ਡੈਸਕ- ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਪ੍ਰਧਾਨ ਸਰਦਾਰ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਅੱਜ ਐਲਾਨ ਕੀਤਾ ਕਿ ਜਦੋਂ ਪੰਜਾਬ ਵਿਚ ਅਗਲੀ ਸਰਕਾਰ ਅਕਾਲੀ ਦਲ ਦੀ ਬਣੇਗੀ ਹੈ ਤਾਂ ਉਹ ਰਾਜਸਥਾਨ ਨੂੰ ਰਾਵੀ-ਬਿਆਸ ਦਾ 8 ਐਮ ਏ ਐਫ ਯਾਨੀ 50 ਫੀਸਦੀ ਪਾਣੀ ਦੇਣ ਸਮੇਤ ਦਰਿਆਈ ਪਾਣੀਆਂ ਦੀ ਵੰਡ ਬਾਰੇ ਸਾਰੇ ਸਮਝੌਤੇ ਰੱਦ ਕਰੇਗੀ।
ਅਕਾਲੀ ਦਲ ਦੇ ਪ੍ਰਧਾਨ ਜ਼ਿਲ੍ਹਾ ਯੋਜਨਾ ਕਮੇਟੀ ਦੇ ਸਾਬਕਾ ਚੇਅਰਮੈਨ ਦੇ ਪਾਰਟੀ ਦੀ ਜਲੰਧਰ ਸ਼ਹਿਰੀ ਇਕਾਈ ਦੇ ਸਾਬਕਾ ਪ੍ਰਧਾਨ ਸਰਦਾਰ ਗੁਰਚਰਨ ਸਿੰਘ ਚੰਨੀ ਨੂੰ ਮੁੜ ਪਾਰਟੀ ਵਿਚ ਸ਼ਾਮਲ ਕਰਨ ਮਗਰੋਂ ਮੀਡੀਆ ਨੂੰ ਸੰਬੋਧਨ ਕਰ ਰਹੇ ਸਨ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਸਰਦਾਰ ਚੰਨੀ ਨੇ ਮੁੜ ਅਕਾਲੀ ਦਲ ਵਿਚ ਸ਼ਾਮਲ ਹੋਣ ਨਾਲ ਸ਼ਹਿਰ ਦੇ ਨਾਲ-ਨਾਲ ਦੋਆਬਾ ਖੇਤਰ ਵਿਚ ਪਾਰਟੀ ਮਜ਼ਬੂਤ ਹੋਵੇਗੀ।
ਹਾਲ ਹੀ ਵਿਚ ਆਏ ਹੜ੍ਹਾਂ ਤੇ ਇਸ ਨਾਲ ਸੂਬੇ ਵਿਚ ਹੋਏ ਨੁਕਸਾਨ ਦੀ ਗੱਲ ਕਰਦਿਆਂ ਸਰਦਾਰ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਜਦੋਂ ਹੜ੍ਹ ਆਉਂਦੇ ਹਨ ਤਾਂ ਸਾਡੀਆਂ ਜਾਨਾਂ ਦਾ ਨੁਕਸਾਨ ਹੁੰਦਾ ਹੈ ਤੇ ਸਾਡੀਆਂ ਫਸਲਾਂ ਤੇ ਘਰਾਂ ਦਾ ਨੁਕਸਾਨ ਹੁੰਦਾ ਹੈ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਜਦੋਂ ਪਾਣੀ ਦੀ ਲੋੜ ਹੁੰਦੀ ਹੈ ਤਾਂ ਪਾਣੀ ਰਾਜਸਥਾਨ ਤੇ ਹਰਿਆਣਾ ਨੂੰ ਦੇ ਦਿੱਤਾ ਜਾਂਦਾ ਹੈ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਇਹ ਵੱਡਾ ਅਨਿਆਂ ਹੈ ਜੋ ਅਸੀਂ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕਰਾਂਗੇ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਅਗਲੀ ਵਾਰ ਸੂਬੇ ਵਿਚ ਅਕਾਲੀ ਦਲ ਦੀ ਸਰਕਾਰ ਬਣਨ ’ਤੇ ਅਸੀਂ ਪਾਣੀਆਂ ਦੇ ਸਾਰੇ ਸਮਝੌਤੇ ਰੱਦ ਕਰਾਂਗੇ ਅਤੇ ਯਕੀਨੀ ਬਣਾਵਾਂਗੇ ਕਿ ਕਿਸਾਨਾਂ ਨੂੰ ਬੇਸ਼ਕੀਮਤੀ ਪਾਣੀ ਦਾ ਲਾਭ ਮਿਲੇ ਕਿਉਂਕਿ ਹੜ੍ਹਾਂ ਵੇਲੇ ਵੀ ਉਹੀ ਸਭ ਤੋਂ ਵੱਧ ਮਾਰ ਝੱਲਦੇ ਹਨ।
ਸਰਦਾਰ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਦਾ ਇਸ ਵਿਚੋਂ ਲੰਘਦੇ ਦਰਿਆਈ ਪਾਣੀਆਂ ’ਤੇ ਅਨਿੱਖੜਵਾਂ ਹੱਕ ਹੈ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਰਾਈਪੇਰੀਅਨ ਸਿਧਾਂਤ ਵੀ ਇਹ ਸਪਸ਼ਟ ਕਰਦੇ ਹਨ। ਉਹਨਾਂ ਇਹ ਵੀ ਦੱਸਿਆ ਕਿ ਕਿਵੇਂ ਪਿਛਲੀਆਂ ਕਾਂਗਰਸ ਸਰਕਾਰਾਂ ਨੇ ਸੂਬੇ ਤੋਂ 15.85 ਐਮ ਏ ਐਫ ਰਾਵੀ-ਬਿਆਸ ਪਾਣੀਆਂ ਵਿਚੋਂ 8 ਐਮ ਏ ਐਫ ਪਾਣੀ ਰਾਜਸਥਾਨ ਨੂੰ ਦੇ ਦਿੱਤਾ ਹੈ ਹਾਲਾਂਕਿ ਉਹ ਗੈਰ ਰਾਈਪੇਰੀਅਨ ਸਿਧਾਂਤਹਨ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਇਹ ਅਨਿਆਂ ਪੰਜਾਬ ਪੁਨਰਗਠਨ ਐਕਟ ਦੀ ਧਾਰਾ 78 ਕਾਰਨ ਹੋਰ ਉਲਝ ਗਿਆ ਹੈ ਕਿਉਂਕਿ ਇਸ ਐਕਟ ਤਹਿਤ ਭਾਖੜਾ ਤੇ ਬਿਆਸ ਪ੍ਰਾਜੈਕਟਾਂ ਦੀ ਪੰਜਾਬ ਤੇ ਹਰਿਆਣਾ ਦਰਮਿਆਨ ਵੰਡ ਦਾ ਜ਼ਿਕਰ ਹੈ ਤੇ ਅਜਿਹਾ ਨਾ ਕਰਨ ’ਤੇ ਇਹ ਵੰਡ ਕੇਂਦਰ ਸਰਕਾਰ ਕਰੇਗੀ।
ਸਰਦਾਰ ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਅਕਾਲੀ ਦਲ ਨੇ ਹਮੇਸ਼ਾ ਸਤਲੁਜ ਯਮੁਨਾ ਲਿੰਕ ਨਹਿਰ ਦੀ ਉਸਾਰੀ ਖਿਲਾਫ ਲੜਾਈ ਲੜੀ ਹੈ ਤੇ ਇਸ ਵਿਚ ਸਫਲਤਾ ਵੀ ਹਾਸਲ ਕੀਤੀ ਹੈ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ਸਰਦਾਰ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਨੇ ਤਾਂ ਪੰਜਾਬ ਸਤਲੁਜ ਯਮੁਨਾ ਲਿੰਕ ਨਹਿਰ ਜ਼ਮੀਨ ਬਿੱਲ 2016 ਨੂੰ ਵਿਧਾਨ ਸਭਾ ਵਿਚ ਪਾਸ ਕਰਵਾਇਆ ਜਿਸ ਮੁਤਾਬਕ ਐਸ ਵਾਈ ਐਲ ਦੀ ਸਾਰੀ ਜ਼ਮੀਨ ਅਸਲ ਮਾਲਕਾਂ ਦੇ ਹਵਾਲੇ ਕਰ ਦਿੱਤੀ ਗਈ।
