Washington- ਅਮਰੀਕਾ ‘ਚ ਗ੍ਰੀਨ ਕਾਰਡ ਦੇਣ ਦੀ ਪ੍ਰਕਿਰਿਆ ‘ਚ ਦੇਰੀ ਦੇ ਚੱਲਦਿਆਂ ਇੱਕ ਲੱਖ ਤੋਂ ਵੱਧ ਭਾਰਤੀ ਬੱਚਿਆਂ ‘ਤੇ ਆਪਣੇ ਮਾਂ-ਬਾਪ ਨਾਲੋਂ ਵੱਖ ਹੋਣ ਦਾ ਖ਼ਤਰਾ ਮੰਡਰਾਅ ਰਿਹਾ ਹੈ। ਅਮਰੀਕਾ 10.7 ਲੱਖ ਤੋਂ ਵਧੇਰੇ ਭਾਰਤੀ ਅਜਿਹੇ ਹਨ, ਜਿਹੜੇ ਰੁਜ਼ਗਾਰ-ਅਧਾਰਿਤ ਗ੍ਰੀਨ ਕਾਰਡ ਲਈ ਕਤਾਰ ‘ਚ ਹਨ। ਇੱਥੇ ਇਹ ਦੱਸਣਾ ਬਣਦਾ ਹੈ ਕਿ ਗ੍ਰੀਨ ਕਾਰਡ ਸੰਯੁਕਤ ਰਾਜ ਅਮਰੀਕਾ ‘ਚ ਕਾਨੂੰਨੀ ਤੌਰ ‘ਤੇ ਸਥਾਈ ਨਿਵਾਸ ਪ੍ਰਦਾਨ ਕਰਦਾ ਹੈ।
ਲੰਬਿਤ ਮਾਮਲਿਆਂ ‘ਚ ਵੱਡੀ ਗਿਣਤੀ ਅਤੇ ਹਰੇਕ ਦੇਸ਼ ‘ਤੇ 7 ਫ਼ੀਸਦੀ ਕਾਰਡ ਪ੍ਰਦਾਨ ਕਰਨ ਦੀ ਸੀਮਾ ਦੇ ਚੱਲਦਿਆਂ ਮੌਜੂਦਾ ਸਮੇਂ ‘ਚ ਜੋ ਕਾਰਡ ਪੈਂਡਿੰਗ ਹਨ, ਉਨ੍ਹਾਂ ਦੀ ਗਿਣਤੀ ਦੇ ਆਧਾਰ ‘ਤੇ ਉਸ ਪ੍ਰਕਿਰਿਆ ਦੇ ਪੂਰਾ ਹੋਣ ‘ਚ 135 ਸਾਲ ਤੋਂ ਵੱਧ ਸਮਾਂ ਲੱਗਣ ਦਾ ਖ਼ਦਸ਼ਾ ਹੈ। ਇੱਥੋਂ ਤੱਕ ਕਿ ਜੇਕਰ ਮੌਤ ਜਾਂ ਬੁਢਾਪੇ ਵਰਗੇ ਡਰਾਪ ਆਊਟ ਭਾਵ ਕਿ ਨਾਮ ਕੱਟਣ ਸੰਬੰਧੀ ਮਾਮਲਿਆਂ ਨੂੰ ਧਿਆਨ ‘ਚ ਰੱਖਿਆ ਜਾਵੇ ਤਾਂ ਇਹ ਸੀਮਾ 54 ਸਾਲ ਤੋਂ ਘੱਟ ਨਹੀਂ ਹੋਵੇਗੀ।
