ਕੋਵਿਡ-19 ਬਾਰੇ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਸਖ਼ਤ ਹੁਕਮਾਂ ਦਾ ਐਲਾਨ
ਚੰਡੀਗੜ੍ਹ : ਮੈਡੀਕਲ ਆਧਾਰ ਨੂੰ ਛੱਡ ਕੇ ਕਿਸੇ ਵੀ ਹੋਰ ਕਾਰਨ ਕਰਕੇ ਅਜੇ ਤੱਕ ਕੋਵਿਡ ਵੈਕਸੀਨ ਦੀ ਇਕ ਵੀ ਖੁਰਾਕ ਨਾ ਲੈਣ ਵਾਲੇ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ 15 ਸਤੰਬਰ ਤੋਂ ਬਾਅਦ ਜਬਰੀ ਛੁੱਟੀ ਉਤੇ ਭੇਜ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਇਨ੍ਹਾਂ ਸਖ਼ਤ ਹੁਕਮਾਂ ਦਾ ਐਲਾਨ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕੀਤਾ ਤਾਂ ਕਿ ਲੋਕਾਂ ਨੂੰ ਇਸ ਬਿਮਾਰੀ ਤੋਂ ਸੁਰੱਖਿਅਤ ਰੱਖਣ ਦੇ ਨਾਲ-ਨਾਲ ਇਹ ਵੀ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾ ਸਕੇ ਕਿ ਵੈਕਸੀਨ ਦੀ ਖੁਰਾਕ ਲੈਣ ਵਿਚ ਅਜੇ ਵੀ ਸੰਕੋਚ ਵਰਤ ਰਹੇ ਲੋਕਾਂ ਕਰਕੇ ਵੈਕਸੀਨ ਲਵਾ ਚੁੱਕੇ ਲੋਕਾਂ ਨੂੰ ਇਸ ਦਾ ਕੋਈ ਕੀਮਤ ਨਾ ਤਾਰਨੀ ਪਵੇ।
ਅੱਜ ਕੋਵਿਡ ਦੀ ਸਮੀਖਿਆ ਲਈ ਉਚ ਪੱਧਰੀ ਮੀਟਿੰਗ ਦੌਰਾਨ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਵੈਕਸੀਨ ਦੇ ਅਸਰਦਾਇਕ ਰਹਿਣ ਦਾ ਸਬੂਤ ਅਧਿਐਨ ਕੀਤੇ ਜਾ ਰਹੇ ਡਾਟਾ ਤੋਂ ਮਿਲ ਜਾਂਦਾ ਹੈ। ਸਰਕਾਰੀ ਮੁਲਾਜ਼ਮਾਂ ਤੱਕ ਪਹੁੰਚ ਕਰਨ ਲਈ ਵਿਸ਼ੇਸ਼ ਯਤਨ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ ਅਤੇ ਜਿਹੜੇ ਮੁਲਾਜ਼ਮ ਖੁਰਾਕ ਲੈਣ ਤੋਂ ਬਚ ਰਹੇ ਹਨ, ਉਨ੍ਹਾਂ ਨੂੰ ਉਸ ਵੇਲੇ ਤੱਕ ਛੱਟੀ ਉਤੇ ਰਹਿਣ ਲਈ ਕਿਹਾ ਜਾਵੇਗਾ, ਜਦੋਂ ਤੱਕ ਉਹ ਪਹਿਲੀ ਖੁਰਾਕ ਨਹੀਂ ਲੈ ਲੈਂਦੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਨੇ ਚਾਰ ਮਹੀਨੇ ਪਹਿਲਾਂ ਕੋਵਿਡ ਵੈਕਸੀਨ ਦੀ ਘੱਟੋ-ਘੱਟ ਇਕ ਖੁਰਾਕ ਲੈ ਚੁੱਕੇ ਟੀਚਿੰਗ ਅਤੇ ਨਾਨ-ਟੀਚਿੰਗ ਸਕੂਲ ਸਟਾਫ ਨੂੰ ਡਿਊਟੀ ਕਰਨ ਦੀ ਇਜਾਜ਼ਤ ਦੇ ਦਿੱਤੀ ਹੈ ਪਰ ਇਸ ਲਈ ਹਰੇਕ ਹਫ਼ਤੇ ਆਰ.ਟੀ.ਪੀ.ਸੀ.ਆਰ. ਦੀ ਨੈਗੇਟਿਵ ਰਿਪੋਰਟ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣੀ ਹੋਵੇਗੀ। ਹਾਲਾਂਕਿ, ਸਹਿ-ਬਿਮਾਰੀਆਂ ਵਾਲੇ ਸਟਾਫ ਨੂੰ ਪੂਰੀਆਂ ਖੁਰਾਕਾਂ ਲੈਣ ਉਤੇ ਹੀ ਇਜਾਜ਼ਤ ਦਿੱਤੀ ਜਾਵੇਗੀ।
ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਸਕੂਲ ਸਿੱਖਿਆ ਦੇ ਸਕੱਤਰ ਕ੍ਰਿਸ਼ਨ ਕੁਮਾਰ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਵੇਲੇ ਕੋਵਿਡ ਦੀਆਂ ਪੂਰੀਆਂ ਖੁਰਾਕਾਂ ਲੈਣ ਵਾਲੇ ਸਟਾਫ ਮੈਂਬਰਾਂ ਨੂੰ ਸਕੂਲ ਆਉਣ ਦੀ ਇਜਾਜ਼ਤ ਹੈ। ਸਿਹਤ ਮੰਤਰੀ ਬਲਬੀਰ ਸਿੰਘ ਨੇ ਸੁਝਾਅ ਦਿੱਤਾ ਕਿ ਸਕੂਲ ਸਟਾਫ ਲਈ ਦੂਜੀ ਖੁਰਾਕ ਲੈਣ ਦਾ ਸਮਾਂ ਘਟਾ ਕੇ 28 ਦਿਨ ਕਰ ਦਿੱਤਾ ਜਾਵੇ ਪਰ ਮੁੱਖ ਸਕੱਤਰ ਨੇ ਮੀਟਿੰਗ ਵਿਚ ਦੱਸਿਆ ਕਿ ਸੂਬੇ ਵੱਲੋਂ ਸਕੂਲ ਸਟਾਫ ਨੂੰ ਜ਼ਰੂਰੀ ਸੇਵਾਵਾਂ ਵਜੋਂ ਵਿਚਾਰਨ ਲਈ ਕੀਤੀ ਅਪੀਲ ਨੂੰ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਰੱਦ ਕਰ ਦਿੱਤਾ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਇਸ ਗੱਲ ਤੋਂ ਤਸੱਲੀ ਜ਼ਾਹਰ ਕੀਤੀ ਕਿ ਕਾਰਗਰ ਢੰਗ ਨਾਲ ਟੈਸਟਿੰਗ ਕਰਨ ਸਦਕਾ ਸਕੂਲਾਂ ਵਿਚ ਸਥਿਤੀ ਅਜੇ ਕੰਟਰੋਲ ਅਧੀਨ ਹੈ।
ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਅਗਸਤ ਮਹੀਨੇ ਵਿਚ ਕੁਲ 5799 ਸਕੂਲਾਂ ਦੇ ਅਧਿਆਪਨ ਅਤੇ ਗੈਰ-ਅਧਿਆਪਨ ਦੇ 33,854 ਅਮਲੇ ਦੇ ਨਾਲ 3,21,969 ਸਕੂਲ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਸੈਂਪਲ ਲਏ ਗਏ ਸਨ ਜਿਨ੍ਹਾਂ ਵਿਚੋਂ ਹੁਣ ਤੱਕ 158 ਮਾਮਲਿਆਂ ਵਿਚ ਟੈਸਟ ਪਾਜ਼ੇਟਿਵ ਪਾਏ ਗਏ ਜਿਸ ਮੁਤਾਬਕ ਪਾਜ਼ੇਟਿਵਿਟੀ ਦਰ ਸਿਰਫ 0.05 ਫੀਸਦੀ ਬਣਦੀ ਹੈ। ਤਾਜ਼ਾ ਸੀਰੋ-ਸਰਵੇ ਦਾ ਹਵਾਲਾ ਦਿੰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਖੁਲਾਸਾ ਕੀਤਾ ਕਿ 6-17 ਸਾਲ ਦੇ ਉਮਰ ਵਰਗ ਦੇ ਬੱਚਿਆਂ ਲਈ ਪਾਜ਼ੇਟਿਵਿਟੀ ਦਰ 60 ਫੀਸਦੀ ਹੈ ਜਦਕਿ 14-17 ਸਾਲ ਦੇ ਉਮਰ ਵਰਗ ਵਿਚ ਇਹ ਦਰ ਵੱਧ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਲਿੰਗ ਅਤੇ ਰਿਹਾਇਸ਼ ਦੀ ਥਾਂ ਦੇ ਹਿਸਾਬ ਨਾਲ ਇਹ ਇਕੋ ਜਿਹਾ ਫੈਲਿਆ ਜਿਸ ਤੋਂ ਸਿੱਧ ਹੁੰਦਾ ਹੈ ਕਿ ਸਾਡੇ ਬੱਚੇ ਇੱਥੋਂ ਤੱਕ ਕਿ ਉਹ ਕੋਵਿਡ ਨਾਲ ਪ੍ਰਭਾਵਿਤ ਵੀ ਹੋਏ, ਬਹੁਤ ਹੱਦ ਤੱਕ ਗੰਭੀਰ ਬਿਮਾਰੀ ਤੋਂ ਸੁਰੱਖਿਅਤ ਰਹੇ।
ਸਿਹਤ ਮੰਤਰੀ ਬਲਬੀਰ ਸਿੰਘ ਸਿੱਧੂ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਤਿਉਹਾਰਾਂ ਤੋਂ ਪਹਿਲਾਂ ਸਾਰੇ ਯੋਗ ਲੋਕਾਂ ਦੇ ਟੀਕੇ ਲਾਉਣੇ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਲੋੜੀਂਦੀ ਮਾਤਰਾ ਵਿਚ ਟੀਕੇ ਉਪਲਬਧ ਕਰਵਾਉਣਾ ਨਿਸ਼ਚਤ ਕੀਤਾ ਜਾਵੇ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਕੇਂਦਰੀ ਸਿਹਤ ਮੰਤਰੀ ਕੋਲ ਇਸ ਮਾਮਲੇ ਦੀ ਪੈਰਵੀ ਕਰਨਗੇ ਜਿੰਨ੍ਹਾਂ ਨੇ ਪਹਿਲਾਂ ਵੀ ਉਨ੍ਹਾਂ ਨੂੰ ਵਾਧੂ ਸਪਲਾਈ ਦਾ ਭਰੋਸਾ ਦਿਵਾਇਆ ਸੀ। ਉਨ੍ਹਾਂ ਨੇ ਸਿਹਤ ਵਿਭਾਗ ਨੂੰ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ ਕਿ ਇਹ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾਵੇ ਕਿ ਮਠਿਆਈ ਦੀਆਂ ਦੁਕਾਨਾਂ, ਖੋਖੇ, ਢਾਬਿਆਂ ਆਦਿ ਦੇ ਸਾਰੇ ਸਟਾਫ ਦੇ ਟੀਕਾਕਰਨ ਦੀ ਘੱਟੋ-ਘੱਟ ਇਕ ਖੁਰਾਕ ਜ਼ਰੂਰ ਲੱਗੀ ਹੋਵੇ।
ਇਹ ਧਿਆਨ ਦਿਵਾਉਂਦਿਆਂ ਕਿ 1.18 ਕਰੋੜ ਲੋਕਾਂ ਨੂੰ ਪਹਿਲੀ ਖੁਰਾਕ ਅਤੇ 37.81 ਲੱਖ ਲੋਕਾਂ ਨੂੰ ਦੂਜੀ ਖੁਰਾਕ ਦੇ ਨਾਲ ਸੂਬੇ ਨੇ ਪਹਿਲਾਂ ਹੀ 57 ਫੀਸਦੀ ਤੋਂ ਵੱਧ ਯੋਗ ਵਸੋਂ ਨੂੰ ਟੀਕਾਕਰਨ ਵਿਚ ਕਵਰ ਕਰ ਲਿਆ ਹੈ, ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਟੀਕਾਕਰਨ ਮੁਹਿੰਮ ਨੂੰ ਅਗਾਂਹ ਹੋਰ ਤੇਜ਼ ਕਰਨ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ। ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਆਦੇਸ਼ ਦਿੱਤੇ ਕਿ ਅਧਿਆਪਕਾਂ, ਨੌਜਵਾਨ ਬੱਚਿਆਂ ਦੇ ਮਾਪਿਆਂ ਅਤੇ ਵਿਕਰੇਤਾਵਾਂ ਨੂੰ ਕੋਵਿਡ ਟੀਕਾਕਰਨ ਵਿਚ ਪਹਿਲ ਦਿੱਤੀ ਜਾਵੇ।
