ਪਰਾਲੀ ਸਾੜਨ ਤੋਂ ਰੋਕਣ ਲਈ ਹੁਣ ਪੰਜਾਬ ਪੁਲਿਸ ਵੀ ਸਿੱਧੇ ਐਕਸ਼ਨ ਵਿਚ
ਡੈਸਕ- ਪਰਾਲੀ ਸਾੜਨ ’ਤੇ ਮੁਕੰਮਲ ਰੋਕ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਪੰਜਾਬ ਪੁਲਿਸ ਨੇ ਸਿਵਲ ਪ੍ਰਸ਼ਾਸਨ ਨਾਲ ਮਿਲ ਕੇ ਹੁਣ ਪੂਰੇ ਐਕਸ਼ਨ ਵਿਚ ਹੈ। ਇਕ ਪਾਸੇ ਕਿਸਾਨਾਂ ਨੂੰ ਪਰਾਲੀ ਸਾੜਨ ਦੇ ਮਾੜੇ ਪ੍ਰਭਾਵਾਂ ਬਾਰੇ ਜਾਗਰੂਕ ਕਰਨ ਲਈ ਇਕ ਵਿਸ਼ਾਲ ਮੁਹਿੰਮ ਸ਼ੁਰੂ ਕੀਤੀ ਹੈ ਅਤੇ ਝੋਨੇ ਦੀ ਪਰਾਲੀ ਨੂੰ ਅੱਗ ਲਗਾਉਣ ਵਾਲੇ ਵਿਅਕਤੀਆਂ ਵਿਰੁਧ ਕਾਨੂੰਨੀ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਇਹ ਜਾਣਕਾਰੀ ਅੱਜ ਇਥੇ ਸਪੈਸ਼ਲ ਡਾਇਰੈਕਟਰ ਜਨਰਲ ਆਫ਼ ਪੁਲਿਸ (ਸਪੈਸ਼ਲ ਡੀਜੀਪੀ) ਕਾਨੂੰਨ ਤੇ ਵਿਵਸਥਾ ਅਰਪਿਤ ਸ਼ੁਕਲਾ ਨੇ ਦਿਤੀ।
ਦਸਣਯੋਗ ਹੈ ਕਿ ਪਰਾਲੀ ਸਾੜਨ ਦੇ ਮਾਮਲਿਆਂ ’ਤੇ ਮੁਕੰਮਲ ਰੋਕ ਲਈ ਸੁਪਰੀਮ ਕੋਰਟ ਅਤੇ ਹਵਾ ਗੁਣਵੱਤਾ ਪ੍ਰਬੰਧ ਕਮਿਸ਼ਨ (ਸੀ.ਏ.ਕਿਊ.ਐਮ.) ਦੇ ਨਿਰਦੇਸ਼ਾਂ ਦੀ ਪਾਲਣਾ ਕਰਦਿਆਂ ਡੀਜੀਪੀ ਗੌਰਵ ਯਾਦਵ ਨੇ ਪਰਾਲੀ ਸਾੜਨ ਵਿਰੁਧ ਕਾਰਵਾਈ ਦੀ ਨਿਗਰਾਨੀ ਲਈ ਸਪੈਸ਼ਲ ਡੀਜੀਪੀ ਅਰਪਿਤ ਸ਼ੁਕਲਾ ਨੂੰ ਪੁਲਿਸ ਨੋਡਲ ਅਫ਼ਸਰ ਨਿਯੁਕਤ ਕੀਤਾ ਸੀ। ਡੀਜੀਪੀ ਪੰਜਾਬ ਵਲੋਂ ਸੂਬੇ ਵਿਚ ਪਰਾਲੀ ਸਾੜਨ ਦੇ ਮਾਮਲਿਆਂ ਦੀ ਰੋਜ਼ਾਨਾ ਆਧਾਰ ’ਤੇ ਸਮੀਖਿਆ ਲਈ ਸਾਰੇ ਸੀਨੀਅਰ ਅਧਿਕਾਰੀਆਂ, ਰੇਂਜ ਅਫ਼ਸਰਾਂ, ਸੀਪੀਜ਼/ਐਸਐਸਪੀਜ਼ ਅਤੇ ਸਟੇਸ਼ਨ ਹਾਊਸ ਅਫ਼ਸਰਾਂ (ਐਸਐਚਓਜ਼) ਨਾਲ ਮੀਟਿੰਗਾਂ ਵੀ ਕੀਤੀਆਂ ਜਾ ਰਹੀਆਂ ਹਨ।
