ਇਸਤਾਂਬੁਲ : ਤੁਰਕੀ ਦੇ ਰਾਸ਼ਟਰਪਤੀ ਰੇਸੇਪ ਤਇਯਪ ਏਰਦੋਆਨ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਨੇ 10 ਵਿਦੇਸ਼ੀ ਰਾਜਦੂਤਾਂ ਨੂੰ “ਅਣਚਾਹੇ ਵਿਅਕਤੀ” ਐਲਾਨਣ ਦੇ ਆਦੇਸ਼ ਦਿੱਤੇ ਜਿਨ੍ਹਾਂ ਨੇ ਜੇਲ੍ਹ ਵਿਚ ਬੰਦ ਪਰਉਪਕਾਰੀ ਦੀ ਰਿਹਾਈ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ।
ਅੰਕਾਰਾ ਵਿਚ ਅਮਰੀਕਾ, ਫਰਾਂਸ ਅਤੇ ਜਰਮਨੀ ਸਮੇਤ 10 ਦੇਸ਼ਾਂ ਦੇ ਰਾਜਦੂਤਾਂ ਨੇ ਇਸ ਹਫਤੇ ਦੇ ਸ਼ੁਰੂ ਵਿਚ ਇਕ ਬਿਆਨ ਜਾਰੀ ਕਰਕੇ ਕਾਰੋਬਾਰੀ ਅਤੇ ਪਰਉਪਕਾਰੀ ਉਸਮਾਨ ਕਵਾਲਾ ਦੇ ਨਿਪਟਾਰੇ ਦੀ ਮੰਗ ਕੀਤੀ ਸੀ, ਜੋ 2017 ਵਿਚ ਇਕ ਅਪਰਾਧ ਲਈ ਦੋਸ਼ੀ ਠਹਿਰਾਏ ਜਾਣ ਤੋਂ ਬਾਅਦ ਤੋਂ ਜੇਲ੍ਹ ਵਿਚ ਹਨ।
ਬਿਆਨ ਨੂੰ ‘ਦਲੇਰੀ’ ਕਰਾਰ ਦਿੰਦਿਆਂ ਏਰਦੋਆਨ ਨੇ ਕਿਹਾ ਕਿ ਉਸ ਨੇ ਰਾਜਦੂਤਾਂ ਨੂੰ ਅਣਚਾਹੇ ਐਲਾਨ ਕਰਨ ਦਾ ਹੁਕਮ ਦਿੱਤਾ ਸੀ। ਉਨ੍ਹਾਂ ਨੇ ਇਕ ਰੈਲੀ ‘ਚ ਕਿਹਾ, ”ਮੈਂ ਆਪਣੇ ਵਿਦੇਸ਼ ਮੰਤਰੀ ਨੂੰ ਨਿਰਦੇਸ਼ ਦਿੱਤਾ ਹੈ ਅਤੇ ਤੁਹਾਨੂੰ ਇਨ੍ਹਾਂ 10 ਰਾਜਦੂਤਾਂ ਨੂੰ ਅਣਚਾਹੇ ਵਿਅਕਤੀ ਘੋਸ਼ਿਤ ਕਰਨ ਦਾ ਮਾਮਲਾ ਤੁਰੰਤ ਉਠਾਉਣ ਲਈ ਕਿਹਾ ਹੈ।”
ਇਨ੍ਹਾਂ ਰਾਜਦੂਤਾਂ ਵਿਚ ਨੀਦਰਲੈਂਡਜ਼, ਕੈਨੇਡਾ, ਡੈਨਮਾਰਕ, ਸਵੀਡਨ, ਫਿਨਲੈਂਡ, ਨਾਰਵੇ ਅਤੇ ਨਿਊਜ਼ੀਲੈਂਡ ਦੇ ਰਾਜਦੂਤ ਵੀ ਸ਼ਾਮਲ ਹਨ। ਉਨ੍ਹਾਂ ਨੂੰ ਮੰਗਲਵਾਰ ਨੂੰ ਵਿਦੇਸ਼ ਮੰਤਰਾਲੇ ਵਿਚ ਤਲਬ ਕੀਤਾ ਗਿਆ ਸੀ।
ਕਿਸੇ ਡਿਪਲੋਮੈਟ ਨੂੰ ‘ਪਰਸੋਨਾ ਨਾਨ ਗ੍ਰੇਟਾ’ (ਅਣਚਾਹੇ ਵਿਅਕਤੀ) ਘੋਸ਼ਿਤ ਕਰਨ ਦਾ ਆਮ ਤੌਰ ‘ਤੇ ਮਤਲਬ ਹੁੰਦਾ ਹੈ ਕਿ ਵਿਅਕਤੀ ਨੂੰ ਉਸਦੇ ਮੇਜ਼ਬਾਨ ਦੇਸ਼ ਵਿਚ ਰੱਖਣ ਦੀ ਮਨਾਹੀ ਹੈ।
64 ਸਾਲਾ ਕਵਾਲਾ ਨੂੰ ਪਿਛਲੇ ਸਾਲ 2013 ਵਿਚ ਦੇਸ਼ ਵਿਆਪੀ ਸਰਕਾਰ ਵਿਰੋਧੀ ਪ੍ਰਦਰਸ਼ਨਾਂ ਨਾਲ ਜੁੜੇ ਦੋਸ਼ਾਂ ਤੋਂ ਬਰੀ ਕਰ ਦਿੱਤਾ ਗਿਆ ਸੀ ਪਰ 2016 ਦੇ ਤਖਤਾਪਲਟ ਦੀ ਕੋਸ਼ਿਸ਼ ਨਾਲ ਜੁੜੇ ਦੋਸ਼ਾਂ ਨੂੰ ਸ਼ਾਮਲ ਕਰਨ ਲਈ ਫੈਸਲੇ ਨੂੰ ਬਦਲ ਦਿੱਤਾ ਗਿਆ ਸੀ।
ਅੰਤਰਰਾਸ਼ਟਰੀ ਆਬਜ਼ਰਵਰਾਂ ਅਤੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਸਮੂਹਾਂ ਨੇ ਵਾਰ -ਵਾਰ ਕਵਾਲਾ ਅਤੇ ਕੁਰਦ ਸਿਆਸਤਦਾਨ ਸੇਲਾਹਟਿਨ ਡੇਮਿਰਤਾਸ ਦੀ ਰਿਹਾਈ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ।
ਯੂਰਪ ਦੀ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਅਦਾਲਤ ਨੇ 2019 ਵਿਚ ਕਵਾਲਾ ਦੀ ਰਿਹਾਈ ਦੀ ਮੰਗ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਉਸ ਦੇ ਦੋਸ਼ ਨੂੰ ਸਾਬਤ ਕਰਨ ਲਈ ਕੋਈ ਸਬੂਤ ਨਹੀਂ ਹੈ ਅਤੇ ਉਸ ਨੂੰ ਚੁੱਪ ਕਰਾਉਣ ਲਈ ਬੰਦੀ ਵਿਚ ਰੱਖਿਆ ਗਿਆ ਸੀ।
ਯੂਰਪ ਦੀ ਕੌਂਸਲ ਨੇ ਕਿਹਾ ਕਿ ਜੇਕਰ ਕਵਾਲਾ ਨੂੰ ਰਿਹਾਅ ਨਾ ਕੀਤਾ ਗਿਆ ਤਾਂ ਉਹ ਨਵੰਬਰ ਵਿਚ ਤੁਰਕੀ ਵਿਰੁੱਧ ਕਾਰਵਾਈ ਕਰੇਗੀ।
