VANCOUVER: ਕੈਨੇਡਾ ਦੇ ਕਾਨੂੰਨ ਮੰਤਰੀ ਸੀਨ ਫਰੇਜ਼ਰ ਨੇ ਐਲਾਨ ਕੀਤਾ ਹੈ ਕਿ ਦੇਸ਼ ਦੇ ਅਪਰਾਧਿਕ ਕਾਨੂੰਨਾਂ ਵਿੱਚ ਸੁਧਾਰ ਕਰਨ ਲਈ ਲਿਆਂਦਾ ਗਿਆ ‘ਬੇਲ ਐਂਡ ਸੈਂਟੈਂਸਿੰਗ ਰਿਫਾਰਮ ਐਕਟ’ ਹੁਣ ਅਧਿਕਾਰਤ ਤੌਰ ‘ਤੇ ਕਾਨੂੰਨ ਬਣ ਗਿਆ ਹੈ। ਇਸ ਨਵੇਂ ਐਕਟ ਨੂੰ ਸ਼ਾਹੀ ਮਨਜ਼ੂਰੀ ਮਿਲ ਗਈ ਹੈ। ਸਰਕਾਰ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਇਸ ਨਵੇਂ ਕਾਨੂੰਨ ਦਾ ਮੁੱਖ ਮਕਸਦ ਦੇਸ਼ ਵਿੱਚ ਵਾਰ-ਵਾਰ ਅਪਰਾਧ ਕਰਨ ਵਾਲੇ ਅਤੇ ਹਿੰਸਕ ਅਪਰਾਧੀਆਂ ‘ਤੇ ਨੱਥ ਪਾਉਣਾ ਹੈ, ਤਾਂ ਜੋ ਆਮ ਲੋਕਾਂ ਦੀ ਸੁਰੱਖਿਆ ਨੂੰ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾ ਸਕੇ। ਨਵੇਂ ਕਾਨੂੰਨ ਤਹਿਤ ਕੈਨੇਡਾ ਦੇ ਕ੍ਰਿਮੀਨਲ ਕੋਡ, ਯੂਥ ਕ੍ਰਿਮੀਨਲ ਜਸਟਿਸ ਐਕਟ ਅਤੇ ਨੈਸ਼ਨਲ ਡਿਫੈਂਸ ਐਕਟ ਵਿੱਚ ਲਗਭਗ 80 ਅਹਿਮ ਬਦਲਾਅ ਕੀਤੇ ਗਏ ਹਨ। ਇਹ ਨਵੇਂ ਨਿਯਮ 15 ਜੁਲਾਈ 2026 ਤੋਂ ਦੇਸ਼ ਭਰ ਵਿੱਚ ਲਾਗੂ ਹੋ ਜਾਣਗੇ।
ਕੈਨੇਡਾ, ਜੋ ਕਦੇ ਪ੍ਰਵਾਸੀਆਂ ਦੇ ਸਵਾਗਤ ਲਈ ਜਾਣਿਆ ਜਾਂਦਾ ਸੀ, ਹੁਣ ਆਪਣੀਆਂ ਪ੍ਰਵਾਸ ਨੀਤੀਆਂ ਵਿੱਚ ਇੱਕ ਵੱਡਾ ਅਤੇ ਚਿੰਤਾਜਨਕ ਬਦਲਾਅ ਕਰ ਰਿਹਾ ਹੈ। ਮਾਹਰਾਂ ਅਨੁਸਾਰ, ਦੇਸ਼ ਵਿੱਚ ਵੱਧ ਰਹੀਆਂ ਆਰਥਿਕ ਅਤੇ ਸਮਾਜਿਕ ਮੁਸ਼ਕਲਾਂ ਕਾਰਨ ਸਰਕਾਰ ਨੇ ਨਵੇਂ ਆਉਣ ਵਾਲੇ ਲੋਕਾਂ ਲਈ ‘ਬੂਹੇ ਬੰਦ’ ਕਰਨੇ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੇ ਹਨ। ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮਾਰਕ ਕਾਰਨੀ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਲਿਬਰਲ ਸਰਕਾਰ ਨੇ ਪ੍ਰਵਾਸੀਆਂ ਅਤੇ ਸ਼ਰਨਾਰਥੀਆਂ ਵਿਰੁੱਧ ਸਖ਼ਤ ਰੁਖ਼ ਅਖਤਿਆਰ ਕੀਤਾ ਹੈ। ਹਾਲ ਹੀ ਵਿੱਚ ਪਾਸ ਕੀਤੇ ਗਏ ‘ਬਿੱਲ ਸੀ-12’ ਤਹਿਤ ਸਰਕਾਰ ਨੂੰ ਵੱਡੇ ਪੱਧਰ ‘ਤੇ ਵੀਜ਼ੇ ਰੱਦ ਕਰਨ ਦੇ ਅਧਿਕਾਰ ਮਿਲ ਗਏ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਸ਼ਰਨਾਰਥੀ ਪ੍ਰਣਾਲੀ ਤੱਕ ਪਹੁੰਚ ਨੂੰ ਵੀ ਸੀਮਤ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ, ਜਿਸ ਨੂੰ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਾਰਕੁਨਾਂ ਨੇ ਗੈਰ-ਸੰਵਿਧਾਨਕ ਅਤੇ ਮਨਮਾਨਾ ਦੱਸਿਆ ਹੈ।
ਸਟੈਟਿਸਟਿਕਸ ਕੈਨੇਡਾ ਵੱਲੋਂ ਜਾਰੀ ਕੀਤੇ ਗਏ ਨਵੇਂ ਅੰਕੜਿਆਂ ਅਨੁਸਾਰ, ਦੇਸ਼ ਵਿੱਚ ਲਗਾਤਾਰ ਵਧ ਰਹੀਆਂ ਅਤਿ ਦੇ ਮੌਸਮ ਦੀਆਂ ਘਟਨਾਵਾਂ ਕਾਰਨ ਘਰਾਂ ਅਤੇ ਗੱਡੀਆਂ ਦੇ ਬੀਮੇ ਦੀਆਂ ਕੀਮਤਾਂ ਵਿੱਚ ਭਾਰੀ ਵਾਧਾ ਹੋਇਆ ਹੈ। ਰਿਪੋਰਟ ਮੁਤਾਬਕ, ਦਸੰਬਰ 2019 ਤੋਂ ਦਸੰਬਰ 2025 ਦੇ ਵਿਚਕਾਰ, ਘਰਾਂ ਅਤੇ ਮੋਰਟਗੇਜ ਦੇ ਬੀਮੇ ਦੀਆਂ ਦਰਾਂ ਵਿੱਚ 45 ਫੀਸਦੀ ਦਾ ਵੱਡਾ ਉਛਾਲ ਆਇਆ ਹੈ, ਜੋ ਕਿ ਦੇਸ਼ ਦੀ ਆਮ ਮਹਿੰਗਾਈ ਦਰ 21 ਫੀਸਦੀ ਨਾਲੋਂ ਦੁੱਗਣੇ ਤੋਂ ਵੀ ਜ਼ਿਆਦਾ ਹੈ। ਇਸੇ ਤਰ੍ਹਾਂ, ਸਵਾਰੀ ਗੱਡੀਆਂ ਦੇ ਬੀਮੇ ਦੀਆਂ ਕੀਮਤਾਂ ਵਿੱਚ ਵੀ 23.9 ਫੀਸਦੀ ਦਾ ਵਾਧਾ ਦਰਜ ਕੀਤਾ ਗਿਆ ਹੈ।
ਸਟੈਟਿਸਟਿਕਸ ਕੈਨੇਡਾ ਦੇ ਅੰਕੜਿਆਂ ਮੁਤਾਬਕ ਮੁਲਕ ਵਿਚ ਨਵੇਂ ਆਏ ਪ੍ਰਵਾਸੀਆਂ ਵਿਚ ਮਾਲਕੀ ਦਰ 35.7 ਫ਼ੀ ਦੀ ਤੋਂ ਵਧ ਕੇ 40.2 ਫ਼ੀਸਦੀ ਹੋ ਗਈ ਜਦਕਿ ਕੈਨੇਡਾ ਵਿਚ ਜੰਮਿਆਂ ਦੀ ਮਾਲਕੀ ਦਾ ਅੰਕੜਾ 50.7 ਫ਼ੀਸਦੀ ਤੋਂ ਘਟ ਕੇ 47.8 ਫ਼ੀਸਦੀ ਹੋ ਗਿਆ। ਪੱਕੇ ਹੋਣ ਮਗਰੋਂ ਪਹਿਲੇ ਹੀ ਸਾਲ ਵਿਚ ਮਕਾਨ ਖਰੀਦਣ ਵਾਲੇ ਪ੍ਰਵਾਸੀਆਂ ਵਿਚੋਂ 85 ਫ਼ੀਸਦੀ ਅਜਿਹੇ ਹਨ ਜੋ ਵਰਕ ਪਰਮਿਟ, ਸਟੱਡੀ ਵੀਜ਼ਾ ਜਾਂ ਅਸਾਇਲਮ ਕਲੇਮ ਦੇ ਆਧਾਰ ’ਤੇ ਪਹਿਲਾਂ ਤੋਂ ਹੀ ਕੈਨੇਡਾ ਵਿਚ ਮੌਜੂਦ ਸਨ। ਰਫ਼ਿਊਜੀਆਂ ਦਾ ਜ਼ਿਕਰ ਕੀਤਾ ਜਾਵੇ ਤਾਂ ਕੇਨੇਡਾ ਵਿਚ ਪੰਜ ਸਾਲ ਦੇ ਵਸੇਬੇ ਮਗਰੋਂ ਹਰ 10 ਵਿਚੋਂ ਇਕ ਰਫ਼ਿਊਜੀ ਮਕਾਨ ਮਾਲਕ ਬਣ ਜਾਂਦਾ ਹੈ।
