ਡੈਸਕ- ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ DAP ਦੇ ਗੈਰ-ਕਾਨੂੰਨੀ ਭੰਡਾਰਨ ਦੇ ਮਾਮਲੇ ‘ਚ ਫ਼ਿਰੋਜ਼ਪੁਰ ਦੇ ਮੁੱਖ ਖੇਤੀਬਾੜੀ ਅਫ਼ਸਰ ਨੂੰ ਮੁਅੱਤਲ ਕਰ ਦਿੱਤਾ ਹੈ। ਇਸ ਮੁਅੱਤਲੀ ਦੌਰਾਨ ਉਹ ਡਾਇਰੈਕਟਰ ਖੇਤੀਬਾੜੀ ਤੇ ਕਿਸਾਨ ਭਲਾਈ ਵਿਭਾਗ ਦੇ ਮੁਹਾਲੀ ਦਫ਼ਤਰ ‘ਚ ਡਿਊਟੀ ਦੇਣਗੇ। ਇਸ ਮੁਅੱਤਲੀ ਤੋਂ ਬਾਅਦ ਫਾਜ਼ਿਲਕਾ ਦੇ ਮੁੱਖ ਖੇਤੀਬਾੜੀ ਅਫ਼ਸਰ ਸੰਦੀਪ ਕੁਮਾਰ ਨੂੰ ਅਗਲੇ ਹੁਕਮਾਂ ਤੱਕ ਮੁੱਖ ਖੇਤੀਬਾੜੀ ਅਫ਼ਸਰ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਸੌਂਪੀ ਗਈ ਹੈ। ਇਹ ਕਾਰਵਾਈ ਨੂੰ ਖੇਤੀਬਾੜੀ ਮੰਤਰੀ ਦੇ ਹੁਕਮਾਂ ਦੇ ਤਹਿਤ ਕੀਤਾ ਗਿਆ ਹੈ।
ਹੁਣ ਤੱਕ ਜੋ ਜਾਣਕਾਰੀ ਮਿਲੀ ਹੈ ਉਸ ਅਨੁਸਾਰ ਵਿਭਾਗ ਨੂੰ ਇਸ ਸਬੰਧੀ ਫ਼ਿਰੋਜ਼ਪੁਰ ਦੇ ਡੀਸੀ ਉਨ੍ਹਾਂ ਪੱਤਰ ਲਿਖਿਆ ਹੈ। ਇਸ ਵਿੱਚ ਦੱਸਿਆ ਸੀ ਕਿ ਉਪ ਮੰਡਲ ਮੈਜਿਸਟਰੇਟ ਫ਼ਿਰੋਜ਼ਪੁਰ ਦੀ ਨਿਗਰਾਨੀ ਹੇਠ ਮੈਸਰਜ਼ ਸਚਦੇਵਾ ਟਰੈਂਡਜ਼ ਦੇ ਵੱਖ-ਵੱਖ ਗੁਦਾਮਾਂ ਦਾ ਨਿਰੀਖਣ ਕੀਤਾ ਗਿਆ ਸੀ। ਇਸ ਦੌਰਾਨ ਉਨ੍ਹਾਂ ਨੂੰ 161.8 ਮੀਟ੍ਰਿਕ ਟਨ ਡੀਏਪੀ ਖਾਦ ਮਿਲੀ ਹੈ ਜੋ ਕਿ ਗੈਰ-ਕਾਨੂੰਨੀ ਢੰਗ ਨਾਲ ਸਟੋਰ ਕੀਤੀ ਗਈ ਸੀ। ਜਾਂਚ ਦੌਰਾਨ ਪਤਾ ਚੱਲਿਆ ਹੈ ਕਿ ਫਰਮ ਦੇ ਮਾਲਕਾਂ ਨੇ ਇਸ ਸਬੰਧ ‘ਚ ਕੋਈ ਰਿਕਾਰਡ ਪੇਸ਼ ਨਹੀਂ ਕੀਤਾ ਹੈ।
ਇਸ ਸਬੰਧੀ ਜਦੋਂ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਦੀ ਤਰਫ਼ੋਂ ਮੁੱਖ ਖੇਤੀਬਾੜੀ ਅਫ਼ਸਰ ਜਗੀਰ ਸਿੰਘ ਨੂੰ ਇਸ ਬਾਰੇ ਪੁੱਛਿਆ ਗਿਆ ਤਾਂ ਉਨ੍ਹਾਂ ਨੇ ਵੀ ਕੋਈ ਤਸੱਲੀਬਖ਼ਸ਼ ਜਵਾਬ ਨਹੀਂ ਦਿੱਤਾ। ਜਦੋਂ ਕਿ ਡੀਏਪੀ ਦੀ ਕਮੀ ਨੂੰ ਦੇਖਦੇ ਹੋਏ ਮੁੱਖ ਖੇਤੀਬਾੜੀ ਅਫ਼ਸਰ ਨੂੰ ਜਾਂਚ ਦੇ ਹੁਕਮ ਪਹਿਲਾਂ ਹੀ ਦਿੱਤੇ ਗਏ ਸਨ। ਇਸ ਗੰਭੀਰ ਅਣਗਹਿਲੀ ਕਾਰਨ ਮੁੱਖ ਖੇਤੀਬਾੜੀ ਅਫਸਰ ਵਿਰੁੱਧ ਕਾਰਵਾਈ ਕੀਤੀ ਗਈ ਹੈ। ਉਨ੍ਹਾਂ ਖਿਲਾਫ਼ ਪੰਜਾਬ ਸਿਵਲ ਸਰਵਿਸਿਜ਼ ਸਜ਼ਾ ਅਤੇ ਅਧੀਨਗੀ ਨਿਯਮ, 1970 ਦੇ ਰੂਲ 8 ਤਹਿਤ ਚਾਰਜਸ਼ੀਟ ਦਾਇਰ ਕਰਨ ਦਾ ਫੈਸਲਾ ਲਿਆ ਗਿਆ ਹੈ।
ਤੁਰੰਤ ਪ੍ਰਭਾਵ ਨਾਲ ਕੀਤਾ ਮੁਅੱਤਲ
ਇਸ ਮਾਮਲੇ ਨੂੰ ਵੇਖਦੇ ਹੋਏ ਉਨ੍ਹਾਂ ਨੂੰ ਤੁਰੰਤ ਪ੍ਰਭਾਵ ਦੇ ਨਾਲ ਮੁਅੱਤਲ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਇਸ ਮੁਅੱਤਲੀ ਦੇ ਦੌਰਾਨ ਉਹ ਖੇਤੀਬਾੜੀ ਵਿਭਾਗ ਦੇ ਮੁੱਖ ਦਫ਼ਤਰ ਮੁਹਾਲੀ ਵਿਖੇ ਆਪਣੀ ਡਿਊਟੀ ਨਿਭਾਉਣਗੇ। ਫ਼ਾਜ਼ਿਲਕਾ ਦੇ ਖੇਤੀਬਾੜੀ ਅਫ਼ਸਰ ਨੂੰ ਫ਼ਿਰੋਜ਼ਪੁਰ ਦਾ ਵੀ ਵਾਧੂ ਚਾਰਜ ਦੇ ਦਿੱਤਾ ਗਿਆ ਹੈ।
