ਡੈਸਕ- ਕੈਪਟਨ ਸਰਕਾਰ ਵਲੋਂ ਬੇਅਦਬੀ ਕੇਸਾਂ ਦੀ ਜਾਂਚ ਸੀਬੀਆਈ ਤੋਂ ਵਾਪਸ ਲੈ ਕੇ ਸਿੱਟ ਵਲੋਂ ਕਰਵਾਉਣ ਦੇ ਫ਼ੈਸਲੇ ਸਬੰਧੀ ਵਿਧਾਨ ਸਭਾ ਵਿਚ ਪਾਸ ਕੀਤੇ ਗਏ ਮਤੇ ਨੂੰ ਰਾਮ ਰਹੀਮ ਵਲੋਂ ਚੁਣੌਤੀ ਦਿੰਦੀ ਪਟੀਸ਼ਨ ਦੀ ਸੁਣਵਾਈ ਸ਼ੁਕਰਵਾਰ ਨੂੰ ਜਸਟਿਸ ਲੀਜਾ ਗਿੱਲ ਦੇ ਬੈਂਚ ਨੇ ਦੂਜੇ ਬੈਂਚ ਨੂੰ ਰੈਫ਼ਰ ਕਰ ਦਿਤੀ ਹੈ।
ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਬੇਅਦਬੀ ਦੇ ਇਨ੍ਹਾਂ ਕੇਸਾਂ ਦੇ ਟਰਾਇਲ ’ਤੇ ਹਾਈ ਕੋਰਟ ਵਲੋਂ ਲਗਈ ਗਈ ਰੋਕ ਵਿਰੁਧ ਪੰਜਾਬ ਸਰਕਾਰ ਵਲੋਂ ਦਾਖ਼ਲ ਐਸਐਲਪੀ ’ਤੇ ਸੁਣਵਾਈ ਕਰਦਿਆਂ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਟਰਾਇਲ ਤੋਂ ਰੋਕ ਹਟਾ ਦਿਤੀ ਸੀ।
ਸੀਬੀਆਈ ਤੋਂ ਜਾਂਚ ਵਾਪਸ ਲੈਣ ਦੇ ਫ਼ੈਸਲੇ ਵਿਰੁਧ ਰਾਮ ਰਹੀਮ ਦੀ ਪਟੀਸ਼ਨ ’ਤੇ ਹਾਈ ਕੋਰਟ ਦੇ ਜਸਟਿਸ ਵਿਨੋਦ ਐਸ ਭਾਰਦਵਾਜ ਦੇ ਬੈਂਚ ਨੇ ਟਰਾਇਲ ’ਤੇ ਰੋਕ ਲਗਾਉਂਦਿਆਂ ਇਹ ਮਾਮਲਾ ਮਾਰਚ ਮਹੀਨੇ ਵੱਡੀ ਬੈਂਚ ਨੂੰ ਫ਼ੈਸਲਾ ਲੈਣ ਲਈ ਰੈਫ਼ਰ ਕਰ ਦਿਤਾ ਸੀ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਬੇਅਦਬੀ ਕੇਸਾਂ ਦੇ ਫ਼ਰੀਦਕੋਟ ਅਦਾਲਤ ਤੋਂ ਟਰਾਂਸਫ਼ਰ ਹੋ ਕੇ ਚੰਡੀਗੜ੍ਹ ਜ਼ਿਲ੍ਹਾ ਅਦਾਲਤ ਵਿਚ ਆਏ ਟਰਾਇਲਾਂ ’ਤੇ ਅਗਲੇ ਹੁਕਮ ’ਤੇ ਰੋਕ ਲਗਾ ਦਿਤੀ ਗਈ ਸੀ।
ਇਹ ਤਿੰਨੇ ਕੇਸ ਉਹੀ ਹਨ, ਜਿਨ੍ਹਾਂ ਵਿਚ ਬੁਰਜ ਜਵਾਹਰ ਸਿੰਘ ਵਾਲਾ ਦੇ ਗੁਰਦੁਆਰਾ ਸਾਹਿਬ ਤੋਂ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਦੇ ਸਰੂਪ ਚੋਰੀ ਹੋਏ ਸੀ ਤੇ ਫੇਰ ਪਿੰਡ ’ਚ ਬੇਅਦਬੀ ਸਬੰਧੀ ਲੱਗੇ ਪੋਸਟਰਾਂ ਦੀ ਘਟਨਾ ਤੋਂ ਉਪਰੰਤ ਗਲੀ ਵਿਚ ਅੰਗ ਬਿਖੇਰਨ ਦੀਆਂ ਘਟਨਾਵਾਂ ਦੋ ਸਬੰਧੀ ਮਾਮਲੇ ਦਰਜ ਕੀਤੇ ਗਏ ਸੀ।
ਸੌਦਾ ਸਾਧ ਦੀ ਅਰਜ਼ੀ ’ਤੇ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਇਹ ਟਰਾਇਲ ਚੰਡੀਗੜ੍ਹ ਅਦਾਲਤ ਵਿਚ ਤਬਦੀਲ ਕੀਤੇ ਸੀ। ਬੇਅਦਬੀ ਕੇਸਾਂ ਦੀ ਜਾਂਚ ਬਾਦਲ ਸਰਕਾਰ ਨੇ 2015 ਵਿਚ ਸੀਬੀਆਈ ਨੂੰ ਦਿਤੀ ਸੀ ਪਰ ਤਿੰਨ ਸਾਲਾਂ ਵਿਚ ਕੁੱਝ ਨਾ ਹੋਣ ’ਤੇ ਕੈਪਟਨ ਸਰਕਾਰ ਨੇ ਇਹ ਜਾਂਚ ਸੀਬੀਆਈ ਤੋਂ ਵਾਪਸ ਲੈ ਕੇ ਸਿੱਟ ਬਣਾ ਦਿਤੀ ਸੀ ਤੇ ਇਸੇ ਸਬੰਧੀ ਵਿਧਾਨ ਸਭਾ ਵਿਚ ਪਾਸ ਮਤੇ ਨੂੰ ਰੱਦ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਗਈ ਸੀ।
ਪੰਜਾਬ ਸਰਕਾਰ ਵਲੋਂ ਪੇਸ਼ ਹੋਏ ਤਤਕਾਲੀ ਏਏਜੀ ਗੌਰਵ ਗਰਗ ਧੂਰੀਵਾਲਾ ਨੇ ਪੈਰਵੀ ਕੀਤੀ ਸੀ ਕਿ ਇਹ ਮੰਗ ਸੁਪਰੀਮ ਕੋਰਟ ਤਕ ਤੋਂ ਖ਼ਾਰਜ ਹੋ ਚੁਕੀ ਹੈ ਤੇ ਮੁੜ ਅਜਿਹੀ ਮੰਗ ’ਤੇ ਹਾਈ ਕੋਰਟ ਦਾ ਸਿੰਗਲ ਬੈਂਚ ਸੁਣਵਾਈ ਨਹੀਂ ਕਰ ਸਕਦਾ।
