ਨਵੀਂ ਦਿੱਲੀ : ਆਬਾਦੀ ਕੰਟਰੋਲ ਦੀ ਦਿਸ਼ਾ ‘ਚ ਕੁਝ ਸੂਬਿਆਂ ‘ਚ ਹੋ ਰਹੇ ਯਤਨਾਂ ਦਰਮਿਆਨ ਇਹ ਮੰਗ ਤੇਜ਼ ਹੋ ਗਈ ਹੈ ਕਿ ਕੇਂਦਰ ਨੂੰ ਹੀ ਦੋ ਬੱਚਿਆਂ ਦੀ ਨੀਤੀ ਲਿਆਉਣੀ ਚਾਹੀਦੀ ਹੈ ਜੋ ਰਾਸ਼ਟਰੀ ਪੱਧਰ ‘ਤੇ ਲਾਗੂ ਹੋਵੇ। ਪ੍ਰਭਾਵੀ ਜਨਸੰਖਿਆ ਕੰਟਰੋਲ ਤੋਂ ਬਿਨਾਂ ਸਾਰਿਆਂ ਲਈ ਸ਼ੁੱਧ ਹਵਾ, ਸ਼ੁੱਧ ਜਲ, ਸਿੱਖਿਆ, ਜੀਵਨ ਗੁਜ਼ਾਰੇ ਦੇ ਅਧਿਕਾਰ ਯਕੀਨੀ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ।
ਪਟੀਸ਼ਨਕਰਤਾ ਵੱਲੋਂ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਆਬਾਦੀ ਕੰਟਰੋਲ ਇਕਸਾਰਤਾ ਸੂਚੀ ‘ਚ ਹੈ। ਇਸ ਲਈ ਕੇਂਦਰ ਨੂੰ ਅਹਿਮ ਕਦਮ ਚੁੱਕਣਾ ਚਾਹੀਦਾ ਹੈ। ਆਬਾਦੀ ਕੰਟਰੋਲ ਕਾਨੂੰਨ ਦੀ ਮੰਗ ਕਰਨ ਵਾਲੇ ਪਟੀਸ਼ਨਕਰਤਾ ਅਸ਼ਵਨੀ ਕੁਮਾਰ ਉਪਾਧਿਆਏ ਨੇ ਸੁਪਰੀਮ ਕੋਰਟ ‘ਚ ਸਰਕਾਰ ਦੇ ਜਵਾਬ ‘ਚ ਦਾਖ਼ਲ ਜਵਾਬ ‘ਚ ਇਹ ਗੱਲ ਕਹੀ ਹੈ। ਮਾਮਲੇ ‘ਤੇ ਅਦਾਲਤ ਸੋਮਵਾਰ ਨੂੰ ਸੁਣਵਾਈ ਕਰੇਗੀ। ਉਪਾਧਿਆਏ ਦੀ ਪਟੀਸ਼ਨ ‘ਤੇ ਅਦਾਲਤ ਪਹਿਲਾਂ ਹੀ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਨੋਟਿਸ ਜਾਰੀ ਕਰ ਚੁੱਕੀ ਹੈ। ਕੇਂਦਰ ਸਿਹਤ ਤੇ ਪਰਿਵਾਰ ਕਲਿਆਣ ਮੰਤਰਾਲੇ ਨੇ ਬੀਤੇ ਵਰ੍ਹੇ ਦਸੰਬਰ ‘ਚ ਦਾਖ਼ਲ ਕੀਤੇ ਗਏ ਜਵਾਬੀ ਹਲਫ਼ਨਾਮੇ ‘ਚ ਆਬਾਦੀ ਕੰਟਰੋਲ ਲਈ ਕੀਤੇ ਜਾ ਰਹੇ ਉਪਾਵਾਂ ਦਾ ਵੇਰਵਾ ਦਿੰਦਿਆਂ ਕਿਹਾ ਸੀ ਕਿ ਆਬਾਦੀ ਕੰਟਰੋਲ ਨੂੰ ਲੈ ਕੇ ਜ਼ਬਰਦਸਤੀ ਨਹੀਂ ਕੀਤੀ ਜਾ ਸਕਦੀ। ਆਬਾਦੀ ਕੰਟਰੋਲ ਦੀ ਨੀਤੀ ਸਵੈ ਇੱਛੁਕ ਹੈ। ਉਪਾਧਿਆਏ ਨੇ ਸੁਪਰੀਮ ਕੋਰਟ ‘ਚ ਪਟੀਸ਼ਨ ਦਾਖ਼ਲ ਕਰ ਕੇ ਆਬਾਦੀ ਕੰਟਰੋਲ ‘ਤੇ ਕਾਨੂੰਨ ਬਣਾਉਣ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ।
ਪਟੀਸ਼ਨਰ ਨੇ ਦਿੱਤੇ ਇਹ ਤਰਕ
