ਦਿੱਲੀ ਤੋਂ ਬਾਅਦ ਹੁਣ ਪੰਜਾਬ ‘ਚ ‘ਆਪ’ ਸਰਕਾਰ ਦੀ ਐਕਸਾਇਜ਼ ਪਾਲਸੀ ‘ਤੇ ਇਲਜ਼ਾਮ
ਚੰਡੀਗੜ੍ਹ- ਦਿੱਲੀ ਦੀ ਕੇਜਰੀਵਾਲ ਸਰਕਾਰ ‘ਤੇ ਭਾਰਤੀ ਜਨਤਾ ਪਾਰਟੀ ਨੇ ਐਕਸਾਇਜ਼ ਪਾਲਸੀ ਚ ਘੁਟਾਲੇ ਦੇ ਇਲਜ਼ਾਮ ਲਗਾਏ । ਇੱਥੋਂ ਤਕ ਕੀ ਡਿਪਟੀ ਸੀ.ਐੱਮ ਮਨੀਸ਼ ਸਿਸੋਦੀਆ ਦੇ ਘਰ ਸੀ.ਬੀ.ਆਈ ਵਲੋਂ ਰੇਡ ਮਾਰ ਦਿੱਤੀ ਗਈ । ਹੁਣ ਪੰਜਾਬ ਚ ਕਾਂਗਰਸ ਪਾਰਟੀ ਨੇ ਵੀ ਸ਼ਰਾਬ ਨੀਤੀ ‘ਤੇ ‘ਆਪ’ ਸਰਕਾਰ ਨੂੰ ਘੇਰਿਆ ਹੈ ।ਪੰਜਾਬ ‘ਚ ਅਕਾਲੀ ਦਲ ਤੋਂ ਬਾਅਦ ਕਾਂਗਰਸ ਵੀ ਲਗਾਤਾਰ ਆਮ ਆਦਮੀ ਪਾਰਟੀ (ਆਪ) ਦੀ ਸਰਕਾਰ ਨੂੰ ਗੱਲ-ਗੱਲ ‘ਤੇ ਘੇਰਦੀ ਨਜ਼ਰ ਆ ਰਹੀ ਹੈ। ਪੰਜਾਬ ਕਾਂਗਰਸ ਦੇ ਆਗੂ ਵੀਰਵਾਰ ਨੂੰ ਚੰਡੀਗੜ੍ਹ ਵਿਚ ਰਾਜਪਾਲ ਬਨਵਾਰੀ ਲਾਲ ਪੁਰੋਹਿਤ ਨੂੰ ਮਿਲੇ ਤੇ ਉਹਨਾਂ ਨੇ ਰਾਜਪਾਲ ਨੂੰ 2 ਮੰਮ ਪੱਤਰ ਸੌਂਪੇ। ਉਨ੍ਹਾਂ ਮੰਗ ਕੀਤੀ ਕਿ ਸਰਹੱਦੀ ਖੇਤਰ ਵਿਚ ਮਾਈਨਿੰਗ ਦੀ ਜਾਂਚ ਕੌਮੀ ਜਾਂਚ ਏਜੰਸੀ (ਐਨਆਈਏ) ਤੋਂ ਕਰਵਾਈ ਜਾਵੇ। ਇਸ ‘ਤੇ ਬੀਐਸਐਫ ਅਤੇ ਫੌਜ ਨੇ ਗੰਭੀਰ ਸਵਾਲ ਖੜ੍ਹੇ ਕੀਤੇ ਹਨ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਉਹਨਾਂ ਨੇ ਪੰਜਾਬ ਦੀ ਆਬਕਾਰੀ ਨੀਤੀ ਦੀ ਵੀ ਸੀਬੀਆਈ ਜਾਂਚ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਪ੍ਰਤਾਪ ਬਾਜਵਾ ਨੇ ਇਹ ਦਾਅਵਾ ਕੀਤਾ ਹੈ ਕਿ ਰਾਜਪਾਲ ਨੇ ਜਾਂਚ ਦੀ ਭਰੋਸਾ ਦਵਾਇਆ ਹੈ।
ਸੀਐਲਪੀ ਆਗੂ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ ਨੇ ਕਿਹਾ ਕਿ ਬੀਐਸਐਫ ਨੇ ਗੰਭੀਰ ਦੋਸ਼ ਲਾਏ ਕਿ ਸਰਹੱਦੀ ਖੇਤਰ ਵਿਚ ਮਾਈਨਿੰਗ ਕਾਰਨ ਟੋਏ ਪੈ ਗਏ ਹਨ। ਬੀਐਸਐਫ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਰਾਤ ਭਰ ਮਸ਼ੀਨਰੀ ਅਤੇ ਲਾਈਟਾਂ ਹੋਣ ਕਾਰਨ ਡਰੋਨ ਦਾ ਪਤਾ ਨਹੀਂ ਚੱਲ ਪਾਉਂਦਾ। ਇਸ ਤੋਂ ਬਾਅਦ ਹਾਈਕੋਰਟ ਨੇ ਸਰਹੱਦੀ ਖੇਤਰ ‘ਚ ਮਾਈਨਿੰਗ ‘ਤੇ ਪਾਬੰਦੀ ਲਗਾ ਦਿੱਤੀ ਸੀ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਅਸੀਂ ਰਾਜਪਾਲ ਤੋਂ ਮੰਗ ਕੀਤੀ ਹੈ ਕਿ ਰਾਸ਼ਟਰੀ ਜਾਂਚ ਏਜੰਸੀ (ਐੱਨ.ਆਈ.ਏ.) ਇਸ ਦੀ ਜਾਂਚ ਕਰੇ। ਇਸ ਵਿਚ ਕਿਹੜੇ-ਕਿਹੜੇ ਮੰਤਰੀ, ਅਧਿਕਾਰੀ ਅਤੇ ਆਗੂ ਸ਼ਾਮਲ ਹਨ? ਮਾਈਨਿੰਗ ਕਰਨ ਵਾਲੇ ਕੌਣ ਹਨ? ਕੀ ਇਹ ਅੰਤਰਰਾਸ਼ਟਰੀ ਸਮੱਗਲਰ ਦਾ ਗਠਜੋੜ ਤਾਂ ਨਹੀਂ ਹੈ?
