ਚੰਡੀਗੜ੍ਹ : ਪੰਜਾਬ ਕਾਂਗਰਸ ਦੇ ਪ੍ਰਧਾਨ ਨਵਜੋਤ ਸਿੰਘ ਸਿੱਧੂ ਨੇ ਅੱਜ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੂੰ ਚਿੱਠੀ ਲਿਖ ਕੇ ਕਿਹਾ ਹੈ ਕਿ ਪੰਜਾਬ ਨੂੰ ਅੱਜ ਫ਼ੈਸਲੇ ਲੈਣ ਵਿਚ ਦਲੇਰ, ਦ੍ਰਿੜ ਅਤੇ ਸਭ ਨੂੰ ਨਾਲ ਲੈ ਕੇ ਚੱਲਣ ਵਾਲੀ ਲੀਡਰਸ਼ਿਪ ਦੀ ਲੋੜ ਹੈ ਜੋ ਹਰ ਪੰਜਾਬੀ ਦੀਆਂ ਜਾਇਜ਼ ਮੰਗਾਂ ਪੂਰੀਆਂ ਕਰਨ ਲਈ ਵਚਨਬੱਧ ਹੋਵੇ।
ਹਰ ਪੰਜਾਬੀ ਨੂੰ ਇਨਸਾਫ਼ ਦੇਣ ਦੇ ਨਕਸ਼ੇ ਅਰਥਾਤ ਹਾਈਕਮਾਨ ਦੇ ਦਿੱਤੇ 18 ਸੂਤਰੀ ਏਜੰਡੇ ਨਾਲ ਪੰਜਾਬ ਕਾਂਗਰਸ ਦੇ ਵਰਕਰ ਇਕਮਤ ਡਟਕੇ ਖੜ੍ਹੇ ਹਨ। ਲੋਕਾਂ ਦੀਆਂ ਭਾਵਨਾਵਾਂ ਨੂੰ ਸਮਝਣ ਲਈ ਪੰਜਾਬ ਭਰ ਦੇ ਕਾਂਗਰਸ ਪਾਰਟੀ ਵਰਕਰਾਂ ਨਾਲ ਵਿਚਾਰ-ਵਟਾਂਦਰਾ ਅਤੇ ਸਲਾਹ-ਮਸ਼ਵਰਾ ਕਰਕੇ ਅਸੀਂ ਤੁਹਾਨੂੰ ਏਜੰਡੇ ਦੇ 18 ਨੁਕਤਿਆਂ ਵਿਚੋਂ ਉਹ ਪੰਜ ਨੁਕਤੇ ਲਿਖਕੇ ਦੇ ਰਹੇ ਹਾਂ ਜਿਨ੍ਹਾਂ ਉੱਪਰ ਸਰਕਾਰ ਨੂੰ ਤੁਰੰਤ ਪਹਿਲ ਦੇ ਆਧਾਰ ‘ਤੇ ਕਾਰਵਾਈ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ :
1. ਪੰਜਾਬ ਦੇ ਲੋਕ ਪੰਜਾਬ ਦੀ ਰੂਹ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਦੀ ਹੋਈ ਬੇਅਦਬੀ ਅਤੇ ਕੋਟਕਪੂਰਾ ਤੇ ਬਹਿਬਲ ਕਲਾਂ ਵਿਖੇ ਹੋਈ ਪੁਲਿਸ ਗੋਲੀਬਾਰੀ ਪਿਛਲੇ ਮੁੱਖ ਦੋਸ਼ੀਆਂ ਨੂੰ ਜਲਦ ਤੋਂ ਜਲਦ ਸਜ਼ਾ ਦੇ ਰੂਪ ਵਿਚ ਇਨਸਾਫ਼ ਮੰਗ ਰਹੇ ਹਨ।
2. ਸਪੈਸ਼ਲ ਟਾਸਕ ਫੋਰਸ (STF) ਦੀ ਰਿਪੋਰਟ ਵਿਚ ਦਰਜ ਨਸ਼ਾ ਤਸਕਰੀ ਪਿਛਲੇ ਵੱਡੇ ਮਗਰਮੱਛਾਂ ਨੂੰ ਤੁਰੰਤ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਕੇ ਮਿਸਾਲੀ ਸਜ਼ਾ ਦਿੱਤੀ ਜਾਵੇ।
