ਫ਼ਰੀਦਕੋਟ : ਬੇਅਦਬੀ ਅਤੇ ਕੋਟਕਪੂਰਾ ਗੋਲ਼ੀਕਾਂਡ (Kotkarpura Golikand) ਦੇ ਕਥਿਤ ਮੁਲਜ਼ਮ ਸਾਬਕਾ ਡੀਜੀਪੀ ਸੁਮੇਧ ਸਿੰਘ ਸੈਣੀ ਅਤੇ ਮੋਗਾ ਦੇ ਸਾਬਕਾ ਐੱਸਐੱਸਪੀ ਚਰਨਜੀਤ ਸਿੰਘ ਸ਼ਰਮਾ ਨੇ ਨਾਰਕੋ ਟੈਸਟ ਕਰਵਾਉਣ ਤੋਂ ਸਾਫ਼ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ ਹੈ। ਇਸ ਦੇ ਉਲਟ ਮੁਅੱਤਲ ਆਈਜੀ ਪਰਮਰਾਜ ਸਿੰਘ ਉਮਰਾਨੰਗਲ ਨੇ ਸੁਪੀਰਮ ਕੋਰਟ ਦੀ ਗਾਈਡ ਲਾਈਨ ਮੁਤਾਬਕ ਨਾਰਕੋ ਟੈਸਟ ਕਰਵਾਉਣ ‘ਤੇ ਸਹਿਮਤੀ ਦਿੱਤੀ ਹੈ। ਤਿੰਨੋਂ ਸਾਬਕਾ ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਨੇ ਮੰਗਲਵਾਰ ਨੂੰ ਆਪੋ-ਆਪਣੇ ਵਕੀਲਾਂ ਜ਼ਰੀਏ ਇੱਥੋਂ ਏਸੀਜੇਐੱਮ ਦੀ ਅਦਾਲਤ ‘ਚ ਜਵਾਬ ਦਾਖ਼ਲ ਕੀਤਾ। ਇਸ ਮਾਮਲੇ ‘ਚ ਹੁਣ ਅਗਲੀ ਸੁਣਵਾਈ 9 ਜੁਲਾਈ ਨੂੰ ਰੱਖੀ ਗਈ ਹੈ।
ਜਾਣਕਾਰੀ ਮੁਤਾਬਕ ਕੋਟਕਪੂਰਾ ਗੋਲ਼ੀਕਾਂਡ ਕੇਸ ਦੀ ਪੜਤਾਲ ਦੌਰਾਨ ਏਡੀਜੀਪੀ ਵਿਜੀਲੈਂਸ ਐੱਲਕੇ ਯਾਦਵ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਐੱਸਆਈਟੀ ਨੇ ਪਿਛਲੇ ਮਹੀਨੇ ਸਾਬਕਾ ਡੀਜੀਪੀ ਸੈਣੀ ਸਮੇਤ ਤਿੰਨੋਂ ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਤੋਂ ਚੰਡੀਗੜ੍ਹ ‘ਚ ਪੁੱਛਗਿੱਛ ਕੀਤੀ ਸੀ ਤੇ ਐੱਸਆਈਟੀ ਦਾ ਦੋਸ਼ ਸੀ ਕਿ ਇਹ ਪੁਲਿਸ ਅਧਿਕਾਰੀ ਜਾਂਚ ਵਿਚ ਸਹਿਯੋਗ ਨਹੀਂ ਕਰ ਰਹੇ ਹਨ ਤੇ ਸੱਚ ਲੁਕਾ ਰਹੇ ਹਨ ਜਿਸ ਕਾਰਨ ਇਨ੍ਹਾਂ ਦਾ ਨਾਰਕੋ ਟੈਸਟ ਕਰਵਾਉਣ ਦੀ ਜ਼ਰੂਰਤ ਹੈ। ਇਸੇ ਆਧਾਰ ‘ਤੇ SIT ਨੇ ਫ਼ਰੀਦਕੋਟ ਦੀ ਅਦਾਲਤ ‘ਚ ਅਰਜ਼ੀ ਦੇ ਕੇ ਇਨ੍ਹਾਂ ਪੁਲਿਸ ਮੁਲਾਜ਼ਮਾਂ ਦਾ ਨਾਰਕੋ, ਲਾਈ ਡਿਟੈਕਟਰ ਤੇ ਬ੍ਰੇਨ ਮੈਪਿੰਗ ਟੈਸਟ ਕਰਵਾਉਣ ਦੀ ਇਜਾਜ਼ਤ ਮੰਗੀ ਸੀ ਜਿਸ ‘ਤੇ ਅਦਾਲਤ ਨੇ ਸੰਬੰਧਤ ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਨੋਟਿਸ ਜਾਰੀ ਕਰ ਕੇ ਜਵਾਬ ਮੰਗਿਆ ਸੀ। ਮੰਗਲਵਾਰ ਨੂੰ ਆਪਣਾ ਜਵਾਬ ਦਾਖ਼ਲ ਕਰਦੇ ਹੋਏ ਸਾਬਕਾ ਡੀਜੀਪੀ ਸੈਣੀ ਤੇ ਸਾਬਕਾ ਐੱਸਐੱਸਪੀ ਚਰਨਜੀਤ ਨੇ ਟੈਸਟ ਕਰਵਾਉਣ ਤੋਂ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ ਹੈ ਜਦਕਿ ਮੁਅੱਤਲ ਆਈਜੀ ਉਮਰਾਨੰਗਲ ਨੇ ਨਾਰਕੋ ਟੈਸਟ ਸਬੰਧੀ ਸੁਪਰੀਮ ਕੋਰਟ ਵੱਲੋਂ ਜਾਰੀ ਗਾਈਡਲਾਈਨ ਤਹਿਤ ਟੈਸਟ ਕਰਵਾਉਣ ‘ਤੇ ਸਹਿਮਤੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਕਾਨੂੰਨ ਮੁਤਾਬਕ ਜੇਕਰ ਸੰਬੰਧਤ ਵਿਅਕਤੀ ਟੈਸਟ ਸਬੰਧੀ ਆਪਣੀ ਸਹਿਮਤੀ ਨਹੀਂ ਦਿੰਦਾ ਤਾਂ ਉਸ ਦਾ ਟੈਸਟ ਨਹੀਂ ਕਰਵਾਇਆ ਜਾ ਸਕਦਾ।
ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਇਨ੍ਹਾਂ ਤਿੰਨੋਂ ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਪਹਿਲਾਂ ਵਾਲੀ ਐੱਸਆਈਟੀ ਨੇ ਬਤੌਰ ਮੁਲਜ਼ਮ ਨਾਮਜ਼ਦ ਕਰਦੇ ਹੋਏ ਉਨ੍ਹਾਂ ਖਿਲਾਫ਼ ਅਦਾਲਤ ਵਿਚ ਚਾਰਜਸ਼ੀਟ ਦਾਖ਼ਲ ਕੀਤੀ ਸੀ ਪਰ ਬਾਅਦ ਵਿਚ ਹਾਈ ਕੋਰਟ ਨੇ ਐੱਸਆਈਟੀ ਦੀ ਜਾਂਚ ਰਿਪੋਰਟ ਹੀ ਰੱਦ ਕਰ ਦਿੱਤੀ ਸੀ।
