ਮਾਨ ਸਰਕਾਰ ਨੇ ਭਾਜਪਾ ਉਮੀਦਵਾਰ ਨੂੰ ਦਿੱਤੇ ‘ਹਾਜ਼ਰ ਹੋ’ ਦੇ ਹੁਕਮ
ਡੈਸਕ- ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਵਿਚਾਲੇ ਬਠਿੰਡਾ ਤੋਂ ਭਾਰਤੀ ਜਨਤਾ ਪਾਰਟੀ (BJP) ਦੀ ਉਮੀਦਵਾਰ ਪਰਮਪਾਲ ਕੌਰ ਸਿੱਧੂ ਦੀਆਂ ਮੁਸ਼ਕਿਲਾਂ ਵਧਦੀਆਂ ਨਜ਼ਰ ਆ ਰਹੀਆਂ ਹਨ। ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਹੁਕਮਾਂ ਦੇ ਬਾਵਜੂਦ V.R.S. ਦੀ ਅਰਜ਼ੀ ਕੇਂਦਰ ਤੋਂ ਮਨਜ਼ੂਰ ਕਰਵਾ ਕੇ ਭਾਜਪਾ ਉਮੀਦਵਾਰ ਬਣੀ ਪਰਮਪਾਲ ਕੌਰ ਨੂੰ ਭਗਵੰਤ ਮਾਨ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਆਮ ਆਦਮੀ ਪਾਰਟੀ (AAP) ਸਰਕਾਰ ਨੇ ਤੁਰੰਤ ਡਿਊਟੀ ਤੇ ਹਾਜ਼ਰ ਹੋਣ ਲਈ ਹੈ। ਸਰਕਾਰ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਜਲਦੀ ਹੀ ਕੇਂਦਰ ਨੂੰ ਪੱਤਰ ਲਿਖੇਗੀ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਪਰਮਪਾਲ ਕੌਰ ਵੱਲੋਂ ਦਿੱਤੇ V.R.S. ਦੇ ਨੋਟਿਸ ਪੀਰੀਅਡ ਨੂੰ ਆਧਾਰ ਬਣਾਇਆ ਹੈ।
ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਹੁਕਮ ਜਾਰੀ ਕਰਦਿਆਂ ਕਿਹਾ ਹੈ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਸੇਵਾਮੁਕਤ ਜਾਂ ਸੇਵਾ ਤੋਂ ਮੁਕਤ ਨਹੀਂ ਮੰਨਿਆ ਜਾ ਸਕਦਾ। ਅਧਿਕਾਰੀਆਂ ਨੇ ਵੀਆਰਐਸ ਲੈਣ ਲਈ ਝੂਠੇ ਆਧਾਰ ਦੇਣ ਦੇ ਇਲਜ਼ਾਮ ਵੀ ਲਗਾਏ ਹਨ। ਉਹਨਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਉਹ (ਪਰਮਪਾਲ) ਪਹਿਲਾਂ ਤੋਂ ਹੀ ਸਿਆਸੀ ਸਰਗਰਮੀਆਂ ਵਿੱਚ ਰੁੱਝੀ ਹੋਈ ਸੀ।
ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਪਰਮਪਾਲ ਕੌਰ ਸਿੱਧੂ ਅਕਾਲੀ ਦਲ ਦੇ ਆਗੂ ਸਿਕੰਦਰ ਸਿੰਘ ਮਲੂਕਾ ਦੀ ਨੂੰਹ ਹਨ। ਸਰਕਾਰ ਵੱਲੋਂ ਉਨ੍ਹਾਂ ਨੂੰ ਲਿਖੇ ਪੱਤਰ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਪੰਜਾਬ ਪ੍ਰਸੋਨਲ ਵਿਭਾਗ ਅਨੁਸਾਰ ਉਨ੍ਹਾਂ ਦਾ ਨੌਕਰੀ ਛੱਡਣ ਦਾ ਤਿੰਨ ਮਹੀਨਿਆਂ ਦਾ ਨੋਟਿਸ ਪੀਰੀਅਡ ਪੂਰਾ ਕਰਨਾ ਪਵੇਗਾ।