ਪਟੀਸ਼ਨਰ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਇਸ ਸਮੇਂ 125 ਕਰੋੜ ਭਾਰਤੀਆਂ ਦਾ ਆਧਾਰ ਕਾਰਡ ਹੈ। ਜਦਕਿ 20 ਫ਼ੀਸਦੀ ਯਾਨੀ ਕਰੀਬ 25 ਕਰੋੜ ਬਿਨਾਂ ਆਧਾਰ ਦੇ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਕਰੀਬ ਪੰਜ ਕਰੋੜ ਨਾਜਾਇਜ਼ ਤੌਰ ‘ਤੇ ਰਹਿ ਰਹੇ ਬੰਗਲਾਦੇਸ਼ੀ ਤੇ ਰੋਹਿੰਗਿਆ ਹਨ। ਇਸ ਤਰ੍ਹਾਂ ਦੇਸ਼ ‘ਚ 150 ਕਰੋੜ ਤੋਂ ਜ਼ਿਆਦਾ ਆਬਾਦੀ ਹੈ। ਸਾਡਾ ਦੇਸ਼ ਚੀਨ ਦੇ ਬਰਾਬਰ ਪਹੁੰਚਣ ਵਾਲਾ ਹੈ। ਜੇਕਰ ਦੇਸ਼ ‘ਚ ਉਪਲਬਧ ਕੁਦਰਤੀ ਵਸੀਲਿਆਂ ਨੂੰ ਵੇਖਿਆ ਜਾਵੇ ਤਾਂ ਸਾਡੇ ਕੋਲ ਦੁਨੀਆ ਦੀ ਦੋ ਫ਼ੀਸਦੀ ਖੇਤੀਬਾੜੀ ਜ਼ਮੀਨ ਹੈ ਤੇ ਚਾਰ ਫ਼ੀਸਦੀ ਪੀਣ ਵਾਲਾ ਪਾਣੀ ਹੈ। ਜਦਕਿ ਆਬਾਦੀ 20 ਫ਼ੀਸਦੀ ਹੈ। ਭਾਰਤ ਦੀ ਖ਼ਰਾਬ ਕੌਮਾਂਤਰੀ ਰੈਂਕਿੰਗ ਦਾ ਕਾਰਨ ਵੀ ਆਬਾਦੀ ਧਮਾਕਾ ਹੈ। ਗਲੋਬਲ ਹੰਗਰ ਇੰਡੈਕਸ ‘ਚ ਭਾਰਤ 102ਵੇਂ ਨੰਬਰ ‘ਤੇ ਹੈ, ਖ਼ੁਦਕੁਸ਼ੀ ‘ਚ 43, ਸਾਖ਼ਰਤਾ ‘ਚ 168, ਵਰਲਡ ਹੈਪੀਨੈੱਸ ਇੰਡੈਕਸ ‘ਚ 133ਵੇਂ ਨੰਬਰ ‘ਤੇ ਹੈ। ਜ਼ਿਆਦਾ ਬੱਚਿਆਂ ਨੂੰ ਜਨਮ ਦੇਣ ਅਤੇ ਵਾਰ-ਵਾਰ ਗਰਭ ਧਾਰਨ ਕਰਨ ਨਾਲ ਅੌਰਤਾਂ ਦੀ ਸਿਹਤ ‘ਤੇ ਬੁਰਾ ਅਸਰ ਪੈਂਦਾ ਹੈ।
ਪਟੀਸ਼ਨ ‘ਚ ਮੰਗ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਅਦਾਲਤ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਨਿਰਦੇਸ਼ ਦੇਵੇ ਕਿ ਉਹ ਨਾਗਰਿਕਾਂ ਦੇ ਸ਼ੁੱਧ ਹਵਾ, ਸ਼ੁੱਧ ਜਲ, ਭੋਜਨ, ਸਿਹਤ, ਸਿੱਖਿਆ, ਜੀਵਨ ਗੁਜ਼ਾਰੇ ਦੇ ਮੌਲਿਕ ਅਧਿਕਾਰ ਨੂੰ ਯਕੀਨੀ ਕਰਨ ਲਈ ਸਖ਼ਤ ਤੇ ਅਸਰਦਾਰ ਨਿਯਮ ਕਾਨੂੰਨ ਤੇ ਦਿਸ਼ਾ ਨਿਰਦੇਸ਼ ਤਿਆਰ ਕਰੇ। ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਨਿਰਦੇਸ਼ ਦਿੱਤਾ ਜਾਵੇ ਕਿ ਉਹ ਸਰਕਾਰੀ ਨੌਕਰੀ, ਮਦਦ, ਸਬਸਿਡੀ, ਮਤਦਾਨ ਤੇ ਚੋਣਾਂ ‘ਚ ਖੜ੍ਹੇ ਹੋਣ ਦੇ ਅਧਿਕਾਰ ਤੇ ਮੁਫ਼ਤ ਆਸਰੇ ਦਾ ਅਧਿਕਾਰ ਹਾਸਲ ਕਰਨ ਲਈ ਦੋ ਬੱਚਿਆਂ ਦੀ ਨੀਤੀ ਜ਼ਰੂਰੀ ਕੀਤੇ ਜਾਣ ਦੀਆਂ ਸੰਭਾਵਨਾਵਾਂ ‘ਤੇ ਵਿਚਾਰ ਕਰੇ। ਬਦਲਵੇਂ ਤੌਰ ‘ਤੇ ਕਾਨੂੰਨ ਕਮਿਸ਼ਨ ਨੂੰ ਹੋਰਨਾਂ ਦੇਸ਼ਾਂ ਦੇ ਆਬਾਦੀ ਕੰਟਰੋਲ ਕਾਨੂੰਨਾਂ ਨੂੰ ਪਰਖ਼ ਕੇ ਇਕ ਸਮੱਗਰ ਰਿਪੋਰਟ ਤਿਆਰ ਕਰਨ ਦਾ ਨਿਰਦੇਸ਼ ਦਿੱਤਾ ਜਾਵੇ। ਇਸਦੇ ਨਾਲ ਹੀ ਪਟੀਸ਼ਨਕਰਤਾ ਨੇ ਮੰਗ ਕੀਤੀ ਹੈ ਕਿ ਅਦਾਲਤ ਇਸ ਮਾਮਲੇ ‘ਚ ਸਾਰੇ ਸੂਬਿਆਂ ਨੂੰ ਧਿਰਾਂ ਬਣਾ ਕੇ ਨੋਟਿਸ ਜਾਰੀ ਕਰੇ।
