ਅਮਰੀਕਾ ਵਿਚੋਂ ਡਿਪੋਰਟ ਕੀਤੇ ਜਾਣ ਦੇ ਹੁਕਮਾਂ ਦੀ ਪ੍ਰਵਾਹ ਨਾ ਕਰਦਿਆਂ ਟਰੱਕ ਚਲਾ ਰਹੇ ਅਤੇ ਜਾਨਲੇਵਾ ਹਾਦਸੇ ਨੂੰ ਅੰਜਾਮ ਦੇਣ ਵਾਲੇ ਡਰਾਈਵਰ ਨੇ ਬਲਦੀ ਉਤੇ ਤੇਲ ਪਾਉਣ ਦਾ ਕੰਮ ਕੀਤਾ ਹੈ। ਐਰੀਜ਼ੋਨਾ ਸੂਬੇ ਵਿਚ ਗ੍ਰਿਫ਼ਤਾਰ ਡਰਾਈਵਰ ਕੋਲੋਂ ਪੰਜ ਲਾਇਸੰਸ ਬਰਾਮਦ ਕੀਤੇ ਜਾਣ ਮਗਰੋਂ ਨੌਰਥ ਅਮੈਰਿਕਨ ਪੰਜਾਬੀ ਟ੍ਰਕਿੰਗ ਐਸੋਸੀਏਸ਼ਨ ਦੇ ਮੁੱਖ ਕਾਰਜਕਾਰੀ ਅਫ਼ਸਰ ਰਮਨ ਢਿੱਲੋਂ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਨੇ 2022 ਵਿਚ ਹੀ ਰਾਸ਼ਟਰਪਤੀ ਜੋਅ ਬਾਇਡਨ ਨਾਲ ਮੁਲਾਕਾਤ ਦੌਰਾਨ ਚਿਤਾਵਨੀ ਦੇ ਦਿਤੀ ਸੀ ਕਿ ਨਵੇਂ ਟਰੱਕ ਡਰਾਈਵਰਾਂ ਅਤੇ ਟ੍ਰਾਂਸਪੋਰਟ ਕੰਪਨੀਆਂ ਦੀ ਨਜ਼ਰਸਾਨੀ ਵਿਚ ਲਾਪ੍ਰਵਾਹੀ ਨਾ ਵਰਤੀ ਜਾਵੇ ਅਤੇ ਜੇ ਅਜਿਹਾ ਹੋਇਆ ਤਾਂ ਵੱਡਾ ਸੰਕਟ ਆ ਸਕਦਾ ਹੈ। ‘ਡੇਲੀ ਮੇਲ’ ਦੀ ਰਿਪੋਰਟ ਮੁਤਾਬਕ ਰਮਨ ਢਿੱਲੋਂ ਨੇ ਕਿਹਾ ਕਿ ਬਾਰਡਰ ਪਾਰ ਕਰ ਕੇ ਅਮਰੀਕਾ ਦਾਖਲ ਹੋ ਰਹੇ ਅਤੇ ਦੋ ਮਹੀਨੇ ਵਿਚ ਵਰਕ ਪਰਮਿਟ ਮਿਲਣ ਮਗਰੋਂ ਕੁਝ ਹਫਤਿਆਂ ਵਿਚ ਕਮਰਸ਼ੀਅਲ ਡਰਾਈਵਰਜ਼ ਲਾਇਸੰਸ ਹਾਸਲ ਕਰਨ ਵਾਲੇ ਕਿਹੋ ਜਿਹੀ ਡਰਾਈਵਿੰਗ ਕਰਨਗੇ, ਇਸ ਦਾ ਅੰਦਾਜ਼ਾ ਕੋਈ ਵੀ ਲਾ ਸਕਦਾ ਹੈ। ਬਗੈਰ ਤਜਰਬੇ ਵਾਲੇ ਲੋਕਾਂ ਨੂੰ ਟਰੱਕਾਂ ਦੇ ਸਟੀਅਰਿੰਗ ’ਤੇ ਬਿਠਾ ਦਿਤਾ ਗਿਆ ਅਤੇ ਇਹ ਮਸਲਾ ਸਿਰਫ਼ ਟ੍ਰਕਿੰਗ ਇੰਡਸਟਰੀ ਤੱਕ ਸੀਮਤ ਨਹੀਂ ਸਗੋਂ ਕੌਮੀ ਸੁਰੱਖਿਆ ਦਾ ਬਣ ਜਾਂਦਾ ਹੈ। ਦੂਜੇ ਪਾਸੇ ਨੈਸ਼ਨਲ ਹਾਈਵੇਅ ਸੇਫ਼ਟੀ ਐਡਮਨਿਸਟ੍ਰੇਸ਼ਨ ਨੇ ਜਾਨਲੇਵਾ ਟਰੱਕ ਹਾਦਸਿਆਂ ਬਾਰੇ ਅੰਕੜੇ ਜਾਰੀ ਕਰ ਦਿਤੇ ਜਿਨ੍ਹਾਂ ਮੁਤਾਬਕ 2020 ਦੌਰਾਨ ਟ੍ਰਾਂਸਪੋਰਟ ਟ੍ਰਕਸ ਦੀ ਸ਼ਮੂਲੀਅਤ ਵਾਲੇ ਹਾਦਸਿਆਂ ਵਿਚ 4,945 ਜਣਿਆਂ ਦੀ ਜਾਨ ਗਈ ਪਰ 2021 ਵਿਚ ਅੰਕੜਾ ਵਧ ਕੇ 5,821 ਹੋ ਗਿਆ ਅਤੇ ਇਹ ਵਾਧਾ 16 ਫ਼ੀ ਸਦੀ ਬਣਦਾ ਹੈ। ਇਸ ਮਗਰੋਂ 2022 ਵਿਚ ਅਮਰੀਕਾ ਦੀਆਂ ਸੜਕਾਂ ’ਤੇ ਟਰੱਕ ਹਾਦਸਿਆਂ ਦੌਰਾਨ 5,969 ਲੋਕਾਂਦੀ ਜਾਨ ਗਈ। 