ਬਿਜਲੀ ਮੁੱਦੇ ‘ਤੇ ਸਿੱਧੂ ਨੇ ਲਗਾਤਾਰ ਕੀਤੇ 9 ਟਵੀਟ, ਆਪਣੀ ਸਰਕਾਰ ਨੂੰ ਵੀ ਦਿੱਤੇ ਝਟਕੇ
ਚੰਡੀਗੜ੍ਹ-ਕਾਂਗਰਸ ਦੇ ਸਾਬਕਾ ਮੰਤਰੀ ਅਤੇ ਸਟਾਰ ਪ੍ਰਚਾਰਕ ਨਵਜੋਤ ਸਿੰਘ ਸਿੱਧੂ (Navjot Singh Sidhu) ਆਪਣੀ ਹੀ ਸਰਕਾਰ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ (Captain Amarinder Singh) ਦੀ ਜਨਤਕ ਤੌਰ ‘ਤੇ ਆਲੋਚਨਾ ਤੋਂ ਪਿੱਛੇ ਨਹੀਂ ਹਟ ਰਹੇ । ਪੰਜਾਬ ‘ਚ ਬਿਜਲੀ ਸੰਕਟ ਦੇ ਮੱਦੇਨਜ਼ਰ ਨਵਜੋਤ ਸਿੰਘ ਸਿੱਧੂ ਨੇ ਪੰਜਾਬ ਕਾਂਗਰਸ ਨੂੰ ਘੇਰਦੇ ਹੋਏ ਇਕ ਤੋਂ ਬਾਅਦ ਇਕ ਨੌਂ ਟਵੀਟ ਕੀਤੇ ਹਨ। ਇਸ ਵਿਚ ਸਿੱਧੂ ਨੇ ਪ੍ਰਾਈਵੇਟ ਥਰਮਲ ਪਲਾਂਟਾਂ ਦੇ ਨਾਲ ਕੀਤੇ ਗਏ ਸਮਝੌਤਿਆਂ ਬਾਰੇ ਕੋਈ ਫ਼ੈਸਲਾ ਨਾ ਕਰਨ ਦੀ ਆਲੋਚਨਾ ਕੀਤੀ ਹੈ।
ਉਨ੍ਹਾਂ ਬਿਜਲੀ ਦੀ ਲਾਗਤ, ਕਟੌਤੀ, ਬਿਜਲੀ ਖਰੀਦ ਸਮਝੌਤਿਆਂ ਦੀ ਸਚਾਈ ਤੇ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨੂੰ ਮੁਫ਼ਤ ਤੇ 24 ਘੰਟੇ ਬਿਜਲੀ ਕਿਵੇਂ ਦੇਈਏ, ਇਸ ਬਾਰੇ ਆਪਣੀ ਗੱਲ ਰੱਖੀ। ਉਨ੍ਹਾਂ ਬਿਜਲੀ ਲਈ ਪੰਜਾਬ ਮਾਡਲ ਪੇਸ਼ ਕਰਦੇ ਹੋਏ ਲਿਖਿਆ ਕਿ ਨਿੱਜੀ ਪਾਵਰ ਪਲਾਂਟਾਂ ਨੂੰ ਗ਼ੈਰ-ਢੁਕਵੀਂ ਤੇ ਜ਼ਿਆਦਾਤਰ ਲਾਭ ਦੇਣ ‘ਤੇ ਖ਼ਰਚ ਕੀਤੇ ਗਏ ਪੈਸਿਆਂ ਦਾ ਇਸਤੇਮਾਲ ਲੋਕ ਭਲਾਈ ਕਾਰਜਾਂ ਉੱਪਰ ਕੀਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਘਰੇਲੂ ਵਰਤੋਂ ਲਈ ਮੁਫ਼ਤ ਬਿਜਲੀ (Free Electricity) ਲਈ ਸਬਸਿਡੀ ਦੇਣੀ (300 ਯੂਨਿਟ ਤਕ), 24 ਘੰਟੇ ਦੀ ਸਪਲਾਈ ਤੇ ਸਿੱਖਿਆ ਅਤੇ ਸਿਹਤ ਸਬੰਧੀ ਸੇਵਾਵਾਂ ‘ਚ ਨਿਵੇਸ਼ ਕਰਨਾ ਹੀ ਪੰਜਾਬ ਲਈ ਬਿਹਤਰ ਬਿਜਲੀ ਮਾਡਲ ਹੈ।