ਸਰਦਾਰ ਬਾਦਲ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਅਕਾਲੀ ਦਲ ਇਸ ਲੜਾਈ ਨੂੰ ਹੋਰ ਅੱਗੇ ਲੈ ਕੇ ਜਾਵੇਗਾ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਅਸੀਂ ਇਹ ਮੰਨਦੇ ਹਾਂ ਕਿ ਸਾਰੇ ਦਰਿਆਈ ਪਾਣੀਆਂ ਦੀ ਵੰਡ ਦੇ ਸਮਝੌਤੇ ਸਮੇਂ ਦੀਆਂ ਕਾਂਗਰਸ ਸਰਕਾਰਾਂ ਨੇ ਪੰਜਾਬ ਸਿਰ ਮੜ੍ਹੇ ਹਨ ਤੇ ਇਹ ਕੁਦਰਤੀ ਨਿਆਂ ਦੇ ਕਾਨੂੰਨਾਂ ਦੇ ਖਿਲਾਫ ਹਨ ਤੇ ਇਹ ਰੱਦ ਹੋਣੇ ਚਾਹੀਦੇ ਹਨ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਅਸੀਂ ਕਾਨੂੰਨੀ ਰਾਇ ਹਾਸਲ ਕਰ ਰਹੇ ਹਾਂ ਤੇ ਸੂਬੇ ਵਿਚ ਅਗਲੀ ਸਰਕਾਰ ਬਣਨ ਤੋਂ ਬਾਅਦ ਅਸੀਂ ਇਸ ਦਿਸ਼ਾ ਵਿਚ ਅੱਗੇ ਵਧਾਵਾਂਗੇ।
ਸਰਦਾਰ ਬਾਦਲ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਸ੍ਰੀ ਭਗਵੰਤ ਮਾਨ ਵੱਲੋਂ ਜਾਣ ਬੁੱਝ ਕੇ ਪੰਜਾਬ ਦੀਆਂ ਖੇਤੀ ਜ਼ਮੀਨਾਂ ਨੂੰ ਹੜ੍ਹਾਂ ਦੀ ਮਾਰ ਹੇਠ ਆਉਣ ਦੀ ਆਗਿਆ ਦੇਣ ਅਤੇ ਤਿੰਨ ਦਿਨ ਪਹਿਲਾਂ ਭਾਖੜ ਡੈਮ ਤੋਂ ਫਲੱਡ ਗੇਟ ਖੋਲ੍ਹਣ ਤੋਂ ਪਹਿਲਾਂ ਉਹਨਾਂ ਨੂੰ ਰਾਇ ਨਾ ਦੇਣ ਦੀ ਵੀ ਨਿਖੇਧੀ ਕੀਤੀ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਮੈਨੂੰ ਦੱਸਿਆ ਗਿਆ ਹੈ ਕਿ ਬੀ ਬੀ ਐਮ ਬੀ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਪੰਜਾਬ ਸਰਕਾਰ ਨੈ ਇਹ ਸਲਾਹ ਦਿੱਤੀ ਸੀ ਕਿ ਫਲੱਡ ਗੇਟ ਖੋਲ੍ਹਣ ਤੋਂ 4 ਦਿਨ ਪਹਿਲਾਂ ਹੀ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਸਥਿਤੀ ਸੰਭਾਲਣ ਵਾਸਤੇ ਕਿਹਾ ਗਿਆ ਸੀ।
