ਫੀਫਾ ਵਿਸ਼ਵ ਕੱਪ ਤੋਂ ਪਹਿਲਾਂ ਓਨਟਾਰੀਓ ਸਰਕਾਰ ਵੱਲੋਂ ਟਿਕਟਾਂ ਦੀ ਕਾਲਾਬਾਜ਼ਾਰੀ ਖ਼ਿਲਾਫ਼ ਸਖ਼ਤ ਕਾਰਵਾਈ
Toronto- ਟੋਰਾਂਟੋ ‘ਚ ਫੀਫਾ ਵਿਸ਼ਵ ਕੱਪ 2026 ਦੇ ਪਹਿਲੇ ਮੈਚ ਤੋਂ ਕੁਝ ਦਿਨ ਪਹਿਲਾਂ ਓਨਟਾਰੀਓ ਸਰਕਾਰ ਨੇ ਟਿਕਟਾਂ ਦੀ ਗੈਰ-ਕਾਨੂੰਨੀ ਮੁੜ ਵਿਕਰੀ (ਕਾਲਾਬਾਜ਼ਾਰੀ) ਖ਼ਿਲਾਫ਼ ਸਖ਼ਤ ਕਦਮ ਚੁੱਕਦਿਆਂ ਜੁਰਮਾਨਿਆਂ ‘ਚ ਵੱਡਾ ਵਾਧਾ ਕਰਨ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ।
ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਦੱਸਿਆ ਹੈ ਕਿ ਗੈਰ-ਕਾਨੂੰਨੀ ਢੰਗ ਨਾਲ ਟਿਕਟਾਂ ਨੂੰ ਅਸਲ ਕੀਮਤ ਤੋਂ ਵੱਧ ਰੇਟ ‘ਤੇ ਵੇਚਣ ਵਾਲਿਆਂ ਲਈ ਵੱਧ ਤੋਂ ਵੱਧ ਜੁਰਮਾਨਾ 10,000 ਡਾਲਰ ਤੋਂ ਵਧਾ ਕੇ 25,000 ਡਾਲਰ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਇਹ ਵਾਧੂ ਜੁਰਮਾਨਾ ਖਾਸ ਤੌਰ ‘ਤੇ ਦੁਬਾਰਾ ਉਲੰਘਣਾ ਕਰਨ ਵਾਲਿਆਂ ‘ਤੇ ਲਾਗੂ ਹੋਵੇਗਾ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਅਜਿਹੀਆਂ ਟਿਕਟ ਵਿਕਰੀ ਕੰਪਨੀਆਂ ਦੇ ਨਾਮ ਵੀ ਜਨਤਕ ਕੀਤੇ ਜਾਣਗੇ ਜੋ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਦੀਆਂ ਪਾਈਆਂ ਜਾਣਗੀਆਂ।
ਹਾਲਾਂਕਿ ਕੁਝ ਮਾਹਿਰਾਂ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਇਸ ਨਾਲ ਖਪਤਕਾਰਾਂ ਨੂੰ ਲਾਭ ਦੀ ਬਜਾਏ ਨੁਕਸਾਨ ਹੋ ਸਕਦਾ ਹੈ। ਖਪਤਕਾਰ ਅਧਿਕਾਰਾਂ ਲਈ ਕੰਮ ਕਰਨ ਵਾਲੀ ਸੰਸਥਾ ਦੇ ਨੀਤੀ ਨਿਰਦੇਸ਼ਕ ਡੇਵਿਡ ਕਲੇਮੈਂਟ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਨਵੇਂ ਨਿਯਮਾਂ ਕਾਰਨ ਟਿਕਟਾਂ ਦੀ ਮੁੜ ਵਿਕਰੀ ਖਤਮ ਨਹੀਂ ਹੋਵੇਗੀ, ਸਗੋਂ ਇਹ ਨਿਯਮਤ ਅਤੇ ਸੁਰੱਖਿਅਤ ਮੰਚਾਂ ਤੋਂ ਹਟ ਕੇ ਗੈਰ-ਨਿਯੰਤਰਿਤ ਵੈੱਬਸਾਈਟਾਂ ਵੱਲ ਚਲੀ ਜਾਵੇਗੀ।
ਉਨ੍ਹਾਂ ਅਨੁਸਾਰ ਪਹਿਲਾਂ ਲੋਕ ਲਾਇਸੰਸਸ਼ੁਦਾ ਅਤੇ ਨਿਯਮਤ ਮੰਚਾਂ ਰਾਹੀਂ ਟਿਕਟਾਂ ਖਰੀਦਦੇ ਸਨ, ਜਿੱਥੇ ਖਰੀਦਦਾਰਾਂ ਲਈ ਕੁਝ ਸੁਰੱਖਿਆ ਉਪਲਬਧ ਹੁੰਦੀ ਸੀ। ਹੁਣ ਵੇਚਣ ਵਾਲੇ ਅਜਿਹੇ ਪਲੇਟਫਾਰਮਾਂ ਦੀ ਵਰਤੋਂ ਕਰ ਸਕਦੇ ਹਨ ਜਿੱਥੇ ਖਰੀਦਦਾਰਾਂ ਨੂੰ ਧੋਖਾਧੜੀ ਦਾ ਵੱਧ ਖ਼ਤਰਾ ਹੋ ਸਕਦਾ ਹੈ।
