ਡੈਸਕ- ਪੰਜਾਬ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਨੇ ਅਮਰੂਦਾਂ ਦੇ ਬੂਟਿਆਂ ਦੇ ਮੁਆਵਜ਼ੇ ‘ਚ ਹੋਏ ਕਰੋੜਾਂ ਰੁਪਏ ਦੇ ਘੁਟਾਲੇ ਸਬੰਧੀ ਸੇਵਾਮੁਕਤ ਪੀਸੀਐਸ ਅਧਿਕਾਰੀ ਜਗਦੀਸ਼ ਸਿੰਘ ਜੌਹਲ, ਜੋ ਗ੍ਰੇਟਰ ਮੋਹਾਲੀ ਏਰੀਆ ਡਿਵੈੱਲਪਮੈਂਟ ਅਥਾਰਟੀ (ਗਮਾਡਾ) ਦੇ ਲੈਂਡ ਐਕੁਜ਼ੀਸ਼ਨ ਕੁਲੈਕਟਰ (ਐਲ.ਏ.ਸੀ.) ਸੀ, ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਹੈ। ਇਸ ਘੁਟਾਲੇ ਵਿੱਚ ਇਹ 20ਵੀਂ ਗ੍ਰਿਫ਼ਤਾਰੀ ਹੈ। ਜ਼ਿਲ੍ਹਾ ਐਸਏਐਸ ਨਗਰ (ਮੋਹਾਲੀ) ਦੇ ਪਿੰਡ ਬਾਕਰਪੁਰ ਵਿੱਚ ਗਮਾਡਾ ਵੱਲੋਂ ਐਕੁਆਇਰ ਕੀਤੀ ਗਈ ਜ਼ਮੀਨ ਦੇ ਬਦਲੇ ਜਾਰੀ ਕੀਤੇ ਕਰੋੜਾਂ ਰੁਪਏ ਦੇ ਮੁਆਵਜ਼ੇ ਵਿੱਚ ਇਹ ਘਪਲਾ ਹੋਇਆ ਸੀ।
ਇਸ ਬਾਰੇ ਜਾਣਕਾਰੀ ਸਾਂਝੀ ਕਰਦਿਆਂ ਅੱਜ ਇੱਥੇ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਦੇ ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਜਗਦੀਸ਼ ਸਿੰਘ ਜੌਹਲ ਨੇ ਮਾਲ ਰਿਕਾਰਡ ਮੁਤਾਬਕ ਜ਼ਮੀਨ ਮਾਲਕਾਂ ਦੇ ਨਾਂ ਅਤੇ ਜ਼ਮੀਨ ਦਾ ਹਿੱਸਾ ਸਹੀ ਨਾ ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਬਾਗ਼ਬਾਨੀ ਵਿਭਾਗ ਦੀ ਮੁਲਾਂਕਣ ਰਿਪੋਰਟ ਦੇ ਆਧਾਰ ‘ਤੇ ਨਾਜਾਇਜ਼ ਅਦਾਇਗੀਆਂ ਨੂੰ ਮਨਜ਼ੂਰੀ ਦੇਣ ਵਿੱਚ ਅਹਿਮ ਭੂਮਿਕਾ ਨਿਭਾਈ ਸੀ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਪਿਛਲੇ ਹਫ਼ਤੇ ਗਮਾਡਾ ਦੀ ਐਲ.ਏ.ਸੀ. ਸ਼ਾਖਾ ਵਿੱਚ ਤਾਇਨਾਤ ਰਹੇ ਦੋ ਸੇਵਾਮੁਕਤ ਪਟਵਾਰੀਆਂ ਸੁਰਿੰਦਰਪਾਲ ਸਿੰਘ ਅਤੇ ਸੁਰਿੰਦਰਪਾਲ ਨੂੰ ਵੀ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਗਿਆ ਸੀ।
ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਪੁੱਛਗਿੱਛ ਦੌਰਾਨ ਇਨ੍ਹਾਂ ਦੋਵੇਂ ਮੁਲਜ਼ਮ ਪਟਵਾਰੀਆਂ ਨੇ ਖੁਲਾਸਾ ਕੀਤਾ ਕਿ ਸ਼ੁਰੂ ਵਿੱਚ ਉਨ੍ਹਾਂ ਨੇ ਬਾਗ਼ਬਾਨੀ ਵਿਭਾਗ ਦੀ ਮੁਲਾਂਕਣ ਰਿਪੋਰਟ ਵਿੱਚ ਦਰਸਾਏ ਗਏ ਜ਼ਮੀਨ ਮਾਲਕਾਂ ਦੇ ਨਾਂ ਅਤੇ ਜ਼ਮੀਨ ਦੇ ਹਿੱਸੇ ਵਜੋਂ ਭੁਗਤਾਨ ਫਾਰਮ ਨੂੰ ਤਸਦੀਕ ਕਰਨ ਤੋਂ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ ਸੀ ਕਿਉਂਕਿ ਇਹ ਮਾਲ ਰਿਕਾਰਡ ਅਨੁਸਾਰ ਅਸਲ ਮਾਲਕਾਂ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਜ਼ਮੀਨ ਦੇ ਹਿੱਸੇ ਤੋਂ ਵੱਖਰੇ ਸਨ। ਉਨ੍ਹਾਂ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਮੁਲਜ਼ਮ ਜਗਦੀਸ਼ ਸਿੰਘ ਜੌਹਲ ਨੇ ਆਪਣਾ ਰਸੂਖ ਵਰਤਦਿਆਂ ਮਾਲ ਰਿਕਾਰਡ ਦੀ ਅਣਦੇਖੀ ਕਰਕੇ ਬਾਗ਼ਬਾਨੀ ਵਿਭਾਗ ਦੀ ਮੁਲਾਂਕਣ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਅਦਾਇਗੀਆਂ ਦੀ ਪ੍ਰਵਾਨਗੀ ਦੇਣ ਲਈ ਨੋਟਿੰਗ ਤਿਆਰ ਕਰਨ ਲਈ ਉਨ੍ਹਾਂ ਉਤੇ ਦਬਾਅ ਪਾਇਆ। ਐਲ.ਏ.ਸੀ. ਵਜੋਂ ਮੁਲਜ਼ਮ ਪੀਸੀਐਸ ਅਧਿਕਾਰੀ ਨੇ ਅਦਾਇਗੀਆਂ ਨੂੰ ਮਨਜ਼ੂਰੀ ਦਿੱਤੀ, ਜਿਸ ਦੇ ਆਧਾਰ ‘ਤੇ ਬਾਅਦ ਵਿੱਚ ਵੱਖ-ਵੱਖ ਲਾਭਪਾਤਰੀਆਂ ਨੂੰ ਲਗਭਗ 124 ਕਰੋੜ ਰੁਪਏ ਜਾਰੀ ਕੀਤੇ ਗਏ। ਇਸ ਨਾਲ ਸਰਕਾਰੀ ਖ਼ਜ਼ਾਨੇ ਨੂੰ ਭਾਰੀ ਨੁਕਸਾਨ ਹੋਇਆ।