ਸਪੈਸ਼ਲ ਡੀਜੀਪੀ ਅਰਪਿਤ ਸ਼ੁਕਲਾ ਨੇ ਕਿਹਾ ਕਿ ਪੁਲਿਸ ਟੀਮਾਂ ਸੂਬੇ ਵਿਚ ਪਰਾਲੀ ਸਾੜਨ ਦੀ ਸਮੱਸਿਆ ਨੂੰ ਨੱਥ ਪਾਉਣ ਲਈ ਸਿਵਲ ਪ੍ਰਸ਼ਾਸਨ ਨਾਲ ਮਿਲ ਕੇ ਜ਼ਮੀਨੀ ਪੱਧਰ ’ਤੇ ਅਣਥੱਕ ਯਤਨ ਕਰ ਰਹੀਆਂ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਡੀਸੀਜ਼/ਐਸਐਸਪੀਜ਼ ਅਤੇ ਐਸਡੀਐਮਜ਼/ਡੀਐਸਪੀਜ਼ ਵਲੋਂ ਪਰਾਲੀ ਸਾੜਨ ਸਬੰਧੀ ਹੌਟਸਪਾਟ ਵਜੋਂ ਦਰਜ ਕੀਤੇ ਗਏ ਪਿੰਡਾਂ ਦੇ ਸਾਂਝੇ ਦੌਰੇ ਕਰਨ ਦੇ ਨਾਲ-ਨਾਲ ਜ਼ਿਲ੍ਹਾ ਅਤੇ ਸਬ-ਡਵੀਜ਼ਨ ਪੱਧਰ ’ਤੇ ਵੱਖ-ਵੱਖ ਕਿਸਾਨਾਂ/ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਨਾਲ ਜਨ ਜਾਗਰੂਕਤਾ ਮੀਟਿੰਗਾਂ ਕੀਤੀਆਂ ਜਾ ਰਹੀਆਂ ਹਨ।
ਹੁਣ ਤਕ ਸੂਬੇ ਵਿਚ ਸੈਟੇਲਾਈਟਾਂ ਰਾਹੀਂ 1393 ਖੇਤਾਂ ਵਿਚ ਪਰਾਲੀ ਸਾੜਨ ਦੀਆਂ ਘਟਨਾਵਾਂ ਦਾ ਪਤਾ ਲੱਗਣ ਉਪਰੰਤ ਜੁਆਇੰਟ ਟੀਮਾਂ ਨੂੰ ਮੌਕੇ ’ਤੇ ਜਾਂਚ ਲਈ ਭੇਜਿਆ ਗਿਆ। ਉਨ੍ਹਾਂ ਦਸਿਆ ਕਿ ਪੁਲਿਸ ਟੀਮਾਂ ਵਲੋਂ 874 ਮਾਮਲਿਆਂ ਵਿਚ ਐਫ਼.ਆਈ.ਆਰ. ਦਰਜ ਕੀਤੀਆਂ ਹਨ, ਜਦਕਿ 471 ਥਾਵਾਂ ’ਤੇ ਪਰਾਲੀ ਸਾੜਨ ਦਾ ਕੋਈ ਮਾਮਲਾ ਨਹੀਂ ਪਾਇਆ ਗਿਆ।
ਹਾਲਾਂਕਿ, 471 ਮਾਮਲਿਆਂ ਦੀ ਰੋਜ਼ਾਨਾ ਡਾਇਰੀ ਰਿਪੋਰਟ (ਡੀ.ਡੀ.ਆਰ.) ਸਬੰਧਤ ਪੁਲਿਸ ਸਟੇਸ਼ਨਾਂ ਵਿਚ ਦਰਜ ਕੀਤੀ ਗਈ ਹੈ। 10.55 ਲੱਖ ਰੁਪਏ ਜੁਰਮਾਨਾ ਲਾਇਆ ਗਿਆ ਹੈ ਅਤੇ 394 ਕਿਸਾਨਾਂ ਦੇ ਮਾਲ ਰਿਕਾਰਡ ਵਿਚ ਰੈੱਡ ਐਂਟਰੀਆਂ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ। ਦਸਣਯੋਗ ਹੈ ਕਿ ਪੁਲਿਸ ਸਟੇਸ਼ਨ ਦੇ ਅਧਿਕਾਰ ਖੇਤਰ ਅਤੇ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਗਿਣਤੀ ਦੇ ਆਧਾਰ ’ਤੇ ਢੁਕਵੀਂ ਗਿਣਤੀ ਵਿਚ ਵਾਧੂ ਗਸ਼ਤ ਪਾਰਟੀਆਂ ਅਤੇ ਉਡਣ ਦਸਤੇ ਪਰਾਲੀ ਸਾੜਨ ਦੀਆਂ ਗਤੀਵਿਧੀਆਂ ’ਤੇ ਲਗਾਤਾਰ ਚੌਕਸੀ ਰੱਖ ਰਹੇ ਹਨ।