ਬਾਜਵਾ ਨੇ ਕਿਹਾ ਕਿ ਆਬਕਾਰੀ ਨੀਤੀ ਦੇ ਦਿੱਲੀ ਅਤੇ ਪੰਜਾਬ ਦੀਆਂ ਫਿਲਮਾਂ ਦੇ ਨਿਰਦੇਸ਼ਕ, ਫਾਈਨਾਂਸਰ ਅਤੇ ਨਿਰਮਾਤਾ ਇੱਕੋ ਹਨ। ਦਿੱਲੀ ਵਿਚ ਸੀਬੀਆਈ ਦੀ ਜਾਂਚ ਤੋਂ ਬਾਅਦ ਇਹ ਨੀਤੀ ਰੱਦ ਕਰ ਦਿੱਤੀ ਗਈ ਸੀ। ਉਨ੍ਹਾਂ ਰਾਜਪਾਲ ਤੋਂ ਮੰਗ ਕੀਤੀ ਕਿ ਦਿੱਲੀ ਵਾਂਗ ਪੰਜਾਬ ਨੀਤੀ ਦੀ ਵੀ ਸੀ.ਬੀ.ਆਈ. ਜਾਂਚ ਹੋਵੇ। ਪੰਜਾਬ ਵਿੱਚ ਐਲ1 ਯਾਨੀ ਥੋਕ ਵਿਕਰੇਤਾ ਦਾ ਮੁਨਾਫਾ 5% ਤੋਂ ਘਟਾ ਕੇ 10% ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ।
ਇਸ ਦੇ ਨਾਲ ਹੀ ਦੱਸ ਦਈਏ ਕਿ ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਅਕਾਲੀ ਦਲ ਵੀ ਇਹ ਮੰਗਾਂ ਉਠਾ ਚੁੱਕਿਆ ਹੈ। ਉਸ ਸਮੇਂ ਸੁਖਬੀਰ ਬਾਦਲ ਨੇ ਕਿਹਾ ਸੀ ਕਿ ਦਿੱਲੀ ਅਤੇ ਪੰਜਾਬ ਦੀ ਆਬਕਾਰੀ ਨੀਤੀ ਇੱਕੋ ਟੀਮ ਨੇ ਬਣਾਈ ਹੈ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਪੰਜਾਬ ਵਿਚ ਸ਼ਰਾਬ ਦੇ 100 ਥੋਕ ਵਿਕਰੇਤਾ ਸਨ। ਠੇਕੇਦਾਰ ਆਪਣੀ ਮਰਜ਼ੀ ਨਾਲ ਸਸਤੀ ਸ਼ਰਾਬ ਖਰੀਦ ਲੈਂਦੇ ਸਨ। ‘ਆਪ’ ਸਰਕਾਰ ਨੇ ਸਿਰਫ਼ 2 ਹੋਲਸੇਲਰ ਬਣਾਏ। ਇਨ੍ਹਾਂ ਦੇ ਵੱਖ-ਵੱਖ ਬ੍ਰਾਂਡ ਵੀ ਹਨ। ਥੋਕ ਵਿਕਰੇਤਾ ਲਈ ਲਗਾਤਾਰ 3 ਸਾਲਾਂ ਵਿਚ 30 ਕਰੋੜ ਦੇ ਟਰਨਓਵਰ ਦੀ ਹਾਲਤ ਨੇ ਪੰਜਾਬ ਦੇ ਸਥਾਨਕ ਕਾਰੋਬਾਰੀਆਂ ਨੂੰ ਬਾਹਰ ਕੱਢ ਦਿੱਤਾ ਹੈ। ਜੋ ਦਿੱਲੀ ਵਿਚ ਥੋਕ ਵਿਕਰੇਤਾ ਹਨ, ਉਨ੍ਹਾਂ ਕੋਲ ਪੰਜਾਬ ਵਿਚ ਵੀ ਇਹ ਕੰਮ ਹੈ।