ਇਸ ਸਾਲ ਓਨਟਾਰੀਓ ਦੇ ਬਜਟ ‘ਚ ਸ਼ਾਮਲ ਇੱਕ ਨਵੇਂ ਕਾਨੂੰਨ ਤਹਿਤ ਕਿਸੇ ਵੀ ਸਮਾਗਮ ਦੀ ਟਿਕਟ ਨੂੰ ਉਸ ਦੀ ਅਸਲ ਕੀਮਤ ਤੋਂ ਵੱਧ ਰਕਮ ‘ਤੇ ਦੁਬਾਰਾ ਵੇਚਣਾ ਗੈਰ-ਕਾਨੂੰਨੀ ਕਰਾਰ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਨਵੇਂ ਨਿਯਮ 10 ਜੂਨ ਤੋਂ ਲਾਗੂ ਹੋਣਗੇ। ਡੇਵਿਡ ਕਲੇਮੈਂਟ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਅਜਿਹੇ ਮਾਮਲਿਆਂ ‘ਚ ਕਿਸੇ ਨੂੰ ਜੁਰਮਾਨਾ ਕਰਨਾ ਕਾਫ਼ੀ ਮੁਸ਼ਕਲ ਹੋਵੇਗਾ, ਕਿਉਂਕਿ ਵਿਕਰੇਤਾ ਦੀ ਪਹਿਚਾਣ ਕਰਨਾ ਅਤੇ ਇਹ ਸਾਬਤ ਕਰਨਾ ਕਿ ਟਿਕਟ ਦੀ ਅਸਲ ਕੀਮਤ ਕੀ ਸੀ, ਆਸਾਨ ਨਹੀਂ ਹੋਵੇਗਾ।
ਇਸ ਦੌਰਾਨ ਟੋਰਾਂਟੋ ‘ਚ 12 ਜੂਨ ਨੂੰ ਹੋਣ ਵਾਲੇ ਪਹਿਲੇ ਫੀਫਾ ਵਿਸ਼ਵ ਕੱਪ ਮੈਚ ਲਈ ਟਿਕਟਾਂ ਅਜੇ ਵੀ ਉਪਲਬਧ ਹਨ। ਫੀਫਾ ਹੀ ਵਿਸ਼ਵ ਕੱਪ ਟਿਕਟਾਂ ਦੀ ਅਧਿਕਾਰਤ ਵਿਕਰੀ ਅਤੇ ਮੁੜ ਵਿਕਰੀ ਸੰਸਥਾ ਹੈ। ਓਨਟਾਰੀਓ ਦੇ ਨਵੇਂ ਨਿਯਮਾਂ ਦੀ ਪਾਲਣਾ ਕਰਨ ਲਈ ਫੀਫਾ ਨੇ ਕੁਝ ਸਮੇਂ ਲਈ ਆਪਣੀ ਮੁੜ ਵਿਕਰੀ ਸੇਵਾ ਵੀ ਰੋਕ ਦਿੱਤੀ ਸੀ।
ਕਈ ਫੁੱਟਬਾਲ ਪ੍ਰਸ਼ੰਸਕਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਉਹ ਮੈਚ ਦੇਖਣਾ ਚਾਹੁੰਦੇ ਹਨ ਪਰ ਟਿਕਟਾਂ ਦੀਆਂ ਉੱਚੀਆਂ ਕੀਮਤਾਂ ਉਨ੍ਹਾਂ ਦੀ ਪਹੁੰਚ ਤੋਂ ਬਾਹਰ ਹਨ। ਲੰਬੇ ਸਮੇਂ ਤੋਂ ਫੁੱਟਬਾਲ ਦੇ ਪ੍ਰਸ਼ੰਸਕ ਐਲੈਕਸ ਮੋਰਾਲੇਸ ਨੇ ਕਿਹਾ ਕਿ ਟਿਕਟਾਂ ਦੀਆਂ ਕੀਮਤਾਂ ਇੰਨੀ ਜ਼ਿਆਦਾ ਸਨ ਕਿ ਉਹ ਅਤੇ ਉਸਦੇ ਦੋਸਤ ਟਿਕਟਾਂ ਖਰੀਦਣ ਦਾ ਵਿਚਾਰ ਹੀ ਛੱਡ ਬੈਠੇ।
ਉੱਥੇ ਹੀ ਓਨਟਾਰੀਓ ਦੇ ਪ੍ਰੀਮੀਅਰ ਡੱਗ ਫੋਰਡ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਚਾਹੁੰਦੇ ਹਨ ਕਿ ਆਮ ਲੋਕ ਵੀ ਖੇਡ ਮੁਕਾਬਲਿਆਂ ਅਤੇ ਸੰਗੀਤ ਸਮਾਗਮਾਂ ‘ਚ ਆਪਣੇ ਪਰਿਵਾਰਾਂ ਨਾਲ ਸ਼ਾਮਲ ਹੋ ਸਕਣ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਵਾਧੂ ਕੀਮਤਾਂ ਦੇ ਕੇ ਲੁੱਟਿਆ ਨਾ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮੁਨਾਫ਼ਾ ਕਮਾਉਣ ‘ਚ ਕੋਈ ਬੁਰਾਈ ਨਹੀਂ, ਪਰ ਆਮ ਲੋਕਾਂ ਦਾ ਆਰਥਿਕ ਸ਼ੋਸ਼ਣ ਕਬੂਲ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ।
