ਹਰ ਰੋਜ਼ ਤੁਸੀਂ ਬਲੈਕਮਾਰਕੀਟਿੰਗ, ਜਾਅਲੀ IMEI ਨੰਬਰ, ਫ਼ੋਨ ਚੋਰੀ ਅਤੇ ਫ਼ੋਨ ਨਾਲ ਛੇੜਛਾੜ ਦੀਆਂ ਘਟਨਾਵਾਂ ਬਾਰੇ ਸੁਣਦੇ ਅਤੇ ਪੜ੍ਹਦੇ ਹੋਵੋਗੇ। ਇਹ ਭਾਰਤ ਵਿੱਚ ਮੋਬਾਈਲ ਉਦਯੋਗ ਨਾਲ ਸਬੰਧਤ ਅਸਲ ਸਮੱਸਿਆਵਾਂ ਹਨ। ਦੇਸ਼ ‘ਚ ਇਨ੍ਹਾਂ ਮੁੱਦਿਆਂ ‘ਤੇ ਨਜ਼ਰ ਰੱਖਣ ਲਈ ਸਰਕਾਰ ਨੇ ਨਵੇਂ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਜਾਰੀ ਕੀਤੇ ਹਨ। ਨਵੇਂ ਨਿਯਮਾਂ ਦੇ ਅਨੁਸਾਰ, ਸਾਰੇ ਮੋਬਾਈਲ ਫੋਨ ਨਿਰਮਾਤਾਵਾਂ ਨੂੰ 1 ਜਨਵਰੀ, 2023 ਤੋਂ ਭਾਰਤ ਵਿੱਚ ਨਿਰਮਿਤ ਹਰ ਹੈਂਡਸੈੱਟ ਦਾ IMEI ਨੰਬਰ ਭਾਰਤੀ ਨਕਲੀ ਡਿਵਾਈਸ ਬੈਨ (ICDR) ਪੋਰਟਲ ਨਾਲ ਰਜਿਸਟਰ ਕਰਨਾ ਹੋਵੇਗਾ।
ਸਰਕਾਰ ਦੁਆਰਾ ਜਾਰੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਭਾਰਤ ਵਿੱਚ ਵਿਕਰੀ, ਜਾਂਚ, ਖੋਜ ਜਾਂ ਕਿਸੇ ਹੋਰ ਉਦੇਸ਼ ਲਈ ਆਯਾਤ ਕੀਤੇ ਗਏ ਮੋਬਾਈਲ ਫੋਨਾਂ ਦਾ ਅੰਤਰਰਾਸ਼ਟਰੀ ਮੋਬਾਈਲ ਉਪਕਰਣ ਪਛਾਣ ਨੰਬਰ ਆਯਾਤਕਰਤਾ ਦੁਆਰਾ ICDR ਪੋਰਟਲ (https://icdr.ceir.gov) ‘ਤੇ ਪ੍ਰਦਾਨ ਕੀਤਾ ਜਾਵੇਗਾ। .in) ਨਾਲ ਰਜਿਸਟਰ ਕੀਤਾ ਜਾਵੇਗਾ
ਦੇਸ਼ ਵਿੱਚ ਲੱਖਾਂ ਫੀਚਰ ਫੋਨ ਅਤੇ ਸਮਾਰਟਫੋਨ ਫਰਜ਼ੀ IMEI ਨੰਬਰ ਜਾਂ ਡੁਪਲੀਕੇਟ IMEI ਨੰਬਰ ਦੇ ਨਾਲ ਆਉਂਦੇ ਹਨ। ਜੂਨ 2020 ਵਿੱਚ, ਮੇਰਠ ਪੁਲਿਸ ਨੂੰ ਇੱਕੋ IMEI ਨੰਬਰ ਵਾਲੇ 13,000 ਤੋਂ ਵੱਧ ਵੀਵੋ ਫੋਨ ਮਿਲੇ। ਇਸ ਤਰ੍ਹਾਂ ਦੀਆਂ ਘਟਨਾਵਾਂ ਪਹਿਲਾਂ ਵੀ ਸਾਹਮਣੇ ਆ ਚੁੱਕੀਆਂ ਹਨ। ਨਵੇਂ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਦੇਸ਼ ਵਿੱਚ ਨਿਰਮਿਤ ਸਾਰੇ ਫ਼ੋਨਾਂ ਲਈ ਇੱਕ ਵਿਲੱਖਣ IMEI ਨੰਬਰ ਹੋਣਾ ਲਾਜ਼ਮੀ ਬਣਾਉਂਦੇ ਹਨ ਜਿਸ ਨੂੰ ਡਿਜੀਟਲ ਤੌਰ ‘ਤੇ ਟ੍ਰੈਕ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ। ਇਹ ਨਿਯਮ ਆਯਾਤ ਕੀਤੇ ਗਏ ਫੋਨਾਂ ‘ਤੇ ਲਾਗੂ ਹੋਵੇਗਾ ਜਿਸ ਵਿੱਚ ਟਾਪ-ਐਂਡ ਸੈਮਸੰਗ ਅਤੇ ਐਪਲ ਸਮਾਰਟਫੋਨ ਸ਼ਾਮਲ ਹਨ।
IMEI ਨੰਬਰ ਕੀ ਹੈ?
