10 ਸਾਲਾਂ ਬਾਅਦ ਅੱਜ ਪੱਕੇ ਹੋਣਗੇ ਪੰਜਾਬ ਦੇ 12,500 ਅਧਿਆਪਕ
ਡੈਸਕ- ਪੰਜਾਬ ਵਿਚ ਕਾਂਟ੍ਰੈਕਟ/ਕੱਚੇ ਟੀਚਰਾਂ ਦੀ 10 ਸਾਲ ਪੁਰਾਣੀ ਮੰਗ ਅੱਜ ਪੂਰੀ ਹੋ ਜਾਵੇਗੀ। ਮੁੱਖ ਮੰਤਰੀ ਮਾਨ ਅੱਜ ਲਗਭਗ 12500 ਕੱਚੇ ਟੀਚਰਾਂ ਦੀਆਂ ਸੇਵਾਵਾਂ ਰੈਗੂਲਰ ਕਰਨ ਸਬੰਧੀ ਹੁਕਮ ਜਾਰੀ ਕਰਨਗੇ। ਇਸ ਨਾਲ ਲਗਭਗ 10 ਸਾਲ ਤੋਂ ਨੌਕਰੀ ਪੱਕੀ ਕਰਨ ਦੀ ਉਮੀਦ ਵਿਚ ਬੈਠੇ ਟੀਚਰਾਂ ਦਾ ਇੰਤਜ਼ਾਰ ਖਤਮ ਹੋਵੇਗਾ। ਸਿੱਖਿਆ ਮੰਤਰੀ ਬੈਂਸ ਨੇ ਟਵੀਟ ਕਰਕੇ CM ਮਾਨ ਦੇ ਇਸ ਫੈਸਲੇ ਬਾਰੇ ਦੱਸਿਆ ਸੀ।
ਮੁੱਖ ਮੰਤਰੀ ਖੁਦ ਵੀ ਕੱਚੇ ਟੀਚਰਾਂ ਦੀ ਨੌਕਰੀ ਰੈਗੂਲਰ ਕਰਨ ਸਬੰਧੀ ਦੱਸ ਚੁੱਕੇ ਹਨ। ਸਿੱਖਿਆ ਮੰਤਰੀ ਬੈਂਸ ਨੇ ਕਿਹਾ ਕਿ ਕੱਚੇ ਟੀਚਰਾਂ ਨੂੰ ਰੈਗੂਲਰ ਕੀਤੇ ਜਾਣ ਦਾ ਦਿਨ 28 ਜੁਲਾਈ ਅੱਜ ਆਇਆ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜਿਹੜੇ ਟੀਚਰਾਂ ਦਾ ਪੰਜਾਬ ਦੇ ਸਕੂਲਾਂ ਵਿਚ ਵੱਡਾ ਯੋਗਦਾਨ ਹੈ, ਉਨ੍ਹਾਂ ਦੇ ਜੀਵਨ ਵਿਚ ਇਤਿਹਾਸਕ ਬਦਲਾਅ ਹੋਣ ਜਾ ਰਹੇ ਹਨ। ਸੀਐੱਮ ਮਾਨ ਨੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ ਕਿ ਟੀਚਰਾਂ ਨੂੰ ਰੈਗੂਲਰ ਕਰਨ ਦੇ ਨਾਲ ਸਕੂਲ ਸਟਾਫ, ਬੱਚੇ ਤੇ ਸਥਾਨਕ ਵਿਧਾਇਕ ਟੀਚਰਾਂ ਨੂੰ ਸਨਮਾਨਿਤ ਕਰਨਗੇ।
ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਲਗਭਗ 2 ਮਹੀਨੇ ਪਹਿਲਾਂ ਸੂਬੇ ਵਿਚ ਐੱਡਹਾਕ, ਠੇਕਾ ਆਧਾਰਿਤ, ਡੇਲੀ ਵੇਜ, ਵਰਕ ਚਾਰਜ ਤੇ ਅਸਥਾਈ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਸਥਾਈ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ। ਇਸ ਲਈ ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਨਵੀਂ ਪਾਲਿਸੀ ਤਿਆਰ ਕੀਤੀ। ਇਸ ਤਹਿਤ 10 ਸਾਲ ਦੀ ਸਰਵਿਸ ਪੂਰੀ ਕਰ ਚੁੱਕੇ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਰੈਗੂਲਰ ਕਰਨ ਦੀ ਗੱਲ ਕਹੀ ਗਈ।
ਸੂਬਾ ਸਰਕਾਰ ਦੀ ਨਵੀਂ ਪਾਲਿਸੀ ਮੁਤਾਬਕ ਮੁਲਾਜ਼ਮ ਦੇ ਸਥਾਈ ਹੋਣ ਲਈ ਸਰਵਿਸ ਰੂਲਸ ਅਨੁਸਾਰ ਸਿੱਖਿਅਕ ਯੋਗਤਾ, ਪੋਸਟ ਤੇ ਤਜਰਬੇ ਸਣੇ ਹੋਰ ਸ਼ਰਤਾਂ ਪੂਰੀਆਂ ਹੋਣੀਆਂ ਚਾਹੀਦੀਆਂ ਹਨ। ਬੀਤੇ 10 ਸਾਲ ਦੀ ਸਰਵਿਸ ਦੌਰਾਨ ਮੁਲਾਜ਼ਮ ਦਾ ਆਚਰਣ ਸੰਤੋਸ਼ਜਨਕ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ। ਸਰਕਾਰ ਵੱਲੋਂ 10 ਸਾਲ ਦੀ ਸਮਾਂ ਸੀਮਾ ਦੀ ਗਿਣਤੀ ਦੇ ਸਮੇਂ ਬ੍ਰੇਕ ‘ਤੇ ਵਿਚਾਰ ਨਹੀਂ ਕੀਤਾ ਜਾਵੇਗਾ।
ਯੋਗਤਾ ਪੂਰੀ ਨਾ ਕਰਨ ਵਾਲੇ ਮੁਲਾਜ਼ਮਾਂ ‘ਤੇ ਇਹ ਨਵੀਂ ਨੀਤੀ ਲਾਗੂ ਨਹੀਂ ਹੋਵੇਗੀ। ਲਾਭਪਾਤਰੀ ਮੁਲਾਜ਼ਮਾਂ ਦੀ 58 ਸਾਲ ਦੀ ਉਮਰ ਤੱਕ ਵਿਸ਼ੇਸ਼ ਕੈਡਰ ਵਿਚ ਨਿਯੁਕਤੀ ਕਰੇਗੀ। ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਕੈਡਰ ਪੋਸਟ ਦੇ ਅਹੁਦੇ ‘ਤੇ ਨਹੀਂ ਰੱਖਿਆ ਜਾਵੇਗਾ। ਸਰਵਿਸ ਰੂਲ ਮੁਤਾਬਕ ਮੁਲਾਜ਼ਮ ਰੈਗੂਲਰ ਕੈਡਰ ਦਾ ਹਿੱਸਾ ਨਹੀਂ ਹੋਣਗੇ।