ਹਾਲਾਂਕਿ ਅਸਲ ਲਾਭਪਾਤਰੀਆਂ ਨੂੰ ਅਦਾਇਗੀਆਂ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਗਮਾਡਾ ਦੇ ਮੁੱਖ ਪ੍ਰਸ਼ਾਸਕ ਨੇ ਆਦੇਸ਼ ਦਿੱਤੇ ਸਨ ਕਿ ਐਲ.ਏ.ਸੀ. ਅਮਰੂਦ ਦੇ ਬਾਗ਼ਾਂ ਦਾ ਨਿਰੀਖਣ ਕਰਨ ਲਈ ਖ਼ੁਦ ਦੌਰਾ ਕਰੇਗਾ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਦਰੱਖਤਾਂ ਦੀ ਉਮਰ ਦਾ ਪਤਾ ਲਗਾਉਣ ਲਈ ਗਿਰਦਾਵਰੀ ਰਿਕਾਰਡ ਦੀ ਜਾਂਚ ਕਰਨ ਤੋਂ ਇਲਾਵਾ ਜੀ.ਆਈ.ਐਸ. ਡਰੋਨ ਮੈਪਿੰਗ ਸਰਵੇਖਣ ਅਤੇ ਖੇਤਰ ਦੀ ਵੀਡੀਓਗ੍ਰਾਫੀ ਕਰਨ ਲਈ ਨਿੱਜੀ ਤੌਰ ‘ਤੇ ਨਿਗਰਾਨੀ ਕਰੇਗਾ। ਪਰ ਇਸ ਅਧਿਕਾਰੀ ਨੇ ਜਾਣਬੁੱਝ ਕੇ ਇਹਨਾਂ ਹੁਕਮਾਂ ਨੂੰ ਨਜ਼ਰਅੰਦਾਜ਼ ਕੀਤਾ ਅਤੇ ਨਾਜਾਇਜ਼ ਲਾਭਪਾਤਰੀਆਂ ਨਾਲ ਮਿਲੀਭੁਗਤ ਕਰਕੇ ਅਦਾਇਗੀਆਂ ਜਾਰੀ ਕੀਤੀਆਂ।
ਗਮਾਡਾ ਦੇ ਮੁੱਖ ਪ੍ਰਸ਼ਾਸਕ ਵੱਲੋਂ 01.06.2021 ਨੂੰ ਇੱਕ ਪ੍ਰੋਫਾਰਮਾ ਤਿਆਰ ਕੀਤਾ ਗਿਆ, ਜਿਸ ਦੇ ਆਧਾਰ ‘ਤੇ ਮੁਆਵਜ਼ੇ ਦੀ ਪਹਿਲੀ ਅਦਾਇਗੀ ਸ਼ੁਰੂ ਕਰਨੀ ਸੀ, ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਨਜ਼ਰਅੰਦਾਜ਼ ਕਰ ਦਿੱਤਾ ਗਿਆ। ਮੁਲਜ਼ਮ ਪੀ.ਸੀ.ਐਸ. ਅਧਿਕਾਰੀ ਨੇ ਨਿਸ਼ਾ ਗਰਗ, ਸ਼ੁਭਮ ਵਧਵਾਂ, ਬਿੰਦਰ ਸਿੰਘ, ਨੀਲਮ ਬਾਂਸਲ, ਕਿਰਨ ਬਾਂਸਲ, ਬਿਮਲਾ ਮਿੱਤਲ, ਚੇਸ਼ਟਾ, ਸੰਤੋਸ਼ ਕੁਮਾਰੀ, ਚੰਚਲ ਕੁਮਾਰ, ਅਨਿਲ ਕੁਮਾਰ ਬੱਤਰਾ, ਸੁਸ਼ੀਲ ਕੁਮਾਰੀ ਬੱਤਰਾ ਅਤੇ ਰਸ਼ਮੀ ਅਰੋੜਾ ਨੂੰ ਵੀ ਮੁਆਵਜ਼ਾ ਜਾਰੀ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹਾਲਾਂਕਿ ਇਨ੍ਹਾਂ ਦੇ ਮਾਲ ਰਿਕਾਰਡ ਵਿੱਚ ਜ਼ਮੀਨ ਦੇ ਮਾਲਕ ਵਜੋਂ ਨਾਂ ਦਰਜ ਨਹੀਂ ਸੀ।
ਇਸ ਤਰ੍ਹਾਂ ਉਸ ਨੇ ਅਯੋਗ ਜ਼ਮੀਨ ਮਾਲਕਾਂ ਨੂੰ ਮੁਆਵਜ਼ਾ ਜਾਰੀ ਕਰ ਦਿੱਤਾ। ਅਣ-ਅਧਿਕਾਰਤ ਖਰੀਦ ਹੋਣ ਕਾਰਨ ਉਨ੍ਹਾਂ ਦੀ ਲੈਂਡ ਪੂਲਿੰਗ ਦਾ ਕੇਸ ਅਦਾਲਤ ਵਿੱਚ ਭੇਜਣ ਦੀ ਤਜਵੀਜ਼ ਹੈ।
