Ottawa- ਰਿਹਾਇਸ਼ੀ ਸੰਕਟ ਲਗਾਤਾਰ ਕੈਨੇਡਾ ਲਈ ਇੱਕ ਖ਼ਤਰੇ ਦੀ ਘੰਟੀ ਬਣ ਰਿਹਾ ਹੈ, ਕਿਉਂਕਿ ਜਿਸ ਹਿਸਾਬ ਨਾਲ ਦੇਸ਼ ਦੀ ਜਨਸੰਖਿਆ ’ਚ ਵਾਧਾ ਹੋ ਰਿਹਾ ਹੈ, ਉਸ ਦਰ ਨਾਲ ਘਰਾਂ ਦੀ ਕਮੀ ਹੈ। ਅਕਾਦਮਿਕ, ਵਪਾਰਕ ਬੈਂਕ ਅਤੇ ਨੀਤੀ ਵਿਚਾਰਕ ਸਾਰੇ ਟਰੂਡੋ ਸਰਕਾਰ ਨੂੰ ਚਿਤਾਵਨੀ ਦੇ ਰਹੇ ਹਨ ਕਿ ਇਮੀਗ੍ਰੇਸ਼ਨ ਰਾਹੀਂ ਦੇਸ਼ ਦੀ ਵੱਧ ਰਹੀ ਜਨਸੰਖਿਆ ਰਿਹਾਇਸ਼ ਦੇ ਸੰਕਟ ਨੂੰ ਵਧਾ ਰਹੀ ਹੈ। ਟੋਰਾਂਟੋ ਮੈਟਰੋਪਾਲੀਟਨ ਯੂਨੀਵਰਸਿਟੀ ’ਚ ਡਾਟਾ ਸਾਇੰਸ ਅਤੇ ਰੀਅਲ ਅਸਟੇਟ ਪ੍ਰਬੰਧਨ ਦੇ ਪ੍ਰੋਫ਼ੈਸਰ ਮੁਰਤਜਾ ਹੈਦਰ ਨੇ ਕਿਹਾ ਕਿ ਕੈਨੇਡਾ ’ਚ ਰਿਹਾਇਸ਼ ਅਫੋਰਡੇਬਿਲਟੀ ਦਾ ਮੁੱਢਲਾ ਕਾਰਨ ਜਨਸੰਖਿਆ ’ਚ ਵਾਧੇ ਦੇ ਬਰਾਬਰ ਵਧੇਰੇ ਘਰ ਬਣਾਉਣ ਦੀ ਸਾਡੀ ਅਸਮਰੱਥਾ ਹੈ। ਜੁਲਾਈ ਦੇ ਅੰਤ ’ਚ ਟੀ. ਡੀ. ਵਲੋਂ ਜਾਰੀ ਕੀਤੀ ਗਈ ਰਿਪੋਰਟ ’ਚ ਵੀ ਇਹ ਚਿਤਾਵਨੀ ਦਿੱਤੀ ਗਈ ਸੀ ਕਿ ਇਮੀਗ੍ਰੇਸ਼ਨ ਨੀਤੀ ਨੂੰ ਜਾਰੀ ਰੱਖਣ ਨਾਲ ਸਿਰਫ਼ ਦੋ ਸਾਲਾਂ ਦੇ ਅੰਦਰ ਹੀ ਰਿਹਾਇਸ਼ ਦੀ ਕਮੀ ਲਗਭਗ ਅੱਧੇ ਮਿਲੀਅਨ ਤੱਕ ਵੱਧ ਸਕਦੀ ਹੈ।
ਪਰ ਲਿਬਰਲ ਦੇਸ਼ ’ਚ ਹੋਰ ਵਧੇਰੇ ਲੋਕਾਂ ਨੂੰ ਲਿਆਉਣ ਦੀ ਆਪਣੀ ਵਚਨਬੱਧਤਾ ਨੂੰ ਦੁੱਗਣਾ ਕਰ ਰਹੇ ਹਨ ਅਤੇ ਉਨ੍ਹਾਂ ਦਾ ਤਰਕ ਹੈ ਕਿ ਕੈਨੇਡਾ ਨੂੰ ਅਰਥ ਵਿਵਸਥਾ ਦਾ ਸਮਰਥਨ ਕਰਨ ਅਤੇ ਉਨ੍ਹਾਂ ਘਰਾਂ ਦਾ ਨਿਰਮਾਣ ਲਈ ਉੱਚ ਇਮੀਗ੍ਰੇਸ਼ਨ ਦੀ ਸਖ਼ਤ ਲੋੜ ਹੈ। ਇਮੀਗ੍ਰੇਸ਼ਨ ਮੰਤਰੀ ਮਾਰਕ ਮਿਲਰ ਨੇ ਇੱਕ ਇੰਟਰਵਿਊ ਦੌਰਾਨ ਕਿਹਾ, ‘‘ਇਮੀਗ੍ਰੇਸ਼ਨ ਦੇ ਪੱਧਰਾਂ ਨੂੰ ਦੇਖਦਿਆਂ, ਜਿਸ ਨੂੰ ਅਸੀਂ ਹਾਲ ਹੀ ’ਚ ਇੱਕ ਕੈਬਨਿਟ, ਇੱਕ ਸਰਕਾਰ ਦੇ ਰੂਪ ’ਚ ਮਨਜ਼ੂਰੀ ਦਿੱਤੀ ਹੈ, ਅਸੀਂ ਉਨ੍ਹਾਂ ਜਨਸੰਖਿਆਵਾਂ ਨੂੰ ਘੱਟ ਕਰਨ ਦਾ ਜ਼ੋਖ਼ਮ ਨਹੀਂ ਚੁੱਕ ਸਕਦੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅਜਿਹਾ ਇਸ ਲਈ ਹੈ ਕਿਉਂਕਿ ਕੈਨੇਡਾ ’ਚ ਬਜ਼ੁਰਗਾਂ ਦੀ ਵਧਦੀ ਆਬਾਦੀ ਕਾਰਨ ਜਨਤਕ ਵਿੱਤ ’ਤੇ ਦਬਾਅ ਪੈਣ ਦਾ ਖ਼ਤਰਾ ਹੈ, ਕਿਉਂਕਿ ਸਿਹਤ ਦੇਖਭਾਲ ਦੀਆਂ ਲੋੜਾਂ ਵੱਧ ਸਕਦੀਆਂ ਹਨ ਅਤੇ ਟੈਕਸ ਆਧਾਰ ਸੁੰਗੜ ਸਕਦਾ ਹੈ।
ਵਪਾਰਕ ਬੈਂਕ ਦੇ ਮੁੱਖ ਅਰਥ ਸ਼ਾਸਤਰੀ ਬੀਟਾ ਕੈਰੇਨਸੀ ਵਲੋਂ ਸਹਿ-ਲਿਖਤ ਟੀ. ਡੀ. ਰਿਪੋਰਟ ’ਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਅਰਥ ਸ਼ਾਸਤਰੀ ਹੀ ਹਨ, ਜਿਹੜੇ ਕੈਨੇਡਾ ਦੀ ਵਧਦੀ ਆਬਾਦੀ ਦੇ ਆਰਥਿਕ ਨਤੀਜਿਆਂ ਦੇ ਬਾਰੇ ’ਚ ਚਿਤਾਵਨੀ ਦਿੰਦੇ ਹਨ। ਰਿਪੋਰਟ ’ਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਕੁਸ਼ਲ ਅਧਾਰਿਤ ਇਮੀਗ੍ਰੇਸ਼ਨ ’ਚ ਵਾਧੇ ਨੇ ਇੱਕ ਹੱਲ ਪੇਸ਼ ਕੀਤਾ ਹੈ। ਸਰਕਾਰੀ ਨੀਤੀਆਂ ਨੇ ਕੰਮ ਕੀਤਾ ਹੈ ਪਰ ਹੁਣ ਇਹ ਸਵਾਲ ਹੈ ਕਿ ਕੀ ਜਨਸੰਖਿਆ ’ਚ ਅਚਾਨਕ ਉਛਾਲ ਬਹੁਤ ਤੇਜ਼ ਹੋ ਗਿਆ ਹੈ? ਦੱਸ ਦਈਏ ਕਿ ਫੈਡਰਲ ਸਰਕਾਰ ਦੀ ਨਵੀਂ ਇਮੀਗ੍ਰੇਸ਼ਨ ਯੋਜਨਾ, ਜਿਹੜੀ ਕਿ ਪਿਛਲੇ ਸਾਲ ਜਾਰੀ ਕੀਤੀ ਸੀ, ਮੁਤਾਬਕ ਕੈਨੇਡਾ 2025 ਤੱਕ ਹਰ ਸਾਲ 500,000 ਅਪ੍ਰਵਾਸੀਆਂ ਦਾ ਸਵਾਗਤ ਕਰੇਗਾ। ਇਸ ਦੇ ਉਲਟ ਸਾਲ 2015 ਲਈ ਇਮੀਗ੍ਰੇਸ਼ਨ ਦਾ ਉਦੇਸ਼ 300,000 ਤੋਂ ਘੱਟ ਸੀ। ਕੈਨੇਡਾ ’ਚ ਆਉਣ ਵਾਲੇ ਅਸਥਾਈ ਨਿਵਾਸੀਆਂ ਦੀ ਗਿਣਤੀ ’ਚ ਵੀ ਤੇਜ਼ੀ ਦੇਖੀ ਜਾ ਰਹੀ ਹੈ, ਜਿਨ੍ਹਾਂ ’ਚ ਕੌਮਾਂਤਰੀ ਵਿਦਿਆਰਥੀ ਅਤੇ ਵਿਦੇਸ਼ੀ ਕਰਮਚਾਰੀ ਸ਼ਾਮਿਲ ਹਨ। ਸਾਲ 2022 ’ਚ ਕੈਨੇਡਾ ਦੀ ਜਨਸੰਖਿਆ ’ਚ 10 ਲੱਖ ਤੋਂ ਵਧੇਰੇ ਦਾ ਵਾਧਾ ਦਰਜ ਕੀਤਾ ਗਿਆ, ਜਿਨ੍ਹਾਂ ’ਚ 607,782 ਗ਼ੈਰ-ਸਥਾਈ ਵਾਸੀ ਅਤੇ 437,180 ਅਪ੍ਰਵਾਸੀ ਸ਼ਾਮਿਲ ਸਨ।
