‘ਇਕ ਵਿਧਾਇਕ ਇਕ ਪੈਨਸ਼ਨ’ ਯੋਜਨਾ ਨੂੰ ਹਾਈ ਕੋਰਟ ‘ਚ ਚੁਣੌਤੀ, ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਨੋਟਿਸ ਜਾਰੀ
ਚੰਡੀਗੜ੍ਹ : ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਵਿਧਾਇਕਾਂ ਲਈ ਸ਼ੁਰੂ ਕੀਤੀ ਇਕ ਵਿਧਾਇਕ, ਇਕ ਪੈਨਸ਼ਨ ਸਕੀਮ ਨੂੰ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ‘ਚ ਚੁਣੌਤੀ ਦਿੱਤੀ ਗਈ ਹੈ। ਇਹ ਚੁਣੌਤੀ ਲੁਧਿਆਣਾ ਦੇ ਰਾਕੇਸ਼ ਪਾਂਡੇ ਤੇ ਹੋਰਨਾਂ ਨੇ ਦਿੱਤੀ ਹੈ। ਹਾਈ ਕੋਰਟ ਨੇ ਇਸ ਪਟੀਸ਼ਨ ‘ਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਤੋਂ ਜਵਾਬ ਮੰਗਿਆ ਹੈ।
ਤੁਹਾਨੂੰ ਦੱਸ ਦੇਈਏ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਇਹ ਯੋਜਨਾ ਲਾਗੂ ਕੀਤੀ ਹੈ ਕਿ ਸੂਬੇ ‘ਚ ਕਿਸੇ ਵੀ ਵਿਧਾਇਕ ਨੂੰ ਸਿਰਫ਼ ਇਕ ਪੈਨਸ਼ਨ ਮਿਲੇਗੀ, ਭਾਵੇਂ ਉਹ ਕਿੰਨੀ ਵਾਰ ਵੀ ਵਿਧਾਇਕ ਰਿਹਾ ਹੋਵੇ। ਹੁਣ ਤਕ ਸੂਬੇ ‘ਚ ਇਹ ਨਿਯਮ ਸੀ ਕਿ ਜਿੰਨੀ ਵਾਰ ਕੋਈ ਨੁਮਾਇੰਦਾ ਵਿਧਾਇਕ ਬਣਦਾ ਸੀ, ਉਸ ਨੂੰ ਓਨੀਆਂ ਹੀ ਟਰਮ ਲਈ ਪੈਨਸ਼ਨ ਮਿਲਦੀ ਸੀ।
ਉਦਾਹਰਨ ਵਜੋਂ ਜੇਕਰ ਕੋਈ ਪੰਜ ਵਾਰ ਵਿਧਾਇਕ ਬਣਿਆ ਤਾਂ ਉਸ ਨੂੰ ਪੰਜ ਪੈਨਸ਼ਨਾਂ ਮਿਲਦੀਆਂ ਸਨ। ਇਸ ਨੂੰ ਪੰਜਾਬ ਦੀ ਭਗਵੰਤ ਮਾਨ ਸਰਕਾਰ ਨੇ ਬੰਦ ਕਰ ਦਿੱਤਾ ਸੀ। ਹੁਣ ਸੂਬੇ ‘ਚ ਵਿਧਾਇਕਾਂ ਨੂੰ ਸਿਰਫ਼ ਇਕ ਕਾਰਜਕਾਲ ਦੀ ਪੈਨਸ਼ਨ ਮਿਲਦੀ ਹੈ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਪੈਨਸ਼ਨ ਸਕੀਮ ਸਬੰਧੀ ਪਹਿਲਾਂ ਕੈਬਨਿਟ ‘ਚ ਪ੍ਰਸਤਾਵ ਲਿਆਂਦਾ ਸੀ ਪਰ ਕਾਨੂੰਨ ਅਨੁਸਾਰ ਇਸ ਨੂੰ ਵਿਧਾਨ ਸਭਾ ‘ਚ ਪਾਸ ਕਰਵਾਉਣਾ ਜ਼ਰੂਰੀ ਸੀ।
ਜੂਨ ‘ਚ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਇਸ ਸਬੰਧੀ ਵਿਧਾਨ ਸਭਾ ‘ਚ ਮਤਾ ਲਿਆਂਦਾ ਸੀ, ਜਿਸ ਨੂੰ ਪਾਸ ਕਰ ਦਿੱਤਾ ਗਿਆ। ਇਸ ਤੋਂ ਬਾਅਦ ਇਸ ਨੂੰ ਕਾਨੂੰਨੀ ਰੂਪ ਦੇਣ ਲਈ ਰਾਜਪਾਲ ਦੀ ਮਨਜ਼ੂਰੀ ਲਈ ਭੇਜਿਆ ਗਿਆ। ਰਾਜਪਾਲ ਦੀ ਮਨਜ਼ੂਰੀ ਤੋਂ ਬਾਅਦ 11 ਅਗਸਤ ਨੂੰ ਇਸ ਦਾ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਸੀ।
ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਹੋਣ ਤੋਂ ਬਾਅਦ ਹੁਣ ਪੰਜਾਬ ਦੇ ਵਿਧਾਇਕਾਂ ਨੂੰ ਸਿਰਫ਼ ਇਕ ਟਰਮ ਦੀ ਪੈਨਸ਼ਨ ਮਿਲ ਰਹੀ ਹੈ। ਪੰਜਾਬ ਸਰਕਾਰ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਜੰਗਲਾਤ ਵਿਧਾਇਕ ਵਨ ਵਿਧਾਇਕ ਵਨ ਪੈਨਸ਼ਨ ਲਾਗੂ ਹੋਣ ਨਾਲ ਸੂਬਾ ਸਰਕਾਰ ਦੇ ਖਜ਼ਾਨੇ ‘ਤੇ ਸਾਲਾਨਾ 19 ਕਰੋੜ ਰੁਪਏ ਦਾ ਬੋਝ ਘਟੇਗਾ।
