ਡੈਸਕ- ਹਰਿਆਣਾ ‘ਚ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਲਈ ਵੋਟਿੰਗ ਤੋਂ ਠੀਕ ਪਹਿਲਾਂ ਚੋਣ ਕਮਿਸ਼ਨ ਨੇ ਡੇਰਾ ਸੱਚਾ ਸੌਦਾ ਮੁਖੀ ਗੁਰਮੀਤ ਰਾਮ ਰਹੀਮ ਦੀ ਪੈਰੋਲ ਅਰਜ਼ੀ ਨੂੰ ਸ਼ਰਤਾਂ ਸਮੇਤ ਮਨਜ਼ੂਰ ਕਰ ਲਿਆ ਹੈ। ਇਸ ਦੌਰਾਨ ਅੰਸ਼ੁਲ ਛਤਰਪਤੀ ਨੇ ਪੈਰੋਲ ਦੀ ਅਰਜ਼ੀ ਰੱਦ ਕਰਨ ਲਈ ਮੁੱਖ ਚੋਣ ਕਮਿਸ਼ਨਰ ਨੂੰ ਪੱਤਰ ਲਿਖਿਆ ਹੈ। ਇਸ ਵਿੱਚ ਉਨ੍ਹਾਂ ਲਿਖਿਆ ਹੈ ਕਿ ਗੰਭੀਰ ਅਪਰਾਧਾਂ ਦਾ ਦੋਸ਼ੀ ਡੇਰਾ ਮੁਖੀ ਗੁਰਮੀਤ ਰਾਮ ਰਹੀਮ ਬਹੁਤ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਹੈ। ਜੇਲ੍ਹ ਤੋਂ ਬਾਹਰ ਆਉਣ ਤੋਂ ਬਾਅਦ ਉਹ ਵੋਟਿੰਗ ਨੂੰ ਪ੍ਰਭਾਵਿਤ ਕਰ ਸਕਦਾ ਹੈ, ਇਸ ਲਈ ਉਸ ਦੀ ਪੈਰੋਲ ਦੀ ਅਰਜ਼ੀ ਰੱਦ ਕੀਤੀ ਜਾਣੀ ਚਾਹੀਦੀ ਹੈ।
ਚੋਣ ਕਮਿਸ਼ਨ ਦੀਆਂ ਸ਼ਰਤਾਂ ਮੁਤਾਬਕ ਰਾਮ ਰਹੀਮ ਨੂੰ ਪੈਰੋਲ ਦੇ ਸਮੇਂ ਹਰਿਆਣਾ ਵਿਚ ਦਾਖਲ ਹੋਣ ‘ਤੇ ਰੋਕ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਸੋਸ਼ਲ ਮੀਡੀਆ ‘ਤੇ ਅਤੇ ਚੋਣ ਪ੍ਰਚਾਰ ਗਤੀਵਿਧੀਆਂ ‘ਚ ਹਿੱਸਾ ਲੈਣ ‘ਤੇ ਪਾਬੰਦੀ ਹੈ। ਜਦਕਿ ਅੰਸ਼ੁਲ ਛਤਰਪਤੀ ਨੇ ਪੈਰੋਲ ਦੀ ਅਰਜ਼ੀ ਰੱਦ ਕਰਨ ਦੀ ਮੰਗ ਕਰਦੇ ਹੋਏ ਪੱਤਰ ‘ਚ ਲਿਖਿਆ ਹੈ ਕਿ ਪਿਛਲੇ ਦੋ ਦਹਾਕਿਆਂ ਤੋਂ ਰਾਮ ਰਹੀਮ ਆਪਣੇ ਪ੍ਰਭਾਵ ਦਾ ਇਸਤੇਮਾਲ ਕਰਕੇ ਲਗਾਤਾਰ ਕਾਨੂੰਨ ਨਾਲ ਖਿਲਵਾੜ ਕਰ ਰਿਹਾ ਹੈ।
ਦੋ ਸਾਲਾਂ ਵਿੱਚ ਦਸ ਵਾਰ ਪੈਰੋਲ
ਇਸ ਦੇ ਨਾਲ ਹੀ ਚਿੱਠੀ ‘ਚ ਲਿਖਿਆ ਗਿਆ ਕਿ ਰਾਮ ਰਹੀਮ ਨੂੰ ਸਜ਼ਾ ਸੁਣਾਏ ਜਾਣ ਤੋਂ ਬਾਅਦ ਵੀ ਲਗਭਗ ਹਰ ਚੋਣ ਦੌਰਾਨ ਉਸ ਨੂੰ ਪੈਰੋਲ ਦਾ ਲਾਭ ਮਿਲਦਾ ਹੈ। ਪਿਛਲੇ ਦੋ ਸਾਲਾਂ ਵਿੱਚ ਹੀ ਉਸ ਨੂੰ 10 ਵਾਰ ਪੈਰੋਲ ਜਾਂ ਫਰਲੋ ਦਿੱਤੀ ਗਈ ਹੈ, ਜਿਸ ਤਹਿਤ ਉਹ 255 ਦਿਨ ਜੇਲ੍ਹ ਤੋਂ ਬਾਹਰ ਰਿਹਾ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਅੰਸ਼ੁਲ ਨੇ ਲਿਖਿਆ ਕਿ ਦਸ ‘ਚੋਂ ਛੇ ਵਾਰ ਉਨ੍ਹਾਂ ਨੂੰ ਇਹ ਛੋਟ ਕਿਸੇ ਤਰ੍ਹਾਂ ਦੀਆਂ ਚੋਣਾਂ ਤੋਂ ਠੀਕ ਪਹਿਲਾਂ ਦਿੱਤੀ ਗਈ ਹੈ।
ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਨੇ ਚੋਣਾਂ ਤੋਂ ਪਹਿਲਾਂ ਵਾਰ-ਵਾਰ ਦਿੱਤੀ ਜਾ ਰਹੀ ਪੈਰੋਲ ‘ਤੇ ਸਵਾਲ ਉਠਾਉਂਦੇ ਹੋਏ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ‘ਚ ਜਨਹਿੱਤ ਪਟੀਸ਼ਨ ਦਾਇਰ ਕੀਤੀ ਹੈ। ਇਸ ਪਟੀਸ਼ਨ ‘ਤੇ ਅਦਾਲਤ ਨੇ ਹਰਿਆਣਾ ਸਰਕਾਰ ਨੂੰ ਰਾਮ ਰਹੀਮ ਦੇ ਮਾਮਲੇ ‘ਚ ਬਿਨਾਂ ਮਨਮਾਨੇ ਅਤੇ ਪੱਖਪਾਤ ਦੇ ਫੈਸਲੇ ਲੈਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਸਨ। ਇਸ ਦੇ ਬਾਵਜੂਦ ਅਗਸਤ 2024 ਵਿਚ ਹਰਿਆਣਾ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਤੋਂ ਪਹਿਲਾਂ ਗੁਰਮੀਤ ਰਾਮ ਰਹੀਮ ਨੂੰ 21 ਦਿਨਾਂ ਦੀ ਛੁੱਟੀ ਦਿੱਤੀ ਗਈ ਸੀ।