IMEI ਦਾ ਅਰਥ ਹੈ ਅੰਤਰਰਾਸ਼ਟਰੀ ਮੋਬਾਈਲ ਉਪਕਰਣ ਪਛਾਣ। GSM, WCDMA, ਅਤੇ iDEN ਮੋਬਾਈਲ ਫ਼ੋਨਾਂ ਦੇ ਨਾਲ-ਨਾਲ ਸੈਟੇਲਾਈਟ ਫ਼ੋਨਾਂ ਦੀ ਪਛਾਣ ਕਰਨ ਲਈ ਇਹ ਇੱਕ ਵਿਲੱਖਣ ਨੰਬਰ ਹੈ। ਹਰ ਫ਼ੋਨ ਦਾ ਇੱਕ IMEI ਨੰਬਰ ਹੁੰਦਾ ਹੈ, ਪਰ ਦੋਹਰੇ ਸਿਮ ਫ਼ੋਨਾਂ ਦੇ ਮਾਮਲੇ ਵਿੱਚ, ਦੋ IMEI ਨੰਬਰ ਹੁੰਦੇ ਹਨ। IMEI ਨੰਬਰ ਦੀ ਵਰਤੋਂ ਨਾਲ ਚੋਰੀ ਦੇ ਮਾਮਲੇ ‘ਚ ਫ਼ੋਨ ਨੂੰ ਟਰੈਕ ਕਰਨਾ ਆਸਾਨ ਹੋ ਜਾਂਦਾ ਹੈ।
ਨੰਬਰ ਦੀ ਵਰਤੋਂ ਫੋਨ ਦੀ ਪ੍ਰਮਾਣਿਕਤਾ ਦੀ ਪੁਸ਼ਟੀ ਕਰਨ ਲਈ ਵੀ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ। ਜਿਸ ਫ਼ੋਨ ਵਿੱਚ IMEI ਨੰਬਰ ਨਹੀਂ ਹੈ ਉਹ ਫਰਜ਼ੀ ਹੈ। ਯੂਜ਼ਰਸ ਨੂੰ ਡਿਵਾਈਸ ਨੂੰ ਖਰੀਦਣ ਤੋਂ ਪਹਿਲਾਂ ਹਮੇਸ਼ਾ ਉਸ ਦਾ IMEI ਨੰਬਰ ਚੈੱਕ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ। IMEI ਨੰਬਰ ਦੀ ਜਾਂਚ ਕਰਨ ਲਈ, ਆਪਣੇ ਫ਼ੋਨ ਤੋਂ *#06# ਡਾਇਲ ਕਰੋ।
ਸਰਕਾਰ ਨੇ ਵੱਖ-ਵੱਖ ਕਸਟਮ ਪੋਰਟਾਂ ਰਾਹੀਂ ਮੋਬਾਈਲ ਉਪਕਰਣਾਂ ਦੇ ਆਯਾਤ ਲਈ IMEI ਸਰਟੀਫਿਕੇਟ ਜਾਰੀ ਕਰਨ ਲਈ 2021 ਵਿੱਚ ਭਾਰਤੀ ਨਕਲੀ ਉਪਕਰਣ ਪਾਬੰਦੀ ਦੀ ਸ਼ੁਰੂਆਤ ਕੀਤੀ।
