ਡੈਸਕ- 27 ਸਾਲਾਂ ਬਾਅਦ ਚੰਡੀਗੜ੍ਹ ਵਿਚ ਸਥਿਤ ਕੈਨੇਡਾ ਦਾ ਹਾਈਕ ਕਮਿਸ਼ਨ ਦਫ਼ਤਰ ਆਖਿਰ ਬੰਦ ਹੋ ਗਿਆ ਹੈ। ਇਸ ਦਾ ਕਾਰਨ ਭਾਰਤ-ਕੈਨੇਡਾ ਵਿਚਕਾਰ ਪੈਦਾ ਹੋਇਆ ਤਣਾਅ ਹੈ। ਕੈਨੇਡਾ ‘ਚ ਵਸੇ ਪੰਜਾਬੀਆਂ ਦੇ ਲੰਬੇ ਸੰਘਰਸ਼ ਤੋਂ ਬਾਅਦ ਪੰਜਾਬੀਆਂ ਦੀ ਸਹੂਲਤ ਲਈ ਚੰਡੀਗੜ੍ਹ ਵਿਖੇ ਕੈਨੇਡਾ ਦੇ ਕੌਂਸਲ ਜਨਰਲ ਦਾ 1997 `ਚ ਦਫ਼ਤਰ ਸਥਾਪਿਤ ਕੀਤਾ ਗਿਆ ਸੀ, ਤਾਂ ਜੋ ਪੰਜਾਬੀਆਂ ਲਈ ਵੀਜ਼ਾ ਸਹੂਲਤਾਂ ਚੰਡੀਗੜ੍ਹ ਤੋਂ ਹੀ ਮਿਲ ਸਕਣ
ਪਰ ਹੁਣ 27 ਸਾਲ ਬਾਅਦ ਭਾਰਤ ਤੇ ਕੈਨੇਡਾ ਵਿਚਕਾਰ ਪਦਾ ਹੋਏ ਤਣਾਅ ਕਰ ਕੇ ਇਹ ਦਫ਼ਤਰ ਬੰਦ ਹੋ ਗਿਆ ਹੈ। ਇਸ ਸਬੰਧੀ ਪੰਜਾਬ ਸਰਕਾਰ ਤੇ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਤੇ ਕੈਨੇਡਾ ਵਿਚਲੇ ਪੰਜਾਬੀ ਭਾਈਚਾਰੇ ਵੱਲੋਂ ਕੋਈ ਵੀ ਪ੍ਰਤੀਕਿਰਿਆ ਨਹੀਂ ਆਈ ਹੈ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਪਿਛਲੇ ਸਾਲ ਭਾਰਤ ਸਰਕਾਰ ਵਲੋਂ ਕੈਨੇਡਾ ਦੇ 41 ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਦੇਸ਼ ਛੱਡਣ ਦੇ ਦਿੱਤੇ ਗਏ ਹੁਕਮਾਂ ਕਾਰਨ ਚੰਡੀਗੜ੍ਹ ਦੇ ਦਫ਼ਤਰ ‘ਚ ਕੰਮ ਕਰਨ ਵਾਲੇ ਬਹੁਤੇ ਅਧਿਕਾਰੀ ਕਾਹਲੀ ‘ਚ ਦੇਸ਼ ਛੱਡ ਕੇ ਚਲੇ ਗਏ ਸਨ ਅਤੇ ਉਸ ਕਾਰਨ ਬਾਅਦ ‘ਚ ਅਕਤੂਬਰ 2023 ‘ਚ ਹਾਈਕਮਿਸ਼ਨ ਦੇ ਚੰਡੀਗੜ੍ਹ ਦਫ਼ਤਰ ਨੂੰ ਆਰਜ਼ੀ ਤੌਰ ‘ਤੇ ਬੰਦ ਕਰ ਦਿੱਤਾ ਗਿਆ ਸੀ।