ਪੰਜਾਬ ਦੀ ‘AAP’ ਸਰਕਾਰ ਨੇ ਪਰਮਪਾਲ ਕੌਰ ਦੀ ਵੀ.ਆਰ.ਐਸ. ਨੂੰ ਸੇਵਾ ਤੋਂ ਮਨਜ਼ੂਰੀ ਦੇਣ ਦਾ ਕੋਈ ਹੁਕਮ ਪਾਸ ਨਹੀਂ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਤੇ ਅਣਅਧਿਕਾਰਤ ਤਰੀਕੇ ਨਾਲ ਐਮਡੀ ਦੇ ਅਹੁਦੇ ਦਾ ਚਾਰਜ ਸੰਭਾਲਣ ਦਾ ਵੀ ਇਲਜ਼ਾਮ ਹੈ। ਪਰਮਪਾਲ ਕੌਰ ਕਰੀਬ ਇੱਕ ਮਹੀਨੇ ਤੋਂ ਬਠਿੰਡਾ ਵਿੱਚ ਚੋਣ ਪ੍ਰਚਾਰ ਕਰ ਰਹੇ ਹਨ। ਜਦੋਂ BJP ਨੇ ਦਾਅਵਾ ਕੀਤਾ ਸੀ ਕਿ ਉਹਨਾਂ ਨੇ ਪਾਰਟੀ ਵਿੱਚ ਸ਼ਾਮਿਲ ਹੋੋਣ ਤੋਂ ਪਹਿਲਾਂ ਹੀ V.R.S. ਲੈ ਲਿਆ ਸੀ।
ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਜਾਰੀ ਕੀਤੇ ਗਏ ਪੱਤਰ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਆਲ ਇੰਡੀਆ ਸਰਵਿਸਿਜ਼ (IAS) ਨਿਯਮ, 1958 ਦੇ ਨਿਯਮ 16 (2) ਵਿੱਚ ਸਪੱਸ਼ਟ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਨੋਟਿਸ ਪੀਰੀਅਡ ਵਿੱਚ ਢਿੱਲ ਸਿਰਫ਼ ਰਾਜ ਦੁਆਰਾ ਦਿੱਤੀ ਜਾ ਸਕਦੀ ਹੈ। ਜਦੋਂ ਕਿ ਅਜੇ ਇਹ ਮਾਮਲਾ ਸੂਬਾ ਸਰਕਾਰ ਦੇ ਵਿਚਾਰ ਅਧੀਨ ਸੀ। ਇਸ ਦੇ ਬਾਵਜੂਦ ਪਰਮਪਾਲ ਕੌਰ ਨੇ 07 ਅਪ੍ਰੈਲ ਨੂੰ ਸਕੱਤਰ DOPT ਰਾਹੀਂ ਭਾਰਤ ਸਰਕਾਰ ਨੂੰ ਸਿੱਧਾ ਇੱਕ ਪੱਤਰ ਲਿਖਿਆ।ਜਿਸ ਵਿੱਚ ਉਹਨਾਂ ਨੇ ਆਪਣੀ ਮਾਂ ਦੇ ਬਿਮਾਰ ਹੋਣ ਦਾ ਜ਼ਿਕਰ ਕੀਤਾ ਹੈ।
ਕੇਂਦਰ ਨੇ 12 ਅਪ੍ਰੈਲ ਨੂੰ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਪੱਤਰ ਲਿਖ ਕੇ ਪਰਮਪਾਲ ਕੌਰ ਦਾ VRS ਸਵੀਕਾਰ ਕਰਨ ਲਈ ਕਿਹਾ ਸੀ। ਪਰ ਨਿਯਮ 16(2) ਦੀਆਂ ਲੋੜਾਂ ਵਿੱਚ ਢਿੱਲ ਦੇਣ ਵਾਲਾ ਕੋਈ ਆਰਡਰ ਨਹੀਂ ਸੀ ਦਿੱਤਾ ਗਿਆ। ਹੁਣ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਪੰਜਾਬ ਸਰਕਾਰ ਕੇਂਦਰ ਨੂੰ ਵੱਖਰਾ ਪੱਤਰ ਵੀ ਲਿਖਣ ਜਾ ਰਹੀ ਹੈ।
ਇਸ ਦੇ ਨਾਲ ਹੀ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਦਲੀਲ ਦਿੱਤੀ ਹੈ ਕਿ ਸੂਬੇ ਨੂੰ IAS ਅਧਿਕਾਰੀਆਂ ਦੀ ਘਾਟ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪੈ ਰਿਹਾ ਹੈ। 231 ਵਿੱਚੋਂ ਸਿਰਫ਼ 192 ਪੰਜਾਬ ਕੋਲ ਹਨ।