ਸਿੱਧੂ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ‘ਚ ਬਿਜਲੀ ਕਟੌਤੀ ਦੀ ਕੋਈ ਜ਼ਰੂਰਤ ਨਹੀਂ ਹੈ। ਜੇਕਰ ਅਸੀਂ ਸਹੀ ਦਿਸ਼ਾ ਵਿਚ ਕੰਮ ਕਰਦੇ ਹਾਂ ਤਾਂ ਦਫ਼ਤਰ ‘ਚ ਜਾਂ ਏਸੀ ਦੀ ਵਰਤੋਂ ਘਟਾਉਣ ਦੀ ਜ਼ਰੂਰਤ ਨਹੀਂ ਹੈ। ਪੰਜਾਬ 4.54 ਪ੍ਰਤੀ ਯੂਨਿਟ ਦੇ ਹਿਸਾਬ ਨਾਲ ਬਿਜਲੀ ਖਰੀਦ ਰਿਹਾ ਹੈ। ਰਾਸ਼ਟਰੀ ਔਸਤ 3.85 ਰੁਪਏ ਪ੍ਰਤੀ ਯੂਨਿਟ ਤੇ ਚੰਡੀਗੜ੍ਹ 3.44 ਰੁਪਏ ਪ੍ਰਤੀ ਯੂਨਿਟ ਰੁਪਏ ਦਾ ਭੁਗਤਾਨ ਕਰ ਰਿਹਾ ਹੈ। ਤਿੰਨ ਨਿੱਜੀ ਤਾਪ ਪਲਾਂਟਾਂ ‘ਤੇ ਅਤਿ-ਨਿਰਭਰਤਾ ਕਾਰਨ ਪੰਜਾਬ ਨੂੰ ਹੋਰਨਾਂ ਸੂਬਿਆਂ ਦੇ ਮੁਕਾਬਲੇ 5-8 ਰੁਪਏ ਪ੍ਰਤੀ ਯੂਨਿਟ ਜ਼ਿਆਦਾ ਭੁਗਤਾਨ ਕਰਨਾ ਪੈਂਦਾ ਹੈ।
ਸਿੱਧੂ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਦੀ ਪ੍ਰਤੀ ਯੂਨਿਟ ਖਪਤ ਦਾ ਮਾਲੀਆ ਭਾਰਤ ‘ਚ ਸਭ ਤੋਂ ਘੱਟ ਹੈ, ਜੋ ਪੂਰੀ ਬਿਜਲੀ ਖਰੀਦ ਤੇ ਸਪਲਾਈ ਪ੍ਰਣਾਲੀ ਦੇ ਮਾੜੇ-ਪ੍ਰਬੰਧਨ ਕਾਰਨ ਹੈ। ਪੀਐੱਸਪੀਸੀਐੱਲ (PSPCL) ਸਪਲਾਈ ਕੀਤੀ ਗਈ ਹਰੇਕ ਇਕਾਈ ‘ਤੇ 0.18 ਪ੍ਰਤੀ ਯੂਨਿਟ ਵਾਧੂ ਪੈਸੇ ਦਾ ਭੁਗਤਾਨ ਕਰਦਾ ਹੈ। ਇਹ ਉਦੋਂ ਹੈ ਜਦੋਂ ਸੂਬੇ ‘ਚ 900 ਕਰੋੜ ਰੁਪਏ ਤੋਂ ਜ਼ਿਆਦਾ ਦੀ ਸਬਸਿਡੀ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ। ਵਾਤਾਵਰਨ ਦੇ ਅਨੁਕੂਲ ਹੋਣ ਦੇ ਨਾਲ-ਨਾਲ ਅਕਸ਼ੈ ਊਰਜਾ (Solar Energy) ਸਸਤੀ ਹੁੰਦੀ ਜਾ ਰਹੀ ਹੈ। ਇਨ੍ਹਾਂ ਪ੍ਰਾਜੈਕਟਾਂ ਲਈ ਕੇਂਦਰੀ ਵਿੱਤੀ ਯੋਜਨਾਵਾਂ ਦਾ ਲਾਭ ਉਠਾਇਆ ਜਾ ਸਕਦਾ ਹੈ ਪਰ ਸੌਰ ਤੇ ਬਾਇਓਮਾਸ ਊਰਜਾ ਨਾਲ ਪੰਜਾਬ ਦੀ ਸਮਰੱਥਾ ਗ਼ੈਰ-ਉਪਯੋਗੀ ਹੈ।
