ਡੈਸਕ- 16ਵੀਂ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਦਾ ਪੰਜਵਾਂ ਸੈਸ਼ਨ ਮੰਗਲਵਾਰ 28 ਨਵੰਬਰ ਨੂੰ ਦੁਪਹਿਰ 2 ਵਜੇ ਸ਼ੁਰੂ ਹੋਵੇਗਾ। ਇਸ ਦੋ ਰੋਜ਼ਾ ਸੈਸ਼ਨ ਵਿੱਚ ਸੂਬਾ ਸਰਕਾਰ ਤਿੰਨ ਵਿੱਤ ਬਿੱਲਾਂ ਸਮੇਤ ਹਾਲ ਹੀ ਵਿੱਚ ਹੋਈ ਕੈਬਨਿਟ ਮੀਟਿੰਗ ਵਿੱਚ ਪਾਸ ਕੀਤੇ ਪ੍ਰਸਤਾਵਾਂ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਦੇਵੇਗੀ। ਇਜਲਾਸ ਦੀ ਸ਼ੁਰੂਆਤ ਮੰਗਲਵਾਰ ਦੁਪਹਿਰ 2 ਵਜੇ ਮ੍ਰਿਤਕਾਂ ਨੂੰ ਸ਼ਰਧਾਂਜਲੀ ਦੇ ਨਾਲ ਹੋਵੇਗੀ, ਜਿਸ ਤੋਂ ਬਾਅਦ ਸਦਨ ਵਿੱਚ ਵਿਧਾਨਕ ਕੰਮਕਾਜ ਚੱਲੇਗਾ।
ਇਜਲਾਸ ਅਗਲੇ ਦਿਨ ਬੁੱਧਵਾਰ ਨੂੰ ਸਵੇਰੇ 10 ਵਜੇ ਸ਼ੁਰੂ ਹੋਵੇਗਾ ਅਤੇ ਸਪੀਕਰ ਵੱਲੋਂ ਇਸ ਨੂੰ ਅਣਮਿੱਥੇ ਸਮੇਂ ਤੱਕ ਮੁਲਤਵੀ ਕਰਨ ਤੱਕ ਜਾਰੀ ਰਹੇਗਾ। ਇਸ ਦੋ ਰੋਜ਼ਾ ਸੈਸ਼ਨ ਦੇ ਕੰਮਕਾਜ ਦਾ ਏਜੰਡਾ ਮੰਗਲਵਾਰ ਸਵੇਰੇ ਵਿਧਾਨ ਸਭਾ ਕੰਪਲੈਕਸ ‘ਚ ਹੋਣ ਵਾਲੀ ਵਪਾਰ ਸਲਾਹਕਾਰ ਕਮੇਟੀ ਦੀ ਬੈਠਕ ‘ਚ ਤੈਅ ਕੀਤਾ ਜਾਵੇਗਾ। ਕਮੇਟੀ ਦੀ ਮੀਟਿੰਗ ਦੌਰਾਨ ਹੀ ਪ੍ਰਸ਼ਨ ਕਾਲ ਨਾਲ ਸਬੰਧਤ ਨਿਯਮਾਂ ਬਾਰੇ ਫੈਸਲਾ ਵਿਧਾਨ ਸਭਾ ਦੇ ਸਪੀਕਰ ਵੱਲੋਂ ਦਿੱਤਾ ਜਾਵੇਗਾ ਕਿਉਂਕਿ ਇਸ ਵਾਰ ਮੈਂਬਰਾਂ ਨੂੰ ਪ੍ਰਸ਼ਨ ਕਾਲ ਲਈ ਆਪਣੇ ਸਵਾਲ ਭੇਜਣ ਦਾ ਮੌਕਾ ਨਹੀਂ ਮਿਲਿਆ ਅਤੇ ਇਸ ਲਈ ਉਨ੍ਹਾਂ ਨੇ ਸਪੀਕਰ ਦੇ ਨਿਯਮਾਂ ਵਿੱਚ ਢਿੱਲ ਦੇਣ ਦੀ ਮੰਗ ਕੀਤੀ ਸੀ।
ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਸੋਮਵਾਰ ਨੂੰ ਸੰਕੇਤ ਦਿੱਤਾ ਕਿ ਸਰਕਾਰ ਵਿਧਾਨ ਸਭਾ ਸੈਸ਼ਨ ਵਿੱਚ ਕਈ ਲੋਕ ਹਿੱਤ ਬਿੱਲ ਪਾਸ ਕਰਨ ਜਾ ਰਹੀ ਹੈ। ਹਾਲਾਂਕਿ ਉਨ੍ਹਾਂ ਨੇ ਇਨ੍ਹਾਂ ਬਿੱਲਾਂ ਦਾ ਖੁਲਾਸਾ ਨਹੀਂ ਕੀਤਾ। ਮੰਨਿਆ ਜਾ ਰਿਹਾ ਹੈ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਔਰਤਾਂ ਨੂੰ 1000 ਰੁਪਏ ਪ੍ਰਤੀ ਮਹੀਨਾ ਅਤੇ ਗੰਨਾ ਕਿਸਾਨਾਂ ਲਈ ਨਵੀਂ ਕੀਮਤ ‘ਤੇ ਸਦਨ ‘ਚ ਬਿਆਨ ਦੇ ਸਕਦੇ ਹਨ।
