ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਡਿਫਾਲਟਰ ਕੀਤਾ ਪੰਜਾਬ ਮੰਡੀ ਬੋਰਡ, ਬੈਂਕ ਮੰਗ ਰਿਹਾ ਪੈਸਾ
ਚੰਡੀਗੜ੍ਹ- ਕੇਂਦਰ ਸਰਕਾਰ ਦੇ ਇਕ ਕਦਮ ਨੇ ਪੰਜਾਬੀ ਮੰਡੀ ਬੋਰਡ ਨੂੰ ਕੰਗਾਲ ਕਰ ਦਿੱਤਾ ਹੈ । ਚਾਰ ਬੈਂਕਾਂ ਤੋਂ ਲਏ ਕਰਜ਼ੇ ਦੀ ਕਿਸ਼ਤ ਨਾ ਭਰਨ ਕਰਕੇ ਪੰਜਾਬ ਮੰਡੀ ਬੋਰਡ ਡਿਫਾਲਟਰ ਹੋ ਗਿਆ ਹੈ। ਦਰਅਸਲ ਕੇਂਦਰ ਸਰਕਾਰ ਵਲੋਂ ਦਿਹਾਤੀ ਵਿਕਾਸ ਫ਼ੰਡ ’ਚ ਪਾਏ ਅੜਿੱਕੇ ਕਾਰਨ ਪੰਜਾਬ ਮੰਡੀ ਬੋਰਡ ਕਰਜ਼ਾ ਨਹੀਂ ਮੋੜ ਸਕਿਆ। ਪੰਜਾਬ ਮੰਡੀ ਬੋਰਡ ਨੇ ਦਸੰਬਰ ਮਹੀਨੇ ਦੀ ਕਿਸ਼ਤ ਨਹੀਂ ਭਰੀ। ਮਿਲੀ ਜਾਣਕਾਰੀ ਅਨੁਸਾਰ ਪੰਜਾਬ ਮੰਡੀ ਬੋਰਡ ਨੇ ਹੁਣ ਪੰਜਾਬ ਸਰਕਾਰ ਦਾ ਬੂਹਾ ਖੜਕਾਇਆ ਹੈ ਅਤੇ ਵਿੱਤ ਵਿਭਾਗ ਤੋਂ ਰਾਸ਼ੀ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਦੱਸ ਦੇਈਏ ਕਿ ਪੰਜਾਬ ਮੰਡੀ ਬੋਰਡ ਨੇ ਇਹ ਕਰਜ਼ਾ ਦਿਹਾਤੀ ਵਿਕਾਸ ਫ਼ੰਡਾਂ ਦੀ ਆਮਦਨ ’ਤੇ ਚੁੱਕਿਆ ਸੀ।
ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਦੀ ਸਰਕਾਰ ਨੇ ਇਸ ਕਰਜ਼ੇ ਦੀ ਰਾਸ਼ੀ ’ਚੋਂ ਚਾਰ ਹਜ਼ਾਰ ਕਰੋੜ ਰੁਪਏ ਦੇ ਫ਼ੰਡ ਕਿਸਾਨਾਂ ਦੀ ਕਰਜ਼ਾ ਮੁਆਫ਼ੀ ਸਕੀਮ ਲਈ ਵਰਤ ਲਏ ਸਨ। ਬਾਕੀ 650 ਕਰੋੜ ਰੁਪਏ ਲਿੰਕ ਸੜਕਾਂ ਦੀ ਵਿਸ਼ੇਸ਼ ਮੁਰੰਮਤ ’ਤੇ ਖ਼ਰਚ ਕੀਤੇ ਗਏ ਸਨ। ਪੰਜਾਬ ਮੰਡੀ ਬੋਰਡ ਵੱਲੋਂ ਚੁੱਕੇ ਕੁੱਲ 4650 ਕਰੋੜ ਰੁਪਏ ਦੀ ਕਰਜ਼ਾ ਰਾਸ਼ੀ ਵਿਆਜ ਸਮੇਤ 5500 ਕਰੋੜ ਰੁਪਏ ਬਣ ਗਈ ਹੈ। ਇਸ ਕਰਜ਼ੇ ਦੀਆਂ ਇਸ ਵੇਲੇ ਸਿਰਫ਼ ਤਿੰਨ ਕਿਸ਼ਤਾਂ ਬਾਕੀ ਹਨ, ਜਿਸ ਲਈ 1615 ਕਰੋੜ ਰੁਪਏ ਦੀ ਲੋੜ ਹੈ।
