ਕਾਬੁਲ : ਤਾਲਿਬਾਨ ਨੇ ਅਫਗਾਨਿਸਤਾਨ ‘ਤੇ ਪੂਰੀ ਤਰ੍ਹਾਂ ਕਬਜ਼ਾ ਕਰ ਲਿਆ ਹੈ। ਅਫਗਾਨਿਸਤਾਨ ਵਿਚ ਤਾਲਿਬਾਨ ਸਰਕਾਰ ਦੇ ਗਠਨ ਦੀ ਖਬਰ ਦੇ ਬਾਅਦ ਤੋਂ, ਦੁਨੀਆ ਦੇ ਲਗਭਗ ਸਾਰੇ ਦੇਸ਼ਾਂ ਨੇ ਆਪਣੀ ਪ੍ਰਤੀਕਿਰਿਆ ਦਿੱਤੀ ਹੈ। ਅਮਰੀਕਾ ਅਤੇ ਬ੍ਰਿਟੇਨ ਨੇ ਤਾਲਿਬਾਨ ਸ਼ਾਸਤ ਸਰਕਾਰ ਨੂੰ ਮਾਨਤਾ ਨਾ ਦੇਣ ਦੀ ਗੱਲ ਕਹੀ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਅਫਗਾਨਿਸਤਾਨ ਦੀ ਤਾਜ਼ਾ ਸਥਿਤੀ ਨੂੰ ਦੇਖਦੇ ਹੋਏ ਇਥੇ ਹਫੜਾ -ਦਫੜੀ ਦਾ ਮਾਹੌਲ ਹੈ। ਲੋਕਾਂ ਵਿਚ ਡਰ ਹੈ। ਨਾਗਰਿਕ ਦੇਸ਼ ਛੱਡਣਾ ਚਾਹੁੰਦੇ ਹਨ। ਇਸ ਸਭ ਦੇ ਵਿਚਕਾਰ, ਅਸੀਂ ਤੁਹਾਨੂੰ ਦੱਸਦੇ ਹਾਂ ਕਿ ਕਿਹੜੇ ਮੁਸਲਿਮ ਦੇਸ਼ ਤਾਲਿਬਾਨ ਅਤੇ ਅਫਗਾਨਿਸਤਾਨ ਦਾ ਸਮਰਥਨ ਕਰ ਰਹੇ ਹਨ।
ਪਾਕਿਸਤਾਨ- ਪਾਕਿਸਤਾਨ ਅਫਗਾਨਿਸਤਾਨ ਦਾ ਗੁਆਂਢੀ ਦੇਸ਼ ਹੈ। ਪਾਕਿਸਤਾਨ ਅਫਗਾਨਿਸਤਾਨ ਦੀ ਤਾਜ਼ਾ ਸਥਿਤੀ ‘ਤੇ ਲਗਾਤਾਰ ਨਜ਼ਰ ਰੱਖ ਰਿਹਾ ਹੈ। ਪਾਕਿਸਤਾਨ ਸ਼ਾਇਦ ਤਾਲਿਬਾਨ ਨਾਲ ਆਪਣੇ ਸਬੰਧ ਨਹੀਂ ਦਿਖਾ ਰਿਹਾ ਪਰ ਚਾਹੇ ਉਹ 1996 ਦਾ ਤਾਲਿਬਾਨ ਹੋਵੇ ਜਾਂ 2021 ਦਾ ਤਾਲਿਬਾਨ, ਪਾਕਿਸਤਾਨ ਦੀ ਫੌਜ ਅਤੇ ਖੁਫੀਆ ਏਜੰਸੀ ਆਈਐਸਆਈ ਨਾਲ ਇਸ ਦੇ ਸਬੰਧ ਮਜ਼ਬੂਤ ਹੋਏ ਹਨ। ਪਾਕਿਸਤਾਨ ਦੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਇਮਰਾਨ ਖਾਨ ਨੇ ਵੀ ਅਫਗਾਨਿਸਤਾਨ ‘ਤੇ ਤਾਲਿਬਾਨ ਦੇ ਕਬਜ਼ੇ ਬਾਰੇ ਕਿਹਾ ਕਿ ਹੁਣ ਤਾਲਿਬਾਨ ਬੰਧਨਾਂ ਤੋਂ ਮੁਕਤ ਹੋ ਗਿਆ ਹੈ।