ਉਨ੍ਹਾਂ ਦੋਸ਼ ਲਗਾਇਆ ਕਿ ਬਾਦਲ ਸਰਕਾਰ (Badal Government) ਨੇ ਪੰਜਾਬ ‘ਚ 3 ਨਿੱਜੀ ਤਾਪ ਬਿਜਲਈ ਪਲਾਂਟਾਂ ਦੇ ਨਾਲ ਪਾਵਰ ਪਰਚੇਜ਼ ਐਗਰੀਮੈਂਟ (PPA) ‘ਤੇ ਦਸਤਖ਼ਤ ਕੀਤੇ। ਪੰਜਾਬ ਇਨ੍ਹਾਂ ਸਮਝੌਤਿਆਂ ‘ਚ ਦੋਸ਼ਪੂਰਨ ਕਲਾਜ਼ ਕਾਰਨ 2020 ਤਕ ਪਹਿਲਾਂ ਹੀ 5400 ਕਰੋੜ ਰੁਪਏ ਦਾ ਭੁਗਤਾਨ ਕਰ ਚੁੱਕਾ ਹੈ ਤੇ ਅੱਗੇ ਫਿਕਸ ਚਾਰਜ ਦੇ ਰੂਪ ‘ਚ 65,000 ਕਰੋੜ ਰੁਪਏ ਦਾ ਭੁਗਤਾਨ ਕੀਤਾ ਜਾਵੇਗਾ। ਪੰਜਾਬ ਨੈਸ਼ਨਲ ਗਰਿੱਡ ਤੋਂ ਕਾਫੀ ਸਸਤੀਆਂ ਦਰਾਂ ‘ਚ ਬਿਜਲੀ ਖਰੀਦ ਸਕਦਾ ਹੈ, ਪਰ ਬਾਦਲ ਦੇ ਦਸਤਖ਼ਤ ਵਾਲੇ ਇਹ ਪੀਪੀਏ ਪੰਜਾਬ ਦੇ ਜਨਹਿੱਤ ਖਿਲਾਫ ਕੰਮ ਕਰ ਰਹੇ ਹਨ। ਕਾਨੂੰਨ ਸੁਰੱਖਿਆ ਹੋਣ ਕਾਰਨ ਪੰਜਾਬ ਇਨ੍ਹਾਂ ਪੀਪੀਏ ‘ਤੇ ਮੁੜ ਗੱਲਬਾਤ ਨਹੀਂ ਕਰ ਸਕਦਾ ਪਰ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਕਿਸੇ ਵੀ ਸਮੇਂ ਨੈਸ਼ਨਲ ਪਾਵਰ ਐਕਸਚੇਂਜ (National Power Exchange) ‘ਤੇ ਉਪਲਬਧ ਕੀਮਤਾਂ ‘ਤੇ ਬਿਜਲੀ ਖਰੀਦ ਲਾਗਤ ਲਈ ਨਵਾਂ ਕਾਨੂੰਨ ਲਿਆ ਸਕਦੀ ਹੈ। ਕਾਨੂੰਨ ‘ਚ ਸੋਧ ਕਰਨ ਨਾਲ ਇਹ ਸਮਝੌਤੇ ਖ਼ਤਮ ਹੋ ਜਾਣਗੇ।
ਅਰਵਿੰਦ ਕੇਜਰੀਵਾਲ (Arvind Kejriwal) ਦੇ ਪੰਜਾਬ ‘ਚ ਦਿੱਲੀ ਮਾਡਲ ਲਾਗੂ ਕਰਨ ‘ਤੇ ਵੀ ਸਿੱਧੂ ਨੇ ਟਵੀਟ ਕੀਤਾ। ਸਿੱਧੂ ਨੇ ਲਿਖਿਆ ਕਿ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨੂੰ ਬਿਹਤਰ ਸੇਵਾਵਾਂ ਮੁਹੱਈਆ ਕਰਵਾਉਣ ਲਈ ਪੰਜਾਬ ਨੂੰ ਇਕ ਓਰੀਜਨਲ ਪੰਜਾਬ ਮਾਡਲ ਦੀ ਜ਼ਰੂਰਤ ਹੈ, ਕਾਪੀ ਕੀਤੇ ਗਏ ਮਾਡਲ ਦੀ ਨਹੀਂ। ਪੰਜਾਬ 9000 ਕਰੋੜ ਰੁਪਏ ਦੀ ਬਿਜਲੀ ਸਬਸਿਡੀ (Subsidy on Electricity) ਦਿੰਦਾ ਹੈ ਪਰ ਦਿੱਲੀ ਬਿਜਲੀ ਸਬਸਿਡੀ ਦੇ ਰੂਪ ‘ਚ ਸਿਰਫ਼ 1699 ਕਰੋੜ ਦਿੰਦੀ ਹੈ। ਜੇਕਰ ਪੰਜਾਬ ਦਿੱਲੀ ਮਾਡਲ ਦੀ ਨਕਲ ਕਰਦਾ ਹੈ ਤਾਂ ਸਾਨੂੰ ਸਬਸਿਡੀ ਦੇ ਰੂਪ ‘ਚ ਸਿਰਫ਼ 1600-2000 ਕਰੋੜ ਮਿਲਣਗੇ।