3. ਖੇਤੀ ਪੰਜਾਬ ਦੀ ਰੀੜ੍ਹ ਦੀ ਹੱਡੀ ਹੈ ਅਤੇ ਅਸੀਂ ਸਭ ਕੇਂਦਰ ਦੇ ਤਿੰਨ ਕਾਲੇ ਕਾਨੂੰਨਾਂ ਦਾ ਵਿਰੋਧ ਕਰ ਰਹੇ ਹਾਂ, ਇਸ ਲਈ ਪੰਜਾਬ ਸਰਕਾਰ ਤਿੰਨ ਕਾਲੇ ਕਾਨੂੰਨਾਂ ਦੀਆਂ ਕੁੱਝ ਧਾਰਾਵਾਂ ਵਿਚ ਸਿਰਫ਼ ਸੋਧਾਂ ਦੀ ਹੀ ਸਿਫ਼ਾਰਸ ਨਾ ਕਰੇ, ਬਲਕਿ ਇਹ ਐਲਾਨਦਿਆਂ ਕਿ ਇਹ ਕਿਸੇ ਵੀ ਕੀਮਤ ਉੱਪਰ ਪੰਜਾਬ ਵਿਚ ਲਾਗੂ ਨਹੀਂ ਹੋਣਗੇ, ਉਹ ਕਾਲੇ ਕਾਨੂੰਨਾਂ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਨਕਾਰੇ। ਜਿਵੇਂ ਅਸੀਂ ਸਤਲੁਜ-ਯਮੁਨਾ ਲਿੰਕ (SYL) ਦੇ ਕੇਸ ਵਿਚ ਕੀਤਾ ਸੀ, ਵਿਧਾਨ ਸਭਾ ਵੱਲੋਂ ਇਸ ਤਰ੍ਹਾਂ ਦੇ ਹੀ ਦਲੇਰੀ ਵਾਲੇ ਹੱਲ ਦੀ ਅੱਜ ਬੇਹੱਦ ਲੋੜ ਹੈ ਅਤੇ ਮੈਂ ਤੁਹਾਨੂੰ ਵਿਸ਼ਵਾਸ ਦਿਵਾਉਂਦਾ ਹਾਂ ਕਿ ਇਸ ਲਈ ਵਿਧਾਇਕ ਤਿਆਰ ਹਨ।
4. 2017 ਦੀਆਂ ਚੋਣਾਂ ਮੌਕੇ ਨੁਕਸਦਾਰ ਬਿਜਲੀ ਖਰੀਦ ਸਮਝੌਤਿਆਂ (PPAs) ਨੂੰ ਰੱਦ ਕਰਨ ਦੇ ਤੁਹਾਡੇ ਕੀਤੇ ਵਾਅਦਿਆਂ ਨੂੰ ਵੀ ਸਾਡੀ ਸਰਕਾਰ ਨੂੰ ਤੁਰੰਤ ਪੂਰਾ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ ਤਾਂ ਕਿ ਪੰਜਾਬ ਦੇ ਖਜ਼ਾਨੇ ਨੂੰ ਹੋਰ ਖੋਰਾ ਨਾ ਲੱਗੇ।
5. ਅੱਜ, 20 ਤੋਂ ਵੱਧ ਜੱਥੇਬੰਦੀਆਂ (ਅਧਿਆਪਕ, ਡਾਕਟਰ, ਨਰਸਾਂ, ਲਾਇਨਮੈਨ, ਸਫ਼ਾਈ ਕਰਮਚਾਰੀ ਆਦਿ) ਰਾਜ ਭਰ ਵਿਚ ਧਰਨੇ ਦੇ ਰਹੇ ਹਨ। ਇਸ ਲਈ ਸਭ ਦੀ ਸੁਨਣ ਨੂੰ ਤਿਆਰ ਅਤੇ ਸਰਬੱਤ ਦੇ ਭਲੇ ਖ਼ਾਤਰ ਕਦਮ ਚੁੱਕਣ ਵਾਲੀ ਲੀਡਰਸ਼ਿਪ ਦੀ ਲੋੜ ਹੈ। ਲਾਜ਼ਮੀ ਹੈ ਕਿ ਸਰਕਾਰ ਗੱਲਬਾਤ ਅਤੇ ਸਲਾਹ-ਮਸ਼ਵਰੇ ਲਈ ਦਰਵਾਜੇ ਖੋਲ੍ਹੇ ਅਤੇ ਆਪਣੇ ਵਿੱਤੀ ਸਾਧਨਾਂ ਨੂੰ ਧਿਆਨ ‘ਚ ਰੱਖਦਿਆਂ ਤੁਰੰਤ ਕੁੱਝ ਕਰੇ।
