ਕਿ ਜੀ -20 ਖੇਤਰ ਵਿੱਚ ਸੈਰ-ਸਪਾਟੇ ਨੂੰ ਉਤਸ਼ਾਹਤ ਕਰੇਗਾ।