ਮੰਡੀ ਬੋਰਡ ਵਲੋਂ ਸਾਲ ਵਿਚ ਦੋ ਕਿਸ਼ਤਾਂ ਭਰਨੀ ਜਾਣੀਆ ਸਨ, ਇਸ ਦੇ ਤਹਿਤ ਪ੍ਰਤੀ ਕਿਸ਼ਤ 545 ਕਰੋੜ ਰੁਪਏ ਭਰਨੇ ਹੁੰਦੇ ਹਨ ਪਰ ਮੰਡੀ ਬੋਰਡ ਦਸੰਬਰ ਮਹੀਨੇ ਦੀ 545 ਕਰੋੜ ਦੀ ਕਿਸ਼ਤ ਨਹੀਂ ਭਰ ਸਕਿਆ। ਮੰਡੀ ਬੋਰਡ ਨੇ ਬੈਂਕਾਂ ਤੋਂ ਦਸੰਬਰ ਮਹੀਨੇ ਦੀ ਕਿਸ਼ਤ ਲਈ ਫਰਵਰੀ ਤੱਕ ਦਾ ਸਮਾਂ ਮੰਗਿਆ ਸੀ ਪਰ ਇਸ ਦੇ ਬਾਵਜੂਦ ਮੰਡੀ ਬੋਰਡ ਕਿਸ਼ਤ ਨਹੀਂ ਭਰ ਸਕਿਆ। ਦੂਜੇ ਪਾਸੇ ਪੰਜਾਬ ਮੰਡੀ ਬੋਰਡ ਨੇ ਲਿੰਕ ਸੜਕਾਂ ਦੀ ਮੁਰੰਮਤ ਲਈ ਵੱਖਰਾ 4080 ਕਰੋੜ ਰੁਪਏ ਦਾ ਕਰਜ਼ਾ ਚੁੱਕਿਆ ਹੋਇਆ ਹੈ, ਉਸ ਦੀ ਕਿਸ਼ਤ ਭਰੀ ਜਾ ਰਹੀ ਹੈ।
ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਦਿਹਾਤੀ ਵਿਕਾਸ ਫ਼ੰਡਾਂ ਦੇ 3200 ਕਰੋੜ ਰੁਪਏ ਰੋਕੇ ਹੋਏ ਹਨ, ਜਿਸ ਕਰਕੇ ਲਿੰਕ ਸੜਕਾਂ ਦੀ ਮੁਰੰਮਤ ਅਤੇ ਉਸਾਰੀ ਦਾ ਕੰਮ ਵੀ ਪ੍ਰਭਾਵਿਤ ਹੋ ਰਿਹਾ ਹੈ। ਇਸ ਸਬੰਧੀ ਪੰਜਾਬ ਦੇ ਖੇਤੀਬਾੜੀ ਮੰਤਰੀ ਕੁਲਦੀਪ ਸਿੰਘ ਧਾਲੀਵਾਲ ਅਨੁਸਾਰ ਕੇਂਦਰ ਸਰਕਾਰ ਜਾਣਬੁੱਝ ਕੇ ਪੰਜਾਬ ਦੇ ਵਿਕਾਸ ਨੂੰ ਰੋਕਣ ਦੇ ਰਾਹ ਪਈ ਹੋਈ ਹੈ ਅਤੇ ਇਸੇ ਕੜੀ ਵਿਚ ਕੇਂਦਰ ਨੇ ਪੰਜਾਬ ਦੇ 3200 ਕਰੋੜ ਰੁਪਏ ਹਾਲੇ ਤੱਕ ਜਾਰੀ ਨਹੀਂ ਕੀਤੇ ਹਨ। ਧਾਲੀਵਾਲ ਨੇ ਦੱਸਿਆ ਕਿ ਉਹਨਾਂ ਨੇ ਕੇਂਦਰੀ ਖ਼ੁਰਾਕ ਮੰਤਰੀ ਤੋਂ ਮੁਲਾਕਾਤ ਲਈ ਸਮਾਂ ਮੰਗਿਆ ਹੈ ਤਾਂ ਜੋ ਕੇਂਦਰੀ ਫ਼ੰਡ ਰਿਲੀਜ਼ ਕਰਵਾਏ ਜਾ ਸਕਣ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਕੇਂਦਰੀ ਖ਼ੁਰਾਕ ਮੰਤਰੀ ਪਿਊਸ਼ ਗੋਇਲ ਨਾਲ ਮੁਲਾਕਾਤ ਕਰਕੇ ਫ਼ੰਡ ਰਿਲੀਜ਼ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਸੀ ਪਰ ਸਰਕਾਰ ਦੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਨੂੰ ਬੂਰ ਨਹੀਂ ਪਿਆ।