ਕੈਟੋ ਇੰਸਟੀਚਿਊਟ ਦੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਅਧਿਐਨ ਮਾਹਰ ਡੇਵਡਿ ਜੇ ਬਿਅਰ ਨੇ ਇੱਕ ਹਾਲੀਆ ਅਧਿਐਨ ‘ਚ ਇਹ ਗੱਲ ਆਖੀ ਹੈ ਕਿ ਜਦੋਂ ਤੱਕ ਗ੍ਰੀਨ ਕਾਰਡ ਅਰਜ਼ੀਆਂ ਦੀ ਪ੍ਰਕਿਰਿਆ ਪੂਰੀ ਹੋਵੇਗੀ, ਉਦੋਂ ਤੱਕ ਐਚ-4 ਵੀਜ਼ੇ ਦੇ ਤਹਿਤ ਆਉਣ ਵਾਲੇ 1.34 ਲੱਖ ਭਾਰਤੀ ਬੱਚੇ ਬੁੱਢੇ ਹੋ ਜਾਣਗੇ। ਇਸ ਕਾਰਨ ਉਨ੍ਹਾਂ ਨੂੰ ਆਪਣੇ ਮਾਂ-ਬਾਪ ਤੋਂ ਜ਼ਬਰਦਸਤੀ ਵੱਖ ਹੋਣਾ ਪਏਗਾ।
ਦੱਸ ਦਈਏ ਕਿ ਐਚ.-1ਬੀ. ਵੀਜ਼ਾ ਉੱਚ ਹੁਨਰਮੰਦ ਕਾਮਿਆਂ ਲਈ ਇੱਕ ਅਸਥਾਈ ਵਰਕ ਵੀਜ਼ਾ ਹੈ ਜੋ ਕੰਮ ਕਰਨ ਲਈ ਅਮਰੀਕਾ ਜਾਂਦੇ ਹਨ। ਇਸੇ ਤਰ੍ਹਾਂ ਜਿਹੜੇ ਲੋਕ ਐੱਚ-1ਬੀ ਤਹਿਤ ਇੱਥੇ ਆਉਂਦੇ ਹਨ, ਉਨ੍ਹਾਂ ਦੇ ਪਰਿਵਾਰ ਯਾਨੀ ਪਤੀ-ਪਤਨੀ ਅਤੇ ਬੱਚਿਆਂ ਲਈ ਐੱਚ-4 ਵੀਜ਼ਾ ਜਾਰੀ ਕੀਤਾ ਜਾਂਦਾ ਹੈ, ਜਿਸ ਤਹਿਤ ਉਹ ਇੱਥੇ ਗੈਰ-ਪ੍ਰਵਾਸੀ ਵਜੋਂ ਰਹਿ ਸਕਦੇ ਹਨ। ਹਾਲਾਂਕਿ, ਇੱਕ ਵਾਰ ਜਦੋਂ ਬੱਚੇ ਦੀ ਉਮਰ 21 ਸਾਲ ਤੋਂ ਵੱਧ ਹੋ ਜਾਂਦੀ ਹੈ, ਤਾਂ ਉਹ ਐਚ-4 ਵੀਜ਼ਾ ਪ੍ਰਣਾਲੀ ਦੇ ਅਧਾਰ ‘ਤੇ ਅਮਰੀਕਾ ਵਿੱਚ ਨਹੀਂ ਰਹਿ ਸਕਦਾ। ਇਹੀ ਕਾਰਨ ਹੈ ਕਿ ਐੱਚ-1ਬੀ ਵੀਜ਼ੇ ਤਹਿਤ ਅਮਰੀਕਾ ਗਏ ਭਾਰਤੀ ਗ੍ਰੀਨ ਕਾਰਡ ਲੈਣਾ ਚਾਹੁੰਦੇ ਹਨ, ਤਾਂ ਜੋ ਉਨ੍ਹਾਂ ਨੂੰ ਆਪਣੇ ਪਰਿਵਾਰ ਨਾਲ ਰਹਿਣ ਦਾ ਮੌਕਾ ਮਿਲ ਸਕੇ। ਹਾਲਾਂਕਿ ਗ੍ਰੀਨ ਕਾਰਡ ਦੀ ਪ੍ਰਕਿਰਿਆ ਪੂਰੀ ਹੋਣ ਤੱਕ ਐੱਚ-4 ਵੀਜ਼ੇ ‘ਤੇ ਅਮਰੀਕਾ ‘ਚ ਰਹਿ ਰਹੇ 1.34 ਲੱਖ ਭਾਰਤੀ ਬੱਚਿਆਂ ਦੀ ਉਮਰ ਜਦੋਂ 21 ਸਾਲ ਤੋਂ ਉੱਪਰ ਹੋ ਜਾਏਗੀ, ਉਨ੍ਹਾਂ ਨੂੰ ਦੇਸ਼ ਛੱਡਣਾ ਪਵੇਗਾ।
ਜੇਕਰ ਅਜਿਹਾ ਹੁੰਦਾ ਹੈ ਤਾਂ ਬੱਚਿਆਂ ਨੂੰ ਆਪਣੇ ਪਰਿਵਾਰ ਅਤੇ ਮਾਪਿਆਂ ਤੋਂ ਜ਼ਬਰਦਸਤੀ ਵੱਖ ਹੋਣਾ ਪਏਗਾ। ਅਜਿਹੇ ‘ਚ ਉਨ੍ਹਾਂ ਨੂੰ ਜਾਂ ਤਾਂ ਭਾਰਤ ਪਰਤਣਾ ਹੋਵੇਗਾ ਜਾਂ ਫਿਰ ਕਿਸੇ ਹੋਰ ਦੇਸ਼ ‘ਚ ਰਹਿਣ ਲਈ ਜਾਣਾ ਪਵੇਗਾ।ਹਾਲਾਂਕਿ, ਆਪਣੇ ਮਾਪਿਆਂ ਤੋਂ ਵੱਖ ਹੋਣ ਵਾਲੇ ਬੱਚਿਆਂ ਕੋਲ ਅਮਰੀਕਾ ‘ਚ ਰਹਿਣ ਦਾ ਵਿਕਲਪ ਵੀ ਹੈ। ਜੇਕਰ ਉਹ ਚਾਹੁਣ ਤਾਂ ਐਫ-1 ਜਾਂ ਵਿਦਿਆਰਥੀ ਵੀਜ਼ਾ ਲੈ ਕੇ ਅਮਰੀਕਾ ਵਿਚ ਰਹਿ ਸਕਦੇ ਹਨ। ਪਰ ਇਸ ਦੇ ਲਈ ਉਨ੍ਹਾਂ ਨੂੰ ਲੱਖਾਂ ਰੁਪਏ ਯੂਨੀਵਰਸਿਟੀ ਫੀਸ ਦੇਣੀ ਪਵੇਗੀ। ਜੇਕਰ ਉਨ੍ਹਾਂ ਨੂੰ ਅਮਰੀਕਾ ਵਿੱਚ ਰਹਿਣ ਅਤੇ ਪੜ੍ਹਾਈ ਕਰਨ ਦਾ ਮੌਕਾ ਮਿਲਦਾ ਹੈ ਤਾਂ ਵੀ ਉਨ੍ਹਾਂ ਲਈ ‘ਇੰਪਲਾਇਟ ਆਥੋਰਾਈਜ਼ੇਸ਼ਨ ਡਾਕੂਮੈਂਟ’ (ਈਏਡੀ) ਹਾਸਲ ਕਰਨਾ ਮੁਸ਼ਕਲ ਹੋ ਜਾਵੇਗਾ। ਜੇਕਰ ਉਹ ਪੜ੍ਹਾਈ ਤੋਂ ਬਾਅਦ ਈ.ਏ.ਡੀ. ਪ੍ਰਾਪਤ ਕਰ ਲੈਂਦੇ ਹਨ ਤਾਂ ਉਹ ਲੰਬੇ ਸਮੇਂ ਤੱਕ ਅਮਰੀਕਾ ‘ਚ ਰਹਿ ਸਕਦੇ ਨੇ।