ਭਾਰਤ ਸਰਕਾਰ ਦੇ ਰਵੱਈਏ ‘ਚ ਕੋਈ ਤਬਦੀਲੀ ਨਾ ਆਉਂਦੀ ਵੇਖ ਕੈਨੇਡਾ ਸਰਕਾਰ ਨੇ ਇਹ ਦਫ਼ਤਰ ਬੰਦ ਕਰਨ ਦਾ ਫੈਸਲਾ ਲਿਆ ਸੀ। ਚੰਡੀਗੜ੍ਹ ਦਫ਼ਤਰ ਲਈ ਭਰਤੀ ਕੀਤੇ ਲੋਕਲ ਸਟਾਫ਼ ਨੂੰ 10 ਮਈ ਤੋਂ ਸੇਵਾਵਾਂ ਖ਼ਤਮ ਕਰਨ ਦੇ ਨੋਟਿਸ ਦੇਣ ਤੋਂ ਇਲਾਵਾ ਦਫ਼ਤਰ ਅਤੇ ਕੈਨੇਡੀਅਨ ਪੰਜਾਬ ‘ਚ ਹੀ ਦਫ਼ਤਰ ਖੋਲ੍ਹਿਆ ਜਾਵੇ, ਜਿਸ ਲਈ ਕੈਨੇਡਾ ‘ਚ ਵਸੇ ਪੰਜਾਬੀਆਂ ਨੇ ਲੰਬਾ ਸਮਾਂ ਕਾਫ਼ੀ ਕੋਸ਼ਿਸ਼ਾਂ ਕੀਤੀਆਂ ਅਤੇ ਕੈਨੇਡੀਅਨ ਸਰਕਾਰ ਨੂੰ ਇਸ ਲਈ ਰਾਜ਼ੀ ਕੀਤਾ।
ਸੂਚਨਾ ਅਨੁਸਾਰ ਪਿਛਲੇ ਸਾਲ ਕੈਨੇਡਾ ‘ਚ ਕੋਈ 7 ਲੱਖ ਭਾਰਤੀ ਗਏ, ਉਨ੍ਹਾਂ ‘ਚੋਂ 70 ਪ੍ਰਤੀਸ਼ਤ ਪੰਜਾਬੀ ਸਨ। ਕੈਨੇਡਾ ਵਿਚ ਸਿੱਖ ਨਾਗਰਿਕਾਂ ਦੀ ਗਿਣਤੀ ਭਾਵੇਂ 7 ਲੱਖ ਤੋਂ ਕੁਝ ਵੱਧ ਹੈ, ਪਰ ਪਿਛਲੇ ਕੁਝ ਸਾਲਾਂ ਦੌਰਾਨ ਹਰ ਸਾਲ 2 ਲੱਖ ਦੇ ਕਰੀਬ ਪੰਜਾਬੀ ਪੜ੍ਹਾਈ ਲਈ ਕੈਨੇਡਾ ਜਾ ਰਹੇ ਸਨ ਅਤੇ ਇਸ ਵੇਲੇ ਪੜ੍ਹਨ ਲਈ ਜਾਂ ਆਰਜ਼ੀ ਵੀਜ਼ਿਆਂ ‘ਤੇ ਕੈਨੇਡਾ ਵਿਚਲੇ ਪੰਜਾਬੀਆਂ ਦੀ ਗਿਣਤੀ ਵੀ 10 ਲੱਖ ਤੋਂ ਵੱਧ ਦੱਸੀ ਜਾ ਰਹੀ ਹੈ।
ਕੈਨੇਡਾ ਵਿਚਲੇ 15-20 ਲੱਖ ਪੰਜਾਬੀਆਂ ਨੂੰ ਪੰਜਾਬ ਆਉਣ-ਜਾਣ ਅਤੇ ਉਨ੍ਹਾਂ ਪਰਿਵਾਰਕ ਮੈਂਬਰਾਂ ਨੂੰ ਵੀਜ਼ਿਆਂ ਲਈ ਜੋ ਮੁਸ਼ਕਿਲਾਂ ਆਉਣਗੀਆਂ ਅਤੇ ਜੋ ਖ਼ੱਜਲ- ਖ਼ੁਆਰੀ ਹੋਵੇਗੀ, ਉਸ ਦਾ ਅੰਦਾਜ਼ਾ ਵੀ ਲਗਾਇਆ ਜਾ ਸਕਦਾ ਹੈ।
