ਡੈਸਕ- ਕਟਾਰੂਚੱਕ ਮਾਮਲੇ ਚ ਵਿਰੋਧੀ ਜਿਸ ਚੀਜ਼ ਦਾ ਖਦਸ਼ਾ ਪ੍ਰਕਟਾ ਰਹੇ ਸਨ , ਆਖਿਰਕਾਰ ਉਹ ਹੀ ਹੋਇਆ। ਮੰਤਰੀ ਲਾਲ ਚੰਦ ਕਟਾਰੂਚੱਕ ‘ਤੇ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਦਾ ਇਲਜ਼ਾਮ ਲਗਾਉਣ ਵਾਲੇ ਪੀੜਤ ਨੌਜਵਾਨ ਨੇ ਆਪਣੇ ਬਿਆਨ ਬਦਲ ਲਏ ਹਨ । ਪੰਜਾਬ ਦੇ ਕੈਬਨਿਟ ਮੰਤਰੀ ਲਾਲ ਚੰਦ ਕਟਾਰੂਚੱਕ ਖ਼ਿਲਾਫ਼ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਦੇ ਇਲਜ਼ਾਮ ਲਾਉਣ ਵਾਲੇ ਪੀੜਤ ਕੇਸ਼ਵ ਕੁਮਾਰ ਨੇ ਹੁਣ ਯੂ-ਟਰਨ ਲੈ ਲਿਆ ਹੈ। ਪੰਜਾਬ ਪੁਲਿਸ ਦੀ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਕੋਲ ਪੀੜਤ ਕੇਸ਼ਵ ਕੁਮਾਰ ਨੇ ਆਪਣੀ ਪਹਿਲੀ ਸ਼ਿਕਾਇਤ ਤੋਂ ਮੋੜਾ ਕੱਟਦਿਆਂ ਕੈਬਨਿਟ ਮੰਤਰੀ ਕਟਾਰੂਚੱਕ ਖ਼ਿਲਾਫ਼ ਕੋਈ ਕਾਰਵਾਈ ਕਰਾਉਣ ਤੋਂ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ ਹੈ। ਜਲੰਧਰ ਜ਼ਿਮਨੀ ਚੋਣ ਤੋਂ ਪਹਿਲਾਂ ਸਿਆਸੀ ਹਲਕਿਆਂ ਵਿਚ ਉੱਠੇ ਇਸ ਵਿਵਾਦ ਨੂੰ ਹੁਣ ਵਿਰਾਮ ਲੱਗ ਸਕਦਾ ਹੈ।
ਡੀਆਈਜੀ (ਬਾਰਡਰ ਜ਼ੋਨ) ਨਰਿੰਦਰ ਭਾਰਗਵ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਨੇ ਅੱਜ ਕੌਮੀ ਅਨੁਸੂਚਿਤ ਜਾਤੀ ਕਮਿਸ਼ਨ ਨੂੰ ਕੈਬਨਿਟ ਮੰਤਰੀ ਲਾਲ ਚੰਦ ਕਟਾਰੂਚੱਕ ਖ਼ਿਲਾਫ਼ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਦੇ ਮਾਮਲੇ ’ਚ ਐਕਸ਼ਨ ਟੇਕਨ ਰਿਪੋਰਟ ਭੇਜ ਦਿੱਤੀ ਹੈ। ਅਹਿਮ ਸੂਤਰਾਂ ਤੋਂ ਪਤਾ ਲੱਗਾ ਹੈ ਕਿ ਸ਼ਿਕਾਇਤਕਰਤਾ ਕੇਸ਼ਵ ਕੁਮਾਰ ਹੁਣ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਮਾਮਲੇ ਵਿਚ ਕੋਈ ਕਾਰਵਾਈ ਨਹੀਂ ਕਰਾਉਣਾ ਚਾਹੁੰਦਾ। ਚੇਤੇ ਰਹੇ ਕਿ ਕੌਮੀ ਅਨੁਸੂਚਿਤ ਜਾਤੀ ਕਮਿਸ਼ਨ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ 6 ਜੂਨ ਨੂੰ ਤੀਸਰਾ ਨੋਟਿਸ ਜਾਰੀ ਕਰਕੇ 12 ਜੂਨ ਤੱਕ ਰਿਪੋਰਟ ਮੰਗੀ ਸੀ।
ਕੌਮੀ ਕਮਿਸ਼ਨ ਨੇ ਪੰਜਾਬ ਪੁਲਿਸ ਨੂੰ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਸਨ ਕਿ ਉਹ ਤੁਰੰਤ ਵੀਡੀਓ ਕਾਨਫ਼ਰੰਸ ਜਾਂ ਦਿੱਲੀ ਵਿਚ ਵਿਅਕਤੀਗਤ ਤੌਰ ’ਤੇ ਪੀੜਤ ਦੇ ਬਿਆਨ ਦਰਜ ਕਰਨ ਤੇ ਉਸ ਨੂੰ ਸੁਰੱਖਿਆ ਮੁਹੱਈਆ ਕਰਾਈ ਜਾਵੇ। ਕੌਮੀ ਕਮਿਸ਼ਨ ਦੇ ਚੇਅਰਮੈਨ ਵਿਜੇ ਸਾਂਪਲਾ ਨੇ ਪੀੜਤ ਕੇਸ਼ਵ ਕੁਮਾਰ ਦੀ ਸ਼ਿਕਾਇਤ ਦਾ ਨੋਟਿਸ ਲੈਂਦਿਆਂ 5 ਮਈ ਨੂੰ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਪਹਿਲਾ ਨੋਟਿਸ ਜਾਰੀ ਕੀਤਾ ਸੀ। ਇਸ ਮਗਰੋਂ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ 8 ਮਈ ਨੂੰ ਇਸ ਮਾਮਲੇ ਦੀ ਜਾਂਚ ਲਈ ਤਿੰਨ ਮੈਂਬਰੀ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਦਾ ਗਠਨ ਕੀਤਾ ਸੀ।
ਚੇਤੇ ਰਹੇ ਕਿ ਜਲੰਧਰ ਜ਼ਿਮਨੀ ਚੋਣ ਮੌਕੇ ਵਿਰੋਧੀ ਧਿਰਾਂ ਨੇ ਕਟਾਰੂਚੱਕ ਮਾਮਲੇ ਨੂੰ ਉਭਾਰਿਆ ਸੀ ਤੇ ਪੰਜਾਬ ਦੇ ਗਵਰਨਰ ਨੇ ਵੀ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਵਾਲੀ ਵੀਡੀਓ ਦੀ ਆਪਣੇ ਪੱਧਰ ’ਤੇ ਜਾਂਚ ਕਰਾਈ ਸੀ। ਵਿਰੋਧੀ ਧਿਰਾਂ ਨੇ ਇਹ ਗੱਲ ਉਭਾਰੀ ਸੀ ਕਿ ਕੈਬਨਿਟ ਮੰਤਰੀ ਕਟਾਰੂਚੱਕ ਨੇ ਉਸ ਵੇਲੇ ਪੀੜਤ ਦਾ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਕੀਤਾ ਜਦੋਂ ਉਹ 2013 ਵਿਚ ਨਾਬਾਲਗ ਸੀ।
ਸੂਤਰਾਂ ਅਨੁਸਾਰ ਪਠਾਨਕੋਟ ਜ਼ਿਲ੍ਹੇ ਦੇ ਐੈਸਐਫਐਲਜੇਐਲ ਸਰਕਾਰੀ ਸੀਨੀਅਰ ਸੈਕੰਡਰੀ ਸਕੂਲ ਦੇ ਪ੍ਰਿੰਸੀਪਲ ਨੇ 11 ਮਈ 2023 ਨੂੰ ਪਠਾਨਕੋਟ ਪੁਲੀਸ ਨੂੰ ਪੱਤਰ ਭੇਜ ਕੇ ਦੱਸਿਆ ਹੈ ਕਿ ਕੇਸ਼ਵ ਕੁਮਾਰ 2007-08 ਵਿਚ ਇਸ ਸਕੂਲ ਦਾ ਵਿਦਿਆਰਥੀ ਸੀ ਤੇ ਉਸ ਦੀ ਜਨਮ ਮਿਤੀ 3 ਮਈ 1993 ਵੀ ਦੱਸੀ ਗਈ। ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਨੇ ਪਾਇਆ ਕਿ ਘਟਨਾ ਵਾਲੇ 2013 ਦੇ ਵਰ੍ਹੇ ਵਿਚ ਵੀ ਪੀੜਤ ਨਾਬਾਲਗ ਨਹੀਂ ਸੀ। ਪੀੜਤ ਸਕੂਲ ਚੋਂ ਨੌਵੀਂ ਕਲਾਸ ਦਾ ਡਰਾਪ ਆਊਟ ਹੈ।