2023 ਵਿਚ ਮੌਤਾਂ ਦਾ ਅੰਕੜਾ ਕਿਸੇ ਹੱਦ ਤੱਕ ਹੇਠਾਂ ਆਇਆ ਪਰ 2020 ਵਿਚ ਹੋਈਆਂ ਮੌਤਾਂ ਤੋਂ 10 ਫ਼ੀ ਸਦੀ ਵੱਧ ਰਿਹਾ।
ਚੇਤੇ ਰਹੇ ਕਿ ਬਾਇਡਨ ਸਰਕਾਰ ਨੇ 2021 ਵਿਚ ਸੂਬਾ ਸਰਕਾਰਾਂ ਨੂੰ ਵੱਧ ਤੋਂ ਵੱਧ ਕਮਰਸ਼ੀਅਲ ਡਰਾਈਵਰਜ਼ ਲਾਇਸੰਸ ਜਾਰੀ ਕਰਨ ਦੇ ਰਾਹ ਲੱਭਣ ਦਾ ਸੱਦਾ ਦਿਤਾ ਕਿਉਂਕਿ ਕੋਰੋਨਾ ਮਹਾਂਮਾਰੀ ਕਾਰਨ ਡਰਾਈਵਰਾਂ ਦੀ ਵੱਡੀ ਕਿੱਲਤ ਪੈਦਾ ਹੋ ਗਈ। ਫਰਵਰੀ 2022 ਵਿਚ ਡਰਾਈਵਿੰਗ ਟ੍ਰੇਨਿੰਗ ਅਤੇ ਟੈਸਟ ਸੈਂਟਰਾਂ ਨੂੰ ਆਪਣੇ ਪ੍ਰੋਗਰਾਮਾਂ ਨੂੰ ਖੁਦ ਤਸਦੀਕ ਕਰਨ ਦੀ ਇਜਾਜ਼ਤ ਦੇ ਦਿਤੀ ਗਈ। ਫੈਡਰਲ ਰਜਿਸਟਰੀ ਵਿਚ ਇਸ ਵੇਲੇ 32 ਹਜ਼ਾਰ ਤੋਂ ਵੱਧ ਸੈਲਫ਼ ਰਜਿਸਟ੍ਰਡ ਟ੍ਰੇਨਿੰਗ ਸਕੂਲ ਮੌਜੂਦ ਹਨ। ਇਕ ਪੌਡਕਾਸਟ ਦੌਰਾਨ ਰਮਨ ਢਿੱਲੋਂ ਨੇ ਆਪਣੇ ਜ਼ਿੰਦਗੀ ਦਾ ਸਫ਼ਰ ਸਾਂਝਾ ਕਰਦਿਆਂ ਦੱਸਿਆ ਕਿ ਉਨ੍ਹਾਂ ਦੇ ਪਿਤਾ ਭਾਰਤੀ ਫੌਜ ਵਿਚ ਟਰੱਕ ਚਲਾਉਂਦੇ ਸਨ ਅਤੇ 1990 ਦੇ ਦਹਾਕੇ ਵਿਚ ਉਹ ਪਰਵਾਰ ਨਾਲ ਅਮਰੀਕਾ ਆ ਗਏ। ਸਮਾਂ ਲੰਘਿਆ ਅਤੇ ਪ੍ਰਾਈਮ ਐਕਸਪ੍ਰੈਸ ਟ੍ਰਕਿੰਗ ਕੰਪਨੀ ਦੀ ਨੀਂਹ ਰੱਖੀ ਗਈ ਅਤੇ ਇਸ ਮਗਰੋਂ 2018 ਵਿਚ ਨੌਰਥ ਅਮੈਰਿਕਨ ਪੰਜਾਬੀ ਟ੍ਰਕਿੰਗ ਐਸੋਸੀਏਸ਼ਨ ਹੋਂਦ ਵਿਚ ਆਈ। ਉਧਰ ਐਰੀਜ਼ੋਨਾ ਵਿਚ ਬਾਰਡਰ ਪੈਟਰੋਲ ਏਜੰਟਾਂ ਵੱਲੋਂ ਗ੍ਰਿਫ਼ਤਾਰ ਟਰੱਕ ਡਰਾਈਵਰ ਕੋਲੋਂ ਬਰਾਮਦ ਲਾਇਸੰਸਾਂ ਦੀ ਤਸਵੀਰ ਸਾਂਝੀ ਕੀਤੀ ਜਿਨ੍ਹਾਂ ਵਿਚ ਨਿਊ ਲਰਨਰਜ਼ ਪਰਮਿਟ, ਨਿਊ ਯਾਰਕ ਡਰਾਈਵਰਜ਼ ਲਾਇਸੰਸ, ਓਹਾਇਓ ਡਰਾਈਵਰਜ਼ ਲਾਇਸੰਸ, ਓਹਾਇਹ ਲਰਨਰਜ਼ ਪਰਮਿਟ ਅਤੇ ਓਹਾਇਓ ਕਮਰਸ਼ੀਅਲ ਡਰਾਈਵਰਜ਼ ਲਾਇਸੰਸ ਸ਼ਾਮਲ ਦੱਸੇ ਜਾ ਰਹੇ ਹਨ।