ਕਤਰ- ਮੁਸਲਿਮ ਜਗਤ ਦਾ ਛੋਟਾ ਦੇਸ਼ ਕਤਰ ਅਫਗਾਨਿਸਤਾਨ ਵਿਵਾਦ ਵਿਚ ਅਹਿਮ ਭੂਮਿਕਾ ਨਿਭਾ ਰਿਹਾ ਹੈ। ਤਾਲਿਬਾਨ ਦੇ ਲਗਭਗ ਸਾਰੇ ਰਾਜਨੀਤਿਕ ਦਫਤਰ ਕਤਰ ਵਿਚ ਸਥਿਤ ਹਨ। ਕਤਰ ਵਿਚ ਅਮਰੀਕਾ ਅਤੇ ਤਾਲਿਬਾਨ ਵਿਚਕਾਰ ਗੱਲਬਾਤ ਵੀ ਹੁੰਦੀ ਰਹੀ ਹੈ। ਮਾਹਰਾਂ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਜੇ ਕਤਰ ਤਾਲਿਬਾਨ ਦਾ ਸਮਰਥਨ ਕਰਨਾ ਬੰਦ ਕਰ ਦਿੰਦਾ ਹੈ, ਤਾਂ ਇਸਦਾ ਅੰਤਰਰਾਸ਼ਟਰੀ ਪ੍ਰਭਾਵ ਘੱਟ ਸਕਦਾ ਹੈ।
ਸਾਊਦੀ ਅਰਬ – ਇਸਲਾਮੀ ਦੁਨੀਆ ਦਾ ਸਭ ਤੋਂ ਸ਼ਕਤੀਸ਼ਾਲੀ ਦੇਸ਼, ਸਾਊਦੀ ਅਰਬ ਵਿਚਾਰਧਾਰਾ ਦੇ ਮਾਮਲੇ ਵਿਚ ਵਹਾਬੀ ਦਾ ਸਮਰਥਕ ਰਿਹਾ ਹੈ। ਪਰ ਉਸਨੇ ਅਫਗਾਨਿਸਤਾਨ ਦੀ ਤਾਜ਼ਾ ਸਥਿਤੀ ‘ਤੇ ਚੁੱਪੀ ਧਾਰੀ ਰੱਖੀ ਹੈ। ਸਾਊਦੀ ਅਰਬ ਤਾਲਿਬਾਨ ਬਾਰੇ ਖੁੱਲ੍ਹ ਕੇ ਗੱਲ ਨਹੀਂ ਕਰ ਰਿਹਾ। ਹਾਲਾਂਕਿ, ਹੁਣ ਤੱਕ ਉਹ ਸਿਰਫ ਪਾਕਿਸਤਾਨ ਰਾਹੀਂ ਤਾਲਿਬਾਨ ਨਾਲ ਨਜਿੱਠਦਾ ਰਿਹਾ ਹੈ। 1980 ਦੇ ਦਹਾਕੇ ਵਿਚ ਸਾਊਦੀ ਅਰਬ ਨੇ ਅਫਗਾਨ ਮੁਜਾਹਿਦੀਨ ਦਾ ਖੁੱਲ੍ਹ ਕੇ ਸਮਰਥਨ ਕੀਤਾ ਸੀ।
ਤੁਰਕੀ- ਤੁਰਕੀ ਇਸ ਮਾਮਲੇ ‘ਚ ਖੁੱਲ੍ਹ ਕੇ ਨਹੀਂ ਬੋਲ ਰਿਹਾ ਹੈ। ਹਾਲਾਂਕਿ, ਉਸਦੇ ਇਰਾਦੇ ਤਾਲਿਬਾਨ ਦਾ ਸਮਰਥਨ ਨਹੀਂ ਕਰਦੇ। ਤੁਰਕੀ ਨੇ ਅਫਗਾਨਿਸਤਾਨ ਤੋਂ ਅਮਰੀਕੀ ਫੌਜਾਂ ਦੀ ਵਾਪਸੀ ਦੇ ਬਾਅਦ ਵੀ ਕਾਬੁਲ ਹਵਾਈ ਅੱਡੇ ਦੀ ਸੁਰੱਖਿਆ ਦਾ ਇਰਾਦਾ ਜ਼ਾਹਰ ਕੀਤਾ ਹੈ।
ਈਰਾਨ – ਈਰਾਨ ਇਕ ਸ਼ੀਆ ਬਹੁਗਿਣਤੀ ਵਾਲਾ ਦੇਸ਼ ਹੈ ਅਤੇ ਕੱਟੜ ਸੁੰਨੀ ਸੰਗਠਨ ਸੰਗਠਨ ਦੇ ਨਾਲ ਇਸਦਾ ਮਤਭੇਦ ਪੁਰਾਣਾ ਹੈ। ਈਰਾਨ ਲਈ ਅਫਗਾਨਿਸਤਾਨ ਦੀ ਸਥਿਤੀ ਚਿੰਤਾਜਨਕ ਹੈ। ਈਰਾਨ ਦੀ ਅਫਗਾਨਿਸਤਾਨ ਨਾਲ ਵੀ ਸਰਹੱਦ ਹੈ। ਅਫਗਾਨਿਸਤਾਨ ਨੂੰ ਇਹ ਵੀ ਡਰ ਹੈ ਕਿ ਜੇਕਰ ਅਰਾਜਕਤਾ ਫੈਲ ਗਈ ਤਾਂ ਵੱਡੀ ਗਿਣਤੀ ਵਿਚ ਸ਼ਰਨਾਰਥੀ ਈਰਾਨ ਪਹੁੰਚ ਸਕਦੇ ਹਨ। ਹਾਲ ਹੀ ਵਿਚ, ਈਰਾਨ ਨੇ ਕਾਬੁਲ ਵਿਚ ਆਪਣੇ ਡਿਪਲੋਮੈਟਾਂ ਦੀ ਸੁਰੱਖਿਆ ਲਈ ਤਾਲਿਬਾਨ ਤੋਂ ਗਾਰੰਟੀ ਦੀ ਮੰਗ ਵੀ ਕੀਤੀ ਸੀ।