ਸੂਤਰਾਂ ਅਨੁਸਾਰ ਪੀੜਤ ਨੇ 5 ਜੂਨ ਨੂੰ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਨੂੰ ਆਪਣਾ ਬਿਆਨ ਭੇਜ ਕੇ ਅਪੀਲ ਕੀਤੀ ਸੀ ਕਿ ਉਹ ਇਸ ਮਾਮਲੇ ਵਿਚ ਕੋਈ ਕਾਰਵਾਈ ਨਹੀਂ ਕਰਾਉਣਾ ਚਾਹੁੰਦਾ ਹੈ ਤੇ ਪੀੜਤ ਨੇ ਆਪਣੀ ਲਿਖਤੀ ਬਿਆਨ ਲਿਖਦੇ ਹੋਏ ਦੀ ਇੱਕ ਵੀਡੀਓ ਵੀ ਬਣਾਈ ਹੋਈ ਸੀ। ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਨੇ ਉਸ ਨੂੰ ਨਿੱਜੀ ਤੌਰ ’ਤੇ ਪੇਸ਼ ਹੋਣ ਲਈ ਕਿਹਾ ਤਾਂ ਪੀੜਤ ਨੇ 10 ਜੂਨ ਨੂੰ ਪੇਸ਼ ਹੋਣ ਦੀ ਗੱਲ ਆਖੀ। ਸੂਤਰਾਂ ਅਨੁਸਾਰ ਪੀੜਤ ਨੇ 8 ਜੂਨ ਨੂੰ ਹੀ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਨਾਲ ਸੰਪਰਕ ਕੀਤਾ ਤੇ 9 ਜੂਨ ਨੂੰ ਪੀੜਤ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਅੱਗੇ ਪੇਸ਼ ਹੋਇਆ।
ਤਿੰਨ ਮੈਂਬਰੀ ਟੀਮ ਨੇ ਪੀੜਤ ਦੇ ਪੇਸ਼ ਹੋਣ ਮੌਕੇ ਦੀ ਵੀਡੀਓਗਰਾਫੀ ਵੀ ਕਰਾਈ ਅਤੇ ਪੀੜਤ ਨੇ ਲਿਖਤੀ ਰੂਪ ਵਿਚ ਹਿੰਦੀ ਭਾਸ਼ਾ ਵਿਚ ਲਿਖ ਕੇ ਇਸ ਮਾਮਲੇ ਵਿਚ ਕੋਈ ਕਾਰਵਾਈ ਨਾ ਕਰਾਉਣ ਦੀ ਗੱਲ ਆਖੀ। ਸੂਤਰਾਂ ਅਨੁਸਾਰ ਸ਼ਿਕਾਇਤਕਰਤਾ ਨੇ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਕੋਲ ਬਿਆਨ ਕੀਤਾ ਕਿ ਉਸ ਦਾ ਮੋਬਾਈਲ ਫ਼ੋਨ ਗੁੰਮ ਹੋ ਗਿਆ ਸੀ ਅਤੇ ਉਸ ਕੋਲ ਇੱਕ ਵਿਅਕਤੀ ਮੋਬਾਈਲ ਲੈ ਕੇ ਆਇਆ ਸੀ ਜਿਸ ਨੇ ਇੱਕ ਵੀਡੀਓ ਦਿਖਾਈ ਜੋ ਕਿ ਬਦਲੀ ਹੋਈ ਸੀ। ਉਸ ਨੇ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਅੱਗੇ ਕੋਈ ਸੁਰੱਖਿਆ ਲੈਣ ਤੋਂ ਵੀ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ।
