-ਪੰਜਾਬ ‘ਚ 10 ਜੂਨ ਭਾਵ ਅੱਜ ਤੋਂ ਝੋਨੇ ਦੀ ਲਵਾਈ ਸ਼ੁਰੂ ਹੋ ਚੁੱਕੀ ਹੈ। ਇਸ ਨੂੰ ਦੇਖਦੇ ਹੋਏ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਕਿਸਾਨਾਂ ਲਈ ਅੱਠ ਘੰਟੇ ਬਿਜਲੀ ਦੀ ਸਪਲਾਈ ਵੀ ਅੱਜ ਤੋਂ ਹੀ ਸ਼ੁਰੂ ਹੋ ਚੁੱਕੀ ਹੈ। ਕੋਰੋਨਾ ਵਾਇਰਸ ਕਾਰਨ ਮਹਾਨਗਰਾਂ ਵਿਚ ਕਾਰੋਬਾਰ ਦੀ ਮੰਦੀ ਦੇ ਚਲਦਿਆਂ ਇਸ ਸਾਲ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਮਜ਼ਦੂਰ ਪੰਜਾਬ ਪਹੁੰਚ ਰਹੇ ਹਨ। ਇਸੇ ਤਰ੍ਹਾਂ ਸਥਾਨਕ ਕਾਰੋਬਾਰ ਦੀ ਮੰਦੀ ਦੇ ਚਲਦਿਆਂ ਲੋਕਲ ਮਜ਼ਦੂਰ ਵੀ ਝੋਨਾ ਲਾਉਣ ਨੂੰ ਹੀ ਤਰਜੀਹ ਦੇ ਰਹੇ ਹਨ। ਇਸ ਤਰ੍ਹਾਂ ਮਜ਼ਦੂਰਾਂ ਦੀ ਬਹੁਤਾਤ ਦੇ ਚਲਦਿਆਂ ਝੋਨੇ ਦੀ ਲਵਾਈ ਦਾ ਰੇਟ ਪਿਛਲੇ ਸਾਲ ਦੇ ਮੁਕਾਬਲੇ ਘੱਟ ਰਹਿਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ। ਪਿਛਲੇ ਸਾਲ ਕੀਤੇ ਗਏ ਤਜਰਬਿਆਂ ਦੇ ਮੁਤਾਬਕ ਇਸ ਸਾਲ ਵੀ ਬਹੁਤ ਸਾਰੇ ਕਿਸਾਨਾਂ ਨੇ ਝੋਨੇ ਦੀ ਸਿੱਧੀ ਬਿਜਾਈ ਨੂੰ ਤਰਜੀਹ ਦਿੱਤੀ ਹੈ। ਇਸ ਲਈ ਵੀ ਲੇਬਰ ਦੀ ਘਾਟ ਪੈਦਾ ਹੋਣ ਦੀ ਸੰਭਾਵਨਾ ਨਹੀਂ ਜਾਪਦੀ। ਗੱਲਬਾਤ ਦੌਰਾਨ ਕਪੂਰਥਲਾ ਜ਼ਿਲੇ ਦੇ ਕਿਸਾਨ ਅਜਮੇਰ ਸਿੰਘ ਨੇ ਦੱਸਿਆ ਕਿ ਉਸ ਕੋਲ ਝੋਨਾ ਲਾਉਣ ਲਈ ਤਿੰਨ ਚਾਰ ਪਾਰਟੀਆਂ ਪਹੁੰਚ ਰਹੀਆਂ ਹਨ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਪਿਛਲੇ ਸਾਲ ਨਾਲੋਂ ਇਸ ਸਾਲ ਰੇਟ ਵੀ ਕਾਫੀ ਘੱਟ ਮੰਗਿਆ ਜਾ ਰਿਹਾ ਹੈ ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਇਸ ਸਾਲ 3500 ਦੇ ਆਸ-ਪਾਸ ਲੁਆਈ ਦਾ ਰੇਟ ਰਹਿਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ। ਗੱਲਬਾਤ ਦੌਰਾਨ ਜਲੰਧਰ ਜਿਲ੍ਹੇ ਦੇ ਕਿਸਾਨ ਸੁਰਜੀਤ ਸਿੰਘ ਨੇ ਦੱਸਿਆ ਕਿ ਜਿਸ ਹਿਸਾਬ ਨਾਲ ਪਰਵਾਸੀ ਮਜਦੂਰ ਪਹੁੰਚ ਰਹੇ ਹਨ ਜਾਪ ਰਿਹਾ ਹੈ ਕਿ ਲੇਬਰ ਦੀ ਘਾਟ ਨਹੀਂ ਆਵੇਗੀ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਕੁਝ ਮਜ਼ਦੂਰਾਂ ਨਾਲ ਗੱਲਬਾਤ ਕੀਤੀ ਤਾਂ ਉਨ੍ਹਾਂ ਨੇ ਝੋਨੇ ਦੀ ਲਵਾਈ ਦਾ ਰੇਟ 3 ਹਜ਼ਾਰ ਆਸ-ਪਾਸ ਹੀ ਦੱਸਿਆ।
ਗੌਰਤਲਬ ਹੈ ਕਿ ਪੰਜਾਬ ਅੰਦਰ ਹਰੇਕ ਸਾਲ 30 ਲੱਖ ਹੈਕਟੇਅਰ ਰਕਬੇ ਦੇ ਆਸ-ਪਾਸ ਝੋਨੇ ਦੀ ਲਵਾਈ ਹੁੰਦੀ ਹੈ, ਜਿਸ ਵਿੱਚੋਂ ਕਰੀਬ 25 ਤੋਂ 26 ਲੱਖ ਹੈਕਟੇਅਰ ਰਕਬੇ ਵਿੱਚ ਪਰਮਲ ਦੀਆਂ ਕਿਸਮਾਂ ਦੀ ਕਾਸ਼ਤ ਹੁੰਦੀ ਹੈ, ਜਦੋਂਕਿ 5 ਤੋਂ 6 ਲੱਖ ਹੈਕਟੇਅਰ ਰਕਬਾ ਬਾਸਮਤੀ ਹੇਠ ਰਹਿੰਦਾ ਹੈ। ਇਸ ਸਾਲ ਕਿਸਾਨਾਂ ਦਾ ਰੁਝਾਨ ਪਰਮਲ ਦੀਆਂ ਨਵੀਆਂ ਕਿਸਮਾਂ ਵੱਲ ਹੈ, ਜਦੋਂਕਿ ਬਾਸਮਤੀ ਦੀ ਕਾਸ਼ਤ ਨੂੰ ਕਿਸਾਨਾਂ ਵੱਲੋਂ ਜ਼ਿਆਦਾ ਤਰਜੀਹ ਨਹੀਂ ਦਿੱਤੀ ਜਾ ਰਹੀ।
ਥੋੜ੍ਹੀ ਲੇਟ ਹੋ ਸਕਦੀ ਝੋਨੇ ਦੀ ਲੁਆਈ
ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਸ਼ੁਰੂ ਵਿੱਚ ਝੋਨੇ ਦੀ ਲਵਾਈ ਲਈ ਕੋਈ ਮਿੱਥੀ ਤਰੀਕ ਨਾ ਦਿੱਤੇ ਜਾਣ ਕਾਰਨ ਕਿਸਾਨਾਂ ਨੇ ਇਸ ਵਾਰ ਪਨੀਰੀ ਦੀ ਬਿਜਾਈ ਵਿੱਚ ਢਿੱਲ ਵਰਤੀ ਹੈ। ਕਿਸਾਨਾਂ ਨੇ ਦੱਸਿਆ ਕਿ ਜ਼ਿਆਦਾਤਰ ਕਿਸਾਨਾਂ ਵੱਲੋਂ ਬੀਜੀ ਗਈ ਪਨੀਰੀ ਲਵਾਈ ਲਈ ਤਿਆਰ ਨਹੀਂ ਹੋਈ। ਕਿਸਾਨਾਂ ਨੇ ਦੱਸਿਆ ਕਿ ਪਛੇਤੀ ਪਨੀਰੀ ਹੋਣ ਕਾਰਨ ਇਸ ਵਾਰ ਝੋਨੇ ਦੀ ਲਵਾਈ ਵੀ ਥੋੜ੍ਹੀ ਪਿਛੇਤੀ ਹੋ ਸਕਦੀ ਹੈ।