ਸੈਸ਼ਨ ਦੌਰਾਨ ਪੰਜਾਬ ਵਿੱਤੀ ਜ਼ਿੰਮੇਵਾਰੀ ਅਤੇ ਬਜਟ ਪ੍ਰਬੰਧਨ (ਸੋਧ) ਬਿੱਲ 2023, ਪੰਜਾਬ ਗੁਡਸ ਐਂਡ ਸਰਵਿਸਿਜ਼ ਟੈਕਸ (ਸੋਧ) ਬਿੱਲ 2023 ਅਤੇ ਭਾਰਤੀ ਸਟੈਂਪ (ਪੰਜਾਬ ਸੋਧ) ਬਿੱਲ 2023 ਪੇਸ਼ ਕੀਤੇ ਜਾਣਗੇ। ਰਾਜਪਾਲ ਨੇ ਮਨਜ਼ੂਰੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਮੁੱਖ ਵਿਰੋਧੀ ਪਾਰਟੀ ਕਾਂਗਰਸ ਨੇ ਸੈਸ਼ਨ ਨੂੰ ਸਿਰਫ਼ ਦੋ ਦਿਨ ਲਈ ਬੁਲਾਉਣ ‘ਤੇ ਸਖ਼ਤ ਇਤਰਾਜ਼ ਪ੍ਰਗਟ ਕਰਦਿਆਂ ਸਰਕਾਰ ਨੂੰ ਸਦਨ ‘ਚ ਘੇਰਨ ਦੀ ਤਿਆਰੀ ਵੀ ਕਰ ਲਈ ਹੈ।
ਵਿਰੋਧੀ ਧਿਰ ਨੇ ਸਪੀਕਰ ਨੂੰ ਪੱਤਰ ਲਿਖ ਕੇ ਵਿਧਾਨ ਸਭਾ ਸੈਸ਼ਨ ਦੀ ਮਿਆਦ ਵਧਾ ਕੇ 10 ਦਿਨ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਸੋਮਵਾਰ ਨੂੰ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਨੇਤਾ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ ਨੇ 10 ਮੁੱਦਿਆਂ ‘ਤੇ ਚਰਚਾ ਦੀ ਮੰਗ ਕੀਤੀ। ਬਾਜਵਾ ਨੇ ਕਾਨੂੰਨ ਵਿਵਸਥਾ, ਕਿਸਾਨਾਂ ਦੇ ਮੁੱਦੇ, ਨਸ਼ਿਆਂ ਦੀ ਤਸਕਰੀ, ਸੂਬੇ ਦੇ ਵੱਧ ਰਹੇ ਕਰਜ਼ੇ, ਸਰਕਾਰੀ ਖਜ਼ਾਨੇ ਦੀ ਫਜ਼ੂਲ ਖਰਚੀ ਵਰਗੇ ਕਈ ਮੁੱਦੇ ਸਦਨ ਵਿੱਚ ਉਠਾਉਣ ਦੇ ਸੰਕੇਤ ਦਿੱਤੇ ਹਨ। ਹਾਲਾਂਕਿ ਸੈਸ਼ਨ ਦੀ ਮਿਆਦ ਨੂੰ ਦੇਖਦੇ ਹੋਏ ਇਸ ਵਾਰ ਵਿਰੋਧੀ ਧਿਰ ਨੂੰ ਆਪਣੇ ਵਿਚਾਰ ਪੇਸ਼ ਕਰਨ ਲਈ ਜ਼ਿਆਦਾ ਸਮਾਂ ਮਿਲਣਾ ਮੁਸ਼ਕਲ ਜਾਪਦਾ ਹੈ।
ਤਿੰਨ ਦਿਨ ਪਹਿਲਾਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ‘ਆਪ’ ਦੇ ਸਾਰੇ ਵਿਧਾਇਕਾਂ ਨੂੰ ਚਾਹ ‘ਤੇ ਬੁਲਾਇਆ ਸੀ ਅਤੇ ਇਸ ਵਿਧਾਨ ਸਭਾ ਸੈਸ਼ਨ ਲਈ ਰਣਨੀਤੀ ‘ਤੇ ਚਰਚਾ ਕੀਤੀ ਸੀ। ਇਸ ਮੀਟਿੰਗ ਵਿੱਚ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਆਪਣੇ ਵਿਧਾਇਕਾਂ ਨੂੰ ਸਦਨ ਦੀ ਮਰਿਆਦਾ ਨੂੰ ਬਰਕਰਾਰ ਰੱਖਦੇ ਹੋਏ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਸਵਾਲਾਂ ਦੇ ਜਵਾਬ ਦੇਣ ਲਈ ਕਿਹਾ ਹੈ ਪਰ ਇਸ ਵਾਰ ਵੀ ਸਪੀਕਰ ਲਈ ਪਿਛਲੇ ਸੈਸ਼ਨਾਂ ਦੌਰਾਨ ਦੇਖੇ ਗਏ ਗਰਮਾ-ਗਰਮ ਬਹਿਸ ਨੂੰ ਰੋਕਣਾ ਚੁਣੌਤੀਪੂਰਨ ਹੋਵੇਗਾ।
