ਸਤੰਬਰ ‘ਚ ਹੋਣਗੀਆਂ ਪੰਚਾਇਤੀ ਚੋਣਾਂ! ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਹਾਈਕੋਰਟ ‘ਚ ਦਿੱਤੀ ਜਾਣਕਾਰੀ
ਡੈਸਕ- ਪੰਜਾਬ ਵਿੱਚ ਸਤੰਬਰ ਵਿੱਚ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰੀਸ਼ਦ, ਪੰਚਾਇਤ ਸੰਮਤੀ ਅਤੇ ਗ੍ਰਾਮ ਪੰਚਾਇਤ ਦੀਆਂ ਚੋਣਾਂ ਹੋਣੀਆਂ ਹਨ। ਚੋਣਾਂ ਨਾ ਕਰਵਾਉਣ ਸਬੰਧੀ ਪੰਜਾਬ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਵਿੱਚ ਜਨਹਿੱਤ ਪਟੀਸ਼ਨ ਦਾਇਰ ਕੀਤੀ ਗਈ ਸੀ। ਪਟੀਸ਼ਨ ਵਿੱਚ ਪੰਜਾਬ ਸਰਕਾਰ ਤੋਂ ਤੁਰੰਤ ਚੋਣਾਂ ਕਰਵਾਉਣ ਦੀ ਮੰਗ ਕੀਤੀ ਗਈ ਹੈ। ਜਿਸ ‘ਤੇ ਸੋਮਵਾਰ ਨੂੰ ਸੁਣਵਾਈ ਹੋਈ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਹਾਈ ਕੋਰਟ ਨੂੰ ਦੱਸਿਆ ਕਿ ਸਤੰਬਰ ਵਿੱਚ ਚੋਣਾਂ ਕਰਵਾਈਆਂ ਜਾਣਗੀਆਂ।
ਪਹਿਲਾਂ 10 ਅਗਸਤ 2023 ਦੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਅਨੁਸਾਰ ਪੰਚਾਇਤ ਸੰਮਤੀਆਂ ਅਤੇ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰੀਸ਼ਦ ਦੀਆਂ ਚੋਣਾਂ 25 ਨਵੰਬਰ 2023 ਤੱਕ ਹੋਣੀਆਂ ਸਨ ਅਤੇ ਗ੍ਰਾਮ ਪੰਚਾਇਤਾਂ ਦੀਆਂ ਚੋਣਾਂ 31 ਦਸੰਬਰ 2023 ਤੱਕ ਹੋਣੀਆਂ ਸਨ। ਪਟੀਸ਼ਨਰ ਰੁਲਦਾ ਸਿੰਘ ਨੇ ਵਕੀਲ ਦਿਨੇਸ਼ ਕੁਮਾਰ ਅਤੇ ਸ਼ਿਖਾ ਸਿੰਗਲਾ ਰਾਹੀਂ ਅਦਾਲਤ ਵਿੱਚ ਦਲੀਲ ਦਿੱਤੀ ਕਿ ਜਨਵਰੀ ਵਿੱਚ ਗ੍ਰਾਮ ਪੰਚਾਇਤਾਂ ਭੰਗ ਹੋਣ ਤੋਂ ਬਾਅਦ ਵੀ ਚੋਣਾਂ ਨਹੀਂ ਕਰਵਾਈਆਂ ਗਈਆਂ।
ਰਾਜ ਵਿੱਚ ਪੰਚਾਇਤਾਂ ਦਾ ਕਾਰਜਕਾਲ ਪਿਛਲੇ ਸਾਲ ਦਸੰਬਰ ਦੇ ਅੰਤ ਵਿੱਚ ਖਤਮ ਹੋ ਗਿਆ ਸੀ। ਇਸ ਤੋਂ ਬਾਅਦ ਸਾਰੇ ਡੀਸੀ ਨੂੰ ਪੰਚਾਇਤਾਂ ਦੇ ਪ੍ਰਸ਼ਾਸਨਿਕ ਅਧਿਕਾਰੀ ਨਿਯੁਕਤ ਕਰ ਦਿੱਤਾ ਗਿਆ। ਪਰ ਇਸ ਦੌਰਾਨ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਆ ਗਈਆਂ। ਜਿਸ ਕਾਰਨ ਚੋਣਾਂ ਕਰਵਾਉਣ ਦਾ ਜੋਖਮ ਨਹੀਂ ਉਠਾਇਆ ਗਿਆ। ਰਾਜ ਵਿੱਚ ਕੁੱਲ 13241 ਪੰਚਾਇਤਾਂ ਹਨ। ਜਦਕਿ 153 ਬਲਾਕ ਕਮੇਟੀਆਂ ਅਤੇ 23 ਜ਼ਿਲ੍ਹਾ ਪ੍ਰੀਸ਼ਦ ਹਨ। ਉਨ੍ਹਾਂ ਦਾ ਕਾਰਜਕਾਲ 31 ਦਸੰਬਰ 2023 ਨੂੰ ਖਤਮ ਹੋ ਗਿਆ ਸੀ। ਸੂਬੇ ਵਿੱਚ ਸਭ ਤੋਂ ਵੱਧ 1405 ਪੰਚਾਇਤਾਂ ਹੁਸ਼ਿਆਰਪੁਰ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਹਨ, ਜਦੋਂ ਕਿ ਪਟਿਆਲਾ ਵਿੱਚ 1022 ਪੰਚਾਇਤਾਂ ਹਨ।
ਪਿਛਲੇ ਸਾਲ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਪੰਚਾਇਤਾਂ ਦਾ ਕਾਰਜਕਾਲ ਖਤਮ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਹੀ ਇਨ੍ਹਾਂ ਨੂੰ 11 ਅਗਸਤ 2023 ਨੂੰ ਭੰਗ ਕਰ ਦਿੱਤਾ ਸੀ। ਜਿਸ ਕਾਰਨ ਵਿਵਾਦ ਪੈਦਾ ਹੋ ਗਿਆ ਸੀ। ਬਹੁਤੇ ਸਰਪੰਚ ਇਸ ਦੇ ਖਿਲਾਫ ਆ ਗਏ ਸਨ। ਉਨ੍ਹਾਂ ਦੀ ਦਲੀਲ ਸੀ ਕਿ ਸਰਕਾਰ ਸਿਰਫ਼ ਛੇ ਮਹੀਨਿਆਂ ਬਾਅਦ ਹੀ ਉਨ੍ਹਾਂ ਨੂੰ ਹਟਾ ਕੇ ਉਨ੍ਹਾਂ ਦੇ ਹੱਕਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਦੀ ਨਿਯੁਕਤੀ ਸਰਕਾਰ ਵੱਲੋਂ ਨਹੀਂ ਕੀਤੀ ਗਈ ਹੈ।ਉਨ੍ਹਾਂ ਨੂੰ ਲੋਕਾਂ ਨੇ ਚੁਣ ਕੇ ਭੇਜਿਆ ਹੈ। ਇਸ ਤੋਂ ਬਾਅਦ ਇਹ ਮਾਮਲਾ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਪਹੁੰਚ ਗਿਆ। ਜਿਸ ਤੋਂ ਬਾਅਦ ਪੰਚਾਇਤਾਂ ਬਹਾਲ ਹੋ ਗਈਆਂ।
