ਚੋਣਾਂ ਦੌਰਾਨ ਕੈਪਟਨ ਸਰਕਾਰ ਉੱਤੇ ਭਾਰੀ ਪੈ ਸਕਦਾ ਹੈ ਸਕਾਲਰਸ਼ਿਪ ਘਪਲੇ ਦਾ ਮਾਮਲਾ

ਸੂਬੇ ਵਿੱਚ 1850 ਕਰੋੜ ਰੁਪਏ ਦੀ ਪੋਸਟ-ਮੈਟਰਿਕ ਸਕਾਲਰਸ਼ਿਪ ਘਪਲੇ ਦਾ ਮਾਮਲਾ ਤੂਲ ਫੜ੍ਹਦਾ ਜਾ ਰਿਹਾ ਹੈ। ਇਸ ਮਾਮਲੇ ਨੂੰ ਲੈ ਕੇ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਅਤੇ ਅਕਾਲੀ ਦਲ ਨੇ ਕੈਪਟਨ ਸਰਕਾਰ ਨੂੰ ਚੁਫੇਰਿਓਂ ਘੇਰਨਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਹੈ। ਇਨ੍ਹਾਂ ਵੱਲੋਂ ਪਿਛਲੇ ਦਿਨਾਂ ਤੋਂ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਦੀ ਕੋਠੀ ਦਾ ਘਿਰਾਓ ਕਰਨ ਦਾ ਯਤਨ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਨਾਲ ਸਾਧੂ ਸਿੰਘ ਧਰਮਸੋਤ ਦੇ ਅਤੇ ਮਨਪ੍ਰੀਤ ਸਿੰਘ ਬਾਦਲ ਦੀ ਗ੍ਰਿਫਤਾਰੀ ਦੀ ਮੰਗ ਵੀ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ ।
ਦਰਅਸਲ ਕੈਪਟਨ ਸਰਕਾਰ ਦੇ ਕਾਰਜਕਾਲ ਦੌਰਾਨ ਸੂਬੇ ਦੇ ਲਗਪਗ 2 ਲੱਖ ਤੋਂ ਵਧੇਰੇ ਅਨੁਸੂਚਿਤ ਜਾਤੀ ਨਾਲ ਸਬੰਧਿਤ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ 1850 ਕਰੋੜ ਰੁਪਏ ਤੋਂ ਵੱਧ ਦੀ ਪੋਸਟ ਮੈਟ੍ਰਿਕ ਸਕਾਲਰਸ਼ਿਪ ਨਹੀਂ ਮਿਲ ਸਕੀ। ਇਸ ਕਾਰਨ ਜ਼ਿਆਦਾਤਰ ਕਾਲਜਾਂ ਅਤੇ ਯੂਨੀਵਰਸਿਟੀਆਂ ਨੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਉਨ੍ਹਾਂ ਦੀਆਂ ਡਿਗਰੀਆਂ ਨਹੀਂ ਵੰਡੀਆਂ ਗਈਆਂ ਜਿਸ ਕਾਰਨ ਉਹ ਕਿਸੇ ਅਦਾਰੇ ਵਿੱਚ ਨੌਕਰੀਆਂ ਲਈ ਵੀ ਅਪਲਾਈ ਨਹੀਂ ਕਰ ਸਕੇ।
ਇਹ ਸਕੀਮ ਭਾਰਤ ਸਰਕਾਰ ਨੇ ਸਾਲ 2011-12 ਦੌਰਾਨ ਦਲਿਤ, ਪੱਛੜੀਆਂ ਸ੍ਰੇਣੀਆਂ ਤੇ ਘੱਟ ਗਿਣਤੀਆਂ ਲਈ ਸ਼ੁਰੂ ਕੀਤੀ ਸੀ ਜੋ ਸਿਰਫ ਛੇ ਸਾਲ ਲਈ ਸੀ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ 28 ਅਕਤੂਬਰ 2020 ਨੂੰ ਕੇਂਦਰ ਸਰਕਾਰ ਦੀ ਪਾਲਿਸੀ 2018 ਦਾ ਬਦਲਵਾਂ ਰੂਪ ‘ਡਾ. ਬੀਆਰ ਅੰਬੇਡਕਰ ਐੱਸਸੀ ਪੋਸਟ ਮੈਟ੍ਰਿਕ ਸਕਾਲਰਸ਼ਿਪ ਸਕੀਮ’ ਪੇਸ਼ ਕੀਤੀ ਸੀ। ਉਸ ਵਿਚ ਕੇਂਦਰ ਤੇ ਸੂਬੇ ਦੋਵੇਂ ਯੋਗਦਾਨ ਪਾਉਂਦੇ ਹਨ। ਇਸ ਸਕੀਮ ਦੇ ਤਹਿਤ ਕੇਂਦਰ ਦੀ ਹਿੱਸੇਦਾਰੀ 60 ਫੀਸਦੀ ਤੇ ਸੂਬਿਆਂ ਦੀ 40 ਫ਼ੀਸਦੀ ਤੈਅ ਕੀਤੀ ਗਈ । ਦਰਅਸਲ, ਇਸ ਸਕੀਮ ਦੀ ਸ਼ੁਰੂਆਤ ਦੇ ਨਾਲ ਹੀ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਖੱਜਲ਼ ਖੁਆਰੀ ਵੀ ਸ਼ੁਰੂ ਹੋ ਗਈ। ਇਸ ਤੋਂ ਬਾਅਦ ਦਲਿਤ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਸਮੇਂ ਸਿਰ ਵਜ਼ੀਫਾ ਨਹੀਂ ਮਿਲ ਸਕਿਆ। ਪ੍ਰਾਈਵੇਟ ਕਾਲਜਾਂ, ਯੂਨੀਵਰਸਿਟੀਆਂ ਵੱਲੋਂ ਉਨਾ ਦੇ ਰੋਲ ਨੰਬਰ, ਡਿਗਰੀਆਂ ਅਤੇ ਹੋਰ ਜ਼ਰੂਰੀ ਡਾਕੂਮੈਂਟਸ ਰੋਕ ਲਏ ਗਏ। ਇਸ ਖੱਜਲ਼ ਖੁਆਰੀ ਕਾਰਨ ਪਿਛਲੇ ਸਮੇਂ ਦੌਰਾਨ ਕਈ ਕਾਲਜਾਂ ਅਤੇ ਯੂਨੀਵਰਸਿਟੀਆਂ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਖਿਲਾਫ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਵੀ ਕੀਤੇ। ਇਸੇ ਮਾਮਲੇ ਨੂੰ ਲੈ ਕੇ ਹੀ ਅਕਾਲੀ ਦਲ ਅਤੇ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਵੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਰਕਾਰ ਨੂੰ ਘੇਰਨ ਦੇ ਯਤਨ ਕਰ ਰਹੇ ਹਨ।
ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਇਸ ਮਾਮਲੇ ਨੂੰ ਭਾਵੇਂ ਕਿ ਵਿਰੋਧੀਆਂ ਦੀ ਸਿਆਸਤ ਤੋਂ ਪ੍ਰੇਰਿਤ ਦੱਸ ਰਹੇ ਹਨ ਪਰ ਉਹ ਇਹ ਭੁੱਲ ਚੁੱਕੇ ਹਨ ਉਨ੍ਹਾਂ ਦੇ ਕਈ ਆਪਣੇ ਮੰਤਰੀ ਵੀ ਇਸ ਮੁੱਦੇ ਨੂੰ ਰੋਹ ਭਰੇ ਲਹਿਜੇ ਨਾਲ ਉਠਾ ਚੁੱਕੇ ਹਨ। ਪਿਛਲੇ ਸਮੇਂ ਦੌਰਾਨ ਕਾਂਗਰਸ ਦੇ ਸੀਨੀਅਰ ਆਗੂ ਸ਼ਮਸ਼ੇਰ ਸਿੰਘ ਦੂਲੋਂ ਨੇ ਇਸ ਮਾਮਲੇ ‘ਤੇ ਕੈਪਟਨ ਸਰਕਾਰ ਨੂੰ ਘੇਰਦਿਆਂ ਕਟਹਿਰੇ ਵਿਚ ਲਿਆ ਖੜ੍ਹਾ ਕੀਤਾ ਸੀ। ਸ਼ਮਸ਼ੇਰ ਸਿੰਘ ਦੂਲੋਂ ਨੇ ਕਿਹਾ ਸੀ ਕਿ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਦੇ ਪਿਛਲੇ ਚਾਰ ਸਾਲਾਂ ਦੇ ਕਾਰਜਕਾਲ ਦੌਰਾਨ ਵੱਡੇ ਘਪਲੇ ਹੋਏ ਹਨ ਜਿੰਨ੍ਹਾਂ ਵਿਚੋਂ ਡਿਗਰੀ ਵੰਡ ਘਪਲਾ ਮੁੱਖ ਹੈ। ਇਸ ਮਾਮਲੇ ‘ਚ ਉਨ੍ਹਾਂ 4 ਸੌ ਕਰੋੜ ਰੁਪਏ ਦੇ ਘਪਲੇ ਦਾ ਜਿਕਰ ਕਰਦੇ ਹੋਏ ਕਿਹਾ ਸੀ ਕਿ ਇਸ ਕਾਰਨ ਲੱਖਾਂ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਭਵਿੱਖ ਨਾਲ ਖਿਲਵਾੜ ਹੋਇਆ ਹੈ। ਉਨ੍ਹਾਂ ਦੇ ਦੱਸਣ ਮੁਤਾਬਕ ਇਸ ਘਪਲੇ ਕਾਰਨ ਹੁਣ ਤੱਕ 10 ਲੱਖ ਦੇ ਕਰੀਬ ਵਿਦਿਆਰਥੀ ਸਕਾਲਰਸ਼ਿੱਪ ਨਾ ਆਉਣ ਕਾਰਨ ਪੜ੍ਹਾਈ ਵਿਚ ਦਾਖਲਾ ਨਹੀਂ ਲੈ ਸਕੇ।
ਹੁਣ ਸਵਾਲ ਇਹ ਖੜਾ ਹੁੰਦਾ ਹੈ ਕਿ ਇਕ ਪਾਸੇ ਤਾਂ ਸੂਬੇ ’ਚ ਦਲਿਤ ਮੁੱਖ ਮੰਤਰੀ ਤੇ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਬਣਾਉਣ ਦੇ ਦਾਅਵੇ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ ਅਤੇ ਦੂਜੇ ਪਾਸੇ ਦਲਿਤ ਜਾਤੀਆਂ ਦੇ ਵਿਦਿਆਰਥੀ ਸਕਾਲਰਸ਼ਿੱਪ, ਪੜ੍ਹਾਈ ਅਤੇ ਨੌਕਰੀਆਂ ਲਈ ਲਈ ਖੱਜਲ ਖੁਆਰ ਹੋ ਰਹੇ ਹਨ। ਅਜਿਹੇ ਵਿੱਚ ਕੈਪਟਨ ਸਰਕਾਰ ਉੱਤੇ ਚੋਣ 2022 ਦੇ ਦੌਰਾਨ ਦਲਿਤ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਸਕਾਲਰਸ਼ਿੱਪ ਘਪਲੇ ਦਾ ਇਹ ਮਾਮਲਾ ਭਾਰੀ ਪੈ ਸਕਦਾ ਹੈ।
