ਹਾਈਕੋਰਟ ਨੇ ਪਹਿਲੀ ਵਾਰ ਦਿੱਤਾ AI ਦੀ ਵਰਤੋਂ ਦਾ ਸੁਝਾਅ, ਕਿਹਾ- ‘ਵਧ ਰਹੀ ਕੇਸਾਂ ਦੀ ਗਿਣਤੀ’
ਡੈਸਕ- ਆਰਟੀਫੀਸ਼ੀਅਲ ਇੰਟੈਲੀਜੈਂਸਦੀ ਵਰਤੋਂ ਦੁਨੀਆਂ ਵਿੱਚ ਲਗਾਤਾਰ ਵੱਧ ਰਹੀ ਹੈ। AI ਦੀ ਮਦਦ ਨਾਲ ਲੋਕ ਕਈ ਕੰਮ ਮਿੰਟਾਂ ਵਿੱਚ ਕਰ ਰਹੇ ਹਨ। ਇਸੇ ਨੂੰ ਲੈ ਕੇ ਪੰਜਾਬ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਨੇ ਵੀ ਆਰਟੀਫੀਸ਼ੀਅਲ ਇੰਟੈਲੀਜੈਂਸ (AI) ਦੀ ਵਰਤੋਂ ਕਰਨ ਦੀ ਸਲਾਹ ਦਿੱਤੀ ਹੈ।
ਦਰਅਸਲ ਹਾਈ ਕੋਰਟ ਵਿੱਚ ਬਹੁਤ ਅਜਿਹੇ ਕੇਸ ਹਨ ਜਿਹਨਾਂ ਦੀ ਹਾਲੇ ਤੱਕ ਸੁਣਵਾਈ ਨਹੀਂ ਹੋਈ ਯਾਨੀ ਕਾਫ਼ੀ ਲੰਬੇ ਸਮੇਂ ਤੋਂ ਪੈਂਡਿੰਗ ਹਨ। ਜਿਸ ਨੂੰ ਦੇਖਦੇ ਹੋਏ ਪੰਜਾਬ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਕਾਨੂੰਨ ਬਣਨ ਦੇ ਬਾਵਜੂਦ ਅਦਾਲਤ ‘ਚ ਕੇਸਾਂ ਦੀ ਗਿਣਤੀ ਵੱਧ ਰਹੀ ਹੈ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਅਜਿਹੇ ਕੇਸਾਂ ਦੀ ਸ਼ਨਾਖਤ ਕਰਨ ਲਈ ਆਪਣੇ ਪੱਧਰ ‘ਤੇ ਆਰਟੀਫੀਸ਼ੀਅਲ ਇੰਟੈਲੀਜੈਂਸ (AI) ਦੀ ਵਰਤੋਂ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ ਅਤੇ ਲੋਕ ਅਦਾਲਤ ਵਿੱਚ ਲਿਆ ਕੇ ਉਨ੍ਹਾਂ ਦਾ ਨਿਪਟਾਰਾ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ।
ਹਾਈ ਕੋਰਟ ਨੇ ਪਹਿਲੀ ਵਾਰ ਸਰਕਾਰ ਨੂੰ ਆਰਟੀਫੀਸ਼ੀਅਲ ਇੰਟੈਲੀਜੈਂਸ AI ਦੀ ਵਰਤੋਂ ਕਰਨ ਦਾ ਸੁਝਾਅ ਦਿੱਤਾ ਹੈ। ਇਨ੍ਹਾਂ ਟਿੱਪਣੀਆਂ ਦੇ ਨਾਲ ਹੀ ਹਾਈ ਕੋਰਟ ਨੇ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵਿੱਚ ਠੇਕੇ ’ਤੇ ਕੰਮ ਕਰ ਰਹੀ ਇੱਕ ਔਰਤ ਦੀ ਪਟੀਸ਼ਨ ਦਾ ਨਿਪਟਾਰਾ ਕਰਦਿਆਂ ਰੈਗੂਲਰ ਕਰਨ ਬਾਰੇ ਫੈਸਲਾ ਲੈਣ ਦੇ ਹੁਕਮ ਦਿੱਤੇ ਹਨ। ਪਟੀਸ਼ਨ ਦਾਇਰ ਕਰਦੇ ਹੋਏ ਨਿਸ਼ਾ ਰਾਣੀ ਨੇ ਹਾਈ ਕੋਰਟ ਨੂੰ ਦੱਸਿਆ ਕਿ ਸਰਕਾਰ ਨੇ ਉਸ ਨੂੰ ਇਸ ਆਧਾਰ ‘ਤੇ ਰੈਗੂਲਰ ਕਰਨ ਤੋਂ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ ਕਿ 18 ਮਾਰਚ 2011 ਦੀ ਰੈਗੂਲਰਾਈਜ਼ੇਸ਼ਨ ਨੀਤੀ ‘ਚ ਉੱਚ ਸਿੱਖਿਆ ਵਿਭਾਗ ਦਾ ਨਾਂ ਨਹੀਂ ਸੀ। ਪਟੀਸ਼ਨਰ ਬਾਕੀ ਸਾਰੇ ਯੋਗਤਾ ਮਾਪਦੰਡਾਂ ਨੂੰ ਪੂਰਾ ਕਰਦਾ ਹੈ।
ਹਾਈਕੋਰਟ ਨੇ ਕਿਹਾ ਕਿ ਪਾਲਿਸੀ ‘ਚ ਵਿਭਾਗ ਦਾ ਨਾਮ ਨਾ ਹੋਣ ਦੇ ਮਾਮਲੇ ‘ਚ ਹਾਈਕੋਰਟ ਨੇ ਸ਼੍ਰੀਪਾਲ ਬਨਾਮ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਮਾਮਲੇ ‘ਚ ਕਾਨੂੰਨ ਨੂੰ ਸਪੱਸ਼ਟ ਕੀਤਾ ਹੈ। ਇਸ ਦੇ ਬਾਵਜੂਦ ਅਜਿਹੇ ਕੇਸ ਅਦਾਲਤਾਂ ਵਿੱਚ ਲਟਕ ਰਹੇ ਹਨ। ਅਜਿਹੇ ਕੇਸਾਂ ਦੀ ਸ਼ਨਾਖਤ ਕਰਕੇ ਉਨ੍ਹਾਂ ਦੀ ਸੂਚੀ ਹਾਈ ਕੋਰਟ ਨੂੰ ਦੇਣ ਦੀ ਲੋੜ ਹੈ, ਤਾਂ ਜੋ ਲੋਕ ਅਦਾਲਤ ਵਿੱਚ ਲਾ ਕੇ ਇਨ੍ਹਾਂ ਦਾ ਨਿਪਟਾਰਾ ਕੀਤਾ ਜਾ ਸਕੇ।
ਪੰਜਾਬ ਅਜਿਹੇ ਮਾਮਲਿਆਂ ਦੀ ਪਛਾਣ ਕਰਨ ਲਈ AI ਦੀ ਵਰਤੋਂ ਕਰ ਸਕਦਾ ਹੈ। ਅਦਾਲਤ ਨੇ ਕਿਹਾ ਕਿ ਪਟੀਸ਼ਨਰ ਦਾ ਕੇਸ ਵੀ ਇਸ ਨਿਪਟਾਏ ਕਾਨੂੰਨ ਤਹਿਤ ਆਉਂਦਾ ਹੈ। ਅਜਿਹੀ ਸਥਿਤੀ ਵਿੱਚ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਤਿੰਨ ਸਾਲ ਦੀ ਸੇਵਾ ਪੂਰੀ ਹੋਣ ਦੀ ਮਿਤੀ ਤੋਂ ਉਸ ਨੂੰ ਰੈਗੂਲਰ ਕਰਨ ਦਾ ਹੁਕਮ ਜਾਰੀ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ।
