ਪੰਜਾਬ ਦੇ ਇਸ ਪਿੰਡ ‘ਚ ਬੀੜੀ-ਸਿਗਰਟ ਤੇ ਗੁਟਕੇ ‘ਤੇ ਲਗਾਈ ਪਾਬੰਦੀ, ਉਲੰਘਣਾ ਕਰਨ ‘ਤੇ ਲੱਗੇਗਾ ਜੁਰਮਾਨਾ
ਡੈਸਕ- ਮੁਹਾਲੀ ਜ਼ਿਲੇ ਦੇ ਪਿੰਡ ਸੰਗਤੀਆਂ ਦੇ ਵਿਵਾਦਿਤ ਮਤੇ ਤੋਂ ਬਾਅਦ ਹੁਣ ਪਿੰਡ ਜੰਡਪੁਰ ‘ਚ ਗੈਰ-ਪੰਜਾਬੀਆਂ ਨੂੰ ਲੈ ਕੇ ਵੱਡਾ ਫੈਸਲਾ ਲਿਆ ਗਿਆ ਹੈ। ਪਿੰਡ ਜੰਡਪੁਰ ਦੀ ਨੌਜਵਾਨ ਸਭਾ ਨੇ ਪਿੰਡ ਵਿੱਚ ਬੀੜੀ, ਸਿਗਰਟ ਪੀਣ ਅਤੇ ਗੁਟਕਾ ਖਾਣ ‘ਤੇ ਪਾਬੰਦੀ ਲਗਾ ਦਿੱਤੀ ਹੈ। ਨਾਲ ਹੀ, ਪਿੰਡ ਵਿੱਚ ਰਹਿਣ ਵਾਲੇ ਦੂਜੇ ਰਾਜਾਂ ਦੇ ਪ੍ਰਵਾਸੀ ਲੋਕਾਂ ਨੂੰ ਆਪਣੀ ਤਸਦੀਕ ਕਰਵਾਉਣੀ ਪਵੇਗੀ। ਇਹ ਲੋਕ ਰਾਤ 9 ਵਜੇ ਤੋਂ ਬਾਅਦ ਪਿੰਡ ਵਿੱਚ ਨਹੀਂ ਘੁੰਮਣਗੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਇਕ ਕਮਰੇ ਵਿਚ ਦੋ ਤੋਂ ਵੱਧ ਲੋਕਾਂ ਦੇ ਰਹਿਣ ‘ਤੇ ਵੀ ਪਾਬੰਦੀ ਲਗਾਈ ਗਈ ਹੈ।
ਜੰਡਪੁਰ ਪਿੰਡ ਮੁਹਾਲੀ ਜ਼ਿਲ੍ਹੇ ਦੀ ਨਗਰ ਕੌਂਸਲ ਖਰੜ ਅਧੀਨ ਆਉਂਦਾ ਹੈ। ਨਗਰ ਕੌਂਸਲ ਦੇ ਵਾਰਡ-4 ਦੇ ਕੌਂਸਲਰ ਅਤੇ ਪਿੰਡ ਜੰਡਪੁਰ ਦੀ ਨੌਜਵਾਨ ਸਭਾ ਦੇ ਮੈਂਬਰ ਗੋਵਿੰਦਰ ਸਿੰਘ ਚੀਮਾ ਨੇ ਦੱਸਿਆ ਕਿ ਬਿਹਾਰ-ਯੂਪੀ ਅਤੇ ਹੋਰ ਰਾਜਾਂ ਦੇ ਲੋਕਾਂ ਲਈ ਕੁੱਲ 11 ਨਿਯਮ ਬਣਾਏ ਗਏ ਹਨ। ਚੀਮਾ ਦੇ ਮੁਤਾਬਿਕ ਸਭਾ ਨੇ ਸਰਬਸੰਮਤੀ ਨਾਲ ਫੈਸਲਾ ਕੀਤਾ ਹੈ ਕਿ ਜੇਕਰ ਪਿੰਡ ਵਿੱਚ ਰਹਿਣ ਵਾਲਾ ਕੋਈ ਵੀ ਪ੍ਰਵਾਸੀ ਵਿਅਕਤੀ ਕਿਸੇ ਅਪਰਾਧ ਵਿੱਚ ਸ਼ਾਮਲ ਪਾਇਆ ਜਾਂਦਾ ਹੈ ਤਾਂ ਜਿਸ ਘਰ ਵਿੱਚ ਉਹ ਰਹਿ ਰਿਹਾ ਹੈ, ਉਸ ਦਾ ਮਕਾਨ ਮਾਲਕ ਵੀ ਜ਼ਿੰਮੇਵਾਰ ਹੋਵੇਗਾ।
ਚੀਮਾ ਨੇ ਕਿਹਾ ਕਿ ਨੌਜਵਾਨ ਸਭਾ ਨੇ ਪਿੰਡ ਵਿੱਚ ਆਪਣੇ ਨਵੇਂ ਨਿਯਮਾਂ ਨਾਲ ਸਬੰਧਤ ਬੋਰਡ ਲਗਾ ਦਿੱਤੇ ਹਨ। ਅਗਲੇ 15 ਦਿਨਾਂ ਤੱਕ ਇਸ ਦੇ ਮੈਂਬਰ ਘਰ-ਘਰ ਜਾ ਕੇ ਇਸ ਬਾਰੇ ਜਾਗਰੂਕਤਾ ਕਰਨਗੇ। ਜੇਕਰ ਕੋਈ 15 ਦਿਨਾਂ ਬਾਅਦ ਇਨ੍ਹਾਂ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਦਾ ਹੈ ਤਾਂ ਉਸ ਨੂੰ ਜੁਰਮਾਨਾ ਲਗਾਇਆ ਜਾਵੇਗਾ।
ਨੌਜਵਾਨ ਸਭਾ ਵਲੋਂ ਬਣਾਏ ਗਏ ਨਿਯਮ
-ਜੇਕਰ ਬਿਹਾਰ-ਯੂਪੀ ਅਤੇ ਹੋਰ ਰਾਜਾਂ ਦੇ ਲੋਕ ਪਿੰਡ ਵਿੱਚ ਕਿਰਾਏ ’ਤੇ ਮਕਾਨ ਲੈਂਦੇ ਹਨ ਤਾਂ ਉਨ੍ਹਾਂ ਦੀ ਵੈਰੀਫਿਕੇਸ਼ਨ ਜ਼ਰੂਰੀ ਹੋਵੇਗੀ।
-ਕੋਈ ਵੀ ਵਿਅਕਤੀ ਪਿੰਡ ’ਚ ਪਾਨ-ਗੁਟਕਾ ਨਹੀਂ ਖਾ ਸਕੇਗਾ। ਸਿਗਰਟ ਅਤੇ ਬੀੜੀਆਂ ਪੀਣ ’ਤੇ ਪਾਬੰਦੀ ਹੋਵੇਗੀ
-ਲੋਕਾਂ ਵੱਲੋਂ ਕਿਰਾਏ ’ਤੇ ਲਏ ਘਰਾਂ ਵਿੱਚ ਡਸਟਬਿਨ ਰੱਖਣੇ ਜ਼ਰੂਰੀ ਹੋਣਗੇ। ਇਸ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਮਕਾਨ ਮਾਲਕ ਦੀ ਹੋਵੇਗੀ।
-ਪ੍ਰਵਾਸੀ ਰਾਤ 9 ਵਜੇ ਤੋਂ ਬਾਅਦ ਪਿੰਡਾਂ ਦੀਆਂ ਗਲੀਆਂ ਵਿੱਚ ਨਹੀਂ ਘੁੰਮ ਸਕਣਗੇ। ਕਿਰਾਏ ਦੇ ਇਕ ਕਮਰੇ ’ਚ ਦੋ ਤੋਂ ਵੱਧ ਲੋਕ ਨਹੀਂ ਰਹਿ ਸਕਣਗੇ। ਸਾਰੇ ਕਿਰਾਏਦਾਰਾਂ ਦੀ ਤਸਦੀਕ ਜ਼ਰੂਰੀ ਹੋਵੇਗੀ।
-ਕਿਰਾਏਦਾਰਾਂ ਦੇ ਵਾਹਨਾਂ ਲਈ ਪਾਰਕਿੰਗ ਜ਼ਰੂਰੀ ਹੋਵੇਗੀ। ਕਿਸੇ ਵੀ ਵਿਅਕਤੀ ਦਾ ਵਾਹਨ ਸੜਕ ’ਤੇ ਨਹੀਂ ਖੜ੍ਹਾ ਕੀਤਾ ਜਾਵੇਗਾ।
-ਪਾਣੀ ਦੀ ਸਮੱਸਿਆ ਦੇ ਮੱਦੇਨਜ਼ਰ ਇਕ ਘਰ ਨੂੰ ਸਿਰਫ਼ ਇਕ ਕੁਨੈਕਸ਼ਨ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਜੇਕਰ ਕੋਈ ਪਰਵਾਸੀ ਵਿਅਕਤੀ ਪਿੰਡ ਵਿੱਚ ਕਿਸੇ ਅਪਰਾਧ ਵਿੱਚ ਸ਼ਾਮਲ ਪਾਇਆ ਜਾਂਦਾ ਹੈ ਜਾਂ ਕੋਈ -ਜੁਰਮ ਕਰਦਾ ਹੈ ਤਾਂ ਉਸਦਾ ਜ਼ਿੰਮੇਵਾਰ ਮਕਾਨ ਮਾਲਕ ਹੋਵੇਗਾ।
–ਪਿੰਡ ਵਿੱਚ 18 ਸਾਲ ਤੋਂ ਘੱਟ ਉਮਰ ਦਾ ਕੋਈ ਵੀ ਨੌਜਵਾਨ ਬਿਨਾਂ ਦਸਤਾਵੇਜ਼ਾਂ ਅਤੇ ਨੰਬਰ ਪਲੇਟ ਤੋਂ ਵਾਹਨ ਨਹੀਂ ਚਲਾ ਸਕੇਗਾ।
ਪਿੰਡ ਦੇ ਕਿਸੇ ਵੀ ਘਰ ’ਚ ਵਿਆਹ ਜਾਂ ਬੱਚੇ ਦੇ ਜਨਮ ’ਤੇ ਕਿਨਰਾਂ ਨੂੰ 2100 ਰੁਪਏ ਦੀ ਵਧਾਈ ਰਾਸ਼ੀ ਦਿੱਤੀ ਜਾਵੇਗੀ।
